National technical regulation on safe work of Hand-held motor-operated electric tools

1. General Regulation

1.1. Adjustment range

This standard applies to mobile phone instruments powered by electric motors or magnets, whose nominal voltage is no greater than 250 V for electric instruments with a rotated or one-way rotating phase and 440 V for the instrument. Three-phase handset (later called hand-hand power).

Portable power instruments, which can be installed on the racks or feet for use as fixed instruments without any changes of the instrument themselves are also under the applicable scope of this standard.

This standard does not apply to:

-The handheld electric device is designed for use in places with special environmental conditions such as containing flammable, explosive (dust, vapor or gas).

-A handheld device used for preparation and processing of food;

-A handheld device for medical purposes;

-The thermal instrument mentioned in TCVN 5699-2-45 (IEC 60335-2-45).

Portable power instruments are designed to be used on transportation in addition to compliance with regulations of this standard, and there must be additional requirements of the authority with the authority on the safety of the employer when used.

1.2. Apply objects

This standard applies to:

1.2.1. Organizations, individuals produce, import, circulate, and use hand-in-hand electric instruments (later called the manufacturer, the importer, the seller, and the use of the hand-in-hand device).

In this Regulation, the use of the terms, definitions of the National Standard TCVN 7996-1:2009 (IEC 60745-1:2006) mobile phone instruments powered by engine-Safety-General Demand and TCVN 7996-2 (IEC 60745-2).

2. Technical Regulations

2.1. The object-based electromechanical instruments and the above range must ensure the requirements for safe technical specifications for motor-powered mobile electric instruments at TCVN 7996-1: 2009 (IEC 60745-1: 2006).

2.2. For each type of special hand-hand power, in addition to having to meet the general requirements for safe engineering techniques for mobile phone instruments, the above engine must meet the specific requirements of safe engineering for each type of electrical device. 2.3. In the case of the TCVN speaking there is a change, the addition is made in accordance with the latest regulations.

3. Regulation of labor safety management during production, import, circulation, and use of hand-in-hand power instruments.

3.1. The regulation ensures safety of hand-in-hand power instruments in manufacturing and imports prior to the introduction of the market.

The manufacturer, importing the handheld electric instrument must make the requirements for quality management as follows:

3.1.1. Applying the quality management system to ensure the quality of the hand-held power instruments, imported in accordance with the standard published standard.

3.1.2. Apply the applicable rules.

The manufacturer, the importer self-publishes the basic properties, the warning information, the standard number applied on hand-in-hand power instruments or by one of the following forms:

-On the packaging tool.

-On the label of the instrument;

3.2. Safety assurance regulations for hand-in-market power in the market

3.2.1. Compliance with the corresponding technical standards in the process of hand-holding electrical instruments;

3.2.2. Self-imposed quality control measures in hand-in-hand traffic.

3.3. The regulation ensures safety for hand-in-hand power instruments in use.

3.3.1. Preserve and transport

3.3.3.5. Not to operate portable electrical instruments in a flammable, explosive environment (an environment with fluid, a flammable gas or an environment containing substances that can damage the details of the device's electrical structure).

3.3.4. Make sure to ensure the safety of electricity.

3.3.4.2. When operating with a Class II handset must use the additional means of personal protection (insulated gloves, insulation, insulation mat, etc.).

3.3.4.3. Not using the source wire. Do not use the source wire to carry, drag or pull the plug of the portable power device. Keep the source wire away from the source of heat, oil, sharp edges or moving parts.

3.3.4.4. When operating a portable power device outside the sky, it must be used to use an open source line suitable for outdoor use.

3.3.4.5. If it is required to operate a portable electrical device in the moist area, use the (RCD) protection device to protect the source.

3.3.4.6. It has to be noted to protect the electric cables that power the electric power to avoid being exposed to insulation, avoiding ointage or exposure to hot objects.

3.3.4.7. The resumption of electrical appliances for portable power instruments (such as transmers, variable-frequency devices ...) with the grid and removing them from the grid must be responsible for the person with a charge of charge.

3.3.4.8. A periodic trial for portable power instruments and accompanying device parts (transmable, transmusing devices, protective power-cutting equipment, source wires ...) at least once every six months. Recurring trials include:

3.3.5. Regulations guarantee safety risks

3.3.5.6. If the device is equipped to connect with the vacuum and dust-gathering mechanism, ensure that they are connected and used correctly.

3.3.5.7. With hand-armed instruments with a mass of more than 10kg, it has to be equipped with a mechanism to lift, hang tools when working.

3.3.5.8. No active hand-wielding power is not working. Use the right hand-hand tool for every single job.

3.3.5.9. Do not use portable power tools if the closed mechanism does not turn on and off the source.

3.3.5.10. Cut off the power source before making adjustments, replace accessories, suspend work or store hand-wielding power.

3.3.5.13. 3.3.6. Repair and maintenance

3.3.6.1. Users of hand-controlled electric instruments have to regularly check, maintenance, and statistical work done. 3.3.6.2. The handheld electric instrument must be maintained by the repair man who has passed training and only uses similar replacement parts.

4. Inspector, check and dispose of the breach

4.1. The inspection and disposal of the provisions of this Regulation are made by the state inspector of labour.

4.2. The examination of the quality of production, import, circulation, and use of motor-powered mobile power instruments is carried out under the Product Quality Law, the goods and the Standards.

5. The responsibility of organizations, individuals

5.1. Organizations, individuals, for manufacturing, export, export, circulation, and use of mobile phone instruments are responsible for compliance with regulations at this Regulation.

5.2. 6. Organization to execute

6.1. The Department of Labor Safety, Ministry of Labor-Trade and Social Affairs is responsible for guiding and examining the implementation of this Regulation.

6.2. The state governing bodies of local labour are responsible for guidance, inspector, examining the implementation of the provisions of this Regulation.
