Pursuant to the law on road traffic, November 13, 2008;

Pursuant to Decree No. 51/2008/ND-CP on April 22, 2008 Government's functions, tasks, powers and organizational structure of the Ministry of transportation;

The Minister of transportation regulations as follows: article 1. Amendments and supplements to some provisions of Items attached to the decision No. 15/2005/QĐ-BGTVT 1. Addition of Item 2.4, 2.5, 2.6 and 2.7 to 2.3, "Category after 2.4. Order: a) Organization, individual 1 ministries proposed record design according to the regulations and submitted directly or through the postal system to the Vietnam register or the Department of transportation.

b) Vietnam register or the Department of transportation, receiving and checking the composition profile: If the record is incomplete according to the Regulations Guide organization, additional personal, perfect; If the full profile as specified, the written appointment time charged results evaluation profile design.

4.9. How: Organization, individuals can apply for and receive the results directly in the Vietnam register Office or the Department of transportation or through the postal system.

4.10. Time limit for solving: quality certification technical safety and environmental protection of motor vehicles for improving the Organization, individuals within 5 working days from the date of the end of test requirements.

4.11. the validity period of the certificate of quality of technical safety and environment protection vehicles for improving the car had number plates registration is 12 months from the date of signing; private second-hand motor vehicles, imported registered plate number yet have not specified the time limit. "

5. Change the phrase "certificate of motor vehicle quality improvement" to "quality certificate for technical safety and environmental protection improvements motor vehicles" in the regulations attached to decision No 15/2005/QĐ-BGTVT.

Article 2. Amendments and supplements to some articles of the regulations on conditions of establishment and operation of the motor vehicle register centre attached to decision No. 45/2005/QĐ-BGTVT 1. Modify article 6 as follows: "article 6. Certification of motor vehicle inspection activities 1. After completion of the investment, organizations, individuals send record for Vietnam to register the organization conducting the testing, certification of motor vehicle inspection activities. Profile components include: a) the suggested text check certification auditing activities of motor vehicles according to the form prescribed in annex 1 of this regulation;

b) list of horizontal working titles quoted in the central register (original);

If the test is not successful, within 5 working days, the Vietnam Register notice in writing to the Organization, the individual remedy and proceed to check out.

Article 5. The effect and enforcement responsibilities 1. This circular has the effect after 45 days from the date of signing.
