The CIRCULAR stipulated the standard panel reviews technically in bid to buy drugs _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ the base bidding on November 26, 2013;
Pursuant to Decree No. 63/2014/ND-CP dated 26 June 2014 Government detailing the implementation of a number of articles of the law on tender on selection of contractors;
Pursuant to Decree No. 63/2012/ND-CP on August 31, 2012 of the Government functions, tasks, powers and organizational structure of the Ministry of health;
At the suggestion of the Director of the drug administration and Director of planning and finance;
The Minister of Health issued a circular regulating standard Panel reviews technically in bid to buy drugs.
Article 1. Standard panel reviews technically in bid purchasing of drugs 1. Standard reviews technically consists of the standard rules in annex 1 attached to this circular.
2. evaluation methods follow the scoring methods to evaluate the maximum score is 100, namely: a) drug quality: 70% of the total score (70 points).
b) packing, preservation, delivery: 30% of the total score (30 points).
c) proposed technical records are evaluated to meet technical requirements when meet the following requirements:-the point of each of the criteria in the request for the quality of medicines and on packing, preservation, delivery is not lower than 60% of the maximum score that criteria.
-The total score of all the evaluation criteria is technically not lower than 80% of the total score.
3. The tenders meet the requirements on capacity assessment standards, experience and standard contractor reviews the technical review of the identified general criteria as specified in article 24 of Decree 63/2014/ND-CP dated 26 June 2014 Government detailing the implementation of some articles of the law on bidding options contractors.
Article 2. Effective enforcement of this circular is effective from the date of signing.
Item 2 article 7 circular No. 37/2013/TT-BYT November 2013 of Health Minister guide the bid to buy drugs in the medical facility expired from the date of this circular are enforceable.
Article 3. Transitional provisions 1. For tender issued before October 15, 2014, the evaluation contractor selection made under the provisions of circular No. 37/2013/TT-BYT November 2013.
2. With respect to the bid released after August 15th 2014 Bid content that hasn't fit in with this circular, the unit released the bid must conduct modified the bid to ensure no contrary to the provisions of this circular.
Article 4. Responsibility Director of drug administration, Director of financial planning, Office Manager, Director, Director, General Director of the Service, the Department of health administration, heads of agencies, subdivisions of the Ministry, Director of the Health Department of the province of the central cities, and heads the Ministry of health industry, is responsible for the implementation of this circular.
In the process, if there are difficulties and obstacles, the unit, the local Ministry of health report (financial planning Services) to research, resolve./.
