DECREE

Regulation of pensions, social insurance subsidies and pension benefits

Every month for the rest of the town,

Social Insurance Law Base June 29, 2006;

Base of Resolution. 32 /2012/QH13 November 10, 2012 of the National Assembly for the 2013 state budget bill;

At the suggestion of the Minister of Labour-Trade and Social Affairs;

The government issued a protocol for regulating pensions, social insurance subsidies, and a monthly allowance for retired township officials.

Chapter I

GENERAL REGULATION

What? 1. The adjustment object

This decree regulates the level of pensions, the social insurance allowance and monthly allowance for the following subjects:

1. Officer, civil service, workers, officials and workers (including persons with a time to participate in voluntary social insurance, retis from the Social Insurance fund of the Social Farmers An moved to under the Digital Decision). 41/2009/QĐ-TTg March 16, 2009 by the Prime Minister of the Government of the United States; military workers, citizens, and workers who are essential to the monthly pension.

3. The person who is enjoying a monthly labor loss by the rule of law; who is enjoying the monthly grant by Decision No. 91 /2000/QĐ-TTg August 4, 2000, Decision No. 613/QĐ-TTg on 6 May 2010 by the Prime Minister; the rubber worker is enjoying a monthly allowance.

4. Ministry of township, ward, town is enjoying a monthly allowance by Decision No. 130 /CP on 20 June 1975 of the Government Council and Decision No. 111-HSBT on 13 October 1981 of the Council of Ministers.

5. The military is enjoying a monthly allowance by digital decision. 142 /2008/QĐ-TTg October 27, 2008, Decision No. 38 /2010/QĐ-TTg June 6, 2010 by the Prime Minister.

6. People ' s Public Security is enjoying a monthly allowance under Decision No. 53 /2010/QĐ-TTg August 20, 2010 Prime Minister.

7. The military, the people 's public, who works as a salary-like wage as for the military, the people' s public is enjoying the monthly allowance under Decision No. 62 /2011/QĐ-TTg November 9, 2011 by the Prime Minister.

What? 2. Time and adjustment level

From July 1, 2013, an increase of 9.6% of its pension, social insurance and monthly allowance for subjects stipulated at Article 1 of this decree.

What? 3. Cost of execution

The funding implementation of the pension adjustment, social insurance allowance and monthly allowance applicable to the specified objects at Article 1 This decree is stipulated as follows:

1. The state budget guarantees: The subjects enjoyed social insurance before October 1, 1995; the monthly allowance of digital decision-making. 91 /2000/QĐ-TTg August 4, 2000, Decision No. 613/QĐ-TTg dated May 6, 2010 by the Prime Minister and the Subjects Stipulated At Paragraph 4, Paragraph 5, Paragraph 6, Paragraph 7 Article 1 This decree; pension in accordance with Protocol 159 /2006/NĐ-CP December 28, 2006, Decree No. 11 /2011/NĐ-CP January 30, 2011 and Decree No. 23 /2012/NĐ-CP April 3, 2012 of the Government.

2. The Social Insurance Fund guarantees to the welfare of social insurance regimes from October 1, 1995 onwards, including the subject of a pension, the monthly allowance according to the Digital Agenda. 92 /2009/NĐ-CP October 22, 2009, Protocol 121 /2003/NĐ-CP October 21, 2003 and Decree No. 09 /1998/NĐ-CP 23 January 1998 of the Government.

What? 4. Organization

1. Minister of Labor-Trade and Social Affairs is responsible for the implementation of the regulation of pensions, social insurance subsidies, and a monthly allowance of provisions in Clause 1, Clap 2, and Section 3 Article 1 of this decree.

2. The Minister of Home Affairs chaired, in coordination with the Minister of Finance for the implementation of a monthly allowance adjustment to the specified subject at Clause 4 Article 1 of this decree.

3. The Minister of Defense chaired, in coordination with the Minister of Finance for the implementation of a monthly allowance adjustment to the specified subject at paragraph 5 Article 1 and the subject of the resolution responsibility of the Ministry of Defense stipulated at paragraph 7. This is a decree.

4. The Minister of Public Security, in coordination with the Minister of Finance for the implementation of a monthly allowance adjustment to the specified subject at paragraph 6 Article 1 and the subject of the settlement responsibility of the Ministry of Public Security at paragraph 7 Article 1. This decree.

5. The Ministry of Finance is responsible for ensuring the funding of pension regulation, social insurance allowance, monthly allowance for subjects provided by the state budget.

6. Vietnam Social Insurance is responsible for making adjustments, pension payments, social insurance benefits, and monthly allowable entities on the provisions of 1, 2 and 3 Articles 1 This decree.

Chapter II

EXECUTION CLAUSE

What? 5. Effect of execution

This decree has been in effect since 1 September 2013.

The object stipulated at Article 1 of this decree is adjusted to increase pensions, social insurance subsidies, and monthly allowance from July 1, 2013.

What? 6.

The Ministers, the Prime Minister, the Head of the Government of the Government, the Chairman of the Provincial People's Committee, the Central Committee of the Central Committee, is responsible for the implementation of this decree.
