GENERAL BUDGET FOR SALARIES AND EXPENSES

The Senate and the CA of Representatives of the Eastern Republic of Uruguay, meeting in General Assembly,

DECREE:


SECTION I

GENERAL PROVISIONS

ArtAculo 1Aº.-The General Budget of Wages and Expenses for the current government period shall be governed by the provisions, provisions and provisions contained in this law.

ArtAculo 2Aº.-The amount of $2,251:158,774.00 per year is to be considered as the amount of the credits authorized by this law. The aforementioned sum will be $1,347:414,360.00 for the financial year 1960, from $2.081:803.042.00 for the financial year 1961 and from $2,189:490,770.00 for the financial year 1962.

ArtAculo 3Aº.-Pay and expense plans. (article 157, paragraph 17)

ArtAculo 4Aº.-The payroll and expense plans, contained in the preceding article, constitute the authentic interpretation of the provisions of the General Law on Wages and present.

ArtAculo 5Aº.-SuprAmanse the references contained in the budget plans for certain charges that injure the right to climb.

Officials who have a destination established by reference to certain positions in the above situation, will retain the ones of origin, adjust their denominations and compensations, according to the to the rules of the General Wages Law.

Once the promotions to which you have been entitled have been made, as set out in paragraph 1Aº, the vacancy corresponding to the same category and grade shall be deleted as the office of origin of the official indicated in the deleted reference.

SECTION II

SPECIAL REMUNERATION FOR PERSONAL SERVICES

ArtAculo 6Aº.-FAase in the lAquida sum of $4,000.00 (four thousand pesos) monthly the allocation of the SEA ± ores Ministers and the Secretary of the National Council of Government, and in the liquid sum of $3,000.00 (three thousand (pesos) monthly for the Deputy Secretary of State and Prosecretaries of the National Council of Government, with the National Treasury being responsible for the discounts established by the retirement laws.

The allocations referred to will be without prejudice to the additional allocations, as set out in this law and the General Wages Law.

ArtAculo 7Aº.-The members of the Electoral Court, the Court of Auditors of the Republic, the Directories of the Retirement Fund and Pensions of Industry and Commerce, of the Pension and Pensions Fund Civil and School of Retirement and Pensions of Rural and Domestic Workers and Pensions to Old Age, of the National Council of Primary and Normal EnseA and of the Administration of the Sanitary Works of the State, the President of the Council of the NiA ± o, the Directors of Secondary Education and of the University of Labor and the Rector of the University of the Republic will enjoy a monthly salary of $3,000.00 (three thousand pesos). The Dean of Faculties will have a monthly allocation of $2,500.00 (two thousand five hundred pesos).

The Presidents of the Agencies referred to in the preceding paragraph as the Dean shall have a starting item for representation expenses, subject to montepAo, of $700.00 (seven hundred pesos) per month. In the case of the President of the Council of the Nià ± o, this item will be $500.00 (five hundred pesos) per month.

The members of the Directories or Councils, Electoral Court and Court of Auditors of the Republic, except for the Councils of Secondary Education, University of Labor, University of the Republic and Councils of the Faculties, In addition, a consignment for representation expenses, subject to montepAo, of $400.00 (four hundred pesos) per month.

The members of the National Education Commission, the Board of Directors of the S.O.D.R. E, the Board of Directors of the National Institute of Economic Housing, the National Tourism Commission and the National Council of Subsistences and Comptroller You will receive a monthly item for representation expenses of $500.00 (five hundred pesos) each.

These allocations will be computed to the corresponding items in each Body.

ArtAculo 8Aº.-The charges referred to in Articles 6Aº and 7Aº preceding and belonging to the C) of the General Law on Wages will receive the appropriations indicated from the 1st of September 1960.

Ministers and State Sub-secretaries will receive the appropriations indicated from the 1st of March 1960.

ArtAculo 9Aº.-The charges that according to the articles 8Aº and 14 of the General Law on Wages, must be included in the extra-categorical, will have in the year 1960 an increase equal to the indicated in the artAculo 67 of said law. On the 1Aº of July 1962, you will earn a salary equivalent to the salary in force for the sanction of this law increased by 80%, rounded up in the upper center. The increase for the years 1960, 1961 and 1962 will be in line with the article 68 of the General Law on Wages.

