On state youth policy

This Law defines the legal basis, goals, objectives, principles, key directions, measures and mechanisms of realization of the state youth policy in Turkmenistan.

CHAPTER I. GENERAL PROVISIONS

Article 1. Basic concepts used in this Law

For the purposes of this Law the following basic concepts:
state youth policy - a system of social, economic, political, organizational and legal measures aimed at the implementation of rights and freedoms, and support for young citizens of Turkmenistan;
Youth (young citizens) - Turkmen citizens aged between 14 and 30 years, belonging to one of the following socio-demographic groups identified on the basis of the totality of their age characteristics and social status in society, and further defined as a target group based of measures and mechanisms of state support for young people:
1) students - young citizens, mastering educational programs of secondary education, with 14 years of age;
2) students - young citizens, mastering educational programs of primary vocational, secondary vocational, higher vocational education;
3) young professional - young citizen, graduate of the educational institutions of primary vocational, secondary and higher vocational education, recruited under an employment contract in accordance with the received specialty (training direction, profession) for two years after graduation;
4) young businessman - young citizen who engaged in entrepreneurial activity without establishing a legal entity or a part of the full-time employees of a legal entity, whose activity is related to youth entrepreneurship;
5) young scientist - a young citizen, professionally engaged in research activities;
6) other young citizens who do not belong to the target groups referred to in paragraphs 1-5 of this article;
Young family - a family in which the spouses have not reached the age of 30 or single-parent family in which the children (child) brings one parent who has not attained 30 years of age;

Youth association - a voluntary public association of young people (at least 75 per cent of the total number of members) on the basis of common views and interests, registered in the manner prescribed by law for public associations, statutory activities which is aimed at ensuring the social formation and the comprehensive development youth. The members of youth associations who have reached the age of 30 may, on a voluntary basis, to continue in their membership until the age of 37 years, subject to the statutory provisions of the relevant youth association;
Youth entrepreneurship - entrepreneurial activity by small and medium-sized enterprises, meet the following conditions:
1) age is not less than 75 per cent of full-time employees and the head - up to 30 years;
2) in the share capital, if it is provided by the legal form of a legal entity, the share of deposits persons not older than 30 years more than 75 percent;
Youth enterprises - enterprises that account for at least 75 per cent of young people and started on the payroll of employees:
1) students of educational institutions for the purpose of vocational guidance and the provision of socially significant services to the population;
2) students of vocational schools full-time training with a view to increasing knowledge and its application in accordance with the studied professions and specialties;
3) young scientists for research, innovation and promotional activities;
Social protection of young people - a set of state guarantees provided to young citizens and to ensure their physical, mental, moral development and social formation;
Social infrastructure for young people - a system of objects (buildings, structures) necessary for the sustenance of the young, as well as special organizations which are carrying out health activities, training, physical, spiritual and moral development of young people, promote their social adaptation and ensuring their employment;
Social services for young people - specialized non-profit organizations carrying out activities for the provision of medical, psychological, pedagogical, legal, information and advisory services and financial assistance to young people, promote their social adaptation, rehabilitation and protection;

Young citizens who find themselves in difficult situations - young citizens with disabilities; young citizens - victims of environmental and man-made disasters, natural disasters; young citizens who find themselves in extreme conditions; young citizens serving a sentence of imprisonment; young citizens who are in special education institutions; young citizens - orphans and children left without parental care (their substitutes); young citizens whose livelihoods disrupted as a result of circumstances that they can not overcome on their own or with the family.

Article 2. The subjects of the state youth policy in Turkmenistan

1. State youth policy in Turkmenistan covers:
1) youth (young people);
2) a young family;
3) youth associations.
Foreign nationals and stateless persons who have attained the age corresponding to a specific target group in accordance with Article 1 of this law and permanently residing in Turkmenistan have equal rights with the young citizens of Turkmenistan in accordance with the law and international treaties of Turkmenistan.
2. State youth policy in Turkmenistan is carried out:
1) bodies of state power and administration;
2) local executive authorities and local self-government;
3) legal and natural persons involved in the formation and implementation of state youth policy.

Article 3. Legislation of Turkmenistan on state youth policy

1. Legislation of Turkmenistan on state youth policy based on the Constitution of Turkmenistan and consists of this Law and other regulatory legal acts of Turkmenistan governing the state youth policy.
2. If an international treaty of Turkmenistan establishes rules other than those provided for in this Act, the rules of the international treaty.

