CIRCULAR additional amendments to some articles of the Statute of the University and Colleges Admissions forms just recently learning attached to decision No. 62/2008/QD-GDDĐT dated 25 November 2008 by the Minister of education and training _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ the MINISTER of EDUCATION and TRAINING base of Decree 178/2007/ND-CP dated 3 December 2007 of the Government functions duties, powers and organizational structure of ministries and ministerial bodies;
Pursuant to Decree No. 32/2008/ND-CP dated 19 March 2008 of the Government functions, tasks, powers and organizational structure of the Ministry of education and training;
Pursuant to Decree No. 75/2006/ND-CP dated 10 August 2006 from the Government detailing and guiding the implementation of some articles of the law on education;
At the suggestion of the Director of education, the Minister of education and training decision: article 1. Amendments and supplements to some articles of the Statute of the University and Colleges Admissions forms just recently learning attached to decision No. 62/2008/QD-BGDDT DATED June 25, 2008 by the Minister of education and training, as follows: 1. Point a paragraph 1 article 2 be amended and supplemented as follows : "a school or undergraduate) form of proceeding has just learned (hereinafter abbreviated as VLVH) the sector has decided to open the training industry."
2. Point c paragraph 2 article 2 be amended and supplemented as follows: "c) have text assigned to the most recent class at the local Department of education and training (hereinafter abbreviated as the Cat & TEL) for the first entrance industry."
3. additional d on item 2 article 2 as follows: "d) open schools in local class must have at least 2 years of formal training in that sector."
4. Article 3 is amended and supplemented as follows: "1. Every year the schools have targets of University enrollment, College VLVH form 4 admissions organization only, on the March, April, October and November, each series 4 on each work day, specified in paragraph 3 of article 14 of this regulation schedule, due to the school principal.
The schools in the region have socio-economic difficulties, high mountainous regions are assigned priority targets of VLVH, but not VLVH targets are used to link to other regions at the entrance.
2. Test, test blocks of matter examination form VLVH specified in item 1, item 2 article 14 of this regulation.
3. 4. 9. Item 2 article 8 be amended and supplemented as follows: "2. The duties and powers of the Board of admissions (HĐTS): HĐTS has the duties and powers organizations make the sew: prepare the conditions necessary for the exam, exam, in stars, preserving the examinations, held exams; considered competition, examination and appeal; and convening the successful candidates; resolve questions and complaints, accusations related to the entrance exam; currency and use the contest registration fees, fees for competition; summarizing the work of enrollment; the decision to reward, discipline as prescribed; timely reporting of results the work of recruitment for the Cat & TEL and governing body (ministries, provincial PEOPLE'S COMMITTEE/school City). "
10. 12. Item 2 article 14 be amended and supplemented as follows: "2. The block contest and sports of the school, the gifted sector: a) Block N exams: literature, music knowledge, talent.
b) H Block exams: literature, painting, layout.
c M Block exams): literature, Mathematics, Reading, and expressive singing.
d) T Block exams: Mathematics, biology, SPORTS talent.
volume V) exams: Math, physics, art Drawing.
e) S Block exams: literature, 2 gifted cinematic subjects.
g) R Block exams: literature, history, journalism skills.
h) K Block exams: Mathematics, physics, engineering profession.
If the field suggested the examination of other schools with the subjects specified in each block of this regulation then must report the Ministry of education and TRAINING as prescribed in clause & 4, article 3 of this regulation.
Time for each test self conclusion is 180 minutes, and for each subject test is 90 minutes; exam time gifted subjects, art by the principal of the school regulations and public notice before the series 90 days. Candidates must contest the number specified subjects. No admission for students not attending enough tests according to the regulations. "
13. Paragraph 4 article 14 be amended and supplemented as follows: "4. the exam is slow as 7 days, HĐTS to organize the test scores and preparing enough of the necessary test. 20. Paragraph 1 article 20 be amended and supplemented as follows: "1. 21. Article 37 be amended and supplemented as follows "1. Before the 45-day exam the school reported the Cat & TEL schedule, location, phone number, E-mail address and Fax machines, direct examination of local and school (if the exam held in local) 2. Within 30 days of the end of the exam, the school must complete the entire enrollment work, reported the Cat & TEL and governing body acceptance and the list of successful candidates to the test track. The previous provisions contrary to this circular are abolished.

Article 3. The Mr. (Ms.), Chief, Chief Inspector, the Director of education, Director of Department of quality control testing and education; The heads of the relevant units of the Ministry of education and training, Minister of the Ministry, heads of ministerial agencies, government agencies, the Chairman of the provincial people's Committee, the central cities, the Director of the Department of education and training, the Director of the University Institute; Rector of the University, the College is responsible for the implementation of this decision.
