Making changes to some laws of Ukraine to ensure competitive conditions of electricity generation from alternative energy sources

Verkhovna Rada of Ukraine ruling :

I. Amend the laws of Ukraine to be amended:

1. In Laws of Ukraine "On electricity" (Information of the Verkhovna Rada of Ukraine, 1998, No. 1, p. 1 with the following changes):

1) in Article 1 :

after the paragraph of the second addition to the new paragraph of this content:

" Production of elements of an electric power facility is an activity related to the release of products that involves performing sufficient level of production and technology operations, with the results changing the classification code of the commodity according to OCT ZED At any of the first four signs, the operations carried out in the production process should not be simple folding operations according to the provisions of the customs law. Non-dry construction of finished products must be produced in Ukraine with the quality of origin from Ukraine. "

In this regard, the third-fifty-fourth paragraph would be considered fourth to fifty-five, respectively.

Electrical energy produced from solar energy and/or wind energy of power plants (generating installations) of private households, whose amount of installed power does not exceed 30 kW, is purchased Energy-based power providers are responsible for the delivery of electricity by a regulated tariff on the territory of the licensing activity, with a "green" tariff in the volume that exceeds the monthly electricity consumption by such private households. The consumer consumer has the right to establish in its private household, generated by an installation designed to produce electrical energy from solar energy and/or wind energy, whose amount of power is not more than 30 kW, but not more power, permitted prior to consumption by means of electric energy use. The energy production of solar energy and/or wind energy by private households is carried out without a proper license. The order of sales and accounting of such electricity as well as the calculations for it is approved by the National Commission, which provides public regulation in the areas of energy and utilities ";

4) in Article 17 - 1 :

Compliance with the level of use of equipment of the Ukrainian production requirements established by this Act is defined by the National Commission that exercised state regulation in the spheres of energy and utilities, on the basis of the subject The owner of the settlement and the documents.

The level of use of equipment of the Ukrainian production at the facilities of electric power, including the operation of the construction of electric stations (launchers) producing electrical energy from alternative energy sources (except for the domain and cockpit gases, and using hydropower-only micro-, copper-and small hydroelectric plants) is defined as the sum of the corresponding nutritional rates of the elements of the equipment. In case of the presence of a few identical elements of equipment on an appropriate electrical energy facility, the interest rate of this piece of equipment is accepted to calculate the level of use of equipment of Ukrainian production only on the terms of the equipment. the Ukrainian origin of each of these same elements. The current interest rates are:

(c) On electricity facilities, including the construction of electric power plants (launchers), which produce electrical energy from biomass:

(g) On electricity facilities, including the construction of electric power plants (launchers), which produce electrical energy from biogas:

(g) On electricity facilities, including the operation of the construction of electric power stations (launchers), which produce electrical energy from biogas extracted from waste sites or objects on which operations are carried out. Storage and maintenance of waste:

(d) On electricity facilities, including the construction of electric power plants (launchers), which produce electrical energy using hydropower on micro, copper and small hydroelectric plants:

(e) On electricity facilities, including the construction of electric power plants (launchers), which produce electrical energy using geothermal energy:

3. In Part 2 Article 9 of the Law of Ukraine "On Alternative Sources of Energy", 2003, No. 24, pp. 155; 2014, No. 22, pp. 781) the word "body" would be replaced by "entity".

4. In The Law of Ukraine "On the basis of the operation of the electric energy market of Ukraine" (Information of the Verkhovna Rada of Ukraine, 2014, No. 22, art. 781):
