1.4. The facilities and equipment of vocational facility a) to match the scale, level of training of individual trades and are designed to build according to the Vietnam construction standards TCXD VN 60:2003 "vocational school-design standards" issued by decision No. 21/2003/QĐ-BXD dated 28/7/2003 by Secretary of the Ministry of construction. In particular:-land use a minimum of 20,000 square meters for urban areas and 40,000 m2 for the area outside the municipality;

-Classroom theory, practical training scales are met according to the rules. Area schools of theory of minimum 1.5 m2/seats of learning, an area of classroom practice with at least 4-6 m2/place of practice;

-Practice standard practice requirements are met according to the curriculum of vocational college degree;

-Laboratory/experimentation and professional learning rooms meet the requirements of teaching, learning and research under the program of vocational college degree;

-The library has seating to meet the requirements of research officer, lecturer, teacher and student learning, students;

-Has sufficient area to cater for pupils, students and teachers, the teacher of physical exercise according to design standards;

-Medical room with equipment meet the minimum health care conditions for staff, faculty, teachers and students, students in the school.

b) vocational equipment: there is enough equipment for teaching the theory and practice of matching trades, the level and scale of prescribed training.

1.5. financial ability can afford financially guarantee for the investment and operation of the College. Sources of capital vocational college established a minimum of 30 billion Vietnam was contributed by the legal capital, excluding the value of land.

2. The establishment, allowing the establishment of assignment/other institutions in ensuring the following conditions:-the establishment, allowing the establishment of assignment/other training facilities in the school must guarantee to meet the conditions of the facilities and equipment of vocational teaching staff , teachers and managers of vocational and other guarantee conditions to the teaching profession according to the scale expected in assignment/training facility;

Article 4. Profile established vocational colleges, assignment/other training facilities in the school 1. Profile established vocational colleges is 1 foot, including: 1.1. The text proposed the creation of the school, the Central Agency of social-political organizations, the provincial people's Committee for public vocational colleges (according to the model No. 1a attached to this circular); Form of social organization, social-professional organization, economic organizations and individuals for private career colleges (No. 1b form attached to this circular).

1.6. for private career colleges, a need for additional profile) documents of commercial bank (where individual organizations proposed the creation of vocational colleges to open account) about the balance of deposits of individuals, organizations proposed the creation of the school and commitment will only use to invest in the construction field and the cost for the regular activities of the school after When it was founded.

Article 5. Established procedures, allowing established vocational colleges 1. 2. Evaluation of the established school records a) authority records appraisal organization established vocational colleges;

b) Minister of labor, invalids and Social Affairs decided to establish authority and enacting regulation organizations, activities of the authority.

3. 1.4. 1.5. financial ability can afford financially guarantee for the investment and operation of the vocational secondary school. Funding vocational establishment a minimum 15 billion Vietnam, was contributed by the legal capital, regardless of the value of the land.

Article 7. Profile established vocational, assignment/other training facilities in the school 1. Profile established vocational is 1 foot, including: 1.1. The text proposed the creation of the school governing body for public vocational high schools (according to the model No. 3a attached to this circular); Form of social organization, social-professional organization, economic organizations and individuals for private vocational high schools (according to the model No. 3b attached to this circular).

DD) based on the results of the assessment authority, agency, organization, proposed the creation of a complete school records founded the school to send the assigned agency management task of vocational Ministry, the Central Agency of social-political organization to the Minister, the head of the central organ of the Organization of social-political decision.

Staff management, sufficient in number, uniform structure, standard of quality, the standard qualifications and vocational skills as specified in circular No. 03/2009/TT-BLDTBXH on 29/9/2010 the Minister of labor, invalids and Social Affairs regulating standard of teachers , vocational trainers, including: a) the rate of exchange students on the teacher exchange a maximum of 20 students on 1 teacher;

b) Must have the higher education personnel for each training organisation.

1.4. About the facilities and equipment of vocational facility a) to match the scale, level of training of individual trades and are designed to build according to the Vietnam construction standards TCXD VN 60:2003 "vocational school-design standards" issued by decision No. 21/2003/QĐ-BXD dated 28/7/2003 by Secretary of the Ministry of construction. -Theoretical classrooms meet the prescribed training scale. Area schools of theory to a minimum of 1.3 m2/1 student exchange;

-Practice meet the required vocational program practice primary level. An area of classroom practice reaching minimum 2.5 m2/1 student exchange.

b) vocational equipment: there is enough equipment for teaching the theory and practice of matching trades, the level and scale of prescribed training.

1.5. financial ability can afford financially guarantee for the investment and operation of the vocational Center. Funding vocational Centre was a minimum of 2 (two) trillion Vietnam are contributing by legitimate sources of capital, regardless of the value of the land.

b) within 5 working days from the date of receipt of a valid application, the Agency was given the management task of vocational Ministry, the Central Agency of social-political organisations submitted the records center to the authority to organize the evaluation;

c) the establishment, organization and activities of the authority are made according to the provisions in point c of paragraph 1 of article 8 of this circular;

d) within 15 working days from the date of receiving the record established vocational center was assigned by the Agency to manage the work of vocational Ministry, the Central Agency of social-political organization sent to the authority, the organization established the profile Evaluation Center.

Case evaluation Council conclusions established Records Center does not qualify, the Agency assigned to manage the work of vocational Ministry, the Central Agency of social-political organizations have written answers for agencies, organizations proposed the creation of the Center and stating the reason.

DD) based on the results of the assessment authority, agency, organization, proposed the creation of a complete profile center established the Centre send bodies delivered vocational work management of the Ministry, the Central Agency of social-political organization;

c) within 5 working days from the date of receipt of a valid application, the Department of labor, invalids and Social Affairs submitted the records center to the authority to organize the evaluation;

d) the establishment, organization and activities of the authority are made according to the provisions in point d item 2 article 8 of this circular;

DD) within 15 working days from the date of receiving the record established vocational Center by the Department of labour, invalids and Social Affairs submitted to the authority, the organization established the profile Evaluation Center.

e) based on the results of the assessment authority, agencies, organizations, individuals proposed the creation of a complete profile center established the Center sent Department of labor, invalids and Social Affairs.

2. Article 17.
