Adopts this Act, which condemns the communist and national (Nazi) totalitarian regimes in Ukraine, defines the legal basis for the prohibition of propaganda of their symbols and sets the order of elimination of the symbols of the communist totalitarian regime.

Article 1. Term Definition

1. In this Act, the following are the following:

1) Communist Party-Russian Social Democratic Labour Party (Bolsheviks) (RSDLP (b), Russian Communist Party (Bolsheviks) (RCP (b), All-Union Communist Party (Bolsheviks) (WKP (b), Communist Party of the Soviet Union (CPSU), Communist Party of Ukraine (KP (b) U), the Communist Party of Ukraine (CPU), Communist parties of the Union republics of the USSR, as well as their pockets in autonomous Soviet socialist republics, edges, areas, autonomous communities areas, autonomous districts, cities of the Republican Party Subordination and local cells;

2) propaganda of the communist and national socialist (Nazi) totalitarian regimes-public denial, in particular through the media, the criminal nature of the communist totalitarian regime 1917-1991 in Ukraine, The National Socialist (Nazi) totalitarian regime, the spread of information aimed at justifying the criminal nature of the communist, national socialist (Nazi) totalitarian regimes, activities of Soviet authorities security, establishing Soviet power in the territory of Ukraine or in individual administrative and territorial units, chasing members of the struggle for independence of Ukraine in the 20th century, manufacture and/or distribution, as well as the public use of products containing the symbolism of the communist, national-socialist (Nazi) totalitarian regimes;

4) the symbolism of the communist totalitarian regime is the symbolism that includes:

(a) any depiction of state flags, coats of arms and other symbols of the USSR, the Ukrainian SSR (USRR), other allied or autonomous Soviet republics within the USSR, states the so-called "People's Democracy": People's Republic of Albania (Socialist People's Republic) Republic Of Albania), People's Republic Of Bulgaria, The German Democratic Republic, The People's Republic Of Romania (Socialist Republic Of Romania), The Hungarian People's Republic Of Hungary, The Czechoslovak Socialist Republic, Republic of Yugoslavia (Socialist Federal Republic of Yugoslavia) and The socialist republics, which were part of its composition, apart from those that are valid flags or arms of the countries of the world;

(g) Images, monuments, commemorative signs, inscriptions on persons who held leadership positions in the Communist Party (office of the district committee and above), persons who held leadership positions in the senior authorities and administration of the USSR, USSR (USRR), other allied or autonomous Soviet republics, authorities and the administration of areas, the city of republican submission, employees of the Soviet State Security bodies of all levels;

(d) Images, monuments, commemorative signs, inscriptions on events related to the activities of the Communist Party, with the establishment of Soviet power on the territory of Ukraine or in individual administrative and territorial units, chasing the participants The struggle for independence of Ukraine in the 20th century (except for monuments and commemorative signs associated with the resistance and exile of the Nazi invaders from Ukraine or with the development of Ukrainian science and culture);

(e) Picture of the Communist Party's slogans, citations of persons who held leadership positions in the Communist Party (the post of secretary of district committee and above), persons who held leadership positions in the senior authorities and administration of the USSR, the Ukrainian SSR (USRR), other allied countries or autonomous Soviet republics, the authorities and the management of areas, cities of republican submission (besides citations related to the development of Ukrainian science and culture), the workers of the Soviet public safety bodies of all levels;

(e) the names of regions, districts, settlements, districts in cities, squats, boulevard, streets, prowics, Uzbeks, avenues, spaces, areas, mosts, bridges, other objects of toponymy population, businesses, institutions, organizations, which used names or pseudonyms held by leadership positions in the Communist Party (the post of secretary of the district committee and above), the higher authorities and administration of the USSR, the Ukrainian SSR (USRR), other allied or autonomous Soviet republics, worked bodies in the Soviet state security bodies, as well as the names of the USSR, the Ukrainian SSR (USRR), federal or autonomous Soviet republics and derivatives of them, the names associated with the activities of the Communist Party (including party congresses), the October Revolution (November 7) 1917, the establishment of Soviet power on the territory Ukraine or in separate administrative and territorial units, following the participants of the struggle for independence of Ukraine in the 20th century (other than the names associated with the resistance and exile of the Nazi occupants from Ukraine or with the development of Ukrainian science and Culture);

