General provisions article 1. Relations that are regulated by the code of civil protection of Ukraine 1. Code of civil protection of Ukraine regulates relations related to the protection of the population, territory, the environment and property from emergency response to them, the operation of the unified State system of civil protection, and defines the powers of the public authorities, the Council of Ministers of the Autonomous Republic of Crimea, local authorities, the rights and duties of citizens of Ukraine, foreigners and stateless persons, enterprises, institutions and organizations irrespective of form of ownership.

Article 2. Definition of terms 1. In this code, the terms used in the following meaning: 1) search-and-rescue service-a set of organizational, management bodies of joint forces and means for conducting search-and-rescue and other urgent works;

2) search-and-rescue formation-unit search-and-rescue service, an independent unit, detachment, Center, fire-rescue unit (part);

3) search-and-rescue and other urgent works-works that focus on search, rescue and protection, avoidance of damage and material losses, the localization of the zone of influence of hazardous factors, eliminate factors which prevent from carrying out such work, or threatening to the rescue;

4) accident-dangerous man-made event that caused the damage, the injury to the population or creates on its own territory or the territory of the entity endangering the life or health of the population and leads to the destruction of buildings, structures, equipment and vehicles, breaking the production or transport of a process or causing the oversized, emergency emissions of pollutants and other harmful effects on the environment;

5) restoration work-a complex of works connected with the restoration of buildings, structures, enterprises, institutions and organizations irrespective of form of ownership that were destroyed or damaged as a result of an emergency, and related areas;

6) accident event that occurred during the movement of a road vehicle, which died or suffered injuries to people or injury to property. The level of the emergency situation in the road transport adventure is defined according to the classification of manmade and natural disasters, approved by the Cabinet of Ministers of Ukraine;

7) evacuation-organized withdrawal or removal from the emergency or zones of possible destruction of the population if there is a threat to his life or health, as well as the material and cultural values when there is a threat of their damage or destruction;

8) epidemic mass spread of infectious disease among the population of the respective territory in a short period of time;

9) epìzootìâ-widespread contagious diseases of animals in a short period of time, which considerably exceeds the normal level of incidence of this disease on the corresponding territory;

10) epìfìtotìâ-wide circulation on the territory of one or more of the administrative-territorial units of the contagious disease, which greatly exceeds the normal level of incidence of this disease on the corresponding territory;

11) prevention of emergency situations-legal, socio-economic, political, organizational, technical, sanitary and other measures aimed at regulating man-made and natural security, to assess levels of risk, timely response to the threat of an emergency on the basis of monitoring data, expertise, research and predictions on the possible course of events with the aim of avoiding their escalation in an emergency situation or mitigate its potential consequences;

12) fire protection technical means intended for the prevention, detection, localization and liquidation of fires, protection of material assets and the environment from the effects of hazardous factors of fire;

13) civil protection-fire prevention, emergency rescue and other special machinery, equipment, machinery, instruments, tools, medical products, medicines, tools of collective and individual protection that are designed and used for the tasks of civil protection;

14) defenses of civil defense engineering facilities are designed to protect the public from exposure to dangerous factors arising as a result of emergency situations, of war or terrorist acts;

15) area of possible defeat-a separate area, water area, which is a result of the occurrence of an emergency situation arises the threat to life or health of people injured and property;

17) engineering protection of land-a complex of organizational and technical measures aimed at the prevention of emergency situations, security areas, settlements and the subjects of their consequences and the dangers which may arise during the war (combat) action or as a result of such actions, as well as creating conditions for the sustainable functioning of entities and territories in the special period;

18) engineering and technical measures of civil protection-complex engineering solutions, aimed at the prevention of emergency situations, protection of population and territories against them and the dangers which may arise during the war (combat) action or as a result of such actions, as well as creating conditions for the sustainable functioning of entities and territories in the special period;

19) disaster-large scale accident or other event, which leads to serious consequences;

20) classification sign of emergency situations of technical or other characteristics of a dangerous event that causes the occurrence of conditions, which is defined as an emergency situation;

21) emergency classification system, according to which emergencies are divided into classes and subclasses, depending on the nature of their origin;

