CIRCULAR regulations, standards codes occupations pharmacy _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ pursuant to the law officer on November 15, 2010;
Pursuant to Decree No. 29/2012/ND-CP dated 12 April 2012 of the Government regulations on recruitment, use and management of employees;
Pursuant to Decree No. 204/2004/ND-CP dated 14 December 2004 by the Government on the salary for public servants and the armed forces; Decree No. 17/2013/ND-CP dated 19 December 2013 the Government's amendments and supplements to some articles of Decree No. 204/2004/ND-CP dated 14 December 2004 by the Government on the salary for public servants and the armed forces;
Pursuant to Decree No. 63/2012/ND-CP on August 31, 2012 of the Government functions, tasks, powers and organizational structure of the Ministry of health;
Pursuant to Decree No. 58/2014/ND-CP dated 16 June 2014 Government's functions, tasks, powers and organizational structure of the Ministry of the Interior;
The Minister of health and the Minister of the Interior issued circular regulations, standards codes occupations.
Chapter I GENERAL PROVISIONS article 1. Scope and objects 1. This circular regulations, standards codes occupations and appointed, ranked according to wage occupations.
2. This circular apply to pharmaceutical officer working in the public health facilities.
Article 2. Codes and occupations of Pharmacy class 1. Senior pharmacist (I) code: v. 08.08.20 2. The main pharmacists (II) code: v. 08.08.21 3. Pharmacist (III class) code: v. 08.08.22 4. Pharmacy IV class code: v. 08.08.23 article 3. Common standards on professional ethics 1. Dedication for the cause of health care, protect and improve the health of the people;
2. understand and implement the code of conduct of the health industry officials.
3. The practice of the profession in accordance with the statutes, regulations, professional process engineering and the other provisions of the law.
4. Do not stop the research, learning to improve their professional capabilities.

Chapter II STANDARD OCCUPATIONS article 4. Senior pharmacist-code: v. 08.08.20 1. Mission: a) chaired the planning and organization of the implementation of the procurement, preservation, allocate, use of drugs, chemicals, raw materials, consumable medical supplies;
b) host performs the dispensing of medicines (drugs for Pediatric specialist, specializing in Oncology, eye, ENT, dermatology), reagents, chemical germicide, apothecary from medicinal herbs and traditional medicine;

d) participated in consultations when required;

2. criteria regarding the level of training, fostering: a) specialist pharmacists graduate level II or doctor of Pharmacology;
b) Have equivalent language proficiency level 4 (B2) as specified in circular No. 01/2014/TT-BGDDT on Jan. 24 in 2014 of the Ministry of education and training released capacity language frame 6 tier for Vietnam;
c) Have standard level of skill using basic information technology as specified in circular No. 03/2014/TT-BTTTT 11 March 2014 of the Ministry of information and communications standard regulation use of the skills of information technology;
d) have fostered by standard title senior pharmacist in accordance of the law.
3. The standard of professional competence: a) understanding of the views, the party's policy guidelines, policy, the laws of the State of the protection, care and improving people's health; grasp the orientation of professional development, specialized engineering in the country and the world;
b) have the ability to organize and good practice in the field of testing, storage, distribution and use of consultants for the ingredients for the drug, the drug, cosmetics;
c) have the ability to build, deployment planning and monitoring, assessment of pharmaceutical work in medical institutions, the community and the national health program in line with the development trend of the world;
d) have the ability to implement and test the implementation of the regulation, the pharmaceutical legislation;

3. the standards of professional competence, professional: a) understanding of the views, the party's policy guidelines, policy, the laws of the State of the protection, care and improving people's health; grasp the orientation of professional development, specialized engineering in the country and the world;
b) have the organizational skills and good practice in the field of testing, storage, distribution and use of consultants for the ingredients for the drug, the drug, cosmetics;

Article 7. Pharmacy IV class-code: v. 08.08.23 1. Mission: a) plan, allocate and preserve conventional medicine, chemicals, materials, medical supplies in the scope of tasks;
b) concocted a number of conventional medicine, Oriental medicine, patent medicines from medicinal herbs;
c) help for drug officials in higher positions for drug processing specialist;
d) biochemical tests performed in accordance with the process;
DD) taking control, testing the quality of drugs, chemicals, pharmaceuticals;
e) taking samples of drugs on the market, receiving samples by individuals/organizations submitted to test track, evaluate the quality of the drug in circulation;
g) make the rules, guidelines, process expertise, infection control and occupational safety in medicine;
h) participate in General, statements of information related to the unwanted effects of smoking;
I) use and maintenance service of the equipment for technical expertise on drug, testing, biochemistry in the range to be delivered;
k) management books, statistics, reporting under the provisions;
l) participation in scientific research.
2. criteria regarding the level of training, fostering: a high level of pharmacy);
a) period to 2020: high level pharmaceutical major;
From 01/01/2000: new recruits, officials must graduate diploma of pharmacy. The officer was recruited and appointed occupations pharmacy (IV) before 01/01/2015 have intermediate to standardize to the slowest college level before 01/01/2013;
b) Have equivalent language proficiency level 1 (A1) upwards as specified in circular No. 01/2014/TT-BGDDT on Jan. 24 in 2014 of the Ministry of education and training released capacity language frame 6 tier for Vietnam, the certificates or the nation for job positions require, the use of peoples;