Article 4. Goals and objectives of the state youth policy in Turkmenistan

1. The objectives of the state youth policy in Turkmenistan are:
1) ensuring the constitutional rights and freedoms of young citizens;
2) creation of legal, social, economic and organizational conditions and guarantees for the development and implementation of Turkmenistan's youth potential in the interests of individuals, society and the state;
3) social formation of comprehensively developed person;
4) to impart to young citizens of the spirit of patriotism and respect for the historical, cultural and spiritual values ​​of the Turkmen people;

5) to achieve conscious awareness of young citizens of the fundamental ideas of the historical development and modern directions of the state policy in the field of socio-economic development of Turkmenistan.
2. The objectives of the state youth policy in Turkmenistan are:
1) education of young citizens of Turkmenistan in accordance with the state youth policy objectives;
2) creation of conditions for the full development of the individual;
3) creation of equal conditions for young citizens of vocational education;
4) creating the most favorable conditions for the employment of young people and the use of professional knowledge obtained by them in the workplace, public service, research and creative sphere;
5) creation of conditions for the formation and development of youth entrepreneurship;
6) support for young families, including stimulating the birth rate;
7) informational, organizational and financial support for youth initiatives;
8) support sport and physical development of youth;
9) preventing crime, prevention of alcoholism, smoking, drug abuse, crime;
10) targeted social assistance to the young citizens who find themselves in difficult situations;
11) to stimulate public activity of youth;
12) coordination and support of youth organizations;
13) support of the media and Internet resources for public legal, cultural and other education for young people. 3
. The aims and objectives of the state youth policy in Turkmenistan are implemented entities providing state youth policy, jointly or independently by each subject.
Entities performing state youth policy, stimulated by creating a permanent, periodic and one-off projects aimed at ensuring the implementation of the objectives and the decision of the state youth policy objectives.

Article 5. Principles of state youth policy in Turkmenistan

The principles of the state youth policy in Turkmenistan are:
1) the priority of human values, human life and health, the rights and freedoms of young citizens, and the free development of personality, humanism and justice;
2) equality of young people, regardless of nationality, race, sex, origin, property and official status, place of residence, language, attitude towards religion, political views, party affiliation or lack of affiliation to any political party;

3) guarantee of freedom of choice of young people ways to realize their interests, carried out in the framework of the Constitution and laws of Turkmenistan;
4) unity of rights and duties, freedom and civic responsibility of young citizens of Turkmenistan;
5) legal and social protection of youth;
6) continuity of education of young people in the family and in educational institutions, other institutions and organizations whose activities are related to the education of young people;
7) formation of youth spiritual and moral values, healthy lifestyles, civic education, patriotism, internationalism, responsibility, hard work;
8) providing legal and socio-economic guarantees of young citizens, compensation due to age restrictions on their social status;
9) a combination of state and public interests, rights and freedoms of the individual in the formation and implementation of state youth policy;
10) priority of public and private initiatives in the field of state youth policy;
11) to support and encourage the public in the field of state youth policy initiatives;
12) account of the interests and needs of different target groups of young people;
13) information openness of state youth policy;
14) direct participation of young people in shaping and implementing socio-economic development of Turkmenistan programs;
15) public-private partnership through the interaction of the state, civil society and representatives of business;
16) scientific validity and complexity of the development of the state youth policy;
17) The project quality of the state youth policy.

Article 6. The main directions of the state youth policy in Turkmenistan

The main directions of the state youth policy in Turkmenistan are:
1) creation of conditions for the full participation of youth in the socio-economic, political and cultural life of the state and society;
2) ensure that the rights and freedoms of young people;
3) The education of young people in the spirit of patriotism and respect for the universally recognized principles and norms of international law;
4) development of creative activity of youth;
5) creation of conditions for the integration of young people who find themselves in difficult situations in the life of society;
6) guaranteeing rights and social protection of young people who find themselves in difficult situations;
7) state support for young families;
8) providing conditions for the comprehensive education of young people;
9) state support of talented youth;
10) creation of conditions aimed at the physical and spiritual development of young people;

11) guaranteeing labor and youth employment;
12) to promote youth entrepreneurship;
13) ensuring conditions for cultural recreation and leisure of youth;
14) and support the development of youth associations;
15) development of international youth cooperation.

CHAPTER II. STATE REGULATION OF YOUTH POLICY

Article 7. The organs of state power and administration and officials of Turkmenistan, carrying out state youth policy

Formation and implementation of state youth policy is implemented:
1) The President of Turkmenistan;
2) Mejlis of Turkmenistan;
3) The Cabinet of Ministers of Turkmenistan;
4) The Commissioner for Youth under the President of Turkmenistan;
5) authorized state bodies;
6) local executive authorities and local self-government.

Article 8. The competence of the supreme bodies of state power and governance in Turkmenistan youth policy

The competence of the supreme bodies of state power and governing of Turkmenistan include:
1) establishment of the general organizational, social, economic, political and legal bases of the state youth policy of Turkmenistan;
2) determination of the legal status of the subjects of the state youth policy;
3) legal regulation of public relations and organization of activities in the field of state youth policy;
4) adoption of normative legal acts in the implementation of state youth policy;
5) approval of state programs in the field of state youth policy;
6) creation of a system of measures on social protection of youth;
7) legal, organizational and economic support of youth initiatives, youth associations;
8) represent the interests of the youth of the country within the framework of the international obligations of Turkmenistan, the implementation of international contacts on issues of state youth policy in the name of Turkmenistan;
9) Monitoring of compliance with legislation of Turkmenistan on state youth policy;
10) other issues of state youth policy in Turkmenistan in accordance with the Constitution and laws of Turkmenistan.

