Regulation of content, sequence, procedure, appraisal and approval of wind power development planning

At the suggestion of the Attorney General of Energy, the Minister of Public Works of the Ministry of Commerce issued a regulatory of content, sequence, procedure, appraisal, and approval of the planning of wind power development:

Chapter I

GENERAL REGULATION

1. This information regulates the content, sequence, procedure, appraisal, and approval of national wind power development planning and provincial wind power development planning.

2. This information applies to organizations, individuals related to the establishment, appraisal and approval of wind power development planning in Vietnam.

1. Theoretical wind potential. is the potential wind power identified with wind velocity from 6.0 m/s or more at 80 m.

2. Technical wind power potential is the potential wind power to build and operate the wind power project with the current technical and technological conditions.

3. Financial wind power potential is the potential wind power to exploit the efficient project, giving a profit to the investment owner.

Chapter II

CONTENT, SEQUENCE, PROCEDURE, APPRAISAL AND APPROVAL OF THE NATIONAL WIND POWER DEVELOPMENT PLANNING.

What? 3. National Wind Power Development Planning

The National Wind Power Development Plan is a Planning Project to determine the total theoretical and technical wind power potential across the country, distribution of wind potential by regions or provinces in each stage of construction by 2020, considering the year 2020. 2030.

What? 5. The sequence, the procedure, and the planning appraisal of the national wind power development plan

1. Details of detail and advisory selection

a) On the basis of budgetary planning for the planning of the national wind development planning, the General Energy Directorate of Energy Planning, Budget, Planning, Planning and Planning Planning,

1. Judge and approval of the national wind power development planning

a) The Energy Directorate is responsible for the appraisal of the planning scheme in the thirty (30) days of work since the date of receiving enough valid records. In case of necessity, the Directorate of Energy can hire appraisal counsel, countenable consultant to the appraisal of the appraisal;

b) During the time of the year (05) the day of work since the date of receiving valid records, the Energy Directorate must submit an opinion letter of the planning project to the relevant agencies and localities;

In case of planning, calibration, the General Department of Energy has detailed text asking for additional consulting organization, calibration of the Planning Project. Within fifteen (15) working days from the date of receiving additional requirements, corrections, the consulting organization must complete the Planning Project in accordance with the Energy Directorate's request;

e) In the fifteen (15) days of work since the adoption of the Planning Project has been completed, the Energy Directorate reported that the Minister of Industry considers the Prime Minister to approve;

g) The Prime Minister's program approved:

-The planning process.

-Draft decision to approve.

-A complete planning project.

-Report's summary report.

-The official statement of the agency, the locality is relevant.

-The program, the next to the opinions of the agencies, the locality is relevant.

2. The Energy Directorate is responsible for the publication of the National Wind Power Development Planning on the Public Energy Directorate and Website.

3. The budget of the appraisal and the publication of the national wind development planning process is carried out in accordance with existing law regulations.

4. Based on the economic-economic conditions of the time, the Minister of Industry recommended that the Prime Minister decide to amend, adding a national wind power development plan.

1. Details of detail and advisory selection

-It's approved by the Provincial People's Committee.

-10 (10) A complete planning project and one (01) CD/USB contains file reporting and accompanying documents (Theory, Appendix, Data, data, figures, opinions of related agencies and other reference materials).

-Ten (10) summary report of the Planning Project.

-Text of interest, the recommendations of the relevant authorities.

1. Authority and approval of provincial wind power development planning

a) The Energy Directorate is responsible for the appraisal of the planning scheme in the thirty (30) days of work since the date of receiving enough valid records. In case of necessity, the Directorate of Energy can hire appraisal counsel, countenable consultant to the appraisal of the appraisal;

e) In the time of fifteen (15) days, since receiving the Complete Planning Scheme, the Energy Directorate completes the appraisal report, the Minister of Commerce approx the planning project.

2. The Provincial People 's Committee is responsible for the publication of the Provincial Wind Power Development Planning on the province' s website.

3. The budget of the appraisal and publication of the provincial wind power development planning is made in accordance with existing law regulations.

4. Based on local socioeconomic conditions, the Chairman of the Provincial People's Committee recommended that the Minister of Commerce decide to amend, compleming the provincial wind power development planning.

Chapter IV

THE ORGANIZATION.

1. The Energy Directorate has a common sense of responsibility, guidance, and examination of this Information.
