Pursuant to Decree No. 189/2007/ND-CP on December 27, 2007 of the Government functions, tasks, powers and organizational structure of the Ministry of industry and trade;

Pursuant to Decree No. 12/2006/ND-CP dated 23 January 2006 from the Government detailing the Commercial Law enforcement activities in the international sale of goods and the activities of dealers buying, selling, processing and transiting goods with foreign countries;

Pursuant resolution No. 59/NQ-CP on December 17, 2010 by the Government on the simplification of administrative procedures in the scope of the management function of Industry, the Minister of industry and commerce to modify, Supplement, abolish some regulations on administrative procedures in the field of export, import, as follows , article 1. Amendments and supplements to some provisions of the administrative procedure in circular No. 04/2006/TT-BTM on 6 April 2006, the Department of Commerce's Guide to some of the content specified in Decree No. 12/2006/ND-CP dated 23 January 2006 from the Government detailing the Commercial Law enforcement activities in the international sale of goods and buying agent , selling, processing and transiting goods with foreign countries (hereinafter abbreviated as circular No. 04/2006/TT-BTM) as follows: 1. Amendments and supplements section III paragraph 3 as follows: "3. Industry import licensing gun sports according to the decision of approval of the plan by the Minister of culture, sports and tourism. 2. 4. Article 2. Article 3. -Commercial invoice: 01 (a) certified copies and stamped copies of traders.

-Transportation transport vouchers or unit of shipment: 8 (a) certified copies and stamped copies of the trader ".

2. Modify the provisions in paragraph 3 as follows: "3. The time limit for automatic import license within 7 (seven) working days from the date Industry receive a valid, full profile of traders.

Article 4. Modify the provisions in paragraph 2, paragraph 3 article 2 of circular No. 03/2009/TT-BCT on 14th January 2010 in the regulation of the import of tobacco business service sales tax as follows: 1. The modification specified in point 2.2 the following: active business license tax : 01 (a) certified copies and stamped copies of traders.

2. Modify the provisions in paragraph 3 as follows: the trader to send 1 (one) the suggested profile import license by mail to the Ministry of industry and trade (export and import). The import permit or the text of the reply is sent to the merchant by mail at the address indicated on the text of the proposal to allow imports of traders.

Article 5. Effect 1. This circular effect since January 15, 2011.