Article 9. The competence of the Commissioner for Youth Affairs under the President of Turkmenistan in the sphere of state youth policy

On Youth Commissioner under President of Turkmenistan:
1) organizes the development and implementation of state programs in the sphere of state youth policy;

2) coordinates the activities of the authorized state bodies and bodies of local executive authorities and local self-government of Turkmenistan in the sphere of state youth policy;
3) form and submit for approval of the Cabinet of Ministers of Turkmenistan government programs for the implementation of state youth policy;
4) develop the normative legal acts in the field of state youth policy;
5) within its competence, carries out international cooperation in the field of state youth policy;
6) organizes informational and scientific support for the implementation of state youth policy;
7) provides methodological assistance to local bodies of executive power and local self-government in matters of youth work and youth associations, training, and monitoring and evaluation of the implementation of youth programs (projects);
8) monitors the implementation of international commitments of Turkmenistan in the sphere of state youth policy;
9) carries out activities to involve young people and youth organizations in the implementation of the state youth policy objectives.

Article 10. Competence of the authorized state bodies in the sphere of state youth policy

The authorized state bodies:
1) develop and implement appropriate projects in accordance with the directions of state support for young people;
2) develop the normative legal acts in the field of state youth policy;
3) organize vocational guidance, training, retraining and advanced training of young people and the development of programs that promote the employment of young people;
4) provide research on youth issues.

Article 11. Competence of local executive authorities and local self-government in the field of state youth policy

Local executive authorities and local self-government:
1) ensure the implementation of state youth policy in the regions;
2) develop and implement programs (projects) at the local level based on the state of youth programs;
3) provide information support programs (projects) in the field of state youth policy, implemented in the respective boundaries of administrative-territorial units;
4) provide conditions for the development of physical culture and sport, leisure activities, including the provision of facilities for the implementation of youth programs at the local level;

5) identify and conduct account of young people and young families who find themselves in difficult situations;
6) provide support for young people engaged in volunteer activities;
7) hear reports of heads of enterprises, institutions and organizations that operate in their territories, on their activities in the framework of realization of the state youth policy.

Article 12. Organization of activity on realization of the state youth policy in Turkmenistan

1. Realization of the state youth policy in Turkmenistan is the responsibility of the authorized state bodies within their competence.
2. Coordination of the activities of authorized state bodies on realization of the state youth policy carried out by the Commissioner for Youth Affairs under the President of Turkmenistan. 3
. For the efficient implementation of the state youth policy in certain areas can be created Interagency Council and Commission of the officials, bodies of representative and executive bodies.
4. For the preparation and consideration of issues in the field of state youth policy in Turkmenistan related to the conduct of the Mejlis of Turkmenistan, can be formed parliamentary commission dealing with youth.
5. When the local authorities may form departments for youth work in accordance with the law.

Article 13. The participation of young people in the shaping and implementation of the state youth policy in Turkmenistan

1. Youth involved in the formation and implementation of the state youth policy in Turkmenistan by:
1) submission of proposals for socially significant youth initiatives;
2) interaction with state authorities and local executive authorities and local self-government on issues of youth policy;
3) public discussion of state programs projects, local-level programs and other issues of realization of the rights and interests of young people;
4) the implementation of work in advisory boards, and other international organizations concerned with youth;
5) other forms of activities that are not prohibited by the legislation of Turkmenistan.
2. Insertion youth, youth associations proposals on formation and realization of the state youth policy in the bodies of state power and administration are considered by them in accordance with their powers and in the manner determined by this Law and other legislation of Turkmenistan.

If to consider proposals need to be assigned calculations of material and financial resources, information gathering, drafting documents, the state power and administration bodies carry out informational and methodological assistance, consult with the authorized representatives of youth organizations and young people who have made these proposals. 3
. The bodies of state power and administration attracted representatives of youth associations for consultation and coordination in the field of formation and realization of the state youth policy in Turkmenistan. To realize these goals can be formed consultative and advisory bodies, which include authorized representatives of youth associations.
4. The bodies of state authority and administration shall be entitled to involve youth associations to perform work or services provided for programs (projects) in the field of state youth policy.
5. In order to attract young people to the formulation and implementation of the state youth policy of the Commissioner for Youth Affairs under the President of Turkmenistan at least once every two years, convene A national youth forum of Turkmenistan - forum delegates young people and youth organizations of Turkmenistan.
Procedure Countrywide Youth Forum of Turkmenistan, of representation established by the Regulations On the National Youth Forum of Turkmenistan, approved by the Cabinet of Ministers on the proposal of the Commissioner for Youth Affairs under the President of Turkmenistan.
A national youth forum of Turkmenistan within its competence, may make recommendations on the formation and implementation of state youth policy in Turkmenistan.

