CIRCULAR regulations code and standard occupations officer specialization social work _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ pursuant to the law No. 54/2010 officer/QH12 on November 15, 2010;
Pursuant to Decree No. 29/2012/ND-CP dated 12 April 2012 of the Government on recruitment, use and management of employees;
Pursuant to Decree No. 204/2004/ND-CP on December 14, 2004 of the Government regulations on the regime of salary for public servants and the armed forces; Decree No. 17/2013/ND-CP dated 19 February 2013 the Government amended and supplemented a number of articles of Decree No. 204/2004/ND-CP on December 14, 2004 regulations on salary regime for public servants and the armed forces;
Pursuant to Decree No. 106/2012/ND-CP dated 20 December 2012 of the Government functions, tasks, powers and organizational structure of the Ministry of labor, invalids and Social Affairs;
Pursuant to Decree No. 58/2014/ND-CP dated 16 June 2014 Government's functions, tasks, powers and organizational structure of the Ministry of the Interior;
Minister of labor, invalids and Social Affairs and the Minister of the Interior issued a circular regulating code and standard occupations officer specialized in social work.
Chapter I GENERAL PROVISIONS article 1. Scope and objects 1. This circular the provisions of the code, the standard of occupations and the appointment, salary for professional staff of social work.
2. This circular apply to specialist officers working in social work the kind of public business units provide services in the field of social security.
Article 2. Code and class occupations officer specialization social work 1. Social work members (II) code: v. 09.04.01 2. Social work (III) code: v. 09.04.02 3. Social work officer (IV) code: v. 09.04.03 article 3. Common standards on professional ethics of employees of specialized social work 1. Political quality, good ethics; Executive policy, the policy of the party and the law of the State.

Chapter II STANDARD OCCUPATIONS article 4. Social work members (II class)-code: v. 09.04.01 1. The General task of chairing the Organization, direction and implementation of the social work profession has complex requirements on the theory, method and practice skills.

3. criteria regarding the level of training, fostering a) University graduate or above majored in social work, sociology, psychology, special education, or social science majors match the Mission of social work. The case of university graduates in other social science chain must have a certificate of professional training of social work under the program by the Ministry of labor, invalids and Social Affairs;
b) foreign language level of degree 3 as specified in circular No. 01/2014/TT-BGDDT on Jan. 24 in 2014 of the Ministry of education and training released capacity language frame 6 tier for Vietnam;
c) standard technology skills basic information as specified in circular No. 03/2014/TT-BTTTT 11 March 2014 of the Ministry of information and communication issued standard of skill using information technology;
d) certificate standard training occupations social work members (class II).
4. Standards of professional competence, a profession) has the power to preside over the Organization, direction and implementation of the professional activity of social work;
b) has the power to organize effective collaboration with other agencies, units and individuals involved in the process of performing the task of social work;

5. b) has a language of degree 2 in accordance with circular No. 01/2014/TT-BGDDT on Jan. 24 in 2014 of the Ministry of education and training released capacity language frame 6 tier for Vietnam;
c) standard technology skills basic information as specified in circular No. 03/2014/TT-BTTTT 11 March 2014 of the Ministry of information and communication issued standard of skills to use information technology.
d) Have standard training certification position the social work profession (III).
4. Standards of professional competence, professional a) have the ability to independently perform mastering these skills, professional social work;
b) have the ability to grasp the theory and practical methods in the process of performing the task of social work;
c) have the ability to host, in cooperation with organizations and individuals in the course of performing the duties of social work; personal responsibility about the results of assigned tasks;
d) capable guidance, common experience and participate in scientific research in the field of social work;

5. Case graduated from other social science disciplines must have certificates professional training of social work under the program by the Ministry of labor, invalids and Social Affairs;
b) language level 1 or higher in accordance with circular No. 01/2014/TT-BGDDT on Jan. 24 in 2014 of the Ministry of education and training released capacity language frame 6 tier for Vietnam;
c) standard technology skills basic information as specified in circular No. 03/2014/TT-BTTTT 11 March 2014 of the Ministry of information and communication issued standard of skill using information technology;
d) certificate standard training occupations social work employees (IV).
4. Standards of professional competence, professional a) have the ability to independently perform skill proficiency, professional social work in the scope of work;
b) Have the ability to work in groups in the process of performing the task of social work;
c) communication skills for objects;
d) have the ability to detect the needs of help objects.
Chapter III APPOINTED GUIDE and RANKED ACCORDING to WAGE OCCUPATIONS article 7. Appointed by the principle occupations 1. The appointment on occupations for employees of specialized social work must be based on the assigned work location and the ability to meet the requirements of the standard occupations officer specialized in social work and according to the provisions of article 8 of this circular.

