With a k o n u r as th h s about the symbolism of the Red Cross, Red Crescent, Red Crystal in Ukraine {Title Law as amended by law N VI-1675 (1675-17) from 22.10.2009} (Supreme Council of Ukraine (BD), 1999, N 36, article 316) {amended according to the law N VI-1675 (1675-17) from 22.10.2009, VVR, 2010, N 4, article 28 shall take effect from the date of entry into force for Ukraine, an additional protocol to the Geneva Conventions of 12 September 1949 concerning the adoption of an additional distinctive emblem (Protocol III) (995_g74)} this law determines the procedure and conditions for the use and protection of the symbolism of the Red Cross, Red Crescent, Red Crystal on the territory of Ukraine in accordance with the Geneva Conventions on the protection of victims of war of 12 September 1949 (995_151, 995_152, 995_153, 995_154) and the additional protocols thereto of 8 June 1977 (995_199 , 995_200) and on December 8, 2005, (995_g74), as well as Rules on the use of the emblems of the Red Cross or Red Crescent National societies approved XX Vienna an International Conference of the Red Cross 1965 and revised by the Council of delegates in Budapest in 1991, and resolution 1 adopted at the XXIX International Conference of the Red Cross and Red Crescent movement in 2006.
{The Preamble as amended by law N VI-1675 (1675-17) from 22.10.2009} Section I General provisions article 1. Definitions of terms in this Act, the terms used in the following meaning: the symbolism of the Red Cross, Red Crescent, Red Crystal (including the International Red Cross and Red Crescent societies) is the emblem of the Red Cross, Red Crescent, Red Crystal (the image of the Red Cross on a white background; the Red Crescent on a white background; the red frame in the shape of a square on a white background, standing on one of its vertices), names (the words "Red Cross" and "Red Crescent", "Red Crystal") and identifying signals (Special internationally recognized auxiliary signals (light, radio, electronic) used as protective and identifying signs to denote persons of movable and immovable property in accordance with the Geneva Conventions on the protection of victims of war of 12 September 1949 (995_151 , 995_152, 995_153, 995_154) (hereinafter Fourth Geneva Convention), the additional protocols (995_199, 995_200, 995_911, 995_g74) to them and this Act; {The second paragraph of article 1, as amended by law N VI-1675 (1675-17) from 22.10.2009} wounded and sick-people (military and civilian) who due to injury, disease or other physical or mental disorder or disability in need of medical assistance or care and who refrain at the moment of any hostile action; This applies also, babies and other persons in need of at the moment, health care or care, for example, pregnant women or frail, held at the moment of any hostile action;
persons who suffered from the accident aircraft,-persons (military and civilian) who are trapped in a dangerous for their life situation at sea or in other waters as a result of the crash of the ship or the aircraft, where they were staying, and held at that time by enemy action;
civilians (population) is any person who does not belong to any of the categories of persons referred to in article 4 (1 and 2, 3, and 6) of the third Geneva Convention and article 43 additional Protocol 1 to the Geneva Conventions. In case of doubt about the appropriateness of any individual to civil this person believe civilian. The civilian population comprises all persons who are civilians;
medical formation recognised laws of the countries that are in conflict, or provided by the conflicting parties, neutral State or international humanitarian organization forming the stationary type, and use the building, stationary facilities (hospitals and other health care institutions, centers of blood transfusion and the prevention of diseases, warehouses of medical property, medical and pharmaceutical formulations), and moving the formation (workable, tents, outdoor installations, vehicles used for medical purposes); formation, designed to seek out injured, sick or people who suffered from the accident of the ship or aircraft for evacuation, transportation, diagnosis or treatment, health disorders and are designed to carry out activities connected with the prevention of diseases;
spiritual staff (other countries)-both military and civilian, for example, priests, chaplaincy services, etc., that are employed exclusively performing their spiritual features and belong to: the armed forces (another State) that is in conflict;
