2. contact transfer

a) The contact transfer facility is responsible for informing the carrier frequency carrier of the transfer delivery facility according to the flight operator's text. In the absence of this announcement, the carrier is responsible for informing the facility of communication prior to the frequency of the frequency;

b) The carrier is instructed to wait (STAND BY) on a frequency when it is intended that the air traffic supply facility is responsible for starting contact and listening (MONITOR) on the frequency in which the information is being played.

3. Level and repeat unsaved instruction

a) The unsaved instruction is specified at the Retention Statute;

b) KSVKL is responsible for the slow command, which is clear to capture and avoid having to repeat the time-loss command. Long-distance instruction must be issued to the driver before the engine launch. KSVKL does not grant long-distance instruction to the driver while performing a complex rollout, heading up the CHC or taking off-takeoff;

c) The long distance instruction is not the instruction to take off or enter the active CHC line. The takeoff off "TAKE OFF" was used only when the carrier was allowed to take off, when the order was canceled, or when the flight was canceled. In addition to the above point, the word departure "DEPARTURE" or leaving the land "AIRBORNE" is used;

d) The purpose of reiteration of command to ensure flight safety, avoid misunderstanding between granting and receiving instruction, instructions not to save;

The commands must be recalled to include: air traffic control command, command and instruction to proceed to the landing, takeoff, wait, pass, and roll back on CHC; information on the CHC road using, placing the high voltage, SSR code, flight level instructions, the direction of the nose and the speed;

e) The steering wheel is responsible for reiteration or to report instructions and other instructions including conditional instruction to ensure that the driver understands and will perform. The steering wheel concludes the order by the carrier's name.

g) KSVKL has the responsibility to hear the resent organization to ensure that the command or the other instruction has been correctly reported and must promptly correct the deviation in reiteration. When the nest case reprompts the instruction and instructions not correctly, KSVKL uses the term "NEGATIVE I SAY AGAIN" (Not true, I repeat) and comes with modified content;

) The case is doubtable on the implementation of the command and instruction, KSVKL must grant a command or instruction attached to the phrase "IF UNABLE" (If not possible) and grant additional instructions or direct instruction. The driver cannot perform a command or instruction that the driver must inform KSVKL by using the phrase "IMPOSSIBLE" and accompanied by reason.

What? 14.

1. KSVKL checks are made in the following order: the name of the air service provider; the carrier name; the phrase "RADIO CHECK"; the frequency is used.

2. The driver responds to the rules of regulation of regulation at paragraph 1 This is done in the following order: the name of the call; the name of the answer station; the information relating to the source quality.

3. The quality of the broadcast is classified according to the following levels:

a) Level 1: Unreadable (Unreadable);

a) "SURFACE" when it comes to direction and wind speed on the surface;

b) "DEGREES" when it comes to the direction of the nose in the control direction.

c) "VISION" (vision), "CLOUD" (cloud) and "HEIGHT" (height) in meteorological news;

d) "HECTOPASCALS" when supplying the gas.

3. When the contact is not-the avoidance of the use of social words.

4. From "IMMEDIATE" (Immediately) is used only when it is necessary to act immediately for safety reasons.

What? 16. High altitude instruction, flight level

The driver and control officer are responsible:

1. Ensure that no confusion occurs when using different types of terminology to indicate altitude, flight level.

2. Must rebroadcast the entire command of the altitude, the flight level when there is any change in the command contents.

What? 17. Location Reports

1. Location reports include the following information:

a) The identification of the flying boat;

b) The location of the ship;

c) Time;

d) the flight level or altitude including the flight level is flying over, the flight level has granted, if the flight level is not maintained;

The next location, the time of passing;

e) The next major point.

2. Information at d points, e and e paragraph 1 This may not be necessary to inform if KSVKL has informed the driver and in the flight operating environment using the multipurpose. The information at this point of 1 Article was reported on the first contact after the flight frequency converts.

3. The facility that provides non-saving services using multi-monitoring services, KSVKL may not require the driver to report at the location of the mandatory reporting.

What? 18. Flight Plan

1. In the event of the urgency, the driver filed a flight plan for the air traffic supply facility while flying, the IFR flight to the VFR flight. The flight plan was made in accordance with ICAO's 9432 AN/925.

2. When the driver announces the transfer from IFR flight to flight VFR, the ATS facility will have to transfer meteorological information to the driver.

Chapter III

DATA CONTACT METHOD (ADS/CPDLC)

What? 19. The Sun has a data transmission line

1. For the flying boat that connects the data communications transmission line, the ADS/CPDLC is used as the main communication method and the VHF/HF voice contact is used as secondary vehicles. Depending on the flight traffic, the non-save service facility can also use ADS/CPDLC within the range of VHF dialogue if there is still a connection.

2. All aircraft carriers equipped with the FANS-1/A, which has an ADS/CPDLC connection, will be notified of the frequency to perform the monitoring during the delivery of the data communications service. The ADS/CPDLC connection will be set automatically or manually in the ground system after the login method is completed.

3. ADS/CPDLC will be used as a radar-based external monitoring vehicle and the application of the ADS will not alter the current location reporting methods (not using the ADS-C for distance between the flying boats).

