Article 1. The purpose of this Act is to establish additional safeguards for the protection of residential and property rights citizens living in territories where the anti-terrorist operation is conducted, and citizens who have temporarily relocated to other areas of Ukraine from the territories on which the anti-terrorist operation is conducted. Until December 31, 2015, these citizens must be paid off by wage payments, scholarships, pensions formed by the anti-terrorist operation, and additional guarantees for the protection of residential and property rights. Citizens who are exempt from the basis of the circumstances, by the time of their employment, if they receive the status of a registered unemployed person.
Article 2. Set the moratorium on the time defined in Article 1 of this Act, on the application of forced implementation of housing (residential buildings, parts of residential buildings, apartments, apartments, rooms, residential sections or blocks in dormitories, other living rooms) the citizens identified in Article 1 of this Act.

1. This Act will take effect from the day, the following day by the day of its publication.
2. The Cabinet of Ministers of Ukraine for a month-long term from the day of publication of this Law to develop an order of repayment of wages, fellowships, pensions created by the anti-terrorist operation.
