CIRCULAR rules regarding certificate of land use rights, ownership of housing and other assets tied to the ground _ _ _ _ _ _ _ _ _ _ _ pursuant to the law of the land on November 29, 2013;
Pursuant to Decree No. 43/2014/ND-CP on May 15, 2014 detailing the Government's implementation of some articles of the law of the land;
Pursuant to Decree No. 21/2013/ND-CP of March 2013 the Government functions, tasks, powers and organizational structure of the Ministry of natural resources and the environment.
At the suggestion of the General Director of the Bureau of land management and the Director of the legislation, the Minister of natural resources and the environment issued a circular regulating land use right certificates, ownership of the House and other properties tied to the land.
Chapter I GENERAL PROVISIONS article 1. Scope this circular regulates land use right certificates, ownership of the House and other assets attached to land (hereinafter the certificate).
Article 2. Application object 1. State management bodies; professional body of resources and the environment, housing and construction, agriculture and rural development, financial grants and other related agencies; public servants in the cadastral communes, wards and towns.
2. The use of land; the owner of the House, the other properties associated with the land; organizations and other individuals concerned.
Chapter II the MODEL CERTIFICATE and PRINTING, release the WORKPIECE MANAGEMENT Certificate 3. Model certificate 1. A certificate by the Ministry of natural resources and the environment released under a unified form and is applied in the nationwide for all types of land, houses and other properties tied to the land. Plots of land, houses and other assets associated with the land ", which contains the information about the plots of land, housing, other buildings, forest produce is cultivated forests, perennial and notes; on may sign the certificate and certificate signing authority; the number of the certificate;
c) page 3 in black letters include the "III. The diagram plots of land, houses and other assets associated with the land "and the" IV. The changes after certification ";
d) page 4 in black letters include the contents of the "IV. The changes after certification "; contents note to the person who issued the certificate; bar codes;

Chapter III CONTENT EXPRESSION on Certificate 5. Expresses information about the use of land, property owners attached to land at page 1 of certificate 1. 3. Article 6.