medical units or sanitary vehicles (another State) that is in conflict; medical units or sanitary vehicles (another State), referred to in paragraph 2 of article 9 of the additional Protocol 1; organizations of civil defence (another State) that is in conflict;
sanitary transportation-transportation (ground, air or water mass) the wounded, sick, people who suffered from the accident aircraft, medical staff, spiritual as well as medical equipment, which is under the protection of the Geneva Conventions and the additional protocols thereto;
sanitation vehicles-sanitary terrestrial, aquatic and aerial vehicles (military and civilian) who constantly or temporarily assigned exclusively for sanitary transportation and under the control of the parties to the conflict;
surface sanitation vehicles-sanitary transport, which is used exclusively for sanitary transportation by land;
sanitary transport on water-carriage, which carried gospìtal′nimi ships or other sanitary vessels and floating means used for the specified purpose. All vessels for such shipments are under the protection of the Geneva Conventions and additional protocols to them, on the condition that their names and other identifying signs informed conflicting parties;
water sanitation vehicles-these include: 1) military hospital ship, owned by the conflicting parties;
2) hospital ships that are used exclusively for humanitarian tasks of national societies of the Red Cross or other officially recognized by companies or private persons, including nationals of neutral States;
3) hospital ship provided by the side that is in conflict, a neutral State, or an international humanitarian organization;
Air sanitation vehicles-aircraft, designed to carry the wounded, patients affected by accidents and natural disasters, medical equipment, facilities and personnel;
medical staff – doctors, nurses, medics, other people involved on a permanent or temporary basis exclusively of medical units or in sanitary transportation.
Article 2. Protective and differentiating the functions of the logos during a war or armed conflict, the image of the emblems of the Red Cross, Red Crescent, Red Crystal as a protective sign is the visible symbol of protection under the Geneva Conventions (995_151, 995_152, 995_153, 995_154) and the Additional Protocols (995_199, 995_200, 995_911, 995_g74) for medical personnel, medical units and sanitation vehicles. The logo should be as larger sizes, to ensure the possibility of their recognition at large distances.
The emblem of the Red Cross, Red Crescent, Red Crystal used as identification mark to indicate the nationality of the person or object to the International Red Cross and Red Crescent societies. In this case, the logo must be smaller in size compared to the logos that are used as a protective sign, and may not be applied on bandages or on the roofs of buildings.
With the protective and rozpìznaval′noû features the emblems of the Red Cross, Red Crescent, Red Crystal can be used alone or in combinations of these emblems.
The order of the images and the use of logos is determined by this law, the Geneva Conventions (995_151, 995_152, 995_153, 995_154), with additional protocols (995_199, 995_200, 995_911, 995_g74), as well as Rules on the use of the emblems of the Red Cross or Red Crescent National societies, approved XX Vienna an International Conference of the Red Cross 1965 and revised by the Council of delegates in Budapest in 1991 (hereinafter-the rules).
{The text of article 2 as amended by law N VI-1675 (1675-17) from 22.10.2009} Article 2-1. The use of the names "Red Cross" and "Red Crescent", "Red Crystal", the combination of these names are used solely to refer to the personnel and property of the organizations that make up the International Red Cross and Red Crescent societies, when making them their activities according to the principles determined by the international conferences of the Red Cross and Red Crescent societies.

The name "Red Cross" and "Red Crescent", "Red Crystal" can be used alone or in combination with the emblems of the Red Cross, Red Crescent, red crystal.
The use of titles is determined by this law, the Geneva Conventions (995_151, 995_152, 995_153, 995_154), with additional protocols (995_199, 995_200, 995_911, 995_g74), as well as rules and Resolution 1 adopted at the XXIX International Conference of the Red Cross and Red Crescent societies in 2006.