22) disaster emergency-complex of measures that includes rescue and other urgent works that are carried out in the event of an emergency and are aimed at ending the dangerous factors, saving lives and preserving people's health, as well as localization zone emergency;

23) medical and psychological rehabilitation-treatment-and-prophylactic, rehabilitation and recreational activities aimed at restoring physiological functions, optimal efficiency, social activity rescue emergency services (formations), persons involved in the implementation of the emergency works in the event of an emergency, as well as affected by this emergency, especially minors;

24) emergency-situation on its own territory or subject entity on it or the water facility, which is characterized by the violation of the normal conditions of life of the population, caused by the disaster, accident, fire, natural disaster, epidemic, epìzootìêû, epìfìtotìêû, use of means of destruction or other dangerous event that led (can lead) to the emergence of a threat to the life or health of the population, a large number of dead and injured, a task of considerable material losses and inability to stay the population on this territory or facility , proceedings on economic activity;

25) a dangerous event-event, including catastrophe, accident, fire, natural disaster, epidemic, epìzootìâ, epìfìtotìâ, which by its consequences constitutes a threat to the life or health of the population or leads to challenge material losses;

26) dangerous factor-an integral part of a dangerous nature (fire, explosion, throwing, throwing out a dangerous chemical, radioactive and biologically hazardous substances) or process that is characterized by physical, chemical, biological or other effects (exposure), exceeding normative indices and creates a threat to life and/or to human health;

27) unprofessional object search-and-rescue service, created from a number of engineering and other qualified personnel of the subjects who received the necessary knowledge and skills in carrying out emergency rescue and other urgent work and health are able to perform work in extreme conditions;

28) nespecìalìzovana search-and-rescue service professional or neprofesìjna search-and-rescue service, which has trained lifeguards and appropriate means of civil protection and is designed to conduct search-and-rescue and other urgent works that do not require the appropriate specialization;

29) the object of increased danger facility, which by law is considered so, where there is a real threat of the occurrence of the accident and/or emergency anthropogenic or natural disasters;

30) operational rescue service civil protection-special non-military Association of rescue and other formations of the following groups of system of the central body of the Executive power, which provides forming and implementing State policy in the field of civil protection;

31) alert-proof signals and civil protection authorities messages about the threat and occurrence of emergencies, accidents, catastrophes, epidemics, fires, etc. to Central and local executive bodies, enterprises, institutions, organizations and population;
32) fire-an uncontrollable process zniŝuvannâ or damage to property by fire, during which the emerging factors threatening creatures and the natural environment;

33) fire safety-no bad risk and development of fire and related opportunities to harm living beings, material values and the environment;

34) fire-activity which consists in preventing the occurrence of fires and protecting the life and health of the population, wealth, the environment from the effects of hazardous factors of fire;

35) affected as a result of an emergency, both man-made or natural disasters (hereinafter victims) is a person whose health is injured as a result of an emergency situation;

36) professional search-and-rescue service-search-and-rescue service, whose employees work contracted, and rescuers, in addition, are professional, special physical, medical and psychological training;

37) responding to emergency situations and liquidation of their consequences-coordinated civil protection software entities that are carried out according to the plans of emergency response, accurate in terms of the specific type and level of emergency, and consist in the Organization of works on liquidation of consequences of extraordinary situations, termination or exposure of dangerous factors caused it, rescuing people and property, localization zones of emergency, as well as eliminating or minimizing its consequences posed a threat to the life or health of the population, causing damage to the territory, the natural environment or property;

38) civil protection force-rescue formation, specialized services and other civil defense formation, designed to conduct search-and-rescue and other urgent works on liquidation of emergency situations;

39) warning system-a complex of organizational and technical measures, equipment and technical means of alert equipment, means and channels of communication for timely proof of signals and information about emergencies to Central and local executive bodies, enterprises, institutions, organizations and population;

40) specialized search-and-rescue service-professional search-and-rescue service, which has trained lifeguards and appropriate means of civil protection and is designed to conduct search-and-rescue and other urgent works with a particular risk for the life and health, in particular for gas gushers, conducting vodolaznih and rescue works;

41) specialized service civil protection-the enterprise, institution or organization, to perform tasks in the field of civil protection, relevant functional direction;

42) natural disaster-natural phenomenon, acting with great destructive force, causes significant damage to the territory, which violates the normal vital activity of the population, causing material losses;

43) technological security-no risk of accidents and/or disasters on the potentially dangerous objects, as well as entities that could create a real threat to them. Technological security characterizes the State of protection of population and territories against emergency situations of technical nature. Technogenic safety is a particular (specific) the function of the protection of the population and territories from emergency situations.

