With a k o n u r as th h s (law repealed by law N 1906-IV (1906-15) from on 29.06.2004, VVR, 2004, N 50, 540) on the international agreements of Ukraine (Verkhovna Rada of Ukraine (BD), 1994, N 10, art. 45) (Introduced in BP N 3768-XII (3768-12) from 22.12.93, VVR, 1994, N 10, 46) (on recognition of unconstitutional provisions, see.
The decision of the Constitutional Court N 9-RP/2000 (v009p710-00) of 12.07.2000) this Act establishes the procedure for the conclusion, implementation and denunciation of international treaties of Ukraine for the purpose of proper provision of national interests, the implementation of the goals, objectives and principles of Ukraine's foreign policy enshrined in the Constitution of Ukraine (254 k/96-VR).

I General provisions article 1. Scope of the law 1. This law applies to all international treaties of Ukraine-Interstate, intergovernmental and interdepartmental, regulated by the norms of international law, regardless of their form and name (contract, agreement, Pact, Convention, Protocol, exchange of letters or notes, other forms and names of international treaties).
2. for the purposes of this Act the term "concluding an international treaty of Ukraine covered the negotiations to prepare the text of the international treaty, the adoption of the text of the Treaty or its authenticity and the expression of consent to be bound by an international treaty.
Article 2. International treaties of Ukraine 1. Ukraine's international treaties concluded with foreign States and international organizations on behalf of: Ukraine;
The Government;
ministries and other central bodies of State executive power.
2. On behalf of Ukraine concluded international treaties: a) political, territorial, peace;
b) relating to the rights and freedoms of the individual;
in citizenship);
g) on the participation of Ukraine in Interstate associations and other international associations (organizations), systems of collective security;
d) on military assistance and for sending a contingent of the armed forces of Ukraine to another country or tolerance of armed forces of foreign States in the territory of Ukraine;
e) on the use of territory and natural resources of Ukraine;
There are) who, with the consent of the parties given Interstate in nature.
3. On behalf of the Government concluded international agreements on economic, trade, scientific and technical and other issues that belong to his competence.
4. On behalf of the ministries and other central bodies of State executive power of Ukraine concluded international agreements on matters that belong to their competence.

