About the nationwide Chernobyl disaster relief program and the conversion of an object to an environmentally secure system

Verkhovna Rada of Ukraine ruling :

I. Approve Universal Chernobyl Nuclear Power Plant and the Transformation of an Object of Environmentally Secure Systems (attached).

II. Final Position

1. This Act is effective from 1 January 2010.

2. Take up to The Law of Ukraine "On common principles of further exploitation and withdrawal from the exploitation of Chernobyl Nuclear Power Plant and the transformation of the destroyed fourth power unit of this nuclear power plant on an environmentally secure system" (Information of the Verkhovna Rada of Ukraine, 1999, No. 4, p. 33, No. 32, pp. 264; 2001, No. 27, pp. 133; 2004, No. 5, st. 28, No. 51, st. 546) such changes:

(1) Article 5 and 6 are outlined in such an editorial:

" Article 5. State support for the preparation and withdrawal of the Chernobyl nuclear power plant and the conversion of an environmentally sound system to an environmentally secure system should be provided in accordance with the prescribed order. A nationwide program to withdraw from the exploitation of the Chernobyl Nuclear Power Plant and the conversion of an object "Cover" to an environmentally secure system.

Article 6. Works from the transformation of the object "Cover" to an environmentally secure system are executed in accordance with the established order of the General-State Program to withdraw from the exploitation of the Chernobyl Nuclear Power Plant and the conversion of the object "Cover" to environmentally a secure system.

One of the goals for the transformation of the "shelter" facility to an environmentally secure system is to extract materials that contain nuclear fuel, and radioactive waste. A NATIONWIDE PROGRAM TO WITHDRAW FROM THE EXPLOITATION OF CHERNOBYL ASTATES AND THE TRANSFORMATION OF THE "SHELTER" TO AN ENVIRONMENTALLY SECURE SYSTEM

General provisions

This nationwide program to withdraw from the exploitation of the Chernobyl nuclear power plant and the conversion of an object "Cover" to an environmentally secure system (further-Program) defines the main areas of work to be removed from the exploitation of Chernobyl Nuclear Power Plant and the conversion of an object "Cover" on the environmentally secure system, landmark volumes of their funding, organizational and technical tasks.

At the industrial site of the Chernobyl Nuclear Power Plant, nuclear installations and facilities designed to treat radioactive waste that are subject to withdrawal from exploitation include:

First, second and third power units (main enclosures);

First storage of processed nuclear fuel on the basis of "wet" storage technology;

Temporary storage of liquid and solid radioactive waste.

The operation has also been used for other general purpose facilities: auxiliary, electrical engineering, hydrotechnical, and cooling.

On the industrial site of the Chernobyl Nuclear Power Plant is a fourth destroyed power unit (the site of "Ukro-site"), which is a nuclear dangerous object and a temporary repository of unorganized radioactive waste. The activities carried out on the "Cover" object qualify as a transformation of it to an environmentally secure system.

The completion of the Chernobyl disaster and the conversion of an object to an environmentally secure system requires about 100 years, therefore the program contains first-term measures to be carried out during 2009-2012 The termination of exploitation of the Chernobyl nuclear power plant and the conversion of an object to an environmentally secure system.

Application Purpose

The aim of the Programme is to ensure the implementation of public policy on

Preparations for the removal and withdrawal of the Chernobyl nuclear power plant and the conversion of the facility to an environmentally secure system;

Ensuring the protection of personnel, population and the environment from the effects of ionizing radiation.

The program provides activities for the following basic areas:

Cessation of exploitation, preparations for withdrawal and withdrawal from the exploitation of Chernobyl Nuclear Power Plant;

The conversion of an object to an environmentally secure system;

Treatment of the Chernobyl nuclear treatment that accumulated during the period of operation and will be carried out during work on the exploitation of the Chernobyl nuclear power plant and the conversion of the facility to environmentally sound System

scientific and technical and information support works in preparation for the removal and removal of the power units of Chernobyl nuclear power plant and the transformation of the object "Cover" on an environmentally secure system, ensuring transparency for the society of decision-making To ensure the safety of the activities envisaged by the Programme;

Social protection for workers of the Chernobyl nuclear power plant and residents of the city of Slavutych in connection with the pre-construction of the Chernobyl nuclear power plant.

