Vocational Law base on November 29, 2006;

Pursuant to Decree No. 186/2007/ND-CP on December 25, 2007 of the Government functions, tasks, powers and organizational structure of the Ministry of labor, invalids and Social Affairs;

Pursuant to Decree No. 70/2009/ND-CP on 21/8/2009 of the Government responsible for the governance of vocational training;

Pursuant resolution No. 48/NQ-CP on 09/12/2010 of the Government on the simplification of administrative procedures in the scope of the management function of the Ministry of labor, invalids and Social Affairs;

The Ministry of labor, invalids and social rules of established, allows to establish, split, split, merged, dissolved the vocational colleges, vocational and vocational Centre as follows: chapter I GENERAL PROVISIONS article 1. 1.4. The facilities and equipment of vocational facility a) to match the scale, level of training of individual trades and are designed to build according to the Vietnam construction standards TCXD VN 60:2003 "vocational school-design standards" issued by decision No. 21/2003/QĐ-BXD dated 28/7/2003 by Secretary of the Ministry of construction. -Laboratory/experimentation and professional learning rooms meet the requirements of teaching, learning and research under the program of vocational college degree;

-The library has seating to meet the requirements of research officer, lecturer, teacher and student learning, students;

-Has sufficient area to cater for pupils, students and teachers, the teacher of physical exercise according to design standards;

-Medical room with equipment meet the minimum health care conditions for staff, faculty, teachers and students, students in the school.

b) vocational equipment: there is enough equipment for teaching the theory and practice of matching trades, the level and scale of prescribed training.

1.5. financial ability can afford financially guarantee for the investment and operation of the College. Sources of capital vocational college established a minimum of 30 billion Vietnam was contributed by the legal capital, excluding the value of land.

2. Article 4. Profile established vocational colleges, assignment/other training facilities in the school 1. Profile established vocational colleges is 1 foot, including: 1.1. 1.6. for private career colleges, a need for additional profile) documents of commercial bank (where individual organizations proposed the creation of vocational colleges to open account) about the balance of deposits of individuals, organizations proposed the creation of the school and commitment will only use to invest in the construction field and the cost for the regular activities of the school after When it was founded.

3. DD) based on the results of the assessment authority, agency, organization, proposed the creation of a complete school records founded the school to send the assigned agency management task of vocational Ministry, the Central Agency of social-political organization to the Minister, the head of the central organ of the Organization of social-political decision.

1.4. e) based on the results of the assessment authority, agencies, organizations, individuals proposed the creation of a complete profile center established the Center sent Department of labor, invalids and Social Affairs.

Article 17.
