CIRCULAR regulations, standards codes occupations nursing, midwifery, medical technicians _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ pursuant to the law officer on November 15, 2010;
Pursuant to Decree No. 29/2012/ND-CP dated 12 April 2012 of the Government regulations on recruitment, use and management of employees;
Pursuant to Decree No. 204/2004/ND-CP dated 14 December 2004 by the Government on the salary for public servants and the armed forces; Decree No. 17/2013/ND-CP dated 19 December 2013 the Government's amendments and supplements to some articles of Decree No. 204/2004/ND-CP dated 14 December 2004 by the Government on the salary for public servants and the armed forces;
Pursuant to Decree No. 63/2012/ND-CP on August 31, 2012 of the Government functions, tasks, powers and organizational structure of the Ministry of health;
Pursuant to Decree No. 58/2014/ND-CP dated 16 June 2014 Government's functions, tasks, powers and organizational structure of the Ministry of the Interior;
The Minister of health and the Minister of the Interior issued a circular regulating code standard occupations, nursing, midwifery, medical engineering. Chapter I GENERAL PROVISIONS article 1. Scope and objects 1. This circular regulations, standards codes occupations and appointed, ranked according to wage nursing occupations; midwifery; medical engineering. 2. This circular applies to nursing officer, midwifery, medical technical officer working in the public health facilities.
Article 2. Codes and occupations class 1. Group nursing titles, including: a) class II nursing code: v. 08.05.11 b) class III nursing code: V. 08.05.12 c) class IV nursing code: v. 08.05.13 2. Group titles, including: a) midwifery II class code: v. 08.06.14 b) midwifery III class code: V. 08.06.15 c) midwifery IV class code: v. 08.06.16 3. Group of medical engineering titles, including: a first class medical techniques II) code: v. 08.07.17 b) class III medical engineering code: V. 08.07.18 c) class IV medical engineering code: v. 08.07.19 article 3. Common standards on professional ethics 1. Dedicated to serving the health care industry, protect and improve the health of the people.
2. understand and implement the code of conduct of the health industry officials.
3. The practice of the profession in accordance with the statutes, regulations, professional process engineering and the other provisions of the law.
4. Never stop learning to improve their professional capabilities.

Chapter II STANDARD OCCUPATIONS section 1 article 4 NURSING TITLES. Class II-nursing code: v. 08.05.11 1. Mission: a) patient care in health establishments: examination, assessment, identify problems, plan, implement and evaluate patient care results;
Identification of patient health status and specify the appropriate follow-up care with the patient;
Implementation, test, assess the patient's daily happenings; the discovery, in collaboration with the doctors treating the unusual time of sick people;
Implementation and testing, reviews the work of palliative care for people with end-stage disease and psychological support for the patient;
Implementation and testing, reviews the implementation of the basic nursing techniques, advanced engineering, rehabilitation techniques for patients;
In collaboration with the doctor bringing out just about rehabilitation and nutrition for sick people appropriately;
Implementation and testing, reviews the work of nutrition care for sick people;
Implementation, check out reviews the notes prescribed records;
Construction organization and implementing patient care processes.
b) first aid, emergency: preparedness and emergency vehicles;
Given specified on health care; perform first aid techniques, first aid and some first aid techniques, specialty emergency;
Implementation, test, evaluate and participate in disease emergencies and disasters.
c) communication, counseling, health education: planning, organization, execution of counseling, health education for patients;

The Organization reviews the work of the media, consultants, health education.
d) community: health care organizations make communication, preventive hygiene education in health facilities and communities;
Organizing primary health care and join the national target program;

2. criteria regarding the level of training, fostering: a) specialist graduate level I or specialized nursing masters;
b) foreign language level of degree 3 over as specified in circular No. 01/2014/TT-BGDDT on Jan. 24 in 2014 of the Ministry of education and training released capacity language frame 6 tier for Vietnam, the certificates or the nation for job positions require, the use of peoples;
c) Have standard level of skill using basic information technology as specified in circular No. 03/2014/TT-BTTTT 11 March 2014 of the Ministry of information and communications standard regulation use of the skills of information technology;
d) certificate standard refresher nursing occupations, class II.
3. the standards of professional competence, professional: a) understanding of the views, advocate the party's lines and policies, the State's law on the protection, care and improving people's health;
b) understanding of health, illness of the individual, the family and the community, giving care, diagnostic care hierarchy, specify the care and perform nursing interventions ensure safety for the patient and the community;
c) made fluent basic nursing techniques, first aid, emergency, respond effectively when there are emergency situations, disease and disasters;
d) capable of counselling, health education and effective communication with the patient and the community;
DD) organization skills training, training, scientific research, collaborate with colleagues and develop nursing career;