II. CONCLUDING INTERNATIONAL AGREEMENTS of UKRAINE Article 3. Proposals on the conclusion of international agreements 1. Proposals on the conclusion of international agreements of Ukraine are Ukrainian Government Ministry of Foreign Affairs of Ukraine.
2. the other ministries and central organs of State executive power serves the Government proposal for the conclusion of international agreements of Ukraine together with the Ministry of Foreign Affairs of Ukraine or in agreement with him.
3. procedure for the submission of proposals for the conclusion of the ministries and other central organs of State executive power of international treaties of the inter-agency nature is determined by the Government of Ukraine.
4. in the proposals is the need to conclude an international treaty that defined the possible political, legal, material and financial consequences of his conclusion, listed the subjects of the execution of an international treaty, delegation or representative to negotiate the adoption of the text of the Treaty or its authenticity. To them is added to the project of an international treaty and, if necessary, draft recommendations, delegation or representative in Ukraine.
5. The Government of Ukraine considers the proposals made and not later than in ten-day term submits them together with the relevant conclusions of the President of Ukraine, and on the agreements that are signed on behalf of the Government of Ukraine takes decision on the conclusion of such a contract in Ukraine.
6. the proposal for the conclusion of international agreements of Ukraine may be the Republic of Crimea in the face of its Supreme bodies of legislative and executive power.
7. Proposal of conclusion of international treaties that establish other rules than those contained in the legislation of Ukraine, the Ukrainian Government are in agreement with the Ministry of Justice of Ukraine.
Article 4. Decision on negotiating and signing international agreements of Ukraine decision on negotiating and signing international agreements of Ukraine accepted a) concerning agreements concluded on behalf of Ukraine, the President of Ukraine;
b) concerning agreements concluded on behalf of the Government of Ukraine, the Government of Ukraine;
in) concerning agreements concluded on behalf of the ministries and other central bodies of State executive power of Ukraine, in accordance with the procedure established by the Government of Ukraine.
Article 5. Authority to enter into international treaty of Ukraine 1. Negotiations on the preparation of the text of the international treaty, the adoption of the text of the Treaty or its authenticity and signing the International Treaty of Ukraine is only authorized for that person.
2. the President, Prime Minister and Minister of Foreign Affairs of Ukraine have the right to negotiate and sign international agreements of Ukraine without special powers.
3. The head of the diplomatic representations of Ukraine in a foreign State or the head of the delegation of Ukraine at the international organizations have the right to carry without special authority to negotiate the conclusion of an international treaty of Ukraine in accordance with State or within the framework of the appropriate international organizations.
4. the authority for negotiating and signing international agreements of Ukraine provided:) concerning agreements concluded on behalf of Ukraine, the President of Ukraine;
b) concerning agreements concluded on behalf of the Government of Ukraine, the Ukrainian Government or by his attorney-Ministry of Foreign Affairs of Ukraine;
in the interagency agreements) regarding the nature of the appropriate Ministry or other central body of State executive power, together with the Ministry of Foreign Affairs of Ukraine.
Article 6. The delegation or representative of Ukraine for concluding an international treaty of Ukraine 1. The delegation or representative of Ukraine, are endowed with powers in accordance with paragraphs 1 and 4 of article 5 of this law, are obliged to negotiate or carry out other actions in accordance with given them authority and taking into account the recommendations of the Ministry of Foreign Affairs of Ukraine.
2. A delegation or representative of Ukraine under the agreement with the Ministry of Foreign Affairs of Ukraine served the President or Government of Ukraine data execution report recommendations to them. The report must contain the conclusions about the next steps of Ukraine regarding the conclusion of an international treaty.
Article 7. Ratification of the international treaties of Ukraine (the provisions of article 7 regarding the signing of the law on the ratification of the International Treaty of Ukraine illegible as such, that is unconstitutional, based on the decision of the Constitutional Court N 9-RP/2000 (v009p710-00) of 12.07.2000) 1. Ratification of the international treaties of Ukraine is carried out by the Verkhovna Rada of Ukraine by the adoption of a special law on ratification, which is signed by the Chairman of the Verkhovna Rada of Ukraine.

2. subject to the ratification of the international treaties of Ukraine: a) political (on friendship, cooperation and mutual assistance, neutrality), economy-wide (on economic and scientific-technical cooperation), with common financial issues, loans and credit, territorial, peace;
b) relating to the rights and freedoms of man and citizen;
in citizenship);
g) on participation in international associations and other international associations (organizations), systems of collective security;
d) on military assistance and for sending a contingent of the armed forces of Ukraine to another country or tolerance of armed forces of foreign States in the territory of Ukraine;
e) about the historical and cultural heritage of the Ukrainian people;
) which causes a change of the existing or adopting new laws of Ukraine;
same) other international treaties, the ratification of which is provided by the law or the same international treaty.
3. Territorial international treaties of Ukraine and international treaties of Ukraine under the Sub "b" and "g" of paragraph 2 of this article, ratifìkuût′sâ law, which approves the two-thirds votes of the deputies from the actual number of people's deputies of Ukraine whose powers are recognized and not terminated early in the order established by the legislation.
4. 7. If the Standing Commission of the Verkhovna Rada of Ukraine on Foreign Affairs or other standing committees of the Verkhovna Rada will be the presence of differences between the contract provided for the ratification, and the Constitution of Ukraine, the agreement is sent to the Constitutional Court of Ukraine to obtain a conclusion about its compliance with the Constitution of Ukraine.

