Chapter I
COMMON RULES
Number one. Adjustment range
Yes. This plan provides for manufacturing, the business of alcohol and alcohol products including: Investment, manufacturing, export, import, purchase, and other activities related to manufacturing, alcohol products and food alcohol.
Wine and alcohol products (for the production of alcohol) in this Parliament are known collectively as alcohol.
Article 2. Subject applies
1. This decree applies to organizations, individuals engaged in manufacturing, alcohol business, and other activities related to manufacturing, drinking business in Vietnam.
2. Foreign traders, businesses with foreign investment in Vietnam are subject to the regulation of this decree and other legal documents related.
Third. Explain the word
In this decree, the words below are understood as follows:

Article 4. The principle of production management, wine business

Article 5. Wine Production Planning
1. The wine production planning is the industry planning that is in the General Plan for the Development of Beer-Alcohol Industry, which is set for the 10-year period and for the next 10 years.
2. The Ministry of Commerce presided over the organization, appraisal and approval of the overall planning of Beer-Alcohol Development, which has a production of alcohol production on the country.
3. Chapter II
WINE PRODUCTION
Article 7. Industrial wine production investment

Article 8. Industrial Alcohol Production Licensing Conditions
The license to grant industrial alcohol production includes:

Article 9. Industrial wine production license
1. The business has only been entitled to operate production, business since the day is granted a license.
2. Authority to grant industrial alcohol production:
a) The Ministry of Commerce is the basis for the licensing of alcohol production on alcohol production investment projects of 3 million liters per year or more.
b) The local Department of Commerce is the basis of alcohol production licenses for local alcohol production investment projects that have a scale of less than 03 million lít/year.

Article 10. The rights and obligations of the industrial wine production business

Article 11. Manufacture of handicrave wine for business purposes
1. The licensing of the license to produce manual alcohol for business purposes:
a) There is business registration, winery production;

2. Article 13. Food and food safety
1. The product of alcohol is a product that is required to register a contract publication.

Article 14. Brand of wine products

Article 15. Food stamps.

Article 16. Responsibility for providing information about alcohol products

3. The advertising of alcohol products must follow the rules of the existing law on advertising.
Chapter III
WINE PRODUCTS BUSINESS
Article 17. Alcohol product business licensing terms
1. The business license granting business distribution of alcohol products includes:
a ) It is a business established by law and has a business in the business of selling alcoholic beverages or alcohol business;
b) There is a fixed business location, a clear address, which ensures technical requirements, prescribed equipment; and so on.

3. The licensing of the Retail Products Retail Business License includes:
a) The merchant has a subscription to the retail business of alcoholic beverages or alcohol business;
b) There is a fixed business location, a clear address, which ensures technical requirements, prescribed equipment; and so on.

Article 18. Wine Products Business License

Article 19. The rights and obligations of the wine product business

Article 20. Import alcohol

2. The imported alcohol must be valid from legal importation under the current regulation and implementation of the regulation of imported alcohol stamps by regulation at Article 15 of this decree.

Chapter IV

Article 22. Violations of the regulation of the law of production, alcohol business
