The CIRCULAR regulates the preservation fee limit of food, supplies and equipment for the national reserve by the State reserve Bureau directly administered by the Ministry of Finance issued _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ pursuant to the law of standards and technical regulation No. 69/2006/QH11 on 29/6/2006 of the Parliament of the Socialist Republic of Vietnam;
The base national reserve Ordinance No. 17/2004/PL UBTVQH 10-29/4/2004 of the Commission of the National Assembly;
Pursuant to Decree 196/2004/ND-CP on 02/12/2004 detailing the Government's enforcement of the Ordinance on the national reserve;
/Pursuant to Decree No. 118/2008/ND-CP on November 27, 2008 of the Government functions, tasks, powers and organizational structure of the Ministry of finance;
The Ministry of finance regulation on norms to preserve food, supplies and equipment for the national reserve by the State reserve Bureau directly administered as follows: article 1. Scope 1. This circular stipulates the following norms: a) food preservation fee (paddy rice) national reserve are preserved in the State stockpile totals by State reserve directly administered (under Appendix I attached circular).
b) fees of preservation materials, national reserve equipment preserved at the State stockpile totals by State reserve directly administered (in Appendix II attached circular).
2. Level of attrition of the State reserve for preserving rice sealed (extra CO2, N2, anaerobic): a) the storage time under 12 months: 0.050%.
b) storage time from 12-18 months: 0.058%.
c) storage time on the 18th: 0.066%.
3. Level of attrition on the national reserve for the preservation of airy paddy made by decision No. 03/2007/QD-BTC dated 8/1/2007 of the Ministry of finance regarding the issuance of paddy shrinkage limit the preservation of the national reserve by the national reserve (now the General State reserve) directly managed. For the shrinkage limit paddy preservation pour left in low pressure conditions follow circular No. 207/2009/TT-BTC dated 15/12/2010 issuance of paddy shrinkage limit preserving pour left in conditions of low pressure caused by the total direct State reserve management.
Article 2. Use and to adjust the level of maintenance 1. The conservation fee regulations limit in annex I and II attached to this circular and shrinkage limit on State reserves for rice preserved in item 2 article 1 circular was used as a base to build, make food preservation plan equipment, supplies, national reserve since the budget in 2012. From 2013 to 2014, if the average price increase of 5% over the norm charge conservation in the plan are respectively the average price increase in reports of products, goods or services provided by the General Department of statistics announced.
2. the General Director of the State reserve Bureau based on the level of preservation of this circular and the provisions in decision No. 21/2006/QD-BTC dated 3/4/2006 of the Minister of Finance on issuing building regulations, issuing and managing the level of preservation of the national inventories to guide , implementation, but does not exceed the level specified.
Article 3. Implementation 1. This circular effect from 02/02/2011 and replaces decision 86/2008/QD-BTC dated 20/10/2008 on issued norms to preserve paddy pour left in low pressure conditions due to direct national reserve management, circular No. 8/2011/TT-BTC on 14/01/2011 revised Supplement decision 86/2008/QD-BTC and circular 107/2009/TT-BTC dated 26/5/2009 of the Minister of Finance issued norms to preserve national reserve goods due to direct national reserve management.
2. The Heads of the relevant units to the national reserve administration is responsible for implementation.