Article 3. Civil protection legal basis 1. The legal basis for civil protection is the Constitution of Ukraine, this code, other laws of Ukraine, acts of the President of Ukraine and the Cabinet of Ministers of Ukraine.

Article 4. Civil protection 1. Civil protection is a function of the State, is aimed at protecting the population, territory, the environment and property from emergencies by preventing such situations, eliminate its consequences and assisting victims in peacetime and in the special period.

Article 5. Classification of emergency situations 1. Emergency situations are classified according to the nature of origin, degree of spread, the size of the human losses and material damages.

2. Depending on the nature of the origin of events that may lead to the occurrence of emergency situations on the territory of Ukraine are determined by the following types of emergencies: 1) man-made;

2) natural disasters;

3) social;

4) war.

3. Depending on the scope of an emergency situation, the volume of technical and financial resources required for their elimination, defined by such levels of emergencies: 1) State;

2) regional;

3) local;

4) object.

4. the procedure for the classification of emergency situations according to their levels of the Cabinet of Ministers of Ukraine.

5. The classification signs of emergency shall be determined by the central body of the Executive power, which provides forming and implementing State policy in the sphere of civil protection.

Article 6. Actors providing civil protection 1. Civil protection is ensured with regard to features defined by the law of Ukraine "on fundamentals of national security of Ukraine", entities authorized to defend the population, territory, the environment and property, in accordance with the requirements of this code-in peacetime as well as in the special period-within the framework of the implementation of the activities of the State in defense of Ukraine.

2. Coordination of the activities of the executive bodies in the field of civil protection within their powers to perform: 1) national security and Defense Council of Ukraine;

2) the Cabinet of Ministers of Ukraine.

3. To coordinate the activities of Central and local executive bodies, enterprises, institutions and organizations related to urban environmental safety, protection of population and territories, prevention of and response to emergencies: 1) the Cabinet of Ministers of Ukraine formed the State Commission on urban environmental security and emergency situations;

2) of the Council of Ministers of the Autonomous Republic of Crimea, regional, Kyiv and Sevastopol City State administrations formed regional Commission on urban environmental security and emergency situations;

3) district administrations, executive bodies of city councils, District Councils in rural towns and formed a local Committee on urban environmental security and emergency situations;

4) governing bodies of enterprises, institutions and organizations formed a Commission on emergency situations.

4. To coordinate the work of eliminating the specific emergency situation and its effects on the State, regional, local and ob'êktovomu levels formed a Special Commission for the Elimination of emergency situations.

Article 7. The basic principles of implementation of civil protection 1. Civil protection is carried out according to the following basic principles: 1) guarantee and ensure the State constitutional rights of citizens to protection of life, health and property;

2) a comprehensive approach to solving tasks of civil protection;

3) of priority tasks aimed at saving the lives and health of citizens;

4) maximum possible, economically reasonable reduction of the risk of emergencies;

5) centralization of management, êdinonačal′nostì, layout, statutory discipline Promptly rescue service of civil protection, emergency services;

6) openness, transparency, free receipt and dissemination of public information on the State of civil protection, in addition to the restrictions established by law;

7) voluntarism-in case of engaging citizens to implement measures of civil protection associated with the risk of their life and health;

8) responsibility of the officials of the organs of State power and bodies of local self-government for compliance with civil protection issues;

9) justified the risk and responsibility of the leaders of the civil defense forces for security during the search-and-rescue and other urgent works.

Chapter II the ONLY STATE SYSTEM of CIVIL PROTECTION Head 2. Unified State system of civil protection and its components Article 8. Unified State system of civil protection 1. Ensure the implementation of the State policy in the field of civil protection is carried out by a single State system of civil protection, which consists of functional and territorial subsystems and their links.

