LAW OF UKRAINE

Concerning amendments to some laws of Ukraine to optimize the issuance of documents of permissive nature in the sphere of economic activity

(Information of the Verkhovna Rada (VR), 2013, No. 15, pp. 105)

Verkhovna Rada of Ukraine Orders:

I. Amend the laws of Ukraine to be amended:

1. Carry to List of permissive activities in the field of economic activity " Document of the Supreme Soviet of Ukraine, 2011, No. 47, p. 532; with the changes made by the Laws of Ukraine dated 8 July 2011 No. 3677-VI, dated 3 November 2011 No. 3995-VI and 22 March 2012 No. 4619-VI), the following changes:

1) complement List Items 105 - 1 , 122 - 1 and 124 - 1 such content:

105 - 1 .

Adoption of the report of the Committee on the Protection of the Child

Law of Ukraine "On the Protection of Plants"

122 - 1 .

Certificate of conformity of agricultural products and raw plant raw materials on the content of the remaining pesticides, agrochemicals and heavy metals

Law of Ukraine "On the Protection of Plants"

124 - 1 .

Certificate of compliance with the rules of application of pesticides and agrochemicals (only regulators of plant growth) in agricultural products and raw crops

Law of Ukraine "On the Protection of Plants"

(2) Items 11 and 87 to exclude.

2. Part of third article 2 Law of Ukraine "On the permissive system in the sphere of economic activity" (Information of the Verkhovna Rada of Ukraine, 2005, No. 48, art. 483; 2010, No. 13, pp. 128) complement the paragraphs in third-fifth such content:

Issuance of certificates for the application of pesticides and agrochemicals regulations (plant growth regulators only) in agricultural products and raw plant origin and certificates of conformity with the content of Agricultural production and raw vegetable origin of the residual number of pesticides, agrochemicals and heavy metals are carried out in accordance with this Act with regard to the features defined Law of Ukraine "On the Protection of Plants" .

The issuance of permits to international transport of passengers and goods by road transport and permits by the European Conference of Ministers of Transport (ECMT) on the transport of goods by road between member states According to this Act, subject to the features defined by the international treaties of Ukraine on international road transport and The Law of Ukraine "On Road Transport" .

Issuance of permits for reexport of goods originating from other countries, quarantine permits (on imports or transit), international veterinary certificates (for CIS countries-veterinary certificates of form No. 1, No. 2 and No. 3)-when navigating outside Ukraine, Veterinary certificates (for Ukraine-Form No. 1 and No. 2)-when moved beyond the territory of the Autonomous Republic of Crimea, areas, towns of Kyiv and Sevastopol, quarantine certificates, certificates relating to the storage of grain and products its refining, certifying quality of grain and products of its recycling, phytosanitary certificates, the phytosanitary certificates for reexport are carried out in accordance with this Act, given the features defined by the Customs Code of Ukraine , Law of Ukraine "On grain and grain market in Ukraine" , Law of Ukraine "On Veterinary Medicine" and Law of Ukraine "On Quarantine Plants" .

II. Final Position

1. This Act will take effect from the day, the following day by the day of its publication.

2. The Cabinet of Ministers of Ukraine in a three-month period from the day of entry into force:

To bring their legal and legal acts into compliance with the Act;

To ensure that the Ministries and the other central authorities are responsible for their normative and legal acts in compliance with the Act.