To achieve the goal of the Programme in the absence of experience withdrawal from the operation of the RVK-1000 type reactors, it is necessary to:

Improve the regulatory and legal framework on the operation of nuclear installations and facilities intended for the treatment of radioactive waste;

to ensure the construction of facilities intended for the treatment of radioactive waste generated in the process of withdrawal from the exploitation of the Chernobyl Nuclear Power Plant and the conversion of the facility to an environmentally secure system;

Creation of the Chernobyl Nuclear Power Plant on the industrial site of the Chernobyl Nuclear Power Plant, including an integrated system for handling radioactive waste, to ensure that the Chernobyl Nuclear Power Plant is operational and The transformation of the object "Cover" to an environmentally secure system.

According to the legislation of Ukraine, the failure to withdraw from the exploitation of the Chernobyl nuclear power plant is envisaged in the following stages:

1) the termination of operation (preparatory phase to withdraw from operation) is the stage, during which the removal of nuclear fuel will be carried out and moving it into the storage of the remanufactured nuclear fuel, intended for long-term storage. The current stage, during which the main task is performed, determining the duration of the stage is the removal of nuclear fuel from the grid. Completion lines-not before 2013;

(2) final closure and conservation of reactor facilities. At this stage the reactors and the most radiation-contaminated equipment (orientable to 2022) will be conducted;

3) the endurance of the reactor plants during the period, during which the natural reduction of radioactive radiation to the acceptable level (orientable to 2045);

4) dismantling of reactor installations. At this stage dismantling and clearing the site with the goal of maximum withdrawal of constraints and regulatory control (orientable to 2065).

A feasibility study of the main measures to withdraw from the operation of the Chernobyl nuclear power plant is to be prepared as part of the Chernobyl disaster recovery project.

Transformation of the object "Cover" to an environmentally secure system provides:

Reducing the risks of ionizing radiation;

Creating additional protective barriers, such as providing adequate conditions for work on the next stage;

remove from the facility "Cover" of fuel sewage materials, high-active and long-existing radioactive waste, reforming them into a safe state, intermediate controlled storage and burial in deep storage (stable geological formations) in the If until the beginning of their removal (30-50 years), there is no alternative way to secure the storage of materials in the "Cover" facility.

Engineering and design criteria must be defined in the prescribed order of the development and approval of the pre-project and project documentation.

The task to transform an object to an environmentally secure system will be solved by successive development and execution of individual plans, projects or programs aimed at taking into account measures. The events of each next phase must be planned in detail at the end of the previous and based on its results with regard to the achieved level of technology development and technology handling of radioactive waste and fuel materials.

The process of carrying out measures and scope of work should be adjusted to the results of the implementation of the International Technical Assistance Project-Plan of Implementation of the Object of Cover.

Tasks and measures

The main tasks of the termination of the operation of the Chernobyl Nuclear Power Plant are:

Support for the safe state of the first, second, third power units and existing storage of the spent nuclear fuel;

Establishment of an industrial site of the Chernobyl Nuclear Power Plant for the treatment of nuclear fuel and radioactive waste;

Exemption from nuclear fuel fuel;

Completion and commissioning:

Other storage of processed nuclear fuel;

Liquid radioactive waste processing plant;

Industrial complex handling of solid radioactive waste;

To develop and approve projects:

Final closure and conservation of the first, second and third power units;

Reconstruction of the transport and technological part of the existing storage of developed nuclear fuel;

Treatment of damaged nuclear fuel;

Decommissioning rates

Modernization of infrastructure facilities (electricity, water, heating, fire, telecommunications, etc.);

Decommissioning and partial dismantling of individual systems and components of the grid;

Implementation of technical and technical measures on management, operation, maintenance, repair of systems that will work further and ensure security control.

In the final closing and closure of the Chernobyl nuclear power plant, the following basic measures are carried out:

Dismantling of the external nuclear reactor systems and components that do not affect safety and are not needed for further stages;

Strengthening barriers that prevent the spread of radioactive substances into the environment;

Securely preservative of parts of non-dismantling installations;

Creating conditions to ensure temporary controlled storage of radioactive substances;

The building and air conditioning of radioactive waste generated during the time taken, the transfer of these waste to specialized enterprises.