2. the provisions of the uniform State system of civil protection, common provisions on functional and territorial subsystems shall be approved by the Cabinet of Ministers of Ukraine.

3. The main objectives of the unified State system of civil protection are: 1) the readiness of ministries and other Central and local bodies of executive power, bodies of local self-government, subordinated to them forces and means for action aimed at prevention and emergency response;

2) ensure the implementation of measures for the prevention of emergency situations;

3) education of the population regarding the conduct and action in the event of an emergency;

4) implementation of targeted programmes aimed at prevention of extraordinary situations, ensuring the sustainable functioning of enterprises, institutions and organizations, to reduce possible losses;

5) processing of information about emergencies, publication of information materials on the protection of the population and territories from the consequences of emergency situations;

6) prediction and assessment of the socio-economic consequences of emergencies, the definition based on the forecast of the needs of the forces, mass, material and financial resources;

7) the creation, conservation and rational use of the provision of material and financial resources necessary for preventing and responding to emergency situations;

8) alert the public about the threat and occurrence of emergency situations, timely and accurate information on the actual situation and the action taken;

9) the protection of the population in the event of emergencies;
10) carrying out rescue and other urgent works on liquidation of consequences of emergencies, the Organization of life of the affected population;

11) to mitigate possible consequences of emergencies in case of their occurrence;

12) implementation of measures for the social protection of the affected population;

13) implementation of rights determined by law in the field of population protection from the consequences of emergency situations, including the persons (or their families) who took part in the Elimination of these situations;

14) other tasks determined by law.

Article 9. Functional subsystems of the unified State system of civil protection 1. Functional subsystems of the unified State system of civil protection (hereinafter-the functional subsystems) are central bodies of the Executive power in the sphere of public life.

2. Regulation of functional subsystems are developed on the basis of the typical position of the subsystem and approved by the central bodies of the Executive power that they created, in consultation with the central body of the Executive power, which provides forming and implementing State policy in the sphere of civil protection.

If the activity of the central bodies of executive power are directed and coordinated by the Cabinet of Ministers of Ukraine through the appropriate Minister, these provisions are approved by the following Ministers in consultation with the central body of the Executive power, which provides forming and implementing State policy in the sphere of civil protection.

3. the list of central bodies of executive power that creates functional subsystems, is determined by the provisions of the uniform State system of civil protection.

4. Direct and guide the functional subsystem of the head of the authority, the entity that created such a subsystem.

5. The composition of the functional subsystems include controls and subordinate them to the strength of civil protection, relevant business entities that perform tasks of civil protection.

Article 10. Territorial subsystems of the unified State system of civil protection and management 1. Territorial subsystems of the unified State system of civil protection (hereinafter territorial subsystems) operate in the Autonomous Republic of Crimea, oblasts, cities of Kyiv and Sevastopol.

2. The regulation on territorial subsystems are developed on the basis of the typical position of the subsystem and approved in accordance with Council of Ministers of Autonomous Republic of Crimea or local administrations under the agreement with the central body of the Executive power, which provides forming and implementing State policy in the sphere of civil protection.

3. Management of territorial subsystems are: 1) the Council of Ministers of the Autonomous Republic of Crimea-in the Autonomous Republic of Crimea;

2) District, district in the cities of Kyiv and Sevastopol administrations-areas, areas in the cities of Kiev and Sevastopol;

3) local authorities-in the regional centers, cities of oblast and regional importance.

4. The regulation on the part of the territorial subsystems shall be approved by the authority which it has created.

5. Direct guide territorial subsystem, its link with the appointee, who heads the body that created such a subsystem, link.

6. Direct management subsystem to become Autonomous Republic of Crimea with the Council of Ministers of the Autonomous Republic of Crimea.

7. The composition of the territorial subsystems and their links are management bodies and subordinate them to the strength of civil protection, relevant business entities.

Chapter 3. Functioning of the unified State system of civil protection Article 11. The modes of functioning of the unified State system of civil protection 1. The only State system depending on the scope and features of the emergency situation that is or has arisen, the functioning modes: 1) daily functioning;

2) alert;

3) emergency;

4) emergency.

2. The provisions of the uniform State system of civil protection is defined by a list of activities that are carried out in the appropriate mode and order of the interaction of actors providing civil protection during the operation of the specified systems in the appropriate mode.