{The Act amended article 2-1 of the law N VI-1675 (1675-17) from 22.10.2009} Article 3. The use of distinctive signals of the contending parties to the Conflicting sides to recognize medical units and sanitary vehicles have the right to use the distinctive tones: light, radio and secondary radar recognition along with generally recognized international codes and signals in accordance with Appendix 1 to the additional Protocol 1 to the Geneva Conventions.
Chapter II USE of the EMBLEMS of the RED CROSS, red CRESCENT, red CRYSTAL AS a PROTECTIVE SIGN of {name of section II, as amended by law N VI-1675 (1675-17) from 22.10.2009} Article 4. Use of the logo of the Red Cross by the Ministry of defence of Ukraine Red Cross Emblem used by the medical service of armed forces during armed conflicts to mark their own medical personnel, medical units and sanitary vehicles on land, at sea and in the air.
Monitor the use of the logo provided by the service is carried out by the Ministry of defence of Ukraine.
Medical personnel shall wear the arm bands with the emblem of the Red Cross and have a certificate with a picture of the emblem of the Red Cross and with photography, which are designed according to the requirements contained in the Geneva Conventions (995_151, 995_152, 995_153, 995_154) and the additional Protocol 1 thereto (995_199). These bandages and the certificate shall be issued in the prescribed manner by the Ministry of defence of Ukraine.
{Part three of article 4 amended by law N VI-1675 (1675-17) from 22.10.2009} Article 5. Use of the logo of the Red Cross civilian medical groups and medical staff {Title of article 5 amended by law N VI-1675 (1675-17) from 22.10.2009} during the armed conflict, the emblem of the Red Cross, which is used with the protective purpose of the special permission of the Ministry of health of Ukraine and under its supervision, are marked with civilian medical personnel, civilian hospitals and other civilian medical formation, buildings, equipment , medical supplies, as well as civil and sanitary vehicles, health care institutions, in particular for the transportation and accommodation of the wounded, the sick and injured from crashing the ship and care for them.
Civilian medical personnel shall wear the arm bands with the emblem of the Red Cross and have a certificate with a picture of the emblem of the Red Cross and with photography, which are designed according to the requirements contained in the Geneva Conventions and Additional Protocol 1.
{Part two article 5 amended by law N VI-1675 (1675-17) from 22.10.2009} These bandages and the certificate shall be issued by the Ministry of health of Ukraine.
Article 6. Use of the logo of the Red Cross Society of the Red Cross of Ukraine {Name article 6 amended by law N VI-1675 (1675-17) from 22.10.2009} Ukrainian Red Cross Society authorized to grant to the medical service of armed forces of Ukraine, its medical staff, as well as its medical and sanitation vehicles, create groups of first aid.
Such personnel must wear arm bands with the emblem of the Red Cross and have a certificate with a picture of the emblem of the Red Cross and with photography, which are designed according to the requirements contained in the Geneva Conventions and Additional Protocol 1.
{Part two article 6 amended by law N VI-1675 (1675-17) from 22.10.2009} Ukrainian Red Cross Society uses the logo as a protective sign to indicate its own medical staff and their medical groups that are at the disposal of the medical services of the armed forces of Ukraine.
Corporate identity, provided for in articles 4, 5 and 6 of this law, are produced and issued in the manner established by the Cabinet of Ministers of Ukraine.
Article 7. Use of the emblems of the Red Cross, Red Crescent, Red Crystal to refer to foreign medical groups and other international organizations with the view of helping {Title of article 7 amended by law N VI-1675 (1675-17) from 22.10.2009} during armed conflicts the emblems of the Red Cross, Red Crescent, Red Crystal as a protective sign can be used to refer to the medical and sanitary units, vehicles and medical personnel of foreign Societies of the Red Cross and Red Crescent societies and other international organizations with a view of aid present on the territory of Ukraine, in the presence of a corresponding agreement with the Ukrainian Red Cross Society and the official permission of the Cabinet of Ministers of Ukraine concerning such stay and activities in accordance with current legislation of Ukraine.