In no case, the new salary of the extra-categorical charges may be less than the corresponding salary of the maximum degree of the respective scale.

SECTION III

PROVISIONS CONCERNING CENTRAL ADMINISTRATION

CHAPTER I

NATIONAL GOVERNING COUNCIL

ArtAculo 10.-As of the 1Ath of January 1960, the assignments of the civil charges, comprised in Item 2.01 and 2.02, will be increased by the percentages determined by the General Law of Wages for the above mentioned date and for the 1Aº of January 1961.

From 1 October 1961, the assignments of the charges will be set on the respective payroll.

ArtAculo 11.-The charges referred to in the previous article will have, as of the 1st of January 1960, a compensation of 20% on the final salary of the scale fixed to the job on the payroll, which will be settled under the heading 1.07, "Compensation Subject to MontepAo".

CHAPTER II

MINISTRY OF NATIONAL DEFENSE

ArtAculo 12.-The progressive salary awarded to the teachers of the Military Institutes of EnseA ± anza, by virtue of the provisions of the articles 186 and concordants of law No. 11,923, of 27 March 1953, shall be the one to be established by the National Council of Primary and Normal EnseA for its teaching officers.

ArtAculo 13.-Suspend the 4Aº of the artAculo 107 of the law NAº 12.376, of 31 January 1957, by the following:

" In the future, no staff of the Marine Corps will be assigned to perform administrative functions, except for the floating units and the following offices: Naval Staff, Secretariat of the Inspectorate General of Navy, Naval Warfare School and Naval School. "

ArtAculo 14.-The revenue collected by the General Directorate of Telecommunications, Item 3.28, corresponding to the fees charged for the intermediary of the offices of the offices of the carA International or national, other than those of the mentioned Directorate, will be affected, prior to the intervention of the General Secretariat of the Nation, without limitation of exercise, to the payment of the corresponding obligations. ArtAculo 16.-The amounts accrued for extraordinary services provided by Armed Forces personnel in compliance with what is foreseen in the articles 232 of the law NAº 10.050 "OrgA ¡ nica del Ejémente" and 36 of the law 10.808 "Orgà ¡ nica de la Marina", shall be discharged in General Rentas, after deduction of the expenses that have been incurred for the service of the service.

ArtAculo 17.-Incluse to the Geographical Service of the Ministry of National Defense in the system of the artAculo 3Aº, paragraph 2Aº of the law NAº 11,923, dated 27 March 1953.

ArtAculo 18.-The charges that are created by this law in Section 3, Ministry of National Defense, cannot be provided before 1 July 1961.

CHAPTER III

MINISTRY OF FINANCE

ArtAculo 19.-As of 1 July 1962, officials dependent on the Ministry of Finance, who will effectively perform duties on it, will receive a compensation of 20% of the final salary of the Ministry of Finance. The scale fixed in the respective plains.

This compensation will be charged to the item 1.07, compensations subject to MontepAo, and will be replaced by the compensation that corresponds to those officials in accordance with the provisions of the artAculo 69 of the General Law on Wages.

ArtAculo 20.-DestAnase an annual item of $2:000,000.00, to be distributed among the officials of the following Items of the Ministry of Finance: Of the Catastro, Directorate of the Public Credit, Directorate of Statistics and Censuses, General Inspectorate of Finance, Treasurer General of the General Administration of Internal Revenue.

This benefit will govern exclusively for the officials of the above mentioned offices, whatever the destination that in the performance of extraordinary tasks or services in commission, they will be assigned in any dependence of such Ministry and in the case of the General Tax Directorate, not to carry out tasks entrusted to them by participating in the fines.

The above item shall be distributed half-yearly or annually among all staff, according to the functional rating, not being able to exceed its annual amount of the sum of two times the amount equal to the final salary of scale corresponds to the official.

The compensation referred to in this article is a replacement for which you set the article 54 of the General Law on Wages.

The non-distributed surplus of that item will be dumped in General Rentas.

ArtAculo 21.-Suspend the number 5Aº from the artAculo 4Aº de la ley NAº 11.923, 27 March 1953, for the following:

ArtAculo 22.-Crate a special fund intended to be distributed half-yearly or annually among those officials of the General Administration of Customs who do not perceive any extraordinary, fines, or compensation (a) to be paid, except in the case of a person who is not paid, except in the case of legal assignments in the case of smuggling and fraud and of the budgetary allocations provided for by items 1.08 (a) to 1.08 (c); 1.09 (a) and 1.09 (b); 2.02 (a) to 2.02 (k) and 2.03.

This special fund will be integrated with the following resources:

a) With 3% on total tax settlements on each clearance of Direct Issues, Provisional Issues and Issues Urgent granted by the General Directorate of Customs in respect of the special service provided by Customs.

b) With 5% on the values declared in the load and consumption reembarkation permissions for the exterior. The false statements of such securities shall be punishable by the penalties prescribed by the decree law NAº 10.257, 23 October 1942.

c) With the surplus of the payoffs resulting from the application of the 1Aº of the Article 27 of the Financial Ordinance Act.

d) With 10% of the amount that the complainants perceive in case of recognized or declared customs violations by concept of fines and/or the value of any of the fees awarded to them.

The distribution of this fund will be held annually or annually in relation to the score of those officials, not being able to exceed its annual amount of the sum of two times the amount equivalent to the final salary of scale.

The compensation referred to in this article is a replacement for which you set the article 54 of the General Law on Wages.

The resources that are referred to will be discharged to General Rentas and once their distribution has been made, the non-party surplus will definitely remain as an economic.

ArtAculo 23.-The staff of the General Directorate for the Tax and Taxation of the Fars Tax will be incorporated into the General Directorate of Customs, with the hierarchy similar to that of the officials who have their own. The same category and grade, and perform the same functions as you do in your home office.

ArtAculo 24.-The Executive Branch, when presenting the Accounts for Exercise 1960 ( Art. 215 of the Constitution of the Republic) will include the project that restructures the services and functions of the General Administration of Customs.

ArtAculo 25.-The charges of Customs dispatcher, belonging to offices of the Central Administration, will be passed on to depend on the Ministry of Finance and will be revived in the plan of the General Administration of Customs (Item 4.04), with the exception of the Public Health Ministry's dispatcher, which will remain on the Item 10.41.

The remuneration of these charges will be fixed in accordance with the provisions of the General Law of Wages, and will be unified in that of the position to which the most appropriate provision is made.

The personnel required for the normal development of the duties of the Customs Dispatchers, will be provided by applying the provisions contained in the artAculo 18 of the law NAº 12.376, of 31 January 1957.

ArtAculo 26.-The Trusted Advisors of the General Internal Revenue Directorate should direct the judgments that correspond to them and, with the exception of the higher hierarchy, should also carry out

ArtAculo 29.-The officials of the Office of Elevated Gains who hold the title of Accountant PAºblico to the date of promulgation of this law shall at least occupy the position of Inspector of Third.

ArtAculo 30.-Officials of the Comptroller of Exports and Imports will be assigned by the Executive Branch to the offices under the Ministry of Finance according to their needs, incorporated in The plans of the respective items, should be adapted to the rank and category to the hierarchy that they have in their office of origin and retaining, in addition, their old age. ArtAculo 32.-In any of the cases provided for in Articles 30 and 31 above, the budgetary adjustment of the officials shall be made taking into account the "Deferred Compensation" subject to montepAo, equivalent to one month's salary which they enjoy as a result of the budgetary rules governing the Institute, and consequently increase the salaries shown on the respective plates in a duodothymus of the same.

ArtAculo 33.-The officials of the Comptroller of Exports and Imports who did not accept the proposed regAmens in the previous articles and have a minimum age of 20 years of service, of the which, 10 should be in the Comptroller, may opt in a time period of 60 days for their retirement, recognizing them a ficta age of 60 years, computing 3 years for each 2 of services and attribute to them an age of 5 years of age of 5 years in office and in the perception of the final decision of the office of the official, a the adjustment referred to in Article 30 has been made.

ArtAculo 34.-Officials of the Comptroller of Exports and Imports having professional titles incorporated into the Class A or B Professional Technical Scale, as applicable, even if they appear in Export and Import Comptroller's plans, as administrative officials.

ArtAculo 35.-The Executive Branch within six months of the sanction of this law and giving account to the General Assembly, may arrange for the transfer of officials who perform in the inspection tasks of the Current tax offices to the General Tax Inspectorate.

ArtAculo 36.-Officials who will be moved in compliance with the above article will retain the hierarchy and endowments that they will possess when the shipment is available.

ArtAculo 37.-The Executive Branch will project the reorganization and recasting of the current Directorates General of Direct and Internal Taxes and the Office of Recaudation to the Gains Elevated in the Direction Tax General, within which a distinction will be established by Sub-Item according to the functions assigned to each repartition according to the tax plan set out in this law.

ArtAculo 39.-The Honorary Board of the Recaudation will be composed of the Director General of Rentas, who will chair him, by the Inspector General of Taxation, by the Directors of Direct Taxes, Taxes Internal, of the Office of High Income and of Customs; a representative of the National Trade and Industry Association, one by the Rural Association, Rural Federations and the Federal League of Ruralist Action, and one by the consumers, elected in the form of the executive branch, with the comptroller of the Court Election.

ArtAculo 40.-The Honorary Board of the Recaudation will issue its opinion on the problems that arise regarding the application of the tax laws regarding the sectors that make up the General Directorate Tax, and that they are subjected to their consideration by the Ministry of Finance or some of its members, and will raise to that State-to-State its dictating, being to what it has, or the Executive Branch, when it corresponds, resolve.

The Executive Branch shall present to the General Assembly, the substitute budget plan for Item 4.05 referred to in this article, in the opportunity to be obtained by the

CHAPTER IV

MINISTRY OF INDUSTRIES AND WORK

The remuneration shall be fixed per day in such a way that the monthly amounts are less than a degree to the allocations fixed on the payroll, for the postmen of the last category. The contracts will be quarterly and can be left without effect at any time. The contract shall not be given the right to take up the vacancy if it occurs. The corresponding fees shall be met by the item 1.04 "Jornals" of Item 5.03.

ArtAculo 47.-The postmen who are responsible for the urban distribution of the capital's correspondence will receive a monthly item, which will be fixed annually by the Executive Branch, within the of the rubric to attend to its expenses of locomociation, which will be liquidated only in the cases of effective provision of distribution services. The postmen assigned to the suburban distribution of correspondence, in areas where the use of special means of transport is necessary, will receive by concept of expenses of locomociate the sum of up to $250.00 (two hundred (i) monthly, each month, which will be settled by effective delivery of the distribution service. ArtAculo 50.-The compensation in favor of the Postal Agents referred to in the Article 11 of Law No 11.474of 11 August 1950, shall be regulated in accordance with the importance of the services served; it shall not exceed $500.00 (five hundred pesos) per month and shall be settled under the heading 1.07 "Compensations subject to MontepAo" of Item 5.03.

Else to $200.00 (two hundred pesos) the compensation that for the Direct Tax Agents sets the artAculo 20 of law NAº 9.165, dated 20 December 1933.

ArtAculo 51.-The Charges for Certificates of the General Post Office will correspond to the 50 (fifty) Carterers with the highest score in the qualification, to the effective date of this law.

ArtAculo 52.-Charges of Technical Assistant to the Industries Directorate may be performed by Faculty students.

Charges that are not currently in these conditions will be incorporated into the Administrative Staff of the Industries Directorate.

ArtAculo 53.-The amount of the wages corresponding to the payment of labor for third parties carried out by the Institute will be advanced by the Institute of the Geolological Institute of Uruguay. reintegrated by the same.

ArtAculo 54.-The National Council of Subsistences and Comptroller of Prices will see General Rentas, starting in 1961, of their own resources, the amount of $500,000.00 (five hundred thousand pesos) annually.

CHAPTER V

MINISTRY OF PUBLIC INSTRUCTION AND SOCIAL FORECASTING

ArtAculo 55.-The members of the Sinfónicnica Orchestra, the Joint Assembly of the CA and the Body of Dance, will continue to provide their services to the Sodré, within the framework of "total dedication". The Commission's Board of Directors may assign them, for this purpose, under the heading 1.07, a special compensation which shall not exceed 40% (40%) of the salary fixed to the official. ArtAculo 59.-FAjase, from 1Aº of January 1960, in pesos 160.00 monthly the remuneration of the caregivers of the Council of the NiA ± o, for each minor to his position. CHAPTER VI

INTERIOR MINISTRY

CHAPTER VII

MINISTRY OF PUBLIC WORKS

ArtAculo 66.-Do the same as the artAculo 17 of the law NAº 12.376, of 31 January 1957.

CHAPTER VIII

FOREIGN MINISTRY

ArtAculo 76.-The Executive Branch will be able to arrange for the Ministry of Public Health with official institutions of credit, whose services of depreciation and interest will be met with the availability of the account referred to in the previous article. These loans will have, as a single purpose, the realization of building works aimed at the restructuring or expansion of the current Public Health Department or for the installation and equipment of Services.

ArtAculo 77.-The dependencies of the Ministry of Health will be able to have the results that they generate annually, in the following percentages:

A) Per income up to $50,000.00 50%.
B) For the surplus up to $150,000.00 30%.
C) For the surplus from $150,000.00 20%.

The resulting amounts will be deposited in a special account, in the Bank of the Republic or its branches, to the order of the respective Dependence. The Executive Branch, within three months of the promulgation of this law, shall regulate the conditions in which they may be applied without the prior authorization of the Ministry.

ArtAculo 78.-The balances of non-used provents in each Exercise will increase the count for the following Exercise, but will not be computed for the determination of the percentages to which the Article 77.

ArtAculo 79.-The provents referred to in the previous articles may not, in any case, be intended for the payment of personal services.

ArtAculo 80.-The medical professionals will be able to provide private assistance in the Public Health establishments located in localities of the interior of the Republic, where no more than a particular Sanatorio works. In such cases, they shall pour 25% of the fees they receive for such assistance, in the account referred to in Article 75.

ArtAculo 81.-From the item of $2:500,000.00, granted to the Ministry of Health, by the article 157 of this law, it will be deposited in the Bank of the Republic, in the special account opened by agreement to the artAculo 79 of the law NAº 11,925, of 27 March 1953, to the order of the Ministry of Health, the sum of $1:000,000.00.

At the beginning of each financial year, this account of the Bank of the Republic should be available at $1:500,000.00, which is obtained by reintegrating the funds from the Ministry's expenses and expenses.

CHAPTER X

MINISTRY OF ANIMAL HUSBANDRY AND AGRICULTURE

ArtAculo 93.-Technical contracts in the Ministry of Livestock and Agriculture, under the heading 1.02.01 of Item 11.01, will be carried out for the term of a year, renewable annually, and according to the following procedure:

a) The national technical ones, which involve entry to the Public Administration, by contest of opposition and methods;

b) The technical ones that already belong to the Public Administration and foreign technical ones, as well as the renewals in all cases, by decree founded and giving account to the General Assembly. If the contracted technical staff member of the Ministry of Livestock and Agriculture is included, it shall maintain its budgetary position and shall, in addition to that corresponding to it, receive a supplementary remuneration, subject to the payment of montepAo, which raises its Remuneration up to the total fixed for the charge reason for the contract.

ArtAculo 96.-Transfer to the Livestock Directorate for the tasks and functions that the current laws and regulations confer on the National Protection of the Indagena Wildlife Commission, which will be deleted.

ArtAculo 97.-Transfer to the Agronomical Directorate the tasks and functions that the laws and regulations in force assign to the National Office and the Administrative Commission of the Service of Fight against the Pest AgrAqueues, which are deleted.

ArtAculo 98.-Transfer to the Directorate of Agricultural Supplies the tasks and functions that the existing provisions confer on the Administration and Reserve of Agricultural Surplus, as the availability of the provents that determine the laws in force.

ArtAculo 99.-While organizing the Directorate of Agricultural Research and Extension, which is created by this law, the Laboratory of BiologAa Animal "Doctor Miguel C. Rubino", will continue depending on the Director of Livestock and the National Plant and Hotbed Institute "Doctor Alberto Boerger" will maintain its current administrative situation.

JUDICIARY

B) Administrative and service officials: $40.00, $80.00, and $120.00, respectively, with the same maximum.

When the official enters a decennial scale of older age, the following procedure will be followed:

1) If you already have the maximum of five progressives, each year you lose each progressive gained on the previous scale and winning those that correspond to you at that time.

2) If you do not have five progressives. begin to receive annually the progressive ones that correspond to it, according to its age-old, and, after the completion of the stipulated maximum, the procedure set out in the previous number will be followed.

The same criteria will be followed in the cases of administrative officials who move on to positions as magistrates or Technical-professionals.

Two First Instance Legal Courts in the Civil.

ArtAculo 107.-Two First Instance Legal Courts of the Interior, based in the cities of Pando and Paso de los Toros, which will have the same jurisdiction as the current First Counsel Instance of the Departments of the Interior, within the jurisdictional territories to be determined for each of them.

Facultate the Supreme Court of Justice, to fix the territorial limits in which the jurisdiction of the new courts will be exercised.

ArtAculo 108.-The Supreme Court of Justice will distribute the charges of the plans that are accompanied and listed in Item 13.01 (Judicial Courts of First Instance in the Civil), among 9 First Instance in the Civil and 1 Court of Labor.

The charges assigned to the Working Counsel of the Job will be deleted from the source and incorporated plans to which it corresponds.

ArtAculo 109.-When previewing the charges for the Courts that are created by this law, with officials from other offices the resulting vacancies will not be included in the article 136 of the Financial Ordinance Act.

SECTION V

TEACHING AGENCIES

ArtAculo 110.-The University Central, Primary and Normal, Secondary and Work University Councils will order their budgets, determine the grades and assignments of their (a) the amount of compensation and progress shall be determined and fixed in the amounts of its expenditure items, within the amounts laid down in the respective Parties, in accordance with the rules of Financial Ordinance and the Accounting to be delivered by the Court of Auditors.

In the case of the National Council of Primary and Normal Education, the Economies of the Items I-Pay of the Teaching Staff and II-Salaries of the Administrative, Specialized, Workers and Service Personnel will be published annually in the Remuneration for personal services and compensation, the annual remaining of which fall within the preceding paragraph.

ArtAculo 113.-The Bodies referred to in Article 110 shall be exempt from all taxes and, subject to the requirements of the service, may also be subject to the special majority laid down by the Constitution:

a) acquiring raAces;

b) alienating or taxing those that integrate your heritage; and

c) alienating movable assets, according to the regulations they dictate.

In the case of the University of Labor, the majority will be of eight compliant votes.

ArtAculo 114.-Officials dependent on the Teaching Bodies will perceive, in the last fortnight of each year, the sum of $200.00 to the extraordinary compensation title.

The amounts of the extraordinary remuneration corresponding to 1960 will be charged by General Rentas.

ArtAculo 115.-For the accumulation of functions and salaries of the staff of the National Council of Primary and Normal EnseA, of the Council of Secondary Education, of the University of Labor and of other Official bodies of the Union as soon as they are applicable to them and, without prejudice to the validity of the rules of procedure for obtaining the accumulations, shall govern the following provisions:

a) Officials with a teaching position of four or more hours daily work or with a charge of those with the href="areuelveref.aspx?Law, 12801//HTM " title="Law No. 12.801"> article 1Aº of the General Law of Salaries, with the sole exception of Paragraph e), and any one is the public body to which they belong or with a salary of contracts, may accumulate two thirds of the The time limit for each of the degrees of the Teaching Escalation or fifty percent of the same mA a teaching unit.

All situations of accumulation of functions and salaries that are not included in the preceding rules, and/or as soon as they are not applicable to them, including those of the University of the Republic, shall be limited by a maximum of 48 hours per week of work in the set of cumulative activities.

The above provisions will be without prejudice to the existing situations, to which the benefits set out in the above points will apply.

ArtAculo 116.-Derive the articles 24 of the Law No. 11.285,2 July 1949, 37 of the law NAº 11,923, of 27 March 1953 and 39 of Law No. 12.376,31 January 1957. Henceforth, and from the 1Aº of January 1960, with the exception of what sets the artAculo 171 of the law NAº 12.376, of 31 January 1957, shall not have more cumulative limits than those laid down in the preceding article.

$200,000.00 (two hundred thousand pesos), agreed by the artAculo 67 of the law NAº 12.376, of 31 January 1957, to the attention of the Socio-Pedagic Missions; and

$50,000.00 (fifty thousand pesos), agreed by the artAculo 32 of the law NAº 12.482, of December 26, 1957, for the attention of the Cultural Division in the Public Parks.

These services will be served by the National Council of Primary and Normal Ensena, which will be in charge of the global games awarded to you.

ArtAculo 120.-Derive the laws Nos. 8.306, dated October 19, 1928, and 8.561, dated 18 December 1929, and the articles 55 and 56 of Law No. 12.376,31 January 1957.

This item will be settled to the officials concerned, as they present the respective purchase invoices and are not included in what the artAculo 22, paragraph 2Aº of the law NAº 11,925, of 27 March 1953 and concordant provisions, provided that the sum to be liquidated does not exceed the annual allocation of the item corresponding to each teacher.