3. In the special period the only State system of civil protection functions in accordance with this code and with regard to features that are determined in accordance with the requirements of the law of Ukraine "on the legal regime of martial law", "on mobìlìzacìjnu preparation and mobilization, as well as other legal acts.

Article 12. Mode of everyday functioning 1. Mode of everyday functioning unified State system of civil protection is installed in the normal production and commerce, radiation, chemical, seismic, gìdrogeologìčnoï, hydrometeorological, technological and fire situation and in the absence of epidemics, of, epìfìtotìj.

Article 13. The mode of high alert 1. In the case of a threat of an emergency by a decision in accordance with the Cabinet of Ministers of Ukraine, Council of Ministers of the Autonomous Republic of Crimea, regional, Kyiv or Sevastopol City State administrations for the unified State system of civil protection in full or in part, for its territorial subsystems to temporarily set the mode of high alert.

Article 14. Emergency mode 1. In the event of an emergency by a decision in accordance with the Cabinet of Ministers of Ukraine, Council of Ministers of the Autonomous Republic of Crimea, regional, Kyiv or Sevastopol City State administrations for the unified State system of civil protection in full or in part, for its territorial subsystems temporarily set emergency mode.

Article 15. Emergency mode 1. Emergency mode for uniform State system of civil protection in full or in part, for its territorial subsystems temporarily installed within the territory in which the legal regime introduced a State of emergency according to the law of Ukraine "on the legal regime of the State of emergency."

Chapter III POWERS Subjects PROVIDING CIVIL PROTECTION Chapter 4. The powers of the organs of executive power, bodies of local self-government, the tasks and duties of the subjects, the rights and duties of citizens of Ukraine in the field of civil protection Article 16. The powers of the Cabinet of Ministers of Ukraine in the field of civil protection 1. The powers of the Cabinet of Ministers of Ukraine in the field of civil protection include: 1) guide the only State system of civil protection;

2) Organization of realization of measures on liquidation of consequences of emergencies;

3) establish procedures for the classification of cities to the appropriate groups of civil protection, and subjects to the relevant categories of civil protection;

4) inclusion of civil protection to groups of cities, approval of their list;

5) an allowance means of individual protection and financial provisions for the prevention and elimination of the consequences of emergency situations, determination of their volume and order of use;

6) taking measures to ensure the readiness of the unified State system of civil protection actions in emergencies and in the special period;

7) defining the transfer of the unified State system of civil protection from functioning in peacetime the functioning in the conditions of the special period;

8) involving civil defense forces to conduct search-and-rescue and other urgent works, liquidation of consequences of emergencies, humanitarian operations outside Ukraine;

9) ensure the implementation of measures for the social protection of affected by emergencies;

10) development and implementation of measures aimed at ensuring the sustainable functioning of entities in a particular period;

11) ensure the implementation of the requirements of the technological and fire safety;

12) definition of mobilization tasks to meet the needs of civil protection and of the order of accumulation, storage and use of mobìlìzacìjnih reserves for civil protection in the particular period;

13) defining training and potentially dangerous events in terms of the presence of civilians involving the personnel of armed forces of Ukraine and other military units and law enforcement agencies with the use of weapons and military equipment;

14) defining the development plans of civil protection in the special period and other plans in the field of civil protection;

15) approval of the annual plan basic measures of civil protection of Ukraine and acquisition of learning executives and professionals, whose activities are connected with the Organization and implementation of measures on civil protection;

16) defining training population actions in emergency situations;

17) exercise other powers stipulated by this code and other legislative acts.

Article 17. The powers of the central body of the Executive power, which provides forming and implementing State policy in the field of civil protection 1. To the central body of the Executive power, which provides forming and implementing State policy in the sphere of civil protection, civil protection force, educational institutions and scientific establishments, health care institutions (medical units) (hereinafter-bodies and civil protection units) that are included in the scope of his Office.

