NATIONAL STATISTICAL SYSTEM

CREATE AND INTEGRATE WITH THE BODIES THAT ARE DETERMINED TO FIX THEIR TASKS

The Senate and the CA of Representatives of the Eastern Republic of Uruguay, meeting in General Assembly,

DECREE:


CHAPTER I

NATIONAL STATISTICAL SYSTEM (SEN)

ArtAculo 1Aº. -A Crase the National Statistical System that will be integrated with the National Institute of Statistics, the Offices of the State of the Executive, Legislative and Judicial Powers, of the Court of Administrative disputes, the Electoral Court, the Court of Auditors, the Autónomos Autónomos, the Decentralized Services and the departmental governments.

ArtAculoA 2Aº. -A will have the task of disciplining the planning, elaboration and dissemination of the statistics carried out by the public bodies that integrate it, with the aim of criteria of integration, coordination, rationality and truthfulness.

In order to achieve the established purposes and to fulfil the obligations imposed on it, they are the subject of their jurisdiction, in addition to those that are explicitly explained or implied by the law in force:

A) Performing the production and dissemination of reliable and timely statistics for a better knowledge of the national reality.

B) Orienting the elaboration of statistics adjusted to the principles set out in this Law.

C) Train staff in the state offices, training in the field of statistics and illustrating users to effects of a better understanding of the information you supply.

D) Promoting the development of the state and its application as an instrument of research.

ArtAculoA 3Aº. -A National Statistical System-making bodies must objectively serve the purposes of their creation with full entitlement to the right and must act in accordance with the following principles general: state secrecy, relevance, transparency, rigorousness, autonomy, technical, comparability, efficiency, regulatory centralization, operational decentralization, objective legality and motivation of decision.

The state secret forces the individual data provided by the source of information to be treated with the most absolute confidentiality, in order not to reveal the identification of these sources.

The relevance is the vAnculo that must exist between the data requested from the source of information and the objectives of the statistical activity for which the data are collected.

Transparency is the right of information sources to know the objectives of the statistical activity for which the data are requested, and whether they will be covered by the state secret.

The rigor consists of the systematic application of principles, methods and procedures generally accepted by the technical and statistical science.

The technical autonomy consists in the development of the state activities with independence and objectivity, based exclusively on the statistical principles.

Comparability at the international level is to adapt the definitions, classifications and procedures recommended by the international agencies specialized in statistics and the most widespread practices in the field. material.

Efficiency is the relationship between the value of the results of the statistical activity and the cost generated to obtain them, taking into account the appropriate use of the available resources.

The regulatory centralisation consists of the adoption by all state offices of the rules on concepts, definitions, classifiers and methodology proposed by the governing body.

Operational decentralization is to assign the statistical production to the respective state offices, according to their competence in the areas of fear.

Objective legality involves adjusting the statastic activity to the current normative order.

The motivation of the decision is the obligation to base the decisions that are taken in the state area.

CHAPTER II

FROM THE NATIONAL STATISTICAL INSTITUTE, THE
SECTORAL COORDINATING UNITS AND THE PRODUCTION OFFICES

ArtAculoA 4Aº. -A The National Institute of Statistics is the governing body of the National Statistical System and in accordance with the principle of normative centralization and the exercise of its autonomy in the fields of their competence, they will establish the norms on concepts, definitions, classifications and methodological approaches, to which the offices of the state that constitute the National Statistical System must conform, all of which with submission full constitutional and legal order.

The statistical output will be assigned according to the principle of operational decentralization to the various state offices according to the relevant thematic areas.

ArtAculoA 5Aº. -A The National Institute of Statistics will depend on the Planning and Budget Commission (literalA O) of the Transitional and Special Provisions of the ) without prejudice to the technical autonomy granted to it by this Law.

ArtAculoA 6Aº. -A National Statistical System's offices will be covered by the National Statistical System (s), as determined by the National Institute of Statestics.

ArtAculoA 7Aº. -A main tasks of the National Institute of Statistics:

A) Coordinate and monitor the National Statistical System with advice, comptroller, and evaluation attributions development.

B) Setting the technical standards that should be applied in terms of concepts, definitions, classifications, and methodology part of the state offices of the National Statistical System.

C) Formulating the National Statistical Plan.

D) Develop, publish, and disseminate the statistics of your competition.

E) Giving the official status card to the statistics produced by the members of the Statistical System National.

F) Provide training courses to staff of the State Offices.

G) Fostering statastic research.

H) Installing in the interior of the country the Regional Offices of Statistics that you deem necessary.

I) Celebrate conventions for conducting research, performing jobs, and providing services from the state of the field.

ArtAculoA 8Aº. -A main roles of the Sectoral Coordinator Units:

A) Develop the Sectoral Statistical Plan with the collaboration of the respective Producer Offices and propose it to the Institute National of the State for consideration in the framework of the National Statistical Plan.

B) Coordinate and monitor the execution of the Sectoral Statistical Plan, with advice, comptroller, and evaluation their development in accordance with the technical standards dictated by the National Institute of Statistics.

ArtAculoA 9Aº. -A main tasks of the Statistical Statistics Offices:

A) Collaborating with the Sectoral Coordinating Units in the elaboration of the Sectoral Statistical Plan.

CHAPTER III

NATIONAL STATISTICAL PLAN

ArtAculoA 10. -A National Statistical Plan is the systematised result of the activities of the State Offices of the National Statistical System, in periods of not less than three years and organized in annual programs.

CHAPTER IV

FROM DATA COLLECTION, STATISTICAL SECRET
AND DISSEMINATION OF INFORMATION

ArtAculoA 13. -A source of information is considered to be any physical or legal person who is, permanently or temporarily, in the national territory.

The data provided by the information source is directly relevant for statistical purposes, or indirectly when they have been relieved for other purposes, mainly administrative purposes.

ArtAculoA 14. -A All persons or legal persons, non-state public persons and public bodies are obliged to provide the data required for them, for statistical purposes, by the members of the National Statistical System and within the time limit set.

ArtAculoA 15. -A Data contributed by the information sources will be in accordance with the material truth (artA30). To verify this end, when requested by the National Statistical System Office, the source of information should display the documentation or the technical means of reproduction that support the information.

ArtAculo 16. -A individual data contributed for statistical purposes cannot be used for other purposes, nor does it mediate the express request of the informant.

ArtAculo 17. The individual data provided to the National Statistical System organisms by the sources of information is provided by the state secret. The obligation to keep the state secret reaches both the agencies and their officials, as well as to third parties who take cognizance of the data released under the state secret.

ArtAculo 20. -A National Statistical System Office that receives the information referred to in the preceding article must be bound to:

A) Save the state secret when the data was collected under it.

B) Do not transfer the microdata without the express consent of the Bureau of Statistics that collected the information.

ArtAculoA 21. -A official state is considered, which is made by a member of the National Statistical System, in accordance with the rules dictated by the National Institute of Statistics, and approved by You've.

ArtAculoA 22. -A All public or private persons have the right to receive from the National Statistical System the information on this produced, as well as the information related to classifications, criteria, definitions and methodologA adopted for elaboration. (Transparency principle, item 3Aº).

CHAPTER V

VIOLATIONS AND PENALTIES

ArtAculo 23. -A Statistic Violations are considered:

A) The refusal or refusal by private or public persons, private or public, to provide the data that, for purposes statestics, they are required by members of the National Statistical System.

CHAPTER VI

VARIAS PROVISIONS