{Article 7 amended by law N VI-1675 (1675-17) from 22.10.2009} Article 8. Use of the logo of the Red Cross to protect neutral medical zones and territories the emblem of the Red Cross as a protective sign used during armed conflicts to indicate neutral medical zones and territories on areas designed to protect on it the wounded, the sick, civilians and medical personnel.
The location of such medical zones and areas are defined by the relevant bodies of executive power.
Article 9. The procedure for the application of the emblems of the Red Cross, Red Crescent, Red Crystal as protective symbols {Name article 9 amended by law N VI-1675 (1675-17) from 22.10.2009} Ground sanitation vehicles during armed conflict are protected by the relevant Geneva Conventions and additional protocols to them.
These features are marked with a protective sign of the Red Cross, which is applied to the top, side, front and back plane of the vehicle.
These tools can affect any other protective signs established for such purpose, in accordance with agreements between the conflicting parties.
{Part three article 9 amended by law N VI-1675 (1675-17) from 22.10.2009} Air sanitary vehicles during armed conflicts also are under the protection of the Geneva Conventions and additional protocols to them. For their designation as a protective sign used the emblem of the Red Cross, which is applied along with the national colors on the top and bottom planes wings and lateral surfaces of the fuselage.
In addition, for their marking can be used any other protective signs are installed in accordance with the agreements between the conflicting parties.
{Part five article 9 amended by law N VI-1675 (1675-17) from 22.10.2009} during the fighting at sea hospital ship and floating means are under the protection of the Geneva Conventions and additional protocols to them, on the condition that their names and other identifying signs informed of conflicting parties, and they must be marked as follows: 1) the entire outer surface of the vessel should be white;
2) one or more dark-red crosses must be applied on each side of the body on a horizontal surface in order to ensure best visibility of them at sea and from the air.
The white flag with the Red Cross has to climb to the upper point of the Grotto-mast.
These vehicles can affect any other protective signs, installed in accordance with the agreements between the conflicting parties.
{Part 7 of article 9 amended by law N VI-1675 (1675-17) from 22.10.2009} All medical, medical staff who use the emblems of the Red Cross, Red Crescent, Red Crystal as a protective sign, are obliged to apply the emblem of the Red Cross, Red Crescent, Red Crystal on the flags, buildings, facilities and property moving medical units on the arm bands, clothing and hats of medical staff.

1675 N-VI (1675-17) from 22.10.2009} Article 10. Use of the emblems of the Red Cross, Red Crescent, Red Crystal Ukrainian Red Cross Society and the Societies of other countries {article 10 amended by law N VI-1675 (1675-17) from 22.10.2009} Ukrainian Red Cross Society is the only Ukrainian organization that has the right to use the symbolism of the Red Cross with the rozpìznaval′noû function for the purposes and types of activity that correspond to the principles defined by the international conferences of the Red Cross and Red Crescent societies.
The company has the right to use the logo of the Red Cross as the identification mark to indicate their connection with the international movement of the Red Cross and Red Crescent societies, as well as the appropriateness of a particular person or object to the Society by means of compliance with the conditions specified in the rules.

In peacetime it is allowed to use the logo big sizes, in particular during emergency situations, when required, to employees of the Red Cross Society, who are filing assistance, easy rozpìznavalisâ.
National societies of the Red Cross and Red Crescent societies of other Member States, the staff of which is present on the territory of Ukraine, with the permission of the Cabinet of Ministers of Ukraine and the Ukrainian Red Cross Society, the use of the emblem of the Red Cross, Red Crescent, Red Crystal under the terms stipulated in this article.
{Part five article 10 amended by law N VI-1675 (1675-17) from 22.10.2009} Article 11. Use of the logo of the Red Cross in other cases as the identification mark in terms of peace-time emblem of the Red Cross can be used to refer to: 1) buildings, structures, medical materials and sanitary vehicles health care establishments for persons in need of constant medical care;
2) vehicles used for the transport of injured and sick;
3) designated sites or areas for first aid in the settlements, on the roads, factories and other places designated for submitting medical assistance;
4) zones of refugees during armed conflicts and natural disasters.