2. the central body of the Executive power, which provides forming and implementing State policy in the field of civil protection: 1) carries out direct operations of the unified State system of civil protection;

2) creates projects plans in the field of civil protection the State level at the time and the special period and submits them for consideration to the Cabinet of Ministers of Ukraine, organizes planning civil defense of Central and local bodies of executive power;

3) carries out preparation of functional and territorial subsystems of the unified State system of civil protection and their parts;
4) alert and inform the Central and local bodies of executive power of threat and occurrence of emergency situations, provides methodological guidance for the establishment and proper functioning of the civil protection alert systems of different levels;

5) involves units search and rescue forces and emergency services the Central and local executive bodies, enterprises, institutions and organizations of all forms of ownership and coordinates their activity during liquidation of consequences of extraordinary situations of State and regional levels, organizes carrying out search-and-rescue efforts and oversees their conduct;

6) provides suppression of fires, rescuing people and providing assistance in eliminating the consequences of accidents, natural disasters and other certain types of dangerous events that threaten the life or health of the population or lead to job material losses;

7) organize and provide protection from the fires of the enterprises, institutions, organizations and other objects on the basis of agreements in accordance with the procedure established by the Cabinet of Ministers of Ukraine;

{Item 7 part two article 17 as amended by law No. 353-VII from 20.06.2013} 8) carries out the Organization of aviation search and rescue aircraft, experiencing or have experienced disasters, coordinates the conduct of rescue and other urgent works of the air forces and the means of the Central and local executive bodies, enterprises, institutions and organizations of all forms of ownership;

9) takes part in the work of commissions to investigate air accidents;

10) provides direct control measures with the transfer of the unified State system of civil protection from functioning in peacetime the functioning in the conditions of the special period;

11) participates in the development of mobilization plan;

12) deploys in case of mobilization of special formation, designed to perform specific tasks of civil protection the bridge referred to the civil defense groups, and entities, referred to categories of civil protection;

13) keeps records of individuals who are service of civil protection, as well as those who have concluded a contract of reserve service of civil protection;

14) determines the need for financial and logistical resources and civil protection units for the execution of the tasks of the special period and in case of targeted mobilization, and submits relevant proposals to the central body of the Executive power, which provides forming and implementing State policy in the sphere of economic and social development;

15) carries out the coordination, organization and methodological guidance for the determination of the State of readiness of the functional and territorial subsystems to the tasks of civil protection in peacetime and special period;

16) creates and implements measures of public policy concerning the creation, maintenance and reconstruction of the Foundation of the protective structures of civil protection, keeping their accounting;

17) creates and implements the State policy measures for the implementation of technical measures of civil protection, provides normative-legal regulation in this area, work on the classification of settlements and objects of national economy to groups (categories) of civil protection, provides the source data for the customer requests and requirements necessary for the development and design of these events;

18) forms and implementing measures the State policy in the field of radiation and chemical protection, coordinates and monitors the implementation of the measures for protection of population and territories in case of radiation accidents and emergencies related to the influence of (emissions) of hazardous chemicals, sets the requirements for means of radiation and chemical protection and emergency rescue units;

19) carries out forecasting in conjunction with Central and local bodies of executive power, bodies of local self-government, enterprises, institutions and organizations of the probability of occurrence of emergency situations, defines the indicators of risk and zoning of the territory of Ukraine regarding the risk of emergencies;

20) provides the implementation of the State policy towards measures to evacuate the population, coordinates the activities of Central and local executive bodies, the subjects of these issues;

21) provides within its powers of implementation of the State policy on medical and biological protection in the event of emergencies;

22) carries out the liquidation of the health consequences of emergencies, the provision of emergency medical care in the emergency area (lesion) victims and rescue workers, measures of health (medical-prophylactic, sanitary, medical supply and sanatorium-and-spa treatment) for officers and enlisted people, Veterans Service civil protection (of the war) and members of their families;

23) gives expert opinions about the level of emergency, leading their accounting;

24) provides performance measures for minimizing and eliminating the consequences of emergency situations associated with technological terrorist manifestations and other forms of terrorist activity during the conduct of counter-terrorist operations, conducting educational and practical educational work in order to prepare the population to act in terms of committing a terrorist act;

25) performs pyrotechnic work associated with explosive explosive items left on Ukrainian territory after the war, modern ammunition and subversive tools (except for the explosive devices used in terrorist purposes), except for the territories, which provided for the accommodation and the constant activity of military units, institutions, military educational institutions, enterprises and organizations of the armed forces of Ukraine and other military formations, approves the Organization of such works and the procedure for interaction during their implementation;