The main activities of the reactor are:

Exploitation of systems and elements that provide safe storage of radioactive substances which are contained in rightful installations;

Periodic survey of the state of the completed installation.

At the dismantling of the reactor installations, the main tasks are the dismantling and removal of systems and elements whose contamination level exceeds the removal level, to accommodate them on temporary storage in the radioactive waste storage.

Measures to transform an object "Cover" to an environmentally sound system shall be carried out in accordance with the requirements of regulatory instruments regulating the amount of permissible emissions and the dropping of radioactive materials and substances in the environment.

The task of converting an object to "cover" on an environmentally secure system must be solved by successive development and implementation of the following measures:

Secure object support

The development and approval of normative and project documentation on the conversion of an object to an environmentally secure system;

Establishment of necessary infrastructure for the failure of activities on the stabilization of this facility and the construction, commissioning and operation of the new confinement;

Stabilization, increasing the operating reliability and durability of designs and systems that provide the exercise of control over security indicators;

Establishment of additional protective barriers, primarily confilement, providing the conditions necessary to perform technical work at the point of conversion of an object to an environmentally secure system, as well as the safety of personnel, population and the environment;

Dismantling of unstable structures;

Development of the technology of the extraction of fuel-seater materials;

Establishment of infrastructure for the treatment of radioactive waste;

creating repositories for burial (in particular in the geological formations) of the fuels and long-existing radioactive wastes;

remove from an object (or transfer to a controlled state) of the fuel and long-existing radioactive waste, their air conditioning, with subsequent storage and burial in appropriate storage facilities;

dismantling the structure of the object and the assembly elements.

The main measures to establish a system of handling of the radioactive wastes of the Chernobyl nuclear power plant are:

Construction and operation of facilities designed for the treatment of radioactive waste;

Liberation from radioactive waste and withdrawal from the exploitation of objects intended for the treatment of radioactive waste, after the exhaustion of their resource;

To develop and approve normative and project documentation regarding the treatment of radioactive waste;

The creation of an integrated system of handling of radioactive waste generated by the operation of the power supply and the conversion of an object to the environmentally secure system.

Major measures for the organization of scientific and technical and information support work on the exploitation of power units of Chernobyl nuclear power plant and the transformation of the object "Cover" on an environmentally secure system, ensuring transparency for the public, Decision-making on ensuring the safety of this activity is the development and execution of such programs:

Scientific and technical escorts for the exploitation of Chernobyl Nuclear Power Plant and the conversion of an object to an environmentally secure system;

Information assurance from the exploitation of the Chernobyl Nuclear Power Plant and the conversion of the facility to an environmentally secure system;

information provided to the public to provide coverage to the public related to the removal of the Chernobyl nuclear power plant and the conversion of the "shelter" facility to an environmentally secure system.

Tasks regarding the social protection of Chernobyl workers and residents of the city of Slavytych in connection with the exploitation of Chernobyl nuclear power plant is solved by:

Creating conditions for the preservation of the qualified staff of the Chernobyl Nuclear Power Plant;

Making up compensable jobs in the city of Slavutich for the employment of the Chernobyl nuclear power plant, which is released;

Providing social payments and guarantees to the staff of the Chernobyl Nuclear Power Plant, which is released, and the inhabitants of the city of Slavutich;

The preservation and development of the city of Slavutich.

Ensuring the safety of personnel, population and the environment;

Timely introduction to a new repository of processed nuclear fuel and facilities intended for the treatment of radioactive waste;

A timely introduction to the commissioning of the object "Cover";

A timely start to work on the exploitation of energy blocks of Chernobyl nuclear power plant.

Application funding volumes and sources

Funding for the programme activities is carried out by the State Budget of Ukraine, international technical assistance and voluntary contributions of legal or physical persons and other sources which are not prohibited by law.

The volume of budget expenditures on the predicted programme of measures is defined within the existing financial resources under the law on the State Budget of Ukraine for the appropriate year.

The total amount of funding for the work according to the Programme for the Budget of the State Budget is 3535.90 million. (...) (...) The implementation of international technical assistance projects is carried out in volumes and under funding plans that are provided by contracts.

The volume of budget funding is subject to clarification in the process of taking action by the Programme, depending on the specific situation on the industrial site of the Chernobyl nuclear power plant, and the progress of basic tasks.