(j) Naming the Communist Party;

5) the symbolism of the National Socialist (Nazi) totalitarian regime is the symbolism that includes:

(a) The symbolism of the National Socialist Workers ' Party of Germany (NSDAP);

(b) The flag of Nazi Germany (1939-1945);

(b) The state coat of arms of Nazi Germany 1939-1945;

(g) Naming the National Socialist Workers ' Party of Germany (NSDAP);

(g) Images dedicated to events related to the activities of the National Socialist Workers ' Party of Germany (NSDAP);

(d) Images of the National Socialist Workers 'Party of Germany (NSDAP), a quote of individuals who held leadership positions in the National Socialist Workers' Party of Germany (NSDAP), the senior authorities and the management of Nazi Germany and the It was occupied between 1935 and 1945.

Article 2. Condemnation of the Communist and National Socialist (Nazi) totalitarian regimes

1. 2. Article 3. The prohibition of propaganda of the communist and national socialist (Nazi) totalitarian regimes and their symbols

2. 3. 4. 5. Article 4. Prohibition of the use and propaganda of the symbolism of the communist and national socialist (Nazi) totalitarian regimes

1. Production, distribution, as well as the public use of the symbolism of the communist totalitarian regime, symbols of the National Socialist (Nazi) totalitarian regime, including souvenir products, public execution of the hymns of the USSR, The Ukrainian SSR (USRR), other allied and autonomous Soviet republics or their fragments throughout Ukraine is prohibited.

2. The symbolism of the symbolism of the communist totalitarian regime, the symbolism of the National Socialist (Nazi) totalitarian regime, does not apply to the cases of making such symbolism for its later use with the purpose of the following: Part three of this article.

3. The defence does not apply to the use of the symbolism of the communist totalitarian regime, the symbolism of the National Socialist (Nazi) totalitarian regime:

2) on documents issued by the institutions of education and science, enterprises, institutions, organizations until 1991;

3) in the exhibitions of museums, theme exhibitions, the Museum Foundation of Ukraine, as well as library funds on various media sites;

4) in works of art created before the Act;

5) in the process of scientific activity, including during the scientific research and dissemination of their results in not banned by the legislation of Ukraine;

6) on the originals of the fighting;

7) at the state awards, jubilee medals and other honours, which were awarded to the person until 1991 and during 1991-2015 due to the anniversary of the events of the Second World War, as well as on documents to award them;

8) on the grounds of burial grounds, located on the grounds of burial places, places of honor burial;

10) in private collections and private archival meetings;

11) as objects of antique trade.

The ban does not apply to cases of use of the communist totalitarian regime, symbols of the National Socialist (Nazi) totalitarian regime (provided that it does not lead to propaganda of the criminal nature of the communist regime). Article 5. Investigation and publication of information on crimes committed by representatives of Communist and National Socialist (Nazi) totalitarian regimes

2. The State takes measures to raise awareness of public awareness of crimes committed by representatives of communist and/or national-socialist (Nazi) totalitarian regimes, develop and improve training manuals, programs and measures on the history of Communist and National Socialist (Nazi) totalitarian regimes, contribute to the adoption of a society of respect for human dignity, human rights and fundamental freedoms, the development of pluralism and democracy.

3. The State encourages and supports the activities of non-governmental institutions and organizations that conduct research and educational work on crimes committed by representatives of the communist and/or national-socialist (Nazi) totalitarian modes.

4. Archive documents, including documents of former Soviet state security bodies, are associated with political repression, Holodomor 1932-1933 in Ukraine, other crimes committed by representatives of communist or national socialist state. (Nazi) totalitarian regimes, and any information contained in them, do not belong to information with limited access. The state makes public public, provides the ability to study and access the archived documents and information contained in them.

Article 6. Responsibility for violation of legislation prohibiting the propaganda of communist and national socialist (Nazi) totalitarian regimes and the use of their symbolism

1. Persons guilty of violating the requirements of this Act shall be responsible for the law.

Article 7. Final and Transitional Provisions

1. This Act will take effect from the day, the following day by the day of its publication.
