The CIRCULAR regulates the standard of Director, Deputy Director of the Health Department in the provincial people's Committee, the central city _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ pursuant to the law officers, public servants in 2008;
Pursuant to Decree No. 24/2010/ND-CP dated 15 March 2010 the Government regulations on recruitment, use and management of public officials and Decree No. 93/2010/ND-CP dated 31 August 2010 the Government amended a number of articles of Decree No. 24/2010/ND-CP dated 15 March 2010 the Government regulation on recruitment , use and management of public officials;
Pursuant to Decree No. 36/2012/ND-CP dated 18 April 2012 of the Government functions, tasks, powers and organizational structure of ministries, ministerial agencies;
Pursuant to Decree No. 63/2012/ND-CP on August 31, 2012 of the Government functions, tasks, powers and organizational structure of the Ministry of health;
Pursuant to Decree No. 24/2014/ND-CP dated April 4, 2014, the Government's regulation organization to the professional body in the people's committees of provinces and cities under central;
At the suggestion of the Director of the Organization Department, the Ministry of Health issued a circular regulating the standards of Director, Deputy Director of the Health Department in the provincial people's Committee, the central cities.
Chapter I GENERAL article 1 STANDARD. Political quality standards 1. There's patriotism, dedication to serving the people, steadfast goal of national independence and socialism; done well, conscious and responsible for fighting protection perspective, the way of the party, policy and the law of the State.
2. Have a strong, political loyalty to the party, the State, the nation and the people.
Article 2. The standard of morality, lifestyle 1. Exemplary ethical, lifestyle; implementation of democratic regulation at the Agency, unit; capable of rallying the masses, unite.
2. Need to save with integrity, even the indifferent; no corruption and resolutely fight against corruption; the practice of saving, waste prevention; honestly, not a chance, sticking with colleagues and people, respected colleagues, be trusted colleagues.
3. Have a sense of responsibility, dare to think, dare to do, dare to be responsible and have a passion for learning, research, creative, motivated to complete tasks assigned.
4. Perform good work culture, high-discipline organization to preserve discipline and order administration.
Article 3. Understanding standards 1. Master the theory of Marxism-Le nin and Ho Chi Minh thought.
2. Master advocates, the party's lines and policies and laws of the State of the health sector and related fields to use in steering management in local health departments.
3. Has the expertise, advanced knowledge of business management and has experience in the Organization, operating in local health operations.
4. Grasp the situation of politics, economy, culture, society, local Defense Security, country, countries in the region and the world.
Chapter II SPECIFIC STANDARDS in article 4. Standards of competence and experience 1. The Director of the Department of health a) Have leadership abilities, manage, implement the party's guidelines, policies and laws of the State of the medical work in local and potential financial management, human resources, infrastructure;
b) Have the capacity forecasting, strategic thinking, orientation and development practices;
c) capable staff, building policy, law, planning, development of health plans in the local authority for approval;
d) have the ability to research, presided over the project, the proposed topics, initiatives, solutions, management methods and implementing the party's policies, state laws, local regulations and the Health Ministry of health work in the conditions of local practices;
DD) organization capable of operating, the activities of the health sector; in coordination with the levels, agencies, organizations and individuals concerned implementation of assigned tasks;
e) time from 2 years upwards position of Deputy Director of the Department of health or the Director of the unit of public health career Central, provincial, or head, of the head of the specialized agencies in the provincial people's Committee, or Secretary , Chairman of the people's Committee at district level. For the head, deputies of the heads of specialized agencies in the provincial people's Committee, or Secretary, Chairman of the people's Committee at district level to meet the standards of medical qualification.
2. The Deputy Director of the Department of health a) Have leadership abilities, manage, implement the party's guidelines, policies and laws of the State of health in local work and have the management capacity by sector is assigned;
b) Have the capacity forecasting, strategic thinking, orientation and development practices;
c) capable staff, building policy, law, planning, development of health plans in the local authority for approval;
d) have the ability to research, host, join the scheme; the initiative, proposed solutions, management methods and implement the party's guidelines, policies, state laws, local regulations and the Ministry of health on health conditions of local practices;
DD) organization capable of operating, the activities of the health sector; in coordination with the levels, agencies, organizations and individuals concerned implementation of assigned tasks;
e) time from 3 years or more Service Manager in the Health Department, or the Director, Deputy Director of the public health Central, provincial, district or the head, deputies of the heads of specialized agencies in the provincial people's Committee or the Secretary , Deputy Secretary, the President, the Vice President of the people's Committee at district level. For the head, deputies of the heads of specialized agencies in the provincial people's Committee or the Secretary, Deputy Secretary, the President, the Vice President of the people's Committee at district level to meet the standards of medical qualification.
Article 5. About the level of 1. The Director of the Department of health a) Have professional level Postgraduate Medicine, pharmacy, public health, health management; the priority is a graduate of the medical professions;
b) is holding the main professional ranks or other equivalent ranks;
c) graduated from the training program, fostering higher political argument, the program commissioned State administrative management expert; have completed the training, the fostering of medical management for the Department of health;
d) use at least one foreign language: English, Russian, French, German, Chinese qualification level 3 or above; the province has a majority of ethnic minorities live, can be replaced by ethnic minorities;
DD) Program Office to apply information technology in the management, administration and professional expertise.
2. The Deputy Director of the Department of health a) Have postgraduate qualifications in one of the medical, pharmaceutical or other professional match took charge of the work;
b) is holding the main professional ranks or other equivalent ranks;
c) graduated from the training program, fostering higher political argument, State administrative management major professional ranks; have completed the training, the fostering of medical management for medical certificate or complete a program of professional training of the population-family planning services for the Health Department's Deputy Director in charge of the population-family planning;
d) use at least one foreign language: English, Russian, French, German, Chinese beginner level 3; the province has a majority of ethnic minorities live, can be replaced by ethnic minorities;
DD) Program Office to apply information technology in the management, administration and professional expertise.
Article 6. Other criteria 1. There are healthy enough to work effectively, to meet the requirements and tasks.
2. Age appointed first Minister to the Director, Deputy Director of the Department of health not to exceed the age of 55 for men and 50 years for females.
3. A special case due to the authority to review the decision.
Chapter III the TERMS of the IMPLEMENTATION of article 7. Effect 1. This circular effect since December, 2015.
2. Decision No. 587/QD BYT on 23 July 1994 of the Minister of health regarding the professional standards of the Director, the Deputy Director of the provincial health department, central cities expire from the date of this circular effect.
Article 8. Responsible for enforcement of the people's Committee Chairman of the province, central cities, Director of the provincial health department, central cities, Director of the Organization Department, the Ministry of health and other organizations, the individual concerned is responsible for the implementation of this circular.
