The CIRCULAR issued technical-economic norms to estimating the State budget to serve land valuation _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ pursuant to the law of the land on November 29, 2013;
Pursuant to Decree No. 44/2014/ND-CP on May 15, 2014 by government regulation on land prices;
Pursuant to Decree No. 21/2013/ND-CP of March 2013 of government functions, tasks, powers and organizational structure of the Ministry of natural resources and the environment;
At the suggestion of the General Director of the Bureau of land management, the Director of planning and Director of Legal Affairs;
The Minister of natural resources and the environment issued the circular economic norm-techniques for estimating the State budget to serve land valuation.
Article 1. Scope attached to this circular technical-economic norms to estimating the State budget to serve land valuation according to the construction process, adjust land valuation, land price specified in circular No. 36/2014/TT-BTNMT on June 30 2014 of the Minister of natural resources and the environment detailing pricing methods land; building, land price table adjusted; valuation of specific land and determine the price of the land.
Article 2. The terms of the transition plan of specific land valuation was provincial people's Committee, the city approved centrally funding estimates before the day this circular effect is done as follows: 1. With respect to the volume of work done before the day this circular effect is done according to the plans of specific land valuation was approved;
2. With regard to the workload has not deployed then make adjustments cost estimation according to the provisions of this circular and the people's committees of provinces and cities under central Government approval.
Article 3. Effect 1. This circular effect since 12 June, 2015.
2. This circular replaces circular No. 03/2009/TT-BTNMT on 01 February 2010 by the Minister of natural resources and the environment on economic norms-construction techniques of land prices.
Article 4. Responsibility 1. Ministries, ministerial agencies, government agencies, people's committees of provinces and cities under central authority, the Ministry of natural resources and the environment and the Organization, the individual concerned is responsible for the implementation of this circular.
2. Bureau of land management has the responsibility to examine the implementation of this circular.
3. The Department of natural resources and environment is responsible for helping the people's Committee of the central cities, implementation of this circular.
In the process of implementation, if there are difficulties and obstacles the Agency, organization, personal reflections in time about the Ministry of natural resources and environment to consider, resolve./.