Article 14. Specialized organizations that work with youth

1. To specialized organizations engaged in work with young people include:
1) youth centers, youth clubs, sports and sports centers;
2) social services for young people;
3) organization to promote the employment of young people (youth labor exchange, employment, youth centers, etc.);
4) the establishment of non-formal education;
5) children's and youth recreation centers;
6) other organizations whose activities are aimed at the implementation of the activities referred to in paragraph 2 of this article.

2. Specialized organizations specified in paragraph 1 of this Article shall take measures for social support, provision of household, medical, psychological, pedagogical, legal and other services for young people, as well as to promote the social, psychological adjustment and social rehabilitation of young people who find themselves in difficult life situation, and others. 3
. Specialized organizations referred to in paragraph 1 of this Article may participate on a competitive basis for projects of state programs to support young people or the state social order.

Article 15. Social services for youth

1. For the realization of the state youth policy and guarantee to young citizens, specified by law, may be established on the basis of public-public social services for young people.
2. Social services for youth free of charge carried out:
1) informing young people about their rights and options;
2) counseling minors, other young people and their parents;
3) psychological, educational, drug treatment and legal assistance;
4) social and legal, psychological and pedagogical, information consulting services for young families;
5) social protection, social, labor and medical rehabilitation of young people who find themselves in unfavorable conditions for health, as well as orphans and children left without parental care (their substitutes) who are in special educational institutions or completed stay in them;
6) the legal protection of young people in the labor and educational collectives;
7) social reconstruction (rehabilitation) persons from the youth, liberated from prison, treated for alcoholism, drug addiction and substance abuse, as well as persons infected with HIV;
8) legal advocacy, informing young people about the possibility of the implementation of its rights in the field of employment, education and training, leisure, tourism and sport;
9) organization of substantial leisure of youth in the community, including the discovery and support of youth and teenage domestic clubs;
10) Promoting employment and youth employment;
11) to promote the development of collective and individual entrepreneurship of young people;
12) to promote the development of forms of youth self-government;
13) other relevant support and create conditions for the development of young people, provided by the legislation of Turkmenistan.

. To work in the system of social services for young people are allowed persons with appropriate professional education and training or certified in the prescribed manner.
4. Funding of social services for youth carried out at the expense of the state budget of Turkmenistan provided for realization of the state youth policy, as well as other sources not prohibited by the legislation of Turkmenistan.
5. Bodies of local executive authorities and local governments determine the model of social services, taking into account regional specificities.

CHAPTER III. LEGAL AND SOCIAL YOUTH protected


Article 16. The rights and freedoms of young people in Turkmenistan

Youth Turkmenistan enjoy all the rights and freedoms provided by the Constitution of Turkmenistan, this Law and other normative legal acts of Turkmenistan.

Article 17. Legal protection of youth and its provision

1. Legal protection of young people carried out by bodies of legislative, executive and judicial power in the manner determined by the legislation of Turkmenistan.
2. Any direct or indirect restriction of the rights and legitimate interests of young people on the grounds that characterize their age are not allowed and shall entail liability in accordance with the law. 3
. The protection of the rights of certain categories of young people (persons with disabilities; persons engaged in housekeeping, left without parental care (replacing them persons of orphans and children), and others) are regulated by the legislation of Turkmenistan.

Article 18. Features of the legal status of young people in Turkmenistan

1. Not allowed laying on the young citizens of any additional duties were compared with the responsibilities laid down for the rest of the citizens, unless otherwise provided by the legislation of Turkmenistan.
2. A special state protection enjoyed by persons who have not attained the age of 18 (minors). 3
. coercive educational measures provided by the law can be applied to minors citizens only on the basis of an enforceable court decision.

4. The bodies of state power and administration and officials, teaching staff and employees of social services for young people can not use juvenile measures of influence, based on the public dissemination of information about committed minor acts, except when mentioned measures are a form of criminal punishment or administrative punishment or relate to the coercive measures of an educational nature, applied on the basis of an enforceable court decision.
5. Rights and duties of pupils and students in their relations with the administration of educational institutions shall be established by the legislation of Turkmenistan in the field of education.
6. It is not allowed to attract pupils and students to work during their studies, except in cases where such work corresponds to their chosen specialties (professions) and is a form of training and production practices or cases of voluntary collective or individual work of pupils and students in their free time from study . It said work activity is organized and conducted in accordance with the labor and other laws of Turkmenistan.