c) have the ability to identify needs, plan the supply of drugs;
d) have the ability to guide the patient and community use, reasonable and effective.
Chapter III APPOINTED GUIDE and RANKED ACCORDING to WAGE OCCUPATIONS article 8. The principle of appointment and salary according to occupations for specialized pharmacy officials 1. The appointment on occupations for the officer prescribed in this circular are based on the location of the job, tasks of employees and according to the provisions of article 9 of this circular, must ensure eligible occupations medicine as prescribed in this circular.
2. When appointed from the ranks of current officials keep on occupations of pharmacy may not associate degree salary raise or promotion of occupational titles.
Article 9. The case of appointed officers occupations has been appointed to the overall volume of pharmacy as defined in decision No 415/TCCP-VC, on 29 May 1993 by the Minister-head of the Organization-Government officers (now Ministry of the Interior) on professional standards in the health sector employee turnover; Decision No 78/2004/QD-BNV November 2004 of the Minister of the Interior on the list whether the public servants and employees, turnover today was appointed to the position of pharmaceutical profession specified in this circular, the following: 1. Appointed to the occupations of senior pharmacist (V. 08.08.20) for employees currently hold senior pharmacists quota (code the number of quota 16.132).
2. Appointed to the occupations pharmacist (code V. 08.08.21) for employees currently hold the main pharmacists quota (quota code 16.133).
3. Appointed to the occupations pharmacist (code: 08.08.22) for employees currently hold pharmacists quota (quota 15,163 code).
4. Appointed to the pharmaceutical profession title IV class (V. 08.08.23) for employees holding intermediate pharmacists quota (quota number 15 814).
Article 10. Lining of salary 1. The occupations of Pharmacy provisions in this circular apply professional payroll for officers, employees in the business units of the State (table 3) attached to the Decree 204/2004/ND-CP dated 14 December 2004 by the Government on the salary mode for officers , public servants and the armed forces, such as the following: a) occupations senior pharmacist (V. 08.08.20) applied salary coefficient officer type A3 (Group A 3.1), from 6.20 to the wage coefficient 8.00 wage coefficient;
b) occupations pharmacist (code V. 08.08.21) applied salary coefficient A2 type Officer (Group A 2.1), from 4.40 to wage coefficient wage coefficient 6.78;
c) occupations pharmacist (V. 08.08.22) applied salary coefficient A1 category officials, from 2.34 to the wage coefficient wage coefficient 4.98;
d) occupations pharmacy IV class (V. 08.08.23) applied salary coefficient category B officials, from 1.86 to the wage coefficient wage coefficient 4.06.

3. 4. Article 13. Implementation 1. This circular is to make recruitment, use and manage pharmaceutical officer in the public health facilities.
2. The non medical use provisions in this circular to recruitment, use and management of human resources.
3. The head of the public health facilities management directly, use responsible officer: a) scrutinize the job placement of the unit plans to appoint titles of Pharmacy Management Authority, the authority to review the decision or the decision by the authority decentralization;
b) appointing occupations for pharmaceutical officials in an administration on the respective pharmacy titles under the authority or with the authorization, once appointed variant occupations be competent;
c) plan and create conditions to hold officer class IV pharmacy career titles are taking standardized training college degree specialization as defined in clause 2 article 12 of this circular.
5. The ministries, ministerial agencies, government agencies, provincial people's Committee, central cities are responsible for: a) directs the management scope units perform appointed occupations, salaries for pharmaceutical officials in public health institutions;
b) approval of appointment occupations and salaries for pharmaceutical officials in public health establishments in the scope of management from the officer holds the quota to the corresponding regulatory pharmacy titles in this circular; resolved by the authority in the process of appointing the occupations and salary arrangements;
c) appointing occupations and wages for employees in pharmacy management in pharmaceutical titles respectively in the public health facilities under the jurisdiction.
d) report results appointed occupations and salaries for pharmaceutical officials in public health establishments in the scope of management sent the Ministry of health, the Ministry of the Interior.
Article 14. Responsibility 1. Ministers, heads of ministerial agencies, heads of government agencies; Chairman of the provincial people's Committee, central cities are responsible for implementation of this circular.
2. During the implementation process, if there are obstacles, the proposal reflects on the Health Ministry to General and chaired, in cooperation with the Ministry of the Interior reviewed, resolved.