Nutritional needs, implement and test reviews the implementation of nutrition care for sick people;
Implementation and taking the prescribed record notes;
Participate in building and implementing the process of patient care.
b) first aid, emergency: preparedness and emergency vehicles;
Perform first aid techniques, first aid, treatment in emergency situations such as anaphylaxis, cardiac disease, emergency stop breathing and some first aid techniques, specialty emergency;
Join emergent disease and disaster.
c) communication, counseling, health education: needs assessment consulting, health education for people with the disease;
Patient instructions on care and prevention;
Participate in building the content, programs, materials and make communication, counseling, health education;
Reviews the work of the media, consultants, health education.
d) health care community: communication, hygiene education prevention in health facilities and communities;
Implementation of primary health care and the national target program;
Perform technical nursing care at home: injection, infusion, wound care, patient care lead and rehabilitation care.
DD) protection and patient rights: patient's rights, advocate the legal rights of the patient in accordance with the law;

Article 6. Class IV nursing-code: v. 08.05.13 1. Mission: a) patient care in health establishments: examination, assessment, identify problems, plan, implement and evaluate patient care results;
Tracking, reviews the daily happenings of the patient; detection, timely reporting of unusual occurences of human disease;
Join the palliative care for people with end-stage disease and psychological support for the patient;
Perform basic nursing techniques for the patient as directed and the assignment;
Nutritional needs, and implement nutrition care for assigned patients;
Nursing records records as prescribed.
b) first aid, emergency: preparedness and emergency vehicles;
Done, done, emergency first aid techniques;
Join emergent disease and disaster.
c) communication, counseling, health education: needs assessment consulting, health education for people with the disease;
Patient instructions on care and prevention;

b) language level 1 or higher in accordance with circular No. 01/2014/TT-BGDDT on Jan. 24 in 2014 of the Ministry of education and training released capacity language frame 6 tier for Vietnam, the certificates or the nation for job positions require, the use of peoples;
c) Have standard level of skill using basic information technology as specified in circular No. 03/2014/TT-BTTTT 11 March 2014 of the Ministry of information and communications standard regulation use skills in information technology.
3. the standards of professional competence, professional: a) understanding of the views, the party's policy guidelines, policy, the laws of the State of the protection, care and improving people's health;
b) understanding of health, illness of the individual, the family and the community, the use of the nursing process as the basis for planning care and perform nursing interventions ensure safety for the patient and the community;

Section 2 article 7 MIDWIFERY TITLES. Midwifery-class II-code: v. 08.06.14 1. Mission: a) maternal care, infants, the sick and the people who use the service: screening and assessment of health status of mothers, infants, the sick and the people who use the service, identify priority issues that need taking care of each object;
Presiding, to plan, organize, implement care for mothers, infants, the sick and the use of the service;
Planning the follow-up, implementation and monitoring, check reviews daily happenings of mothers, infants, the sick and the use of the service; detection, timely handled, prognosis, report handling process and the extraordinary happenings not handling of midwifery for the treating physician; with the doctor directs the lower-level midwifery handling abnormal happenings;
Planning, implementation, monitoring, inspection and rehabilitation nursing of basic obstetric care, newborn care, and family planning, safe abortion;
Nutritional needs, plan, organize, implement and test the implementation of nutrition care for mothers, newborns;
Planning, organizing, supervising, examining the implementation of palliative care and psychological support for mothers and families in cases of pregnancy, childbirth, after laying and serious abnormal newborn; palliative care and psychological support for people with end-stage disease;
Guide, supervise, examine the notes prescribed records;
To plan and propose the list of drugs, medical equipment consistent with the reality of work; implementation, monitoring, checking the preservation of medicines and medical equipment.
b) reproductive health care in the community: planning, organization and management of pregnancy for a woman in the case of a woman unable to health facilities;
Chaired the planning, implementation, monitoring, evaluation visits, caring moms pregnancy and maternal care, the infant stage after birth at home;
Professional management, monitoring, active support of health care for mothers and babies, family planning in the community;
Join primary health care and national target programs.
c) first aid, emergency call: management, organization, prepared medications and emergency vehicles;
Host, organizer, emergency first aid, emergency newborn Resuscitation; report and coordinate with the physician in charge of the facility or doctor, cure on;
Support midwifery officer or online under the emergency handle mothers, infants in time in the community;
The Organization, join disease emergency and disaster when required.
d) communication, education, counselling on reproductive health care: chairing the planning, organization, implementation consulting, needs assessment of health education for mothers, infants, the sick and the use of the service;

