CIRCULAR regulations, standards codes occupations middle school teachers-public _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ pursuant to the law officer on November 15, 2010;
Pursuant to Decree No. 29/2012/ND-CP dated 12 April 2012 of the Government regulations on recruitment, use and management of employees;
Pursuant to Decree No. 204/2004/ND-CP dated 14 December 2004 by the Government on the salary for public servants and the armed forces; Decree No. 17/2013/ND-CP dated 19 December 2013 the Government's amendments and supplements to some articles of Decree No. 204/2004/ND-CP dated 14 December 2004 by the Government on the salary for public servants and the armed forces;
Pursuant to Decree No. 32/2008/ND-CP dated 19 March 2008 of the Government functions, tasks, powers and organizational structure of the Ministry of education and training;
Pursuant to Decree No. 58/2014/ND-CP dated 16 June 2014 Government's functions, tasks, powers and organizational structure of the Ministry of the Interior, the Minister of education and training and the Minister of the Interior issued circular regulations, standards codes occupations middle school teacher.
Chapter I GENERAL PROVISIONS article 1. Scope and objects 1. This circular regulations, standards codes occupations and appointed, ranked according to wage occupations in the junior high school teachers in educational institutions, continuing education and specialized public education in national education systems have secondary level (hereinafter referred to as the public junior high school).
2. This circular apply to middle school teacher in the high school public establishments in the national education system.
Article 2. Codes and occupations class middle school teachers in the public school of secondary occupations middle school teacher in the high school public establishments in the national education system consists of: 1. middle school teacher I-class code : V. 07.04.10 2. Chapter II STANDARD OCCUPATIONS MIDDLE SCHOOL TEACHER article 4. Middle school teacher I-class code v. 07.04.10 1. Addition to the mission the Mission of the middle school teachers, class II, class of junior high school teachers I have to perform the following tasks: a) edited, compiled, program development, teacher training materials, middle school students;
b) chaired the contents, thematic activities of the school or participate in the scientific research, the initiative-level experience;
c) participation instructions, reviews, review of ideas, scientific research application of pedagogic colleagues from the district level;
d) participate in the work of professional examination service for middle school teachers at district level upwards;
DD) joins the jury of the contest of good teacher or a good teacher or a total charge of good teams at district level upwards.
e) to join the Organization, reviews the the contest middle school students from the district level upwards.
2. criteria regarding the level of training, fostering a) have graduated from University or college majors match the teaching certificate and professional training teachers for secondary teachers;
b) foreign language level of degree 3 as specified in circular No. 01/2014/TT-BGDDT on Jan. 24 in 2014 of the Ministry of education and training released capacity language frame 6 tier for Vietnam, the certificates or the nation for those job positions, the use of requirements;
Foreign language teacher for the second foreign language level must reach tier 3 as specified in circular No. 01/2014/TT-BGDDT on Jan. 24 in 2014 of the Ministry of education and training released capacity language frame 6 tier for Vietnam;
c) Have standard level of skill using basic information technology as specified in circular No. 03/2014/TT-BTTTT 11 March 2014 of the Ministry of information and communications Standard regulation use of the skills of information technology;
d) certificate fostering middle school teacher, class i. 3. Standards of professional competence, professional a) proactive advocacy and lobbying colleagues implementation, policy, State of the party, law, regulations and requirements of the local branches of secondary education;

I) officer promoted from the middle school teacher, class II up titles, middle-class teacher I must have time to keep titles middle school teacher's class II or equivalent from enough 6 (six) years, during which time keep occupations middle school teacher, class II from enough 01 (a year).
Article 5. Middle school teacher, class II-code v. 07.04.11 1. b) student guide pedagogical practices as assigned;
c) chaired the content of training and thematic activities in specialized nest;
d) initiative experience; participate in reviews, review of ideas, scientific research application of pedagogic colleagues from school level upwards;
DD) participate in the work of professional examination service for teachers of junior secondary school level upwards;
e) participated in the jury of the contest of good teacher, a good teacher, the General in charge of the team is good at school level;
g) participating organizations, reviews the student's contest junior secondary school level upwards.
