This Act governs the peculiarities of the relationship arising from the formation and placement of a state order for the training of specialists, scientific, scientific, pedagogical and working personnel, to improve the qualifications and retraining of personnel.
Article 1 . Definition of terms
1. In this Act, the terms are used in this way:
(1) Public order for training professionals, scientific, scientific, pedagogical and working personnel, promotion of qualifications and retraining (further-state order)-the means of state regulation to meet the needs of the economy and society in the The educational and scientific potential of the nation, ensuring the constitutional right of citizens to be educated according to their calling, interests and abilities;
2) state customer-ministry, other central body of executive power, National Academy of Sciences of Ukraine, industry national academy of sciences, Council of Ministers of Autonomous Republic of Crimea, regional, Kiev and Sevastopol city states The administration, another defined by the Cabinet of Ministers of Ukraine, is the main order of the budget;

Article 2 State order formation
1. 3. 4. Article 3 . State order placement
1. 1. This Act will take effect from 1 January 2013, in addition to paragraph 3 of this article, which will take effect from the day, the following day of publication of this Act.
2. To make changes to the part of the first article 12 Law of Ukraine "On Education" (Information of the Verkhovna Rada of Ukraine, 1996, No. 21, p. 84; 1998, No. 48, pp. 294):

3. Cabinet of Ministers of Ukraine for three months:
To bring their legal and legal acts into compliance with the Act;