What? 20. ADS/CPDLC login method

1. All ADS/CPDLC connections must be required to log in the unsaved service notification feature (AFN).

2. The flight identification number and the flight deck registration when the login must be the same as the flight identification number and the flight deck registration number in the planned ATS flight plan.

3. The ADS/CPDLC-linked flight notification zone has the AFN login address set by the Vietnam Aviation Authority and published in the Vietnam AIP.

4. The aircraft carrier equipped with FAN-1/A request for use of data communications service, when flown from non-data flight notifications regions or the air-supplied area into the sky with data communications that will have to log in to the area address. It flew 15 to 45 minutes before flying into the sky with data contacts. The connection of the CPDLC/ADS-C will be automatically implemented by the ACC or by manual method after the login method is completed. The driver must transfer the location report to the facility that provides an unsaved service with the CPDLC method at the first mandatory reporting point after the CPDLC connection.

5. The aircraft carrier equipped with FANS-1/A is being supplied with a data communications service, when flown from this flight notification zone into the next flight notification zone, will automatically transfer under the address transfer process or follow the instructions of the supply base. service does not save delivery, to log in to the manual method to the next flight notification area address at the time/appropriate distance before reaching the flight notification area boundary. The driver must transfer the location report to the facility that provides an unsaved service with the CPDLC method at the flight notification area boundary after the CPDLC connection.

What? 21. ADS/CPDLC extraction method

1. When you fly into the sky with a data contact, all carriers have a data contact with a non-saving service that transfers the carrier's location report via the ADS/CPDLC at the flight of the flight notification area. If the CPDLC location report has been sent on the FOM method and the driver has received an answer from the non-saved service provider, the driver does not need to report the location of the carrier once again via the dialogue contact, unless there is a request. The basis of a non-save service facility.

2. The liaison between the air traffic provider base and the driver started by voice contact will be concluded with the dialogue contact and contact started with the ADS/CPDLC that will be concluded with the ADS/CPDLC to ensure the synacal, correct concurrency of the telegraph.

3. ADS/CPDLC must be the main contact method when the service provider does not save the steering guide to "MONITOR [agency name] [frequency]".

4. The organization reciprocated with the phrase "WILCO" means that the instructions have received enough, clear and will follow.

5. Do not compel the organization to reiterate the command of the ATS, which only leads through the CPDLC.

6. The waiting phone (STAND BY) is used to indicate that the request is being processed and waiting for a short time.

7. The Request for Deferred Request (REQUEST DEFERRED) is used to indicate that the request is being processed and long-awaited (long time).

8. The contents of a CPDLC charge sent to contain only a request for instruction to avoid misunderstandable misunderstanders.

9. If there are instructions for instructions to contain in the same receiver and KSVKL is not yet able to resolve all of those requirements, then transfer the message to the carrier with the previous UNABLE content. Later, KSVKL had to respond to each one, each of which was in a single office responding to the requirements of the steering wheel.

10. In the event of a doubt about the content in an electrode, the clear message of electricity must be done through the dialogue contact.

11. The pre-formated electronic components will be used in any case. Non-formatable electronic components will only be used when there is no prior-format text component or when the addition of the pre-formated text component is already available. The request for the instruction to be transferred down and the granting of the instruction to be transferred is done by the use of pre-formated text components.

12. Must use the non-saved term and standard text format when receiving unstandard text. Do not use the word or phrase not in the regulation.

What? 22. Limit of ADS/CPDLC service

1. In case of an emergency, the driver informs the facility that provides a non-saving service on the situation where every possible communication method can be (contact phone or ADS/CPDLC).

2. When receiving an ADS/CPDLC with the MAYDAY (Emergency) or PAN (emergency) content, the facility provides a non-retractable service with a free text transfer to the carrier with the content ROGER MAYDAY (Emergency) or PAN (emergency).

3. When the emergency situation no longer exists, the organization rescints the emergency protocol ADS/CPDLC (if enabled).

4. When the driver observed or found an unusual phenomenon associated with flight operations, it must be reported to the ATS through voice contact.

5. When a non-saving service provider applies to a cross between the carriers, the driver must maintain voice contact on VHF waves and the ADS/CPDLC will not be used.

What? 23. End of ADS/CPDLC data communications service

1. For flights out and entering the FIR with the provision of data communications services: The aircraft carrier equipped with FANS-1/A is being supplied with a "contact advisory advisory" (FN_CAD) data communications service (FN_CAD) to be automatically transferred to electronic devices. on board the flight deck began logging into the ATMs of the next flight notification zone 15 minutes before flying over the flight notification area boundary. When the air service provider continues to take over flight control, the "CONTACT or MONITOR" (the ATS agency name] [frequency] [frequency] was moved up to five minutes before the train crossed the flight notification zone boundary and the "END SERVICE" telegraph line was released. Moving up at the FIR boundary. In the event of a failure to automatically log in, the flight to the carrier is a "END SERVICE" by the manual method no later than the time of the flight to the FIR boundary or as soon as possible.

2.
