Base of Protocol 66 /2014/ND-CP July 4, 2014 Rules for details, guidelines for certain provisions of the Law of Room, Anti-disaster;

At the suggestion of the Minister of Natural Resources and Environment,

The Prime Minister issued the decision to make a decision on the forecasts, warnings, and natural disasters.

Chapter I

COMMON RULES

What? 1. The adjustment range

The decision was made for forecasting, warning, and information about natural disasters for prevention, response, and disaster recovery in Vietnam.

What? 2. Subject applies

The decision applies to ministries, sectors, localities, organizations, individuals operating forecasts, warnings and information about natural disasters; organizations, households, individuals whose activities are associated with forecasts, warnings and information about natural disasters.

What? 3. The natural disasters are forecast, warned and transmitted.

1. Storm, Tropical Depression operates on the west coast of 120 ° East, north latitude 05 ° North and south latitude 23 ° North (later known as the South China Sea, Annex I Decision) and on land in Vietnam.

2. Storm, tropical depression operating out of the South China Sea area, but is likely to move into the South China Sea for about 24 to 48 hours.

3. Flood in the rivers on Vietnam and the international rivers involved (Annex II and Annex III).

7. Tornado disasters, lightning, heavy rain, flash floods, flooding, landslides caused by flood rain or runoff, soil subsiduation caused by flood or runoff, rising water, saline penetration, drought, drought, malice, hail, hail, dew and other natural disasters.

What? 4. Explain the concepts and words used in the Decision.

1. Tropical cyclones are vorpolar winds (diameter that can reach hundreds of kilometers) formed on the tropical sea, winds blowing into the center in the opposite direction of clockwise, atmospheric pressure (gas pressure) in the lower tropical cyclone around, which can be found. Rain, sometimes with thunderstorms, hormones, tornadoes.

2. Tropical cyclones are the region with the lowest amount of atmospheric pressure in the tropical cyclone, where the convergence of vorgent winds from around the world blows.

3. The strongest wind power in tropical cyclones is the maximum average wind speed determined in time of two (02) observational minutes (such as the Bomo wind level, Appendix IV This Decision).

4. The wind gusts are wind at an instant rise rate, determined in about two (02) seconds.

5. The tropical depression is a tropical cyclone that has the strongest winds from grade 6 to grade 7 and may have gusts (Annex IV).

6. The storm is a tropical cyclone that has the strongest winds from grade 8 or more and may have gusts. The storm has the strongest winds from Level 10 to Level 11 called strong storms, ranging from level 12 to level 15 called a very strong storm, from the 16-to-16 to the so-called superstorm (Annex IV).

7. Storm or tropical depression landing is when the center of the storm, the tropical depression hit the mainland.

8. Storm or tropical depression dissipated, tropical depression weakened to a low-pressure low-pressure zone under Category 6.

9. The strong wind zone due to the circulation of the storm or the tropical depression caused the region with strong cycling winds from grade 6 or more.

10. The direct impact zone of the storm or tropical depression is the bad weather zone, which has rain, which has strong winds from grade 6 or higher due to storm or tropical depression.

11. The storm forecast error was the disparity of the expected storm center position and the actual storm center, between the strongest forecast wind level and the actual strongest wind level at the time of the forecast.

12. Water due to the storm is a sea phenomenon that rises above the normal tides due to the storm's influence.

13. The snail is the wind flow with strong winds relative to the storm ' s winds but is formed and dissipated in short time, a narrow range of activity from several kilometers. 2 Some tens of kilometers. 2 .

14. Tt is the phenomenon of electrical discharge in the cloud, between clouds with each other or between the cloud with the ground.

15. Heavy rain is a rain phenomenon with a total rainfall of over 50 mm in 24 hours, where rain with a total rainfall of 51 mm to 100 mm in 24 hours is heavy rain, rain with a total rainfall of over 100 mm in 24 hours is very heavy rain.

16. The flash flooding is a surprise flood on the mountain river basins of the mountains, the spurts, often accompanied by mud, fast, fast, and fast, with great devastation.

17. Flood flooding is a wetland phenomenon due to the effects of heavy rain, floods, tides, rising seas.

18. The landslide is a land phenomenon that has a landslide, sliding, mudslides due to the effects of rain, flood or flow.

19. The soil subsiduation is that the soil phenomenon is plummled lower than the surrounding area, due to the effects of rain, flood or flow.

20. The saline invasion is a saltwater phenomenon with a concentration of 4% penetrable deep into the endothal when the tide occurs, the seawater offers or departs fresh water.

21. The heat is a special weather form during the summer, when the highest air temperature of the day exceeds 35 degrees Celsius and the air humidity goes below 65%.

22. drought is a severe shortage of water occurring in the long run due to the absence of rain and drained of water resources.

23. Harmful is the special weather form that occurs during winter in the North when the average air temperature is days down below 13 degrees Celsius.

24. Rock rain is rain in the form of ice or ice in size, different shapes, occurring in the short term, accompanied by showers, sometimes with strong winds.

25. The frost is a vapor of water freezing into small and white particles such as salt on the ground or grass surface or other objects. The frost is often formed on winter nights, silvery, clouds during the early winter months of the North.

26. The flooding is the phenomenon of rising water levels in a given period of time, then down. The flood is divided into the following types:

a) The little ones are the ones that have peaks that are lower than the average of the years;

b) These are the ones that have the highest peaks of the average flood of many years;

c) The big flood is that the flood peaks are higher than the average of the years.

d) These are especially large, tall, high-end floods that are rare during the observational period;

The history of the history is that the flood is the highest in the number of observations or surveys.

27. The abnormers are the ones who appear before or after the flood season stipulated at either Article 32 or the flooding formed by the reservoir, which breaks down, spills, and breaks.

28. The flood peak is the highest level of water in a flood at a measured line. The peak of the year is the highest total of the year. The average flood peak of many years is the average number of annual peaks during the period of observation.

29. The flood margin is the difference in the water level between the peaks of the flood and the water level just before the flood.

30. Flood power is the number of variable water levels in a unit of time.

31. The flood forecast error is the disparity of the water level or the forecast water flow compared to the actual value at the forecast period.

32. The flood season is a continuous period of time in a year that usually occurs in the flood, which is determined as follows:

34. The risk level of natural disasters is the distribution of the extent of the damage caused by natural disasters, property, environment, living conditions, and economic-social activities.

35. Disaster Emergency is a situation where natural disasters are defined at Article 3 of this Decision at a Level 5 disaster risk, potentially catastrophic damage, loss of life, property, infrastructure, ecological environment.

36. The tsunami is a long-cycle marine wavewave (from a few minutes to hours), spreading at an accelerated velocity (800 km/h). Upon reaching the shore, depending on the depth of the sea and coastal terrain, the tsunami could reach a height of tens of meters, deep into the land, causing disaster.

Earthquakes, volcanic eruptions and underwater explosions (including underwater nuclear tests), landslides, collisions of meteorites, etc. occur in the sea are likely to cause tsunami waves. The map of the land-based source of earthquakes is likely to have a tsunami that affects Vietnam at the Appendix XII.

37. The direct impact zone of the tsunami is shallow coastal waters and land within the range of tsunami that can be spread. Depending on the height of the terrain, the tsunami may directly affect the land-cargo land from the coast.
