National technical regulation on safe work of refrigerating system

National technical regulation on safe work of refrigerating system

1. General Regulation

1.1. Adjustment range

1.1.1. This regulation regulates safety requirements for people and equipment during production, import, circulation, installation, and operation of cold systems.

1.1.2. This standard applies to cold systems in which the cooling environment evaporated and condensate in a closed cycle, including heat pumps and absorption systems, except for water or air use systems as a cooling environment.

1.1.3. This standard applies to new installed cold machine systems, cold-machine systems that are moved from this operating position to other operating locations except for cold-machine systems designed on moving vehicles such as refrigerated vehicles or other systems. cold on a ship.

This standard also applies to the case of the cold system moving from the coolant to other refrigerants.

1.2. Apply objects

This standard applies to:

1.2.1. Organizations, individuals who produce, import, circulate, install and use the cold system;

1.2.2. Organs and organizations, other individuals are involved.

1.3. Explain the word

1.3.1. Machine chamber: The chamber contains parts of the cold system (for safety reasons) but does not include chambers containing evaporated sets, condensates or pipes.

1.3.2. Pipeline: The pipes connect different parts of the cold system.

1.3.3. The safety mechanism: Van or the explosive disk is designed to automatically reduce pressure when the pressure is too high.

1.3.4. Refrigeration: The environment is used in the reverse temperature cycle to absorb the heat of the environment that requires cooling and the thermal load of the environment has a higher temperature.

2. Technical Regulations

2.1. General rules:

The object's cold systems and scope at Section 1 must ensure the minimum specification under the technical requirement of TCVN 6104:1996 (ISO 5149:1993).

2.2. Specific rules:

2.2.1. Classification:

Safety requirements and measures for cold systems are established based on factors: refrigeration, cooling, cooling, and cooling.

Apply a cold system classification by Chapter 2-Classification of TCVN 6104:1996 (ISO 5149:1993).

The cold-cooling classification does not apply to: R11, R12, R13, R502 is now banned for use.

2.2.2. Design and texture requirements

2.2.3. The requirements for use:

2.2.3.1. Engine room:

-The cockpit for the installation of a refrigerated machine must be sufficient to easily access the machine parts, which has enough space for service, maintenance and operation.

-The cold chamber must have the doors open to the outside (from the outside), the number of doors to the right should be sufficient to ensure that the person may be free to escape when there is an emergency. There are no openings for the cooling environment that can escape other parts of the building.

-Machine cells have to be ventilated with the outdoors. If there is no demand for mechanical ventilation, it is possible to use natural ventilation of regular open-doors or iron nets. However, it is not possible to use natural ventilation when it is not possible to make an eye on the ventilation openings, as such will affect the concentration of the vapor vapour.

-The total area of open-hole areas for natural ventilation must correspond to the mass of refrigeration in the entire cold system installed in the machine chamber, and in accordance with the formula (4.1) of TCVN 6104:1996 (ISO 5149:1993).

-The circulation zone for natural ventilation is not allowed to have obstructs such as wall walls, columns around the building or similar obstructs.

-The mechanical ventilation is suitable for the use of electric fans capable of suction out of the minimal air power chamber given in the formula (4.2) of TCVN 6104:1996 (ISO 5149:1993).

-The air path to the fan or the pipeline must be placed near the machine and is appropriately shied. No emissions must be discharged outside the building by proper way to not pose a danger. . The open hole for clean air has to be deployed so that the air is not going back.

-In the machine cells with no natural ventilation ventilation the mechanical ventilation must be carried out continuously to ensure the health of the operator.

2.2.3.2. Other special precautions:

a) Protect the fan and the moving machine parts:

The fans and all the machine parts have the motion to be shied and protected.

b) The environment cooled in the machine chamber:

-The only refrigerated form of the Group 1 classification according to Section 2.3.1 of TCVN 6104:1996 (ISO 5149:1993).

-There must be a separate repository for the cooling environment of Group 2, Group 3 under the classification at Section 2.3.1 of TCVN 6104:1996 (ISO 5149:1993).

-Do not directly dispose of the cooling of the environment.

-The containers are not filled with excessive volume of the vessel ' s allow for each type of refrigeration.

c) Sea warning signs:

The cold chamber, the dangerous gas chamber, the machine chambers ... must be clearly warned on the entrance doors along with the notification "not duty as long as possible". There must also be a "ban on operating equipment without permission".

d) Safe for the person in the cold chamber:

-The light bulb leads to the exit door with another independent source of electricity or use the lumination paint in the case of a broken lighting light or an electrical failure.

-The cold chamber must be designed to ensure that the person in the cold chamber can escape itself out or be able to inform the outside at any time. The cold chamber must have all the following conditions:

+ The entry doors can be opened from both inside and outside;

+ To install signal signals, whistles or bells that are controlled from the inside near the entrance door and can be seen, heard from the outside.

+ On the side of the door, the axe was on the side of the door.

+ Phone equipped with contact phones outside in each cold chamber;

+ In case the entry door is closed by electricity or compressed gas must have a mechanism to open up by hand from inside;

+ The escape doors are insulated and open from the inside;

e) There must be geysers for use in the case of ammonia leakage.

g) Water pipe:

The resumption of water pipes with water supply or wastewater is required to comply with current national or international standards.

) The cooling of the environment:

When the cooling of the cooling environment is required to have the correct collection of equipment, the environmental discharge is prohibited from the environment.

i) The labeling for cold systems has been assembled and installed at the scene: Apply under Section 4.2.7 of TCVN 6104:1996 (ISO 5149:1993).