Article 19. Social protection of youth

1. Measures of social protection of youth include:
1) free general secondary education and professional education in state educational institutions in accordance with the law on free competition;
2) obtaining state-guaranteed free medical care in accordance with the law;
3) Active public sports and recreation, and cultural and educational institutions on preferential terms by the decision of the relevant state bodies;
4) reduced fare on public transport (except taxis) for those enrolled in full-time education, by the decision of the relevant state bodies;
5) price reductions during the winter and summer vacations on the railway and long-distance road transport (except taxis) for persons enrolled in primary vocational, secondary vocational and higher professional educational institutions, in accordance with the law;
6) social services in the form of advice on legal, psychological, pedagogical issues, and issues of family, sex education and reproductive health;
7) providing rehabilitation services for the following categories of youth:
- disabled,
- persons released from prison,

- Persons treated for alcoholism, drug addiction and substance abuse,
- people living with HIV;
8) receiving state social assistance in accordance with the law;
9) receiving a monthly stipend for those enrolled in public educational institutions of professional full-time training in accordance with the state receiving up to educational institutions in the amount and procedure established by the Cabinet of Ministers of Turkmenistan;
10) that young citizens of the state educational loan for tuition fees in institutions of vocational education, to partially cover the costs of the acquisition of educational and scientific literature, as well as food, lodging and other domestic needs in the period of study in higher educational institutions in order established by the legislation of Turkmenistan;
11) allocation of soft loans to young families for construction and acquisition of property, furnishing the household;
12) right on employment or financial compensation during its absence, in accordance with the law;
13) account of the needs of young people in the design and construction of social infrastructure.
2. Special measures of social protection of minors and of certain categories of young people (persons with disabilities; persons engaged in housekeeping, children's homes, demobilized soldiers, reserve soldiers), and the procedure for the exercise of their rights established by the legislation of Turkmenistan.

CHAPTER IV. STATE SUPPORT YOUTH

Article 20. The main directions of state support for young people in Turkmenistan

The main directions of state support for young people in Turkmenistan are:
1) support for young people in education;
2) support for talented youth;
3) to support young people in the sphere of culture and art;
4) support young people who find themselves in difficult situations;
5) support for young families;
6) support for young scientists;
7) to promote the economic independence of young people and the realization of their labor rights and obligations;
8) support for young professionals;
9) support youth entrepreneurship;
10) Promoting youth in the protection of their citizens health, the prevention of dangerous diseases;
11) promoting young citizens in the field of physical culture and sports, healthy lifestyle;
12) supporting socially significant initiatives, social and political activities of young people, youth associations;
13) Support international youth cooperation.


Article 21. State support for young people in education

1. In education, the state youth support is provided within the framework of the state program, which includes projects in the following areas:
1) support and encourage talented young people in the field of education;
2) the establishment of youth civic, patriotic and spiritual and moral education;
3) improving the legal culture of young people;
4) Support and development of various forms of educational work in special education institutions, adult education institutions, in the teenage and youth centers in the community;
5) support for young people engaged in scientific research;
6) support for students of educational institutions, live in large families and low-income families.
2. State Programme on areas of projects referred to in paragraph 1 of this Article shall be developed and approved by the authorized state body form with the participation of interested state bodies and public associations with a frequency of at least once every three years.

Article 22. State support of talented youth

1. In order to preserve and develop intellectual and creative potential of the society, to ensure continuity of scientific, cultural traditions of Turkmenistan made a system to support talented youth measures.
2. State support of talented young people is carried out by:
1) establishing a special state scholarships, awards, providing educational and research grants in accordance with the law;
2) promote the creation of conditions that ensure continuity of knowledge, experience, outstanding figures of science, culture, arts and sports, as well as in the creation of creative workshops, schools and other institutions under their supervision;
3) organizing and conducting competitions, exhibitions, festivals, parades, workshops, conferences and other events;
4) access of talented youth on a competitive basis to national and international training programs, training and internships. 3
. Enterprises, institutions and organizations, public associations and officials are obliged to assist the identification and creative development of talented youth. To this end, they carry out a search, protection and support of talented youth in the field of science, engineering, economics, management, business, arts, sports and other spheres.

Article 23. State support for young people in the field of culture and art


1. In the sphere of culture and art of government support for young people carried out in the framework of the state program, which includes projects in the following areas:
1) improvement of the forms of intellectual and moral development of young people in their admission of the universal values ​​and national culture to enhance their participation in the cultural life of society ;
2) assist in the admission to the knowledge of the historical and cultural heritage of the Turkmen people;
3) ensuring the unity of cultural space, equal opportunities for young people all over the country and representatives of different target groups of young people to have access to cultural values;
4) development and implementation of measures to support and promote talented young people in the field of culture and art;
5) creation of creative workshops, schools and other institutions for young people under the artistic direction of prominent figures of culture and art;
6) to identify and support young talent by holding competitions and festivals at the local and national levels.
2. State Programme on areas of projects referred to in paragraph 1 of this Article shall be developed and approved by the authorized body of state administration in the field of culture with the participation of interested state bodies and public associations with a frequency of at least once every three years.

Article 24. State support for young people who find themselves in difficult situations

1. In the area of ​​support for young people who find themselves in difficult situations, the state support is carried out in the framework of the state program, which includes projects in the following areas:
1) development and implementation of measures of state support for young people who find themselves in difficult situations;
2) improving the legal framework to ensure the necessary social support and legal protection of young people who find themselves in difficult situations;
3) Development and implementation of measures to enhance the social and legal, psychological and educational, information and advice to young citizens who find themselves in difficult situations, on the choice of directions and forms of education, vocational guidance, employment, business organization and other support measures;
4) Strengthen measures to provide social assistance, medical, social and psychological services, social rehabilitation and adaptation of young people who find themselves in difficult situations;

5) improving the legal framework of support of public associations, legal entities and individuals engaged in helping young citizens who find themselves in difficult situations.
2. State program of projects in the areas specified in paragraph 1 of this Article shall be developed and approved by the authorized state bodies in the field of labor and social protection of population, health and medical industries and education with participation of interested state bodies and public associations with a frequency of at least once a three years.

