4. Probe Data catalog is the collection of satellite data collected from satellite surveillance, stored online, serving as an investigation into the image.

5. Noise is the effect of energy that is not required by one or more emission sources, radiation, or sensors on the camera in the radio information system, resulting in a reduction in quality, disruption or loss of information that can be restored if necessary. There aren't any energy that doesn't need that.

6. Bit Error Rate (BER) is the ratio between the error bit on the total number of bits received.

2. antennas when motion capture a spherical space depending on the diameter of the antenna. Around the position of the antenna must be installed in a secure belt, which has a diameter of ≥ 1.5 times the diameter of the antenna.

3. The satellite recording system of satellite photography station must be equipped with the anti-lightning and supply system that follows the National Technical Regulation of Anti-lightning for telecom stations and the telecommunication telecommunications cable network issued by Digital Information. 10 /2011/TT-BTTTT April 14, 2011 by the Minister of Information and Communications (QCVN: 32:2011/BTTTT).

What? 5. Power Supply System

1. The satellite photography station must be equipped with a backup power supply system to maintain operation during the time of the national grid loss. The backup power supply system consists of: the power source stabilisor system, the power storage system, and the backup generator.

2. The power-saving system must ensure the maintenance of the satellite photography station for a minimum time of thirty (30) minutes after the national grid source is disconnected.

3. The backup generator must have the slog-enabled automatic mode of one (01) minutes after the national grid source is disconnected.

What? 6. The Environment

1. The location of the installation of satellite photography station must register with the Department of Frequers and Radio Online in the Ministry of Information and Communications to avoid interference.

2. The outdoor installation devices must ensure stable operation in temperature conditions from −15 ° C to + 45 ° C, which will withstand wind speeds of up to 90km/h and a maximum rainfall of 37mm/h.

3. The installation room for satellite imaging station devices must be equipped with a regulation guarantee of 18 °C to 25 °C and humidity from 40% to 70%.

4. The satellite photographic station must be fired against fire under the provisions of the Fire Law, which fires on June 29, 2001.

What? 7. Network System

1. Satellite imaging station and satellite control station must be interconnected with each other for information exchange.

2. The network system must be equipped with a network security security server.

Chapter III

What? 8. The condition of operating satellite photography station

1. The satellite imaging station system must ensure at a continuous operating state twenty-four hours a day and seven days in a week.

2. The operation to be operated by the operator is one of the following majors: geodesic, maps, telegraphs, telemarics, information technology and has been engaged in the training of satellite photography station.

What? 9. Live Shift

The operation of satellite photography station is divided by shift. The work results and the technical incidents that occur in the shift (if any) must be written to the register (in the Appendix 01). After the end of the shift, the table must be conducted between the two operating groups and signed into the register.

What? 10. pre-capture work

1. Check out the operational availability of the device: antenna; the antenna control device; frequency conversion device; signal detection device; frequency spectrum device; signal processor, GPS device, wind measurement device.

2. Run the antenna control device system; check the specifications of the devices after the test and log the parameters into the live book.

3. Check out the device in the room, operation status, and the configuration of the receiver, process, and file storage servers.

4. Check out the photographic plans and the timing of the time between the antenna control system and the signal processing system.

5. In the event of a conflict in terms of scheduling conflicts between satellites that must apply to the management of the polling station to select a satellite that has a higher priority.

What? 11. Capture and dispose of satellite signals

1. When the system starts to capture the signal, the operator must monitor the receiver signal, check out the transmission channels, signal transfer time, the recording location of the recording plan and the quality of the signal obtained from the satellite. All of the above information must be logged into the daily book.

2. The operator must monitor the process of recording, process the satellite signal to zero-level vision data and store this data on the online storage system of satellite photography.

What? 12. Review of the visual quality

A preliminary assessment of the quality of the probe: divided into very good, Good, Bad and Unusable levels. In it, the very good level is that the image processed from the signal has a BER value equal to 0, the good is that the image processed from the signal with a BER value is within the manufacturer's permission, the bad level is that the image processed from the signal has a large BER value resulting in the processing image. Perturbation, which causes difficulty in the process of use, the non-usable point is that the image processed from a signal with too large BER value leads to the unprocessed image or image that is processed into a heavy noise, not usable.

What? 13. Evaluation of cloud cover

For optical images, the operator must evaluate the level of cloud cover. The evaluation of the cloud cover is subject to regulation at paragraph 2 Article 7 of the Digital Information 10 /2015/TT-BTNMT March 25, 2015 by the Minister of Natural Resources and the Environment of the Environment for the Production of the High-resolution Optical and High-resolution optical probe to provide to the user.

What? 14. Update the probe data.

The update of the satellite image data catalog of the satellite photography station must be examined shortly after the image quality assessment and cloud cover.

What? 15. Copy of zero vision data

1. Detective data level 0 after the record must be copied from the tape into two (02) copies for long-term use. The backup to zero vision data must be made daily, at the end of the shift.

2. The magnetic tape must be labeled and numbered with the system for convenience in management.

3. Two magnetic tape copies must be stored in two (02) different buildings to prevent risk.

4. The backup data must be copied periodically after 3 years, in the case of a failure to make a backup to both (02) copies.

What? 16. Track and review of a single probe photo

1. At the end of the recording process, the operator must classify the detective image that has been evaluated with the quality and cloud cover for each order by regulation at Article 12 and 13 of this Information.

2. For photos of the unreached quality of the customer, the operator must report to the state governing body of the probe for the procedure to set the photograph again.

What? 17. Exploration results report

The results of a photographic record must be reported in a monthly, quarterly, annual document, and on the request for a report by the state governing body of the probe (according to the order at Annex 2 issued by this message).

What? 18. Handled remote sensing data from zero to basic levels.

The processing of remote sensing data from 0 to a record-based probe is performed when required by the competent authorities.

What? 19. Emergency Station Operations

1. The operation of the emergency power station is made when there is a direct request by the General Secretary, the Speaker of the National Assembly, the President of the State, the Prime Minister.

2. After the end of an emergency photo recording, the data must be priorititiated to produce a visual product and provide a request.

What? 20. Coordinate operation between satellite recording station and satellite control station

1. The satellite control station is responsible for and sending a probe to the satellite camera station so that the satellite image capture signals when the satellite flies over. Information about the photographic plan between satellite recording station and satellite control station is exchanged daily through the general email, telephone, or fax.