Article 8. The case of appointed officers occupations of specialized social work 1. Appointed to the position of social work profession members (II, code: v. 09.04.01) for employees currently hold the social work quota, quota 24,291 code.

3. The wages in occupations officer specialization social work prescribed in clause 1 of this article for the officer has been placed on salary social work officer ranks in accordance with circular No. 08/2009/TT-BNV on August 25, 2010 of the Ministry of the Interior issued titles , the number of social work officer ranks, Decree No. 204/2004/ND-CP on December 14, 2004 of the Government regulations on the regime of salary for public servants and the armed forces and Decree No. 17/2013/ND-CP dated 19 February 2013 revised Government supplement some articles of Decree No. 204/2004/ND-CP on December 14, 2004 of the Government as follows: a) the case of qualified officials appointed officers occupations in social work with a wage level in the old quota made revision and horizontal stacking% beyond seniority allowance (if any) are in the old quota (including computer time review time lifting the next revision or review allowance beyond seniority if there in the old quota) on new occupations are appointed.
For example: Mr. Nguyen Van A ranked social work staff turnover (code 24.292), tier 5, 3.66 wage index since January 1, 2013. Now he is A qualified and competent agencies appointed to the occupations of social work class III campus (code v. 09.04.02) then the rankings 5, 3.66 wage coefficient of occupations of social work class III campus (code v. 09.04.02) since the decision; time to consider lifting the next wage level is calculated as from January 1, 2013.
b) where the officer has a college degree in social work when employment has been arranged in a wage type A0 officer under the provisions of Decree No. 204/2004/ND-CP, today was appointed to the occupations of social work employees (IV, code: 09.04.03) then arranged in a wage occupations social work employees (IV) are based on the time the work has a compulsory social insurance premiums according to the salary scale, salary table by State rules (except for the time) such as the following: from the tier 2 of the occupations the social work staff, after 2 years (24 months enough) is folded over 1 revision (if any time without break to enjoy social insurance regime shall be carried). Now Mr. B was competent agencies appointed to the occupations of social work employees (IV, code: v. 09.04.03) then the salary rankings of occupations social work employees (IV) as follows: the time of Mr. Tran Van B from 01/01/2008 except for the 6 months, calculated from the ranks of occupations social work employees (IV) and for 2 years up to tier 1 ranking on July 1, 2014, Mr. Tran Van B is classified as a tier 5, 2.66 wage coefficient of occupations social work employees (IV); time to enjoy the new wage level occupations in social work employees (IV) since the decision; time to consider lifting the next wage level is calculated from the date of July 1, 2014; at the same time enjoy reserved 0.06 disparity coefficient (2.72-2.66).

To July 1, 2016 (full 2 years), Mr. Tran Van B eligible to upgrade to regular salary level up ranks 6, 2.86 wage coefficient of occupations social work employees (IV) and continue to enjoy reserved 0.06 disparity coefficient (gross salary entitlement coefficient is 2.92).
4. The promotion of specialized officials of social work is done after the authority has been appointed to the position of career officers, specialized social work as prescribed in this circular and made arrangements of salary according to instructions in clause 2 section II circular No. 01/2007/TT-BNV may 25, 2007 the Ministry of Interior's salary ranked Guide When grade quota transfer, transfer type of servants.
Chapter IV the TERMS OF IMPLEMENTATION of article 10. d) report results appointed occupations and salaries for employees of the business units within public management sent the Ministry of labor, invalids and Social Affairs and the Ministry of the Interior.
Article 12. Effect 1. This circular effect since August 10, 2015.
2. Abolish circular No. 08/2009/TT-BNV on 25/8/2010 of the Ministry of the Interior issued the title, the number of social work officer ranks and circular No. 34/2010/TT-BLDTBXH on 08/11/2010 of the Ministry of labor, invalids and Social Affairs regulating the profession standard social work officer ranks.
Article 13. Responsibility 1. Ministers, heads of ministerial agencies, government agencies; Chairman of people's Committee of the province, central cities and agencies, organizations and individuals concerned is responsible for implementation of this circular.
2. During the implementation process, if there are obstacles, the proposal reflects on the Ministry of labour, invalids and Social Affairs and the Ministry of the Interior reviewed, resolved.