8. If ratification are international treaty, the implementation of which requires the adoption of new laws, draft laws on ratification of the amendments to legislative acts are for consideration by the Verkhovna Rada of Ukraine together and decided at the same time.
9. If an international treaty of Ukraine contains provisions contrary to the Constitution of Ukraine (254 k/96-VR), its ratification is possible after the amendments to the Constitution of Ukraine.
10. Verkhovna Rada of Ukraine taking into account the conclusions of the relevant standing committees considering submitted to ratification by the President of Ukraine, or by the Government of Ukraine of the international treaties of Ukraine and takes the appropriate decisions.
11. On the basis of the decision on the ratification of the Chairman of the Verkhovna Rada of Ukraine signs a ratifìkacìjnu document that can be signed by the Minister of Foreign Affairs of Ukraine.
Article 8. Article 9. Approval of international agreements of Ukraine, which do not require ratification 1. The decision of the President of Ukraine on approval of the International Treaty of Ukraine is adopted in the form of a decree;
b) concerning agreements concluded on behalf of the Government of Ukraine, the Government of Ukraine. Decision of the Government of Ukraine on the approval of the International Treaty of Ukraine is adopted in the form of a resolution.

Article 10. Accession to international treaties or their adoption 1. Decision on accession to international treaties or their adoption, are: a) for contracts requiring ratification, the Verkhovna Rada of Ukraine in the form of law;
b) concerning agreements, which do not require ratification of, and adherence to or acceptance which are carried out on behalf of Ukraine, the President of Ukraine in the form of a decree;
in) for contracts that are not subject to the ratification of, and adherence to or acceptance which are carried out on behalf of the Government of Ukraine, the Ukrainian Government in the form of the resolution.
2. A decision on accession to the international agreements of interagency nature or their adoption are made in the order determined by the Government of Ukraine.
Article 11. The signing of international treaties of Ukraine in the case when the international treaty comes into force from the moment of its signing, the agreement on the mandatory nature of its provisions expressed in the form of the signing of the international treaty authorised for that person in accordance with article 5 of this law.

III. implementation of the INTERNATIONAL TREATIES of UKRAINE Article 12. Compliance with international agreements of Ukraine 1. International treaties of Ukraine are subject to strict observance by Ukraine in accordance with the norms of international law.
2. In accordance with the principle of faithfully complying with international agreements of Ukraine serving to other participants of bilateral and multilateral international agreements to which Ukraine participates, is steadily fulfilling its obligations arising from these treaties.
Article 13. Enforcing international agreements of Ukraine the President of Ukraine and the Government of Ukraine shall take measures to ensure the implementation of the international treaties of Ukraine.
Article 14. Obligations under international agreements of Ukraine 1. Ministries and other central organs of State executive power of Ukraine, the Government of the Republic of Crimea, other State bodies, the competence of which includes questions regulated by international agreements of Ukraine, to ensure the implementation of commitments under international agreements the Ukrainian side, the settlement of rights arising out of such agreements for the parties and for the implementation of the other members of the international agreements of their obligations.
2. These authorities, as well as enterprises, institutions and organizations are obliged to provide to the Ministry of Foreign Affairs of Ukraine information concerning implementation of the international treaties of Ukraine.
Article 15. Overall supervision of the implementation of the international treaties of Ukraine 1. Overall supervision of the implementation of the international agreements of Ukraine Ministry of Foreign Affairs of Ukraine.
2. at the request of the authorities, applying international agreements of Ukraine, Ministry of Foreign Affairs must provide official information on issues arising in connection with the implementation of the International Treaty of Ukraine.
3. In the case of improper performance of obligations undertaken under international agreements the Ukrainian side, the Ministry of Foreign Affairs of Ukraine informs about it is the President or the Government of Ukraine to take the necessary measures.
Article 16. Measures taken in case of violation of the International Treaty of Ukraine other participants 1. In case of violation of obligations under the international agreement of Ukraine, other members of the Ministry of Foreign Affairs of Ukraine, other central organs of State executive power of Ukraine, the Government of the Republic of Crimea, in consultation with the Ministry of Foreign Affairs of Ukraine serves the President or Government of Ukraine suggestions about taking the necessary measures in accordance with the norms of international law.
2. In the case of a significant violation of the International Treaty of Ukraine, other participants, and also in other cases stipulated by the norms of international law, such agreement may be denonsovano in the manner prescribed by articles 23 and 24 of this law.
Article 17. The action of the international treaties of Ukraine Ukraine 1. Signed and duly ratified international treaties of Ukraine constitute an integral part of national legislation and applied according to the norms of national legislation.
2. If an international treaty of Ukraine, the conclusion of which took place in the form of law, the other rules than those stipulated by the legislation of Ukraine, the rules of the International Treaty of Ukraine.
Article 18. Proposals on amendments and additions to the legislation of Ukraine in connection with the conclusion of an international treaty of Ukraine in cases when the execution of the International Treaty of Ukraine required the adoption of a law or a resolution of the Supreme Council of Ukraine, Decree of the President of Ukraine, the resolution of the Government of Ukraine, interested ministries, other central organs of State executive power of Ukraine, the Government of the Republic of Crimea, in consultation with the Ministry of Justice of Ukraine in accordance with established procedure submit proposals for the adoption of the relevant Act.
Article 19. Extension of the international agreement of Ukraine International Treaty of Ukraine may be prolonged according to the conditions defined by the same international treaty.
IV. Publication, REGISTRATION and STORAGE of the TEXTS of the INTERNATIONAL TREATIES of UKRAINE Article 20. Publication of the international treaties of Ukraine 1. Agreements entered into force for Ukraine, ratified treaties and agreements, approval, acceptance or accession which is carried out on the basis of the decisions in accordance with the Parliament or the President, the agreements that take effect from the date of the signing of their President, are published in the "details of Verkhovna Rada of Ukraine", the newspaper of the Verkhovna Rada of Ukraine and in Meeting existing international treaties of Ukraine ".
2. Contracts entered into force for Ukraine, international treaties, which do not require ratification, approval, acceptance or accession in accordance with the Parliament or the President of Ukraine, as well as contracts, acceptance of or accession to which was made on the basis of the decisions of the Government of Ukraine, are published in the collection of the decrees of the Government of Ukraine and in the Ukrainian Government.
3. the procedure for publication of the international agreements of Ukraine, interagency nature that take effect is determined by the Government of Ukraine.
4. If an international treaty of Ukraine has the authentic text of the official State language of Ukraine, published by the authentic text of the official State language of Ukraine.
5. In the case when the International Treaty of Ukraine does not have the authentic text of the official State language of Ukraine, published one of the authentic texts in a foreign language, as well as official translation