Article 25. State support of young families

1. In the field of state support for young families support is provided within the framework of the state program, which includes projects in the following areas:
1) support for young families, especially low-income and single-parent, to provide them with financial and other assistance in the solution of socio-economic, social and living and housing problems;
2) the organization of educational work with young families on reproductive health, safe motherhood, upbringing and development of children;
3) organization and conduct of activities in the field of family and children's recreation and tourism;
4) of sociological monitoring on the problems of young families and the scientific and methodological research on work with young families;
5) improving the legal framework for the support of young families in the construction and acquisition of housing, improvement of living conditions;
6) support for young families for construction of affordable housing;
7) improving the legal framework for the establishment of incentives to young families in the allocation of land plots for individual housing construction, settling down for housekeeping, purchase of durable household goods, introduction of tuition fees on a commercial basis in vocational schools;
8) improving the legal framework for the establishment of the preferential order of land and water to young families in the organization daikhan economy;
9) formation of a system of social services for young people in order to expand the scope of education, health and social, socio-legal, psychological and educational, informational, consulting and other services to young families.

2. State Programme on areas of projects referred to in paragraph 1 of this Article shall be developed and approved by the authorized state bodies in the field of labor and social protection, healthcare and pharmaceutical industry, education, agriculture with participation of interested state bodies and public associations with a periodicity of at least once every three years.

Article 26. State support of young scientists

1. In the field of science and innovation state support for young people carried out in the framework of the state program, which includes projects in the following areas:
1) to develop a system of measures to support and promote talented young people in science, engineering and technology;
2) establishment of state scholarships and awards in accordance with the law;
3) provision of state grants for talented young scientists in accordance with the law;
4) creation of favorable financial and material conditions for young scientists conducting advanced research;
5) creation of creative workshops, scientific schools, temporary creative or research teams led by prominent figures of science and culture;
6) on a contractual basis to provide material resources owned by the state, for the innovation activities of young scientists;
7) the transfer of historical, cultural and scientific-technical facilities for the use of youth associations for their research activities while ensuring the safety and functional connection to the original purpose of such objects.
2. State Programme on areas of projects referred to in paragraph 1 of this Article shall be developed and approved by the authorized state bodies in the sphere of science and culture with the participation of interested state bodies and public associations with a frequency of at least once every three years.

Article 27. Promoting the economic independence of young people and the realization of their employment rights and responsibilities

1. In the sphere of economic independence of young people and the realization of their employment rights and responsibilities of state support is carried out in the framework of the state program, which includes projects in the following areas:
1) support organizations (youth employment centers, youth labor exchanges, youth groups and other student) carrying out activities to promote employment, vocational guidance, training, retraining and advanced training of young citizens;

2) Support youth associations that implement programs in the field of employment and professional orientation of young people, creating a culture and skills of consumer behavior, education on consumer protection issues;
3) to develop and implement programs to promote social adaptation and improve the competitiveness of young people on the labor market;
4) development of measures to encourage employers to create jobs for young people, especially for those in need of social protection and experiencing difficulties in finding work (disabled children, orphans, children left without parental care ), and young people from among former members of the Armed forces of Turkmenistan, as well as young people living in rural areas;
5) promoting pupils, students and young scientists in the creation of youth enterprises;
6) to develop and implement a system of measures to regulate, optimize the scope and direction of internal labor migration of young people.
2. State program of projects in the areas specified in paragraph 1 of this Article shall be developed and approved by the authorized body of state administration in the field of labor and social protection of the population with the participation of government and public organizations with a periodicity of at least once every three years the authorities concerned.

Article 28. State support of young professionals

1. In the area of ​​support for young professionals state support is carried out in the framework of the state program, which includes projects in the following areas:
1) Develop and implement a system of measures for the employment of graduates of vocational educational institutions, supported by their stable, full employment;
2) the formation of a personnel reserve for filling management positions from among young professionals.
2. The legal status of young specialist is extended in the following cases:
1) military service - to life;
2) of leave to care for a child - under the age of three years.
The legal status of young specialist before it expires is lost in the following cases:
1) termination of the employment contract on the initiative of the young specialist;
2) termination of the employment contract by the employer on the grounds stipulated by the labor legislation of Turkmenistan.
In the young professional is subject to all the requirements of the labor legislation of Turkmenistan, the rules of the internal labor regulations of the enterprise, institution or organization, which carried out its work activity.

5. State program of projects in the areas specified in paragraph 1 of this Article shall be developed and approved by the authorized state bodies in the field of labor and social protection of the population with the participation of government and public organizations with a periodicity of at least once every three years the authorities concerned.