Permission to use the logo on the territory of Ukraine in the cases determined by this article, the National Committee of Ukrainian Red Cross Society provided free services.
Article 12. Use of the emblems of the Red Crescent, Red Crystal in peacetime the emblems of the Red Crescent, Red Crystal, "Red Crescent", "Red Crystal" is used exclusively to refer to the medical and spiritual of the personnel of foreign organizations that make up the International Red Cross and Red Crescent societies, during their stay in the official business trip to Ukraine, as well as the property of such organizations and may not be used for any other purpose, and in other cases.
{Article 12 as amended by law N VI-1675 (1675-17) from 22.10.2009} Section IV USE of the EMBLEMS of the RED CROSS, red CRESCENT, red CRYSTAL INTERNATIONAL BODIES of the INTERNATIONAL RED CROSS and RED CRESCENT SOCIETIES {section name IV amended by law N VI-1675 (1675-17) from 22.10.2009} Article 13. Use of the emblems of the Red Cross, Red Crescent, Red Crystal international bodies of the International Red Cross and Red Crescent societies {name of article 13 of amended according to the law N VI-1675 (1675-17) from 22.10.2009} International bodies of Red Cross and Red Crescent societies and their authorized representatives are allowed to enjoy at any time of the emblems of the Red Cross, Red Crescent, Red Crystal in carrying out all kinds of its activity.

Article 15. Ban the illegal use of the emblems of the Red Cross, Red Crescent, Red Crystal {name of article 15, as amended by law N VI-1675 (1675-17) from 22.10.2009} prohibited the use of the emblems of the Red Cross, Red Crescent, Red Crystal, combinations of these emblems; the words "Red Cross" and "Red Crescent", "Red Crystal", combinations of these words; distinctive character or any other mark, name or signal, which represent the simulation (using similar colors or images) or may lead to, regardless of the purpose of such use, in violation of the provisions of this Act and the regulations.
{Part one of article 15, as amended by law N VI-1675 (1675-17) from 22.10.2009} prohibited the use of these logos or words on signs, posters, ads, postcards, or placing them on products or packages, or the sale of these goods or trying to sale;
attempt the introduction into circulation of goods, but in such a way; or the use of these logos or words as a sign for other emblems or names, in violation of the provisions of this Act and the regulations.
It is forbidden to use the words "Red Cross" and "Red Crescent", "Red Crystal", combinations of these words in the denominations of enterprises, institutions and organizations irrespective of form of ownership; picture of the emblems of the Red Cross, Red Crescent, Red Crystal on signs for goods and services, industrial samples; the use of these words or pictures as a mark for goods and services, industrial designs or names according to the current legislation of Ukraine.
{Part three article 15, as amended by law N VI-1675 (1675-17) from 22.10.2009} procedure for using images of the emblem of the Red Cross or the words "Red Cross" as part of the logos or names of enterprises, institutions and organizations, the Ukrainian Red Cross Society-based in order to perform the tasks determined by the rules.
The decision to order the use of logos in cases stipulated by part 4 of this article shall be made by the Red Cross Society, and in the period between congresses-at a meeting of the Presidium of the Society with the approval of his Board at the meeting.
Article 16. Acting Red Cross society regarding control of the use of the symbolism of the Red Cross, Red Crescent, Red Crystal {Title of article 16 as amended by law N VI-1675 (1675-17) from 22.10.2009} Ukrainian Red Cross Society is obliged to assist State authorities in their efforts to prevent any abuses in the use of the symbolism of the Red Cross, Red Crescent, Red Crystal and their termination.
{Part one of article 16 as amended by law N VI-1675 (1675-17) from 22.10.2009} Society must also notify law enforcement authorities and the courts about any abuse related impairments in the use of symbols.