2. criteria regarding the level of training, fostering a) has a university diploma or degree University degree subjects consistent with the Department's teaching certificate and professional training teachers for secondary teachers;
b) has a language of degree 2 in accordance with circular No. 01/2014/TT-BGDDT on Jan. 24 in 2014 of the Ministry of education and training released capacity language frame 6 tier for Vietnam, the certificates or the nation for those job positions, the use of requirements;
Foreign language teacher for the second foreign language level must meet tier 2 as specified in circular No. 01/2014/TT-BGDDT on Jan. 24 in 2014 of the Ministry of education and training released capacity language frame 6 tier for Vietnam;
c) Have standard level of skill using basic information technology as specified in circular No. 03/2014/TT-BTTTT 11 March 2014 of the Ministry of information and communications Standard regulation use of the skills of information technology;
d) certificate fostering middle school teacher, class II.
3. the standards of professional competence, professional a) master advocates, policy, policies, laws of the party, the State, regulations and requirements of the local branches of secondary education;
b) effective implementation of plans, programs, secondary education;
c) use flexible and guide colleagues to apply the knowledge of school education and physical education practices in the age of high school students;
d) use good knowledge of Economics, culture, social vocational counseling in middle school students;
DD) positive collaboration with colleagues, parents and the community to improve the efficiency of education middle school students;
e) have the ability to use effective, reviews or tutorials written colleagues experience initiative, scientific research products of applied pedagogical school level upwards;
g) capable product reviews, science and technology research of middle school students;
h) recognized as soldiers emulation level or teachers or a good teacher or a total charge of the prizewinners the school team;
I) officer promoted from the middle school teacher, class III up titles middle school teacher, class II must have the time to keep titles middle school teachers III or equivalent from enough 6 (six) years, during which time keeping rank occupations middle school teacher's class III from 1 (one) year and enough university graduates education or universities in other majors match the subjects taught from enough 1 (one) year.
Article 6. Middle school teacher, class III-code v. 07.04.12 1. The task of a) teaching and education according to the program, high school level education plan;

b) join discovered fostering gifted students, tutoring poor students to middle school levels;
c) manipulate ideas, scientific research results into practical applications of pedagogical teaching, student education and made utensils, equipment for teaching secondary level;
d) innovative teaching methods and evaluation of learning outcomes towards promoting the initiative, actively, forming ability and method of self-learning of middle school students;
DD) completed the refresher program; self study, self improvement cultivate morality, strengthening professional expertise; join the professional activities;
e) participate in psychological counselling, careers for students and parents of middle school students;
g) participate in the work of universal secondary education;
h) in collaboration with the homeroom teacher, other teachers, the young pioneers, the family and the social organizations relating to the Organization, guiding the activities of education middle school students;
I) held for middle school students to participate in activities to experience creativity and the contest;
k) perform other duties as assigned by the principal.
2. criteria regarding the level of training, fostering a) Have pedagogical college diploma or advanced diploma subjects consistent with the Department's teaching certificate and professional training teachers for secondary teachers;
b) language level 1 as specified in circular No. 01/2014/TT-BGDDT on Jan. 24 in 2014 of the Ministry of education and training released capacity language frame 6 tier for Vietnam, the certificates or the nation for those job positions, the use of requirements;
Foreign language teacher for the second foreign language proficiency pay tier 1 as specified in circular No. 01/2014/TT-BGDDT on Jan. 24 in 2014 of the Ministry of education and training released capacity language frame 6 tier for Vietnam;
c) Have standard level of skill using basic information technology as specified in circular No. 03/2014/TT-BTTTT 11 March 2014 of the Ministry of information and communications Standard regulation use skills in information technology.
3. the standards of professional competence, professional a) grasp the policy guidelines, policy, laws of the party, the State, regulations and requirements of the local branches of secondary education;
b) implemented the program, plans secondary education;
c) Know to apply the knowledge of academic and physical education ages in educational practices middle school students;
d) Know to apply the knowledge of Economics, culture, social vocational counseling in middle school students;
DD) Know in collaboration with colleagues, parents and the community to improve the efficiency of education middle school students;
e) have the ability to manipulate or written ideas, pedagogical science research applications;
g) have the ability to guide students to science and technology research.