Article 29. State support of youth entrepreneurship

1. In the area of ​​support for youth entrepreneurship state support is carried out in the framework of the state program, which includes projects in the following areas:
1) improving the legal framework of the legal status and the effective functioning of youth entrepreneurship;
2) creation and implementation of a system of government measures to logistical and financial support of the activities of the enterprises of the youth entrepreneurship;
3) development of a system of incentives to attract young people in the sphere of entrepreneurial activity;
4) assist young entrepreneurs in learning the basics of entrepreneurship, the development of constituent documents and business programs;
5) organizational and financial assistance in the preparation of young entrepreneurs and the economic management of education institutions in the system of training and retraining;
6) competitions, competitions and festivals in the field of entrepreneurship among young entrepreneurs and youth enterprises.
2. State program of projects in the areas specified in paragraph 1 of this Article shall be developed and approved by the authorized state bodies in the field of economy and development, finance, education with the participation of the Union of Industrialists and Entrepreneurs of Turkmenistan and other interested state bodies and public associations at intervals not less than three times a year.


Article 30. Assistance in the area of ​​health to young citizens, the prevention of dangerous diseases

1. In the field of health hazardous diseases and prevention of state youth support is provided within the framework of the state program, which includes projects in the following areas:
1) support and assistance for health and prevention of diseases dangerous to young citizens who find themselves in difficult situations;
2) support for young people on safe motherhood, prevention of sexually transmitted infection, reproductive health;
3) prevention of alcoholism, drug addiction or substance abuse among youth; treatment and rehabilitation of young people suffering from alcoholism, drug addiction and dependent on psychoactive substances;
4) prevention work with young citizens of the social risk groups for prevention and prevention of dangerous diseases;
5) formation and development of the system of youth social service agencies for medical, psychological and educational rehabilitation.
2. State Program for projects in the areas specified in paragraph 1 of this Article shall be developed and approved by the authorized state bodies in the field of Health and Medical Industry, Labour and Social Welfare, and of Internal Affairs with the participation of interested state bodies and public associations with a periodicity not at least once every three years.

Article 31. Promotion of young citizens in the field of physical culture, sport and a healthy lifestyle

1. In the field of physical culture, sport and the promotion of healthy lifestyles state youth support is provided within the framework of the state program, which includes projects in the following areas:
1) development of measures to promote healthy lifestyles and the development needs of young people in active employment by physical training and sports and to ensure their implementation;
2) the development of the practice of sports events, tournaments in mass sports involving young people;
3) the implementation of measures to support the activities of child and youth health, educational institutions, experimental sites for the introduction of innovative technologies and methods in the field of healthy lifestyle, full of children, youth, family recreation and leisure;
4) the formation and development of eco-tourism system among young people;
5) formation of ecological consciousness, culture and respect of young people to the environmental components;

6) Development and implementation of a system to encourage physical development measures, physical culture and sports of young people with disabilities.
2. State program of projects in the areas specified in paragraph 1 of this Article shall be developed and approved by the authorized state bodies in the sphere of physical culture and sports, health care and medical industry, labor and social protection of the population, education, tourism with the participation of interested state bodies and public associations a frequency of at least once every three years.

Article 32. Support of socially important initiatives, social and political activities of young people, youth associations

1. In the area of ​​support of socially significant initiatives, social and political activities of young people, youth associations state support is carried out in the framework of the state program, which includes projects in the following areas:
1) Improving the support of youth associations the measures of socially useful activities of young people, to create conditions for realization of creative activity and the growth potential of young people in various spheres of public life;
2) improving the activities of scientific and information support of the state youth policy;
3) the development and application of methodologies for research on youth issues, the implementation of youth policies at the national and local levels;
4) improving the practice of sociological research and monitoring of socially significant initiatives, social and political activities of young people, youth associations;
5) preparation of annual reports on the situation of youth and realization of the state youth policy in Turkmenistan;
6) regular scientific and practical, educational conferences, seminars, round tables on issues of realization of the state youth policy;
7) conducting sample surveys on indicators (indicators) of the quality of life and social integration of young people;
8) formation and development of a unified state system of informational support of youth, maintenance of the information and analytical, educational and technical centers for the implementation of state youth policy;
9) enabling and promoting the development of youth participation in public consultative structures at the state power and administration bodies, local executive authorities and local self-government;

10) improvement of the student government educational institutions of professional education.
2. State program of projects in the areas specified in paragraph 1 of this Article shall be developed and approved by the Commissioner for Youth Affairs under the President of Turkmenistan with participation of interested state bodies and public associations with a frequency of at least once every three years.