Chapter VI LIABILITY for ILLEGAL USE of the SYMBOLISM of the Red Cross, RED CRESCENT, red CRYSTAL {section name VI amended according to the law N VI-1675 (1675-17) from 22.10.2009} article 17. Responsibility for illegal use of the symbolism of the Red Cross, Red Crescent, Red Crystal {title 17, as amended by law N VI-1675 (1675-17) from 22.10.2009} persons guilty of violating legislation on the use of the symbolism of the Red Cross, Red Crescent,

The Red Crystal, shall bear responsibility according to the laws of Ukraine.
{The text of article 17, as amended by law N VI-1675 (1675-17) from 22.10.2009} Chapter VII procedure and TERMS OF USE of the SYMBOLISM of the Red Cross, RED CRESCENT, red CRYSTAL in case IT CHANGES {section name VII amended by law N VI-1675 (1675-17) from 22.10.2009} Article 18. The order and terms of use of the symbolism of the Red Cross, Red Crescent, Red Crystal in case of change of {name of article 18 amended by law N VI-1675 (1675-17) from 22.10.2009} in case of reorganization of the International Federation of Red Cross and Red Crescent movement or changes to the Geneva Conventions (995_151, 995_152, 995_153, 995_154), the additional protocols (995_199, 995_200 , 995_911, 995_g74) to them or to other international acts, which is determined by the order of application of the symbolism of the Red Cross, Red Crescent and Red Crystal, new marks on the territory of Ukraine is used under the conditions and in the manner stipulated by this law for the symbolism of the Red Cross, Red Crescent and red crystal.
{Part one of article 18 as amended by law N VI-1675 (1675-17) from 22.10.2009} If international agreements of Ukraine, consent to be bound by the Verkhovna Rada of Ukraine under other provisions relating to changes to the symbolism of the Red Cross, Red Crescent, Red Crystal and order its use than those contained in this Act, the provisions of international treaties.
{Part two article 18 amended by law N VI-1675 (1675-17) from 22.10.2009} if you change the specified symbols during the armed conflict, information about this change have to promptly inform all stakeholders of the conflicting parties as representatives of the Red Cross Society and the relevant central bodies of executive power (Ministry of health, the Ministry of defence of Ukraine, Ministry of Foreign Affairs of Ukraine).
Chapter VIII CONTROL of COMPLIANCE with THIS LAW and dispute resolution Article 19. Control over compliance with this Act Controls the observance of this law carry out the Ministry of defence of Ukraine, the Ministry of health of Ukraine, the Ukrainian Red Cross Society within the limits of their competence, as well as other authorities in accordance with applicable legislation.
Bodies of State power and bodies of local self-government must take necessary measures stipulated by law, in order to prevent abuse of the symbols of the Red Cross, Red Crescent, Red Crystal, in particular through the dissemination of information about the symbolism of the Red Cross, Red Crescent, red crystal.
{Part two article 19 amended by law N VI-1675 (1675-17) from 22.10.2009} Article 20. Dispute resolution disputes related to use of the symbolism of the Red Cross, Red Crescent, Red Crystal, considered in court according to the laws of Ukraine.
{Article 20 amended by law N VI-1675 (1675-17) from 22.10.2009} Section IX FINAL PROVISIONS 1. This law comes into force from the day of its publication.
2. To bring the legislation into conformity with the law of Ukraine "about the symbolism of the Red Cross and Red Crescent movement in Ukraine, normative-legal acts of Ukraine apply to the part which does not contradict this law.
3. the Cabinet of Ministers of Ukraine in the two-month deadline: submit to the Parliament proposals on amendments to the laws of Ukraine arising out of this law;
bring their decisions in accordance with this law;
According to its competence, to ensure the adoption of the regulations stipulated by this law;
ensure the review and cancellation of authorities accepted them regulatory legal acts that do not meet this law.
