Pursuant to the law published on December 3, 2004 and the law on amendments and supplements to some articles of the law published July 3, 2008;

Pursuant to Decree No. 111/2005/ND-CP dated 26 August 2005 from the Government detailing and guiding the implementation of some articles of the law on publication was amended and supplemented by Decree No. 11/2009/ND-CP dated 10 February 2009 and Decree No. 110/2010/ND-CP dated 9 November 2010 of the Government;

Pursuant to Decree No. 187/2007/ND-CP on December 25, 2007 of the Government functions, tasks, powers and organizational structure of the Ministry of information and communications;

At the suggestion of the Director of publication, the PROVISIONS: article 1. Modify, Supplement 11 circular No. 03/2009/TT-BTTTT of September 11 January 2010 in article 11 to be revised and supplemented as follows: "article 11. Records suggest that the import permit non-business publications 1. Records suggest that import licensing publications business not established 01 (a) sent by mail, courier service or sent directly to licensing bodies specified in paragraph 2, paragraph 3 of this article, including: a) petition to license imported publications are not trading and 3 (three) copies of imported publications catalogue (form No. 16 and model No. 17 attached to this circular);

b) authenticated copies or copies attached original to collate people's ID or passport of the person to do the procedure, except send by post, courier service;

c) copies of invoices, receipts, paper goods original acknowledgement to collate (if available) for imported publications being customs, business, postal delivery services kept;

d) certified copies or copies attached original to collate the license to operate in Vietnam for the Agency, foreign organizations, international organizations suggested names to license;

DD) where imported publications to serve the specialized research to have more text import licensing recommendations of Ministers, heads of ministerial agencies, the head of the Agency, held in Central or provincial level in charge of the field in the majors.

2. Organs, the Central Organization; the Agency, foreign organizations; international organization based in Hanoi suggested filing a license to import publications is not trading at the Bureau or the Department of communication and media of the city of Hanoi.

3. Agencies, local organizations; branches, representative offices, subsidiaries, agencies of the central institutions stationed in localities; the Agency, foreign organizations, international organizations headquartered locally or are active locally; personal Vietnam, foreign individuals to local or live locally apply recommended import licensing publications are not trading at Department of information and media. "

Article 2. Remove, replace and supplement the form prescribed in article 17 circular No. 03/2009/TT-BTTTT of September 11 January 2010 1. Remove the form number 01, 03, 05, 10, 11, 13, 14, 15, 16, 17, 18, 19 and 20 attached to circular No. 03/2009/TT-BTTTT November 1, 2010.

2. Attached to this circular the following form to replace the cancelled form in paragraph 1 of this article;

a) model No. 1: license application established alternative publishing model No. 1;

b) model No. 3: plan registration of alternative publishing model No. 3;

c) model No. 7: license application in machining publications for foreign replacement model No. 7;

d) model No. 10: application to license the import business of alternative publishing model No. 10;

DD) form No. 11: list of staff appraisal of imported content replaces Model number 11;

e) model No. 13: registration of imported publications catalog to alternative business model No. 13;

g) model No. 14: the list of imported publications to alternative business model No. 14;

h) model No. 15: registration certificate directory of publications imported to alternative business model No. 15;

I) 16: petition to license imported publications are not alternative business model No. 16;

k) model No. 17: the catalog of imported publications are not alternative business model No. 17;

l) model No. 18: importing non-business publications (published by the Directorate level) replacing model No. 18;

m) model No. 19: importing non-business publications (by the Department of information and communication) supersedes the form of 19;

n) model No. 20: license application to the Exhibition Organizer, the fair published a replacement model No. 20.

3. additional 02 issued the following form: a) model No. 23: the project of founding Publisher;

b) model No. 24: curriculum vitae (for people scheduled to be appointed leader of the Publisher).

Article 3. Effective enforcement of this circular effect since January 1st, 2011.

In the process, if there are obstacles, suggest that the Agency, the Organization reflected in writing on the Ministry of information and media to consider, resolve.
