Law on establishing the State assistance to the participants of mass actions of public protest, and members of their families (Supreme Council (BD), 2014, no. 12, art. 187) {amended by law No. 75-VIII from 28.12.2014, VVR, 2015, no. 4, article 22} establishes the procedure for the appointment and payment of State aid to affected participants and members of the families of participants of mass actions of public protest that started in Ukraine on 21 November 2013.

Chapter I General provisions article 1. The right of victims and their families on State aid Affected the participants of the mass actions of public protests in Ukraine that started on 21 November 2013, the members of the families of participants of mass actions of public protests in Ukraine that started November 21, 2013, are eligible for State aid in the cases and under the conditions stipulated by this law.

The procedure for the appointment and payment of State aid to affected participants in the mass actions of public protest and to members of their families and the list of documents required for the purpose of assistance under this law, the Cabinet of Ministers of Ukraine.

Work concerning the appointment and payment of State aid to affected participants in the mass actions of public protest and their families organized the central body of the Executive power, which ensures the formation of State policy in the areas of employment, social protection of the population.

Article 2. The concepts and terms used in the Act in this law concepts and terms used in the following meaning: a massive campaign of public protest mass action of public protest that started in Ukraine on 21 November 2013 and continue to take at the time of the adoption of this law;

participants of the mass actions of public protest by citizens of Ukraine, foreigners and stateless persons permanently residing in Ukraine, as well as persons who are recognized in Ukraine refugees or persons in need of additional protection, who participated in the mass actions of public protest;

members of the families of participants of mass actions of public protest-individuals who are married; living one family, but not married to each other; their children; persons who are under the care or supervision; is a family of direct or indirect line of affinity for the terms of cohabitation.

Article 3. Types of State aid to the victims and their families in accordance with the law are assigned to the following types of State assistance to the participants of the shares of the peaceful protest and to members of their families: 1) assistance in connection with the death of a family member who participated in mass actions of public protest, provided that the death is directly related to their participation in mass actions of public protest;

2) assistance in connection with the application of severe physical injury to the participant public mass actions of protest;

3) assistance in connection with the application of physical injury of average gravity participant mass actions of public protest;

4) assistance in connection with the application of light bodily harm, battered, morduvan′ member public mass actions of protest;

5) assistance in connection with the destruction of or damage to the property of the participant public mass actions of protest.

Local executive authorities, local self-government bodies, enterprises, institutions, organizations and associations of citizens at their own expense may introduce additional benefits and co-payments to state aid the participants of the mass actions of public protest and to members of their families.

Article 4. The size of State aid to the victims and their families Identify the following dimensions of State aid to the victims and their families: 1) assistance in connection with the death of a family member who participated in mass actions of public protest, provided that the death is directly related to their participation in mass actions of public protest, one million;

2) assistance in connection with the application of severe physical injury to the participant public mass actions of protest-seven hundred thousand;

3) assistance in connection with the application of physical injury of average gravity participant mass actions of public protest-five hundred thousand;

4) assistance in connection with the application of light bodily harm, battered, morduvan′ member public mass actions of protest-two hundred thousand;

5) assistance in connection with the destruction of or damage to the property of the participant public mass actions of protest-in the amount of expenses required for the recovery of property or property acquisition of similar value.

Article 5. The sources cover the costs of State aid to affected participants and members of the families of participants of mass actions cover the costs of the payment of State aid to affected participants in the mass actions of public protest, and members of their families is carried out from the Reserve Fund of the State budget of Ukraine for the relevant year.

{Article 5 amended by law No. 75-VIII from 28.12.2014} Chapter II FINAL PROVISIONS 1. This law comes into force from the day of its publication.

2. the Cabinet of Ministers of Ukraine in the ten-day period from the date of publication of this law: 1) approve the procedure for the appointment and payment of State aid to affected participants in the mass actions of public protest and to members of their families and the list of documents required for the purpose of assistance under this Act;


2) ensure transparency of drawing up lists of affected members of the public mass actions of protest involving representatives of public human rights organizations and doctors who participated in giving assistance to the victims;

3) make to the Parliament proposals on bringing the legislation into conformity with this Act;

4) bring their regulations into conformity with this Act.