the State language of Ukraine, carried out by the Ministry of Foreign Affairs of Ukraine.
Article 21. Register of international treaties of Ukraine Join international agreements entered into force for Ukraine, carried out by the Ministry of Foreign Affairs in the Secretariat of the United Nations and in the relevant bodies of other international organizations.
Article 22. Storing texts of the international treaties of Ukraine 1. The original texts of the international treaties of Ukraine retained the Ministry of Foreign Affairs of Ukraine.
2. the procedure for the storage of the international agreements of Ukraine, interagency nature is determined by the Government of Ukraine.

V. The DENUNCIATION of INTERNATIONAL TREATIES of UKRAINE Article 23. Suggestions about the denunciation of international treaties of Ukraine 1. Suggestions about the denunciation of international treaties of Ukraine are the Ministry of Foreign Affairs of Ukraine, other ministries and departments of the Government of Ukraine in accordance with the procedure established by article 3 of this law for making suggestions about the conclusion of an international treaty.
2. The Government of Ukraine is making the relevant proposals of the President of Ukraine, or the Verkhovna Rada of Ukraine.
Article 24. The denunciation of international treaties of Ukraine 1. The denunciation of international treaties of Ukraine is carried out by the law, Decree of the President of Ukraine by the Decree of the Government of Ukraine.
2. The denunciation of international treaties of Ukraine, ratified by the Verkhovna Rada of Ukraine, of agreements, acceptance or accession to which was made on the basis of the decisions of the Verkhovna Rada of Ukraine, Verkhovna Rada of Ukraine in the form of law.
3. Article 25. Inform Parliament regarding the international agreements of the Verkhovna Rada of Ukraine within thirty days should be informed about the conclusion and termination of international agreements of Ukraine, on which the ratification or denunciation is not provided.
