Pursuant to Decree No. 32/2008/ND-CP dated 19 March 2008 of the Government functions, tasks, powers and organizational structure of the Ministry of education and training;

Article 3. Scope and objects 1. This regulation rules on organization and operation of ethnic boarding schools (hereafter abbreviated as PTDTNT) include: the organisation and management of the school; the duties and powers of the principal, Deputy principals, teachers, staff and students; recruitment and organizing educational activities.
2. this Regulation applies to the PTDTNT schools, organizations and individuals concerned.

Article 4. The system of ethnic boarding schools 1. PTDTNT school system include: a) PTDTNT School District level secondary level training (MIDDLE SCHOOL) was established in the mountainous districts, Islands, regions;

Article 6. Article 7. The priority policy for ethnic boarding schools 1. PTDTNT school is a priority investment in infrastructure, equipment, teachers, staff and budget to ensure implementation of the program, educational content and content specific education, teaching, care, nurture and educate students.

Chapter II ORGANIZATION and MANAGEMENT of the SCHOOL article 8. The established conditions and conditions for allowing educational activities 1. c) locations of the school ensures a safe, educational environment for students, teachers, officers and employees;
d) Has educational programs and teaching materials, learning each match the prescribed level;

DD) has a team of educators and managers about quality standards and reach the standard level are trained according to the provisions of the Education Act for school level; enough about the amount according to the structure of the type of teachers guarantee the implementation of the education program and the Organization of educational activities;
e) have sufficient financial resources to ensure the maintenance and development of educational activities;

Article 9. The authority established, allowing educational activities 1. Chairman of the provincial people's Committee decided to set up the school of PTDTNT School of PTDTNT provincial and district level.
2. The Director of the Department of education and training decisions allowing educational activities for school PTDTNT school PTDTNT provincial and district level (HIGH level). Article 12. Organization of ethnic boarding schools 1. Article 15. Duties and powers of teachers in addition to the duties and powers are stipulated in the Charter School, the PTDTNT school teachers have the following powers and duties: 1. Article 16. Duties and powers of the staff PTDTNT school staff has the following powers and duties: 1. Obey the rules of the school, of the law; make the assignment of principals in the implementation of the tasks of the school PTDTNT.
2. Actively learn the language, culture, etiquette, customs and the psychological characteristics of students of ethnic minorities in local; respect, love students.
3. fostering of professional expertise and educational methods, care PTDTNT and students enjoy the mode, the policy prescribed by the State.
Article 17. Duties and powers of the student in addition to the duties and powers of the student specified in Charter schools, PTDTNT school students also have the following powers and duties: 1. To preserve the cultural identity of its peoples, to respect the culture of other peoples.

Chapter IV ENROLMENT and ORGANISED EDUCATIONAL ACTIVITIES Article 18. Examination 1. Youth, teens are the ethnic minorities have permanent residence and settlement from 3 years or over (as of the date of enrollment) in the socio-economic conditions particularly difficult under current rules.

3. PTDTNT School Admissions are allowed no more than 5% of the total enrolment targets annual children's new ethnic people have permanent residence and settlement from 3 years or over (as of the date of enrollment) in the region of the provisions in paragraph 1 of this article.
Article 19. Conditions and application 1. Eligibility a) the admission subject to the provisions of article 18 of this regulation;

Article 21. Implementation of the program and the education program PTDTNT School of education and the educational activities of the respective school levels are defined in terms of the current high school, in addition to the programme and specific education activities: 1.
