1. General Regulation

1.1. Adjustment range

1.1.1. This standard specifies the design, fabrication, installation, inspection and testing of the fixed-metal fixed-pipe system used for gas transport purposes.

1.1.2. This standard also regulates safety in operation, maintenance of fixed-metal gas pipeline systems.

1.1.3. This regulation does not apply to:

1.1.3.1. Design and manufacture of pressure vessels in QCVN 01 :2008/BLTBXH.

1.1.3.2. Fixed-metal gas pipelines are metal-temperature on 232 ° C or below −28 ° C.

1.1.3.3. The pipeline in the natural gas extraction plant and the refinery, the pipeline of gas treatment plants.

2. Technical regulation:

2.1. Technical General Regulations:

2.2. Specific rules:

2.2.1. Process requirements

2.2.3. Requirements for testing and testing of the gas pipeline system:

2.2.3.2. Requirements for design testing:

2.2.4. Requirements for operation and maintenance:

2.2.4.1. The operating unit must build operational and maintenance processes based on the provisions of this Regulation, experience, knowledge, and other conditions where the pipeline system works.

2.2.4.2. To cater for the operation and maintenance work, the unit operates the right gas pipeline system:

a) A text of the conduct and maintenance processes in accordance with the Regulation;

b) Build a written incident processing process for emergencies. There must be an emergency procedure table at the workplace to when an emergency incident, any employee can follow each step to the initial process as informed of who, stop the system ...;

c) Operations and maintenance of the pipeline system that is consistent with these built methods;

d) Modified, improved periodic methods according to the practical experience of equipment operation;

e) conducting training for staff on operational and maintenance processes; and for example.

2.2.4.3. Requirements for operating and maintenance methods:

a) There must be detailed methods and guidelines for the staff team on the operation process and maintenance of equipment in the usual operational and repair conditions.

c) There must be regulations on periodic examination of the entire line of the gas pipeline system or in the main parts of the system.

2.2.4.4. Requests related to the emergency incident processing method:

a) The emergency incident processing process needs to provide a minimum of the following content:

-The department receives, identify, and classify emergency cases that require immediate response when there is an incident;

-specify the responsibility for the guidance of the worker to perform the process, and is responsible for the training of these processes;

b) Training program:

-The operating unit will have to have a responsible staff training program in the implementation of the emergency incident handling procedures.

3. Regulation of safety management in manufacturing, import, circulation, installation and use of the gas pipeline system:

3.1. The technical records of the gas pipeline system include:

3.1.1. The general theory; the calculation of the pipe selection; the endurance and stability nature of the pipeline or their background;

3.1.2. The overall drawing of the gas pipeline system includes the main sizes and parameters;

3.1.3. Detailed drawings of metal surfaces;

3.1.4. The process of making special parts;

3.1.5. Testing and testing.

3.1.6. Installation guide and safety operation.

3.2. The conditions ensure safety of the water-produced gas pipeline system:

The gas pipelines that are under the regulation range of this Regulation must have:

3.2.1. Enough technical records.

3.3. The conditions ensure safety of the imported gas pipeline system:

3.3.1. The imported gas-fired gas pipeline system must satisfy the regulation at section 3.1 and be published in accordance with the specified contract by the designated certification organization of Vietnam or the organization of foreign certification acknowledged under the national convention. The Socialist Republic of Vietnam was a member or international agreement with which the authorities of the Socialist Republic of Vietnam signed.

3.3.2. 3.5. Installation of the gas pipeline system installation:
