GAMING

PROVISIONS ARE MODIFIED, THE NUMBER OF CASINOS IN THE STATE ARE SET TO BE ENABLED AND PROFIT AND PROFIT DISTRIBUTIONS ARE SET FOR OFFICIALS.

DECREE:

---

Article 1 °.
Extended until December 15, 1963, inclusive, the validity of Nos. 11,913, 12.272 , and 12.585, dated January 9, 1953, January 12, 1956, and December 16, 1958, respectively, declaring that the number of Casinos is fixed at six, the Executive Branch is empowered to explode (two in Punta del Este, one in the Argentino Hotel in Piriapolis, one of Atlantis and one in each of the cities of Rivera and Carmelo.
The Casinos of Rivera and Carmelo will operate throughout the year.

Article 2 °.
Add to Article 7 (B) of Law No. 11,913of 9 January 1953, as amended by Articles 2os. of the laws numbers 12.272 and 12.585, of 12 January 1956 and 16 December 1958, respectively, the following paragraph:

"From the liquid gain that will be obtained in the Casinos operating in Punta del Este, the amount of $70,000.00 (seventy thousand pesos) will be deducted in the first term to the equipment of the Police of Maldonado."

Article 3 °.
Of the liquid gain obtained in the State Casinos operating in Punta del Este, Piriapolis and Atlantida, the amount of pesos 250,000.00 (two hundred and fifty thousand pesos) will be deducted, with This is a special fund that can be accumulated annually, called "Ediciones del Ministerio de Instruction Pública y Previsión Social" and $100,000.00 (one hundred thousand pesos) to the Faculty of Veterinary for the investigations it conducts, referring to the meat.

Article 4 °.
Modify the second paragraph of Article 3 (A) (A) of Law N ° 11,913, dated January 9, 1953, which will be worded as follows:

"The percentages will be taken on the gross profit of the game of each Casino and in no case can exceed 9% (nine percent)".

Article 5 °.
The distribution of the liquid proceeds left by the Hotel and Casino of Carmel will be distributed as follows:

A) 20% (twenty percent) to meet the emerging obligations of the provisions of Article 5 ° of Law No. 9.630, of December 22, 1936 and by Law No. 10,010, of April 19, 1941;
B) 20% (twenty percent) will be aimed at financing the transformation and bitumization of Route 21 from the Miguelete Creek to the City of Carmel, and from this city to that of New Palmyra;
C) 10% (ten percent). (1) will be handed over to the Secondary Education Council for the creation of scholarships for graduates from Liceos and Preparatory and/or University in Montevideo;
D) 10% (ten percent) for the National Tourism Commission, for public works of tourist interest, located in the City of Carmelo and (
) 10% (ten per cent) for the Ministry of Public Health for the conservation and extension of the Department of Cologne's Assistant Centres;
F) 10% (ten per cent) for the Teaching Council Primary and Normal, which will increase the School Building Fund for the construction and refaction of other school buildings in the City of Carmelo;
G) 20% (twenty per cent) to the Cologne Departmental Council. Once the debt dealt with under (A) has been written off, this sum will go down as perceived by the Departmental Council of Cologne.


Article 6 °.
Modify Article 1 of Law No. 12.512, dated January 8, 1958, which will be worded as follows:

" Article 1 ° Facultate to the Ministry of Public Instruction and Social Welfare, prior to the advice of the Honorary Gaming Commission, created by Article 3 of Law No. 11,913, of 9 January 1953, to keep in activity the Casinos of Atlantis, Punta del Este, San Rafael and Piriapolis, for the period from May 1 to December 14 of each year, during the days of Fridays, Saturdays, Sundays, holidays and the eve of holidays. "

Article 7 °.
The distribution of the liquid proceeds obtained by the Casinos of the Department of Maldonado, authorized in the period established by the previous article, will be done as follows:

A) 20% (twenty percent) for the maintenance and improvement of roads that are located in the area of influence of the resorts of Punta del Este, San Rafael and Piriapolis, and for the construction of new routes;
B) 10% (ten percent (a) for the maintenance and improvement of roads and roads in all the judicial sections of the Department of Maldonado, excluding those referred to in the previous paragraph and for the construction of new routes;
C) 10% (ten percent) for the National Tourism Commission for the promotion of social tourism;
D) 10% (ten per cent) for the Ministry of Public Health for the conservation, expansion and construction of the Department of Maldonado's Assistant Centres;
E) 10% (ten per cent) for the Primary and Normal Teaching Council for strengthening the school building sector, for the repair and construction of school buildings in the Department of Maldonado;
F) 10% (ten per cent) for the Secondary Education Council for the construction of lyric buildings in the localities of Pan de Azúcar, Aigua and Piriapolis;
G) 10% (ten per cent
Ministry of Public Works will be delivered to the Ministry of Public Works of the Ministry of Public Works for conservation and management. Route 8 and 9, 10, 101, Interbalnearia, 61 and the Aigua-San Carlos highway.


Article 8 °.
The production of the proceeds of the Casino of Atlantis, in the same period as the previous article, shall be poured into a special fund of the Ministry of Public Works, intended for processing of Route 11.

Article 9 °.
The budgeted staff of the Central Office of the Honorary Advisory and Fiscalizing Commission of the Gaming, is understood in the benefits that the employees perceive as a percentage The administrative and service of the Casinos up to an annual amount equivalent to six months of salary.
The same limitation will govern for the officials included in the article 4 ° of this law.

Article 10.
For all the staff of the concessionaire or representatives of the Municipality or the Ministry of Public Health, of the current Casino of Carmelo, with the exception of the Manager of the same, who performed duties until 1 ° October 1961, the provisions of Article 3 (A) of Law No 11,913of 9 January 1953 shall apply.
Until the relevant rule has been complied with, no other rule may be designated officials, except the Manager.


Article 11.
Replace Article 4 ° of Law N ° 11,913, dated January 9, 1953, by the following:


" Article 4 °-For the most effective implementation of its tasks in the accounting aspect, settlement of percentages, inspections, tonnage, keeping and record of documentation, the Court of Auditors of the Republic will lend to the Honoraria Commission the collaboration of Accountants who will perceive the viatics to be established by the Executive Branch, while fulfilling those functions. "