Chapter III APPOINTED GUIDE and RANKED ACCORDING to WAGE OCCUPATIONS article 7. The principle of appointment and salary according to occupations for employees 1. The appointment on occupations for the officer prescribed in this circular are based on the location of jobs, responsibilities, professional expertise is assumed and their officials as specified in article 8 of this circular.
2. When appointed from the ranks of current officials keep on occupations middle school teachers respectively are not combined to lift salary level or promoted officer occupations.
Article 8. The case of appointed officers occupations has been appointed to the junior high teacher turnover as defined in decision No 202/TCCP-VC on 08 June 1994 of the Minister, head of the Organization-Government officers on professional standards the official turnover of the education and training (hereinafter abbreviated as decision No 202/TCCP-VC); Decision No. 63/2005/QD-BNV on 15 June 2005 by the Minister of the Interior on the issuing of temporary positions and whether the code of some industry officials whether the education and training, culture and information (hereinafter abbreviated as decision No. 63/2005/QD-BNV), today appointed occupations middle school teacher provisions of this circular , as follows: 1. Appointed to the occupations middle school teacher, class I (code v. 07.04.10) for employees currently hold senior high teacher turnover (15.112);
2. Appointed to the occupations middle school teacher, class II (code v. 07.04.11) for employees currently hold the middle school teacher turnover (code 15a. 201);
3. Appointed to the occupations middle school teacher, class III (V. 07.04.12) for employees currently hold junior high teacher turnover (code 15a. 202).
Article 9. Lining of salary 1. The occupations middle school teacher prescribed in this circular apply professional payroll service for officers, employees in the business units of the State (table 3) attached to Decree No. 204/2004/ND-CP dated 14 December 2004 by the Government on the salary mode for officers , public servants and the armed forces (hereafter abbreviated as Decree No. 204/2004/ND-CP) as follows: a) occupations, middle-class teacher I was applying the coefficient of wage type A2, Group A 2.2 (from 4.00 to wage coefficient wage coefficient 6.38);
b) occupations middle school teacher, class II applied salary coefficient of A1 category officials (from 2.34 to the wage coefficient wage coefficient 4.98).

2. 3. Article 11. Terms apply 1. Article 12. Implementation 1. This circular is to make recruitment, use and management of middle school teachers in the high school public establishments in the national education system.
2. The secondary school non can apply the provisions of this circular to recruitment, use and manage a team of middle school teachers.
3. The head of the public junior high schools directly administered, use responsible officer: a) scrutinize the job placement of the unit plans to appoint occupations middle school teachers in the middle schools in the authority to manage the authority to review the decision or the decision by the authority decentralization;
b) appointing occupations for middle school teachers in an administration on the basis of profession titles respectively in the public junior high school under the authority or with the authorization, once appointed variant occupations be competent approval.
4. The ministries, ministerial agencies, government agencies, provincial people's Committee, central cities are responsible for: a) directs the management scope units perform appointed occupations and salaries for public employees are middle school teachers in the public junior high school;
b) approval of appointment occupations and salaries for public employees are middle school teachers in the middle schools in public management range from whether the officer holds the title to the career middle school teachers respectively specified in this circular; resolved by the authority in the process of appointing the occupations and salary arrangements;
c) appointing occupations and salaries for public employees are middle school teachers in an administration occupations middle school teachers respectively in the public junior high schools by the authority;
d) report results appointed occupations and salaries for public employees are middle school teachers in the high school public establishments in the scope of management sent the Ministry of education and training, the Ministry of the Interior.
Article 13. Responsibility 1. Ministers, heads of ministerial agencies, heads of government agencies; Chairman of the provincial people's Committee, central cities are responsible for implementation of this circular.
2. During the implementation process if there are obstacles, the proposal reflects on the Ministry of education and training to General and chaired, in cooperation with the Ministry of the Interior to review resolution./.