2.2.3.3. The requirements for the use of cold and refrigerated systems correspond to the cooling space:

2.2.4. Operational requirements:

2.2.4.1. Training:

a) Training the operator:

-The operator must be fully trained and must have sufficient skill, craft and understanding of the relevant equipment. The operator must be trained in the safety of the labor hygiene and is granted a prescribed certificate.

-Before bringing the new cold system into operation, the operator must be guided in terms of the structure, operation, and safety measures; to understand the danger due to the particular nature of the cooling of the human health.

b)

The unit using the cold system contains more than 25kg of refrigerated brotheats that must place a visible table of instructions near the cold compressurizing machine, which records instructions on what must be done in the event of a failure and a leak as follows:

-The instructions to disable both the cold system in case of emergency;

-Name and address of the fire station, police and hospital;

-Name, address, phone number for the repair service. On the board that you need to have a dynamic diagram of the device on which the signal instructions or other notes of the valve is blocked.

c) Guide documentation:

-The production or installation facility must provide a cold system with a guided document consisting of one or more copies and must provide adequate safety instructions.

-The manual document must include the following minimum content:

+ More detailed information about the inscribed items on the index table in accordance with Part b, Section 2.2.4.1 stated above;

+ Target presentation using the cold system;

+ Describe the machine and device with the cooling circuit and the electrical scheme;

+ Details of the launch and stopping;

+ Describe the causes and methods of repair of common damage;

+ Stated the maintenance measures along with the maintenance schedule.

+ The correct information about the cooling environment is used and the warnings are needed for this type of environment.

d) Load the cooling properties:

-Do not load an unsuitable refrigeration environment with cold systems leading to explosions or other accidents.

-The amount of refrigeration that contains in the jar does not exceed the permitted amount. The volume allowed for the cooling of the liquid to be stored on the jar.

e) Maintenance:

-Take care of all parts of the device to avoid the damage to the machine and the danger to the person. The damage to the detection must be corrected immediately.

-All installed safety checks and equipment must be checked and have to be rechecked every time the system is done on the system.

g) Fix:

-If in the process of repair and improvement, it is required to use the instruments that make up the arc and the flame like the optical power of the arc, the healing equipment, the welts, and the work is done in the rooms that have been fully ventilated. When the repairs are underway, ventilation equipment must operate continuously and all windows, the entrance door must be opened.

2.2.4.2. Protection vehicle:

To protect people and equipment must have the appropriate protection means to the size of the cold system and the type of refrigeration; in particular, the following:

-A fire extinguidism has a suitable liquid solvent to avoid a dangerous reaction between a liquid solvent in a fire extinguidism with a cooling environment.

-To be equipped with personal protection vehicles such as protective clothing, respiration masks and protective gloves must be kept carefully stored, safe in storage; storage must be near the cold system. The provision of a respiration or gas mask must depend on the nature of the cooling environment.

3. Regulation of labor safety management in manufacturing, import, circulation, installation and use of a cold system.

3.1. The technical records of the cold system include:

3.1.1. General theory; the calculation of the selection of components devices;

3.1.2. The overall cold system drawing contains the main sizes and parameters;

3.1.3. The map of the principle of operational principles and the main technical characteristics of the cold system;

3.1.4. Hydraulic testing and testing.

3.1.5. Installation guide and safety operation.

3.2. The conditions ensure safety for the water production cold system:

The cold systems within the regulation range of this Regulation must:

3.2.1. Enough technical records.

3.2.2. Valid certification and public publication (in accordance with the appropriate method of evaluation: method of 8 regulations at the Digital Information 28 /TT-BKHCN December 12, 2012 by the Ministry of Science and Technology);

3.3. The conditions are safe for the imported cold system:

3.3.1. The cold-import refrigeration system stipulated at Section 3.1, which is a valid certification and published publication (in accordance with the appropriate evaluation method: method of 8 regulations at the 28 /TT-BKHCN Digital Information on December 12, 2012 by the Ministry of Science and Technology) by the organization. 3.3.5. The cold system is installed only when there is sufficient following conditions:

-There's enough technical records.

-We have a valid certificate. The imported cold system must have a record of complete customs procedure;

3.3.6. The unit installation, calibration, maintenance and repair of the cold system must have enough of the following conditions:

-There is a legal status, having the authority to grant business regionship operating in this field;

-There's enough technical cadres that have been trained in specialized engineering. Skilled engineering workers, trained and certified to safety labor in accordance with regulations;

-There are enough technical conditions, technology capabilities for installation work, calibration and repair work;

-Comply with the installation guidelines, operator, use of the manufacturer and have to ensure the technical parameters of the cold system according to the technical profile;

-On a technical profile basis, the installation unit must set up the following documents for the table to use:

+ operating instructions, using cold system safety before the input is used;

+ Guide to maintenance, regular and periodic checkup;

4. Technical testing and registration for using the cold system.

4.1. The cold system before entering into use must be first checked, periodically testing in the process of use, and an unusual test under the regulatory process issued by the Ministry of Labor-Trade and Social Affairs.

The cold system safety technique must be regulated by the Department of Labor Safety, the Ministry of Labor-Trade and Social Affairs appointed by the order of the law.

4.2. In the course of the process, the regulatory organization and the management unit using the cold system must strictly comply with the safety of the cold system safety techniques provided by the Ministry of Labor-Trade and Social Affairs.

4.3. The cold system after the requirement is required to be labeled as prescribed.

4.4. The cold system test cycle is 06 years.

5. Inspector, check and dispose of the breach

7. The organization performs

7.1. The Department of Labor Safety, Ministry of Labor-Trade and Social Affairs is responsible for guiding and examining the implementation of this regulation.

7.2. The state governing bodies of local labour are responsible for guidance, inspector, examining the implementation of the provisions of this Regulation.

7.3. This standard is valid after six months, since the date of the signing.