d) certificate standard refresher midwifery occupations, class II.
3. Standards for power, resources, professional expertise: a) understanding of the views, the party's policy guidelines, policy, the laws of the State of the protection, care and improving people's health;
b) perform basic skills proficiency and specialised in the field of gynaecology and neonatology;
c) understanding of the principles of primary health care into the reproductive health care;
d) understanding and applying skills; capacity management and career development;
DD) Chairman or Secretary or join (50% of the time) scientific research level or scientific invention/initiatives/initiatives to improve the technical acceptance has been reached;
e) officer promoted from the midwifery profession title III up midwifery occupations, class II must have time keep the midwifery profession titles III or the equivalent of a minimum of 10 years, during which time near for holding occupations midwifery III a minimum of 2 years.
Article 8. Midwifery III-code: v. 08.06.15 1. Mission: a) maternal care, infants, the sick and the people who use the service: screening and assessment of health status of mothers, infants, the sick and the people who use the service, identify priority issues that need taking care of each object;
Plan, organize, implement care for mothers, infants, the sick and the use of the service;
Implement and test the tracking, reviews the daily happenings of mothers, infants, the sick and the use of the service; detection, prognosis, timely handled, report handling process and the extraordinary happenings not handling of midwifery for the treating physician; with doctors steer lower-level midwifery during the handling of unusual happenings;
Organize and implement technical nursing, rehabilitation engineering, basic obstetric care, newborn care, and family planning, safe abortion;
Nutritional needs, plan, organize, implement and test the implementation of nutrition care for mothers, newborns;
Organize, supervise, implement palliative care and psychological support for mothers and families in cases of pregnancy, childbirth, after laying and serious abnormal newborn; palliative care and psychological support for people with end-stage disease;
Guide, supervise, check, perform the prescribed record notes;
Implementation and oversees the preservation of medicines and medical equipment are assigned to management.
b) reproductive health care in the community: Organization and management of pregnancy for a woman in the case of a woman unable to health facilities;
Planning, organization, implementation, care visit mothers and infants in the period after the birth at home;

b) language level 2 or higher in accordance with circular No. 01/2014/TT-BGDDT on Jan. 24 in 2014 of the Ministry of education and training released capacity language frame 6 tier for Vietnam, the certificates or the nation for job positions require, the use of peoples;
c) Have standard level of skill using basic information technology as specified in circular No. 03/2014/TT-BTTTT 11 March 2014 of the Ministry of information and communications standard regulation use skills in information technology.
3. the standards of professional competence, professional: a) understanding of the views, the party's policy guidelines, policy, the laws of the State of the protection, care and improving people's health;
b) perform basic skills proficiency and specialised in the field of gynaecology and neonatology;
c) understanding the principles of primary health care into the reproductive health care;
d) Have the capacity to communicate, presentations and conduct flexible, team work skills, work independently;
DD) officer promoted from midwifery occupations, class IV up midwifery occupations, class III must have time keep midwifery occupations IV class a minimum of 2 years for the case when the first recruitment of qualified midwives graduate college or, for cases when the first recruitment of qualified graduate midwifery.
Article 9. Midwifery IV class-code: v. 08.06.16 1. Mission: a) maternal care, infants, the sick and the people who use the service: screening and assessment of health status of mothers, infants, the sick and the people who use the service, identify priority issues that need taking care of each object;
Planning and implementing health care for mothers, infants, the sick and the use of the service;
Tracking, reviews the daily happenings of mothers, infants, the sick and the use of the service; detect, handle initially, prognosis, timely reporting of unusual occurences for doctors and midwives in charge, make a doctor's order and health, in coordination with other midwifery handling abnormal happenings;
Perform technical nursing and rehabilitation of basic obstetric care, newborn care is essential; help doctors and other midwives perform obstetric care, newborn intensive care under medical orders of the doctor and the assignment of households born in charge;
Nutritional needs and implement nutrition care for mothers, newborns;
Implementation of palliative care and psychological support for people with end-stage disease;
Profile records as prescribed;
Conservation Medicine and medical equipment are assigned charge, detect the failure timely to recommend repairs.
b) reproductive health care in the community: planning and management of pregnancy for a woman in the case of a woman unable to health facilities;
Planning consultation, caring for mothers and infants in the period after the birth at home;

2. criteria regarding the level of training, fostering: a) high level major midwifery;
b) language level 1 or higher in accordance with circular No. 01/2014/TT-BGDDT on Jan. 24 in 2014 of the Ministry of education and training released capacity language frame 6 tier for Vietnam, the certificates or the nation for job positions require, the use of peoples;

Section 3 of the medical ENGINEERING TITLE article 10. Class II medical engineering-code: v. 08.07.17 1. Mission: a) make technical expertise of Medicine: lead, held to welcome, guide, prepare and help the patient before, during and after the conduct of medical techniques;

2. When appointed from officers currently ranks in the occupations not be combined to lift salary level or promoted officer occupations.
Article 14. The case appointed occupations 1. The officer has been appointed to the nursing turnover as specified in decision No. 41/2005/QD-BNV on 22 April 2005 by the Minister of the Interior on the professional standards of medical nursing officer ranks, being appointed to the position of nursing profession specified in this circular , as follows: a) appointed to the position of nursing profession, class II (code v. 08.05.11) for employees currently hold the main nursing turnover (turnover number 16a. 199).
b) appointed to the position of nursing profession, class III (V. 08.05.12) for employees currently hold nursing turnover (code: 16b. 120).
c) appointed to the position of nursing profession, class IV (V. 08.05.13) for employees currently hold College nursing turnover (turnover number 16a. 200) and intermediate nursing turnover (turnover code 16b. 121).
2. The officer has been appointed to the midwifery quota as specified in circular No. 10/2011/TT-BNV January 3, 2011 by the Interior Ministry about the issuance of the title, code, officer turnover today was appointed to the midwifery profession titles specified in this circular , as follows: a) appointed to the midwifery profession titles II (V. 08.06.14) for employees currently hold primary midwifery quota (quota 16.294 code).

3. The officer has been appointed to the medical engineering quota as specified in circular No. 03/2009/TT-BNV on October 15, 2009 by the Interior Ministry about the issuance of the title, the code of medical engineering officer ranks, being appointed to the medical engineering occupations specified in this circular , as follows: a) appointed to the occupations of medical techniques, class II (V. 08.07.17) for employees currently hold the main technical quota (quota code 16.284).
b) appointed to technical occupations health III (V. 08.07.18) for employees currently hold the medical engineering quota (quota code 16.285).
c) appointed to the occupations of medical techniques, class IV (V. 08.07.19) for employees currently hold college technical quota (quota code 16,286) and intermediate technical quota (quota 16,287 code).
Article 15. Lining of salary 1. 3. 4. 2. b) approval of appointment occupations and wages for employees in nursing, midwifery, medical techniques in public health establishments in the scope of management from the officer holds the quota to the occupations occupations, nursing midwifery, health technical occupations respectively specified in this circular; resolved by the authority in the process of appointing the occupations and salary arrangements;
c) appointing occupations and wages for employees in nursing, midwifery, medical techniques in the management of nursing occupations, occupations, occupations corresponding techniques in public health institutions under the authority.
d) report results appointed occupations and wages for employees in nursing, midwifery, medical techniques in public health establishments in the scope of management sent the Ministry of health, the Ministry of the Interior.
Article 19. Responsibility 1. Ministers, heads of ministerial agencies, heads of government agencies; Chairman of the provincial people's Committee, central cities are responsible for implementation of this circular.