26) approves Charter for action in emergency situations management bodies and units of operational rescue service of civil protection;

27) approves the Organization of internal, garrison and karaul′noï services in the subordinate organs and units;

28) provides certification and certification of emergency services and rescue;

29) oversees the readiness of air force search and rescue and to conduct search and rescue, for the Organization of search-and-rescue aviation provide aircraft flight of the Central and local bodies of executive power, bodies of local self-government, enterprises, institutions and organizations of all forms of ownership;

30) contributes to relevant authorities proposals on halting flights in case of violation of the requirements of normative documents on search-and-rescue software to eliminate the shortcomings;

31) approves the organization use of aviation capabilities for conducting search-and-rescue and other urgent works on the territory of Ukraine;

32) holds the expertise of emergency situations and determines their level;

33) approved by the national rules of technological and fire safety, as well as the requirements, instructions and methods, other normative legal acts in the field of technological and fire safety, which are mandatory for all enterprises, establishments, organizations;

34) provides legal regulation regarding the Organization and exercise of State supervision in the areas of fire and technological safety, licensing-registration activities, design of materials on administrative offences, procedure and conditions of application of preventive measures;

35) approves the list of criteria in which is conducted the delimitation of the categories of zones of radioactively contaminated territories;

36) approves the departmental rules and regulations concerning physical protection of nuclear installations, nuclear materials, radioactive wastes and other sources of ionizing radiation;

37) performs the execution of the acts of the Verkhovna Rada of Ukraine, the President of Ukraine on provision of humanitarian aid to Ukraine to other States, including organizing the purchase of services from loading, removal and storage of cargoes, their support of the destination and transfer recipients of humanitarian assistance;

38) approves the list of centers of medical and psychological rehabilitation, procedure for the passage of medical and psychological rehabilitation, provision of medical and psychological rehabilitation and the conformity of the sanatorium facilities requirements of medical and psychological rehabilitation;

{Item 41 of part two of article 17 on the basis of law No. 353-VII from 20.06.2013} 42) defines the main directions of the development of the departmental Science, customer research, participates in conducting applied research on comprehensive development areas of their responsibility, develops and approves industry standards on civil protection, rescue and hydrometeorological activity;

43) organizes and defines the order of professional training, advanced training and retraining of persons enlisted and officers the service of civil protection;

44) organizes training on civil protection officials of Central and local executive bodies and local self-government bodies and entities, organizes the development, examines and approves the program of training the population action in emergency situations, organizes and supervises their implementation;

45) establishes the procedure for training, retraining and advanced training for officers and enlisted persons in the service of civil protection;
46) carries out the functions of the Organization and educational-methodical provision of training (qualification for end-use) of the commanding personnel and specialists of Central and local bodies of executive power, bodies of local self-government, enterprises, institutions and organizations for which the applicable laws in the sphere of civil protection, and approves training plans and programs of postgraduate professional education;

47) approves the curricula retraining and advanced training of personnel of the sphere of civil protection;

48) approves default provisions on territorial courses, educational centres, civilian protection and life safety;

49) approves the educational-professional programs of preparation of masters for professional activity in the public service in the field of civil protection within the direction of training "public administration";

50) is involved in the formation of the State Defense order;

51) provides for the implementation of the State policy concerning State secrets, its persistence in the apparatus of the central body of the Executive power, which provides forming and implementing State policy in the sphere of civil protection, territorial authorities, special formations and units, enterprises, institutions and organizations that belong to the sphere of its management;

52) carries out international cooperation in the field of civil protection;

53) creates and maintains the State Register of potentially dangerous objects;

54) carries out other powers in accordance with the Constitution and laws of Ukraine.

