Technical regulation to operate satellite photography.

Base of Protocol 21 /2013/NĐ-CP March 4, 2013 of the Government regulates the function, mandate, jurisdiction and organizational structure of the Ministry of Natural Resources and Environment;

The Ministry of Natural Resources and the Environment Department of the Environment provides technical regulation of satellite photography.

Chapter I

GENERAL REGULATION

2. Live shift is the continuous working time specified for the group operating the satellite photography station.

3. Recording Plan This includes the imaging parameters of the Satellite Control Station sent to satellite imaging station to collect the signal when the satellite passes.

4. Probe Data catalog is the collection of satellite data collected from satellite surveillance, stored online, serving as an investigation into the image.

5. Noise is the effect of energy that is not required by one or more emission sources, radiation, or sensors on the camera in the radio information system, resulting in a reduction in quality, disruption or loss of information that can be restored if necessary. There aren't any energy that doesn't need that.

6. Bit Error Rate (BER) is the ratio between the error bit on the total number of bits received.

Chapter II

THE REGULATION OF POLLING STATIONS AND THE WORKING ENVIRONMENT

1. The location of the installation of satellite photography station must register with the Department of Frequers and Radio Online in the Ministry of Information and Communications to avoid interference.

TECHNICAL REGULATION OF SATELLITE RECORDING

1. In it, the very good level is that the image processed from the signal has a BER value equal to 0, the good is that the image processed from the signal with a BER value is within the manufacturer's permission, the bad level is that the image processed from the signal has a large BER value resulting in the processing image. Perturbation, which causes difficulty in the process of use, the non-usable point is that the image processed from a signal with too large BER value leads to the unprocessed image or image that is processed into a heavy noise, not usable.

What? 13. Evaluation of cloud cover

For optical images, the operator must evaluate the level of cloud cover. The evaluation of the cloud cover is subject to regulation at paragraph 2 Article 7 of the Digital Information 10 /2015/TT-BTNMT March 25, 2015 by the Minister of Natural Resources and the Environment of the Environment for the Production of the High-resolution Optical and High-resolution optical probe to provide to the user.

1. At the end of the recording process, the operator must classify the detective image that has been evaluated with the quality and cloud cover for each order by regulation at Article 12 and 13 of this Information.

2. For photos of the unreached quality of the customer, the operator must report to the state governing body of the probe for the procedure to set the photograph again.

What? 17. Exploration results report

The results of a photographic record must be reported in a monthly, quarterly, annual document, and on the request for a report by the state governing body of the probe (according to the order at Annex 2 issued by this message).

What? 20. Coordinate operation between satellite recording station and satellite control station

1. The satellite control station is responsible for and sending a probe to the satellite camera station so that the satellite image capture signals when the satellite flies over. Information about the photographic plan between satellite recording station and satellite control station is exchanged daily through the general email, telephone, or fax.

2. The probe data security key is periodically changed (02) weekly.

3. When the satellite capture system is turned out to be notified to the satellite control station.

What? 21. Data Information Security

The operator must be responsible for complying with the existing regulations on information security and data to ensure security and safety of photographic data obtained at the satellite photographic station.

What? 22. Technical incident processing

1. Upon the discovery of the technical incident during the operation, the operator must describe the incident in the incident Trace (according to the pattern at Annex 3 issued by this message).

2. The organization meets the group to handle the incident in accordance with the guidelines and regulations of the manufacturer. Incidents of incident processing must be detailed to make reference.

Satellite photography station devices must be maintained, maintenance periodically, six (06) months and annually according to the manufacturer's regulations.
