On the recommendation of the Department of Livestock,

The Ministry of Agriculture and Rural Development issued the Prescribed Examination, monitoring and disposal of the Beta-agonist group of banned substances in cattle ranching, poultry as follows:

Chapter I

GENERAL REGULATION

What? 1. The adjustment range

This information regulates the inspection, monitoring and disposal of the Beta-agonist group (Clenbuterol, Salbutamol, and Ractopamine) in cattle breeding, poultry.

What? 2. Subject applies

It applies to organizations, individuals in and outside of the country in relation to manufacturing activity, livestock business, veterinary medicine; livestock facilities, poultry facilities; the facility of slaughter, processing and business of cattle, poultry in Vietnam.

What? 3. The principle of inspection, surveillance

1. The Agency has the authority to administer the state in terms of agriculture and rural development while carrying out the task of inspecing, examining, monitoring of food safety in livestock, veterinary medicine has the right to decide to apply the treatment form, the penalty level. The violation of the Beta-agonist group in livestock breeding, poultry, and the provision of information to the law enforcement agency.

2. Host of livestock facilities; manufacturing, food-food business, veterinary medicine; slaughter facilities, processing and business of cattle products, poultry:

TESTING, SURVEILLANCE.

1. At the manufacturing facility and business feed business, veterinary medicine: livestock feed; veterinary medicine.

2. At the breeding facility: livestock feed, drinking water of cattle, poultry; veterinary medicine; urine or blood of cattle, poultry.

3. At the slaughter facility: the urine of the cattle; the meat sample; the organ coating.

4. At the Cattle Products business, poultry: samples; samples of the organ.

What? 5. Test sequence

1. Step 1: Take samples of livestock feed, veterinary medicine, drinking water, and products of livestock under the prescribed method at Appendix I issued with this Notice and other provisions of the existing law that are involved.

2. Step 2: Option method checks in accordance with Article 6 of this message to conduct analysis, assessment.

What? 6. The method of checking and processing analysis results

1. Test Method: Testing by evaluation of the existence of Clenbuterol, Salbutamol and Ractopamine group in the Beta-Agonist group in feed, water, veterinary medicine, urine, blood samples and cattle products, poultry in one of the most important products. in the following two ways:

a) The first (applicable in case of need for quick test results):

Conducting qualitative analysis by fast testing or semi-quantitative analysis by kit ELISA for the Beta-agonist group or individual qualitative for each of Clenbuterol, Salbutamol, and Ractopamine. The detection limit (LOD) of the fast kit and kit ELISA must be less than 0.2ppb. If the negative results are negative, the test ends.

If positive results continue to analyze quantitative analysis by the chromatography to confirm whether the sample is actually positive for the Beta-agonist groups.

b) The second way:

Proceed immediately to quantitative analysis of the chromatological method for Clenbuterol, Salbutamol, and Ractopamine.

2. Processing analysis results

a) If the negative result of the above analytical method confirms the non-infraction pattern (or the negative sample with the Beta-agonist group).

b) The positive results by quantitative analysis are the basis for the processing of the breach and publication of the violation (or the positive sample with the Beta-agonist group). The base to confirm the positive sample is prescribed at Annex II issued by this message.

What? 7. Waste Processing

In the case of a test sample that results positive by quantitative analysis with the banned substances from the Beta-agonist group, the state governing body has the authority to conduct the following steps:

1. Notice the results for the organization or individual with a positive test sample with the banned substances from the Beta-agonist group.

2. Handsome violations in accordance with the provisions of the relevant law.

3. In addition to the form of administrative violation by regulation, organization or individual whose violations are required to apply the following measures:

a) On the basis of livestock: having to stop using the cause of positive positive causes and must continue to feed the cattle, the poultry until the test results are negative. Livestock facilities are subject to all costs.

b) For the slaughter facility: forcing the destruction of all livestock, poultry, or forcing the slaughter department to continue to keep in captivity, the conditions must ensure the requirements for veterinary hygiene until the results of a negative test result in the new banned substances. You know, killing and putting out the market. The slaughter facility is subject to all costs of destruction, captivity, and cost of inspection.

The continued feeding time of the herd, poultry with positive for the above-stated banned substances, can last from 3-15 days, depending on the level of usage, time of use, and the type of prohibited substance used.

c) For the basis of the cattle product business, poultry: force the recovery and destruction of all cattle products, poultry. The business facility is subject to all costs associated with recovery, destruction, and cost of inspection.

d) For the manufacturing facility, the food business and veterinary medicine: forced the recovery and destruction of tested positive products. The business facility is subject to all costs associated with recovery, destruction, and cost of inspection.

3. Organization for guidance, propagation, knowledge training of food safety hygiene for subjects within the management range.

What? 9. Veterinary Services

1. Unity and organization performing testing, monitoring and processing of the Beta-agonist group banned in breeding facilities at manufacturing facilities, veterinary drug business; the facility of slaughter, processing and business of cattle products, poultry.

2. Directed and co-ordinated with local expert test agencies, monitoring the use of the banned substance in breeding facilities at manufacturing facilities, veterinary drug business; the slaughter facilities, processing and business of cattle products, poultry.

3. Organization of Guide, Propaganda, Training knowledge training food safety for subjects within the management range.

What? 10. The responsibility of the Department of Agriculture and Rural Development

1. The organization performs testing, monitoring and processing violations of the use of Beta-agonist groups in cattle ranching facilities, poultry; production facilities, livestock business; production facilities, veterinary drug business; the slaughter facility, processing and processing facilities. 1. This message is effective from December 22, 2012.

2. This information replaces the Digital 54 /2010/TT-BNPTNT September 15, 2010 by the Ministry of Agriculture and Rural Development on the regulation of testing, monitoring of the Beta-agonist groups in livestock.

What? 13. Organization to execute

1. The Department of Livestock and the Bureau of Veterinary Medicine, which monitors, instructs, examines the practice of doing this Notice for the subject of management.