The erogation to be determined by this article will be the responsibility of the Budgetary Parties of the Organisms.

The teaching officers referred to in this article, who perform functions in both Organisms, will only perceive this benefit for one of these.

ArtAculo 122.-It is applicable in the relevant, to the Hospital of Clánicas "Doctor Manuel Quintanela", what is provided by the artAculo 68 of the law NAº 11,925, of 27 March 1953.

ArtAculo 123.-The rules contained in the artAculo 88 of the law NAº 12.376, of 31 January 1957, shall be applicable to the acquisitions carried out by the University of Labour.

ArtAculo 124.-From 1 January 1960, on nominal remuneration received by officials at 31 December 1959, and until 31 December 1960 the corresponding increases will be determined in the amounts to be provided by the DirectiveseCouncils. To cover these obligations, 40% of the total of the aforementioned remuneration is allocated, which will not be lower than the result of the sum of $190.00 for each official entitled to personal remuneration.

SECTION VI

VARIOUS ORGANISMS

CHAPTER I

ELECTORAL COURT

ArtAculo 125.-The provisions contained in article 102 of this law will be governed by the Electoral Court.

ArtAculo 126.-The progressive salaries for the Electoral Court, will be, in replacement of those set in the General Wages Law, the following: $40.00 per month for officials up to 10 years of old-day, $80.00 per month for those of 10 years of 10 years; and, pesos 120.00 per month for those of 20 -Age-old, with a maximum of five progressives.

In cases of income on a decennial scale of higher age, the official will start to earn the progressive ones that correspond, and once the maximum of five progressives have been completed, we will lose one of the progressive ones generated in the previous scale and earn one of the ones to receive at that time.

The progressive salaries will be annual and the first will be paid monthly from the 1st of January 1962.

CHAPTER II

ADMINISTRATIVE LITIGATION COURT

ArtAculo 127.-For the Administrative Contentious Tribunal, the provisions contained in articles 102 and 103 of this law.

CHAPTER III

COURT OF AUDITORS

ArtAculo 128.-The provisions contained in articles 102 and 126 of this law will be governed by the Court of Auditors.

CHAPTER IV

HEALTH WORKS IN THE STATE

CHAPTER VI

IS PROVISIONS

ArtAculo 140.-The payroll and expenses budget sheets corresponding to Item 22.01 (Retirement and Industry Pensions and Pensions Fund), 22.02 (Pension and Civil Pensions Fund and School children), 22.03 (Retirement and Pensions of the Rural, Social and Pensions Workers) and 22.04 (Caja de Retires and Pensioners Military) will run from the 1st of January 1960.

The expenditure authorizations for the items included in this Article shall be made by the respective Ministry or authority, subject to the Ministry of Finance in each case.

SECTION X

VARIAS PROVISIONS

ArtAculo 158.-The total dedication scheme will be subject to the following conditions:

a) the law declaration of the charge;

b) the integral consecrate to the functions of the charge, with the sole purpose of any other paid activity, whether public or private;

c) compliance with a minimum schedule of forty hours of work per week.

The charges in total dedication will have, for such a concept, a complementary compensation equivalent to 40% of the salary of scale fixed in the payroll, which will be settled by charge, to the item 1. 07. The current holders of the charges attributed to them by this law shall not be given full responsibility for giving up the rule referred to in this article within the ninety-ninety days of this law in which case they are not. The current holders of the charges subject to the total dedication, established by legal provisions prior to the present, may, within the same time limit, opt for the rule that establishes this law or for the current date of promulgation of the same. In this last case, you will not receive the additional compensation fixed by the second paragraph of this article, but you will be liquidated, under the heading 1.07, the difference between the total and partial salaries of the total. ArtAculo 159.-How teachers will be considered:

ArtAculo 173.-The wages of the charges processed or created by this law and as long as the salary set in the sheets is not applicable, will be determined in the following form:

l) In the transformed charges, the current salary will be partitioned by the same procedure as determined in General Law on Wages and this law for untransformed charges:

2) In the created charges, you will proceed as follows:

a) When charges are included in the categories and degrees set in the Article 12 of the General Law on Wages, shall be determined the allocations on the basis of the basic salaries considered in the same law, for each grade;