Article 18. Powers of other central bodies of the Executive power in the sphere of civil protection 1. The powers of other central bodies of the Executive power in the sphere of civil protection include: 1) ensuring civilian protection in the sphere of social life, which implements the State policy of the relevant body of executive authorities;

2) implementation of measures for the protection of population and territories during emergency situations;

3) provide civil protection tasks created them functional subsystems;

4) development and implementation of sectoral programmes and plans of actions on civil protection, in particular to protect the population and territories from emergency situations and preventing their occurrence, providing technological and fire safety;

5) development and implementation of measures aimed at ensuring the sustainable functioning of the national economy in a particular period, such as entities, which belong to the sphere of control of central executive bodies;

6) ensure the implementation of the requirements of technogenic safety of potentially dangerous objects, facilities of increased danger and other subjects, which belong to the sphere of their Office, which may create a threat of accident;

7) guide created them search-and-rescue services, entities, whose activities are directed or may be directed to carry out the tasks of prevention and liquidation of consequences of emergencies, the specialized services of civil protection, to ensure their activities and oversee readiness for action by appointment;

8) perform emergency rescue and other urgent works, activities and work to eliminate the consequences of emergency situations;

9) determine in agreement with the central body of the Executive power, which provides forming and implementing State policy in the sphere of civil protection, local administrations and local authorities of the General needs of the defensive structures of civil protection for the subjects belonging to the sphere of their management;

10) Organization the implementation of measures for the creation, maintenance and use of the Fund for the protective structures of civil protection entities, which belong to the sphere of their management;

11) Organization of accounting of the Foundation of the protective structures of civil protection entities, which belong to the sphere of their control and protective structures of civil protection of State property, that are placed on the subjects of private ownership;

12) Organization of technical inventory of the Foundation of the protective structures of civil protection entities, which belong to the sphere of their management;

13) exclusion by agreement with the central body of the Executive power, which provides forming and implementing State policy in the sphere of civil protection, shelters and protiradìacìjnih cover of the protective structures of civil protection;

14) the classification of entities that belong to the sphere of their management to civilian protection in accordance with basic indicators and the approval of their list;

15) organization creating automated systems for early detection of threats the occurrence of emergencies and alert the population in case of their occurrence at the facilities of increased danger, which belong to the sphere of their management;

16) implementation of methodical leadership entities, which belong to the sphere of their management, regarding the fulfillment of the requirements of the technological and fire safety, as well as control over fulfilment of specified requirements;

17) the creation and use of material reserves for the prevention and elimination of the consequences of emergency situations;

18) providing training on civil protection, technological and fire safety officials of ministries and other central bodies of executive power, as well as the entities that belong to the sphere of their management;

19) development and implementation of measures aimed at improving the fire safety of the subjects belonging to the sphere of their management;

20) creation and maintenance of the State Register of potentially dangerous objects;

21) exercise other powers in the field of civil protection, stipulated by this code and other legislative acts.

2. Organization of civil protection activities in functional subsystems and to provide technological and fire safety in the field of social life, which implements the State policy of the Ministry or other Central Executive power are units with civil protection issues, which are created by such bodies as part of their vehicles.

3. the provisions of subsections on civil protection of the central organ of executive power approved by respective central body of the Executive power.

4. the central bodies of executive power, which do not create functional subsystems are assigned to employees on the issues of civil protection, technological and fire safety.

5. The main functions of the civil protection issues that belong to the competence of the appropriate central body of the Executive power, are determined by the position of this body.

Article 19. The powers of the Council of Ministers of the Autonomous Republic of Crimea, local State administrations, local authorities in the field of civil protection 1. The powers of the Council of Ministers of the Autonomous Republic of Crimea, local State administrations in the area of civil protection include: 1) ensuring civil protection on the corresponding territory;

2) ensuring implementation of tasks created them territorial subsystems and their links;

3) ensuring implementation of the requirements of technogenic safety of potentially dangerous objects, and other subjects, that could create a real threat of accident, which belong to the sphere of their management;

4) development and implementation of regional and local programmes and plans in the field of civil protection, in particular to protect the population and territories from emergency situations and preventing their occurrence, providing technological and fire safety;

5) guide created them search-and-rescue services, groups and specialized civil protection services, local and voluntary fire protection, ensuring their activities and oversee readiness for action by appointment;

6) to create in agreement with the central body of the Executive power, which provides forming and implementing State policy in the sphere of civil protection, and keeping in constant readiness of the territorial system of centralized alerting, the implementation of its modernization and maintenance;
