The CIRCULAR issued to national technical regulation on decentralized and technical monitoring of mobile rigs at sea and national technical regulation on decentralized and technical monitoring fixed truss on the _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ pursuant to the law of standards and technical regulation on June 29, 2006;
Pursuant to Decree No. 127/2007/ND-CP on 1st August 2007 detailing the Government's implementation of some articles of the law on technical regulation and standards;
Pursuant to Decree No. 107/2012/ND-CP dated 20 December 2012 of the Government functions, tasks, powers and organizational structure of the Ministry of transportation;
At the suggestion of the Director of the Vietnam register and Director of science-technology;
The Minister of transport issued the circular on national technical regulation on decentralized and technical monitoring of mobile rigs at sea and national technical regulation on decentralized and technical monitoring fixed rigs at sea.
Article 1. Attached to this circular 2 national technical regulation: 1. national technical regulation on decentralized and technical monitoring of mobile rigs at sea.

Article 2. This circular effect since 1 July 2013.
Article 3. Office of the Chief Justice, the Chief Justice Inspector, Director of the Service, the Director of the Vietnam register, the heads of the agencies and units of the Ministry of transport, the organisation and the individual concerned is responsible for the implementation of this circular.