Article 33. Promotion of young citizens in the field of international youth cooperation

1. The State shall promote international youth cooperation through:
1) the conclusion and implementation of the established procedure of international treaties on the international exchange of experience in the field of youth policy, youth inclusion of Turkmenistan in the international system of programs;
2) to assist the organizers and participants of the international youth exchanges in information, development of documents and selection of partners in the field of international youth cooperation;
3) participation in the organization of other activities that contribute to the development of international youth cooperation.
2. The state provides support for the organization and conduct of international youth visits, contributing to the development of friendly and business relations, exchange of experience in the field of youth policy, culture, education, science, tourism, sports and other field between youth and youth organizations of Turkmenistan, foreign states and international youth organizations.

CHAPTER V. MEASURES AND MECHANISMS OF REALIZATION state youth policy

Article 34. Measures for implementation of the state youth policy in Turkmenistan

Measures on realization of state youth policy in Turkmenistan are carried out in the following areas:
1) improvement of the normative legal acts regulating the rights and responsibilities of young people;
2) improving the efficiency of state regulation in the sphere of state youth policy, including with regard to the division of powers and inter-agency coordination;
3) the formation of personnel potential of the state youth policy by improving training and skills development in the sphere of state youth policy;
4) development and regulatory support system of social services of various kinds for young people;

5) scientific support of state youth policy, aimed at the identification and study of the dominant trends among young people, the operational production approaches to addressing emerging issues, evaluate the results and predict possible changes, improvement of the state statistics in the field of state youth policy;
6) preparing an annual report on the situation of young people in Turkmenistan for submission to the President of Turkmenistan;
7) information support of the state youth policy through the development of information systems and social education programs across the spectrum of life issues of young people in society.

Article 35. Mechanisms for implementation of the state youth policy in Turkmenistan

Mechanisms of realization of the state youth policy in Turkmenistan include:
1) the creation of youth projects of the system corresponding to the priority directions of the state youth policy taking into account the characteristics of the target groups and provide opportunities for equal participation of all young people;
2) development and implementation of state and regional (according to the administrative-territorial structure of Turkmenistan) programs for youth;
3) engaging in the competitive youth associations as performers for the realization of the state youth policy projects;
4) provision of grants on a competitive basis for projects of public and private organizations of Turkmenistan, aimed at realization of the state youth policy;
5) to attract extra-budgetary funds and material resources for the realization of the state youth policy;
6) the provision of youth associations, youth enterprises and Youth Foundation in the implementation of their statutory activities in the field of financial incentives, credit, taxation, logistics, provided by the legislation of Turkmenistan.

Article 36. Information and scientific support of the state youth policy in Turkmenistan

1. The bodies of state power and administration, local executive authorities and local governments operate on information support of the state youth policy in Turkmenistan.
2. Youth Information services are provided through the establishment of information systems, information centers for young people, as well as cooperation with the media.

. The bodies of state power and administration, local executive bodies and local authorities are obliged to inform young people, youth associations through the media about the planned and implemented measures for realization of the state youth policy in Turkmenistan.
4. The bodies of state power and administration in accordance with their competence, organize scientific research in the field of state youth policy in Turkmenistan. These studies are carried out on a long-term basis and are a prerequisite, considered in the development of state programs in the field of state youth policy in Turkmenistan.
5. Based on the results of research in the field of state youth policy in Turkmenistan, the Commissioner for Youth Affairs annually prepares under the President of Turkmenistan and submit to the President of Turkmenistan on the situation of young people in Turkmenistan.
Report on the situation of young people in Turkmenistan is considered by the Cabinet of Ministers and other bodies of state power and control within their competence to make appropriate decisions.

Article 37. Social infrastructure for youth

1. The bodies of state power and administration, local executive authorities and local self-government in accordance with the law provide for the creation and operation of social infrastructure for young people.
2. The property is public property (including land, buildings, structures, facilities, equipment), establishment, acquisition or separation which is connected with ensuring the functioning of the social infrastructure for young people, it can only be used in accordance with these objectives.

CHAPTER VI. YOUTH ASSOCIATION

Article 39. The legal status of youth associations in Turkmenistan

1. The legal status of youth associations is determined by the legislation of Turkmenistan on Public Associations, the present Law and other normative legal acts of Turkmenistan.
The legal form of youth associations of Turkmenistan - a public organization.
Youth associations may form unions and associations.
2. It is not allowed as a direct or indirect coercion of young people to join youth associations, as well as a ban on participation in their activities. Persons guilty of violation of these principles shall be liable in accordance with the legislation of Turkmenistan. 3
. Neither youth association is not entitled to claim a monopoly on the expression of the interests and needs of all young people of Turkmenistan.

Article 40. Rights of youth associations in Turkmenistan

1. Youth associations in Turkmenistan have the right to:
1) participate in the preparation and discussion of the report on the situation of young people in Turkmenistan, represented by the President of Turkmenistan;
2) to make proposals on the formation and implementation of state youth policy in Turkmenistan;
3) to move in established order proposals on amendments to the laws and other normative legal acts affecting the rights and interests of young people;
4) participate in the preparation and discussion of projects for the state program in the field of state youth policy in Turkmenistan.

2. Representatives of youth organizations have the right to participate in the meetings of the government and management bodies, local executive bodies and local authorities in decision-making on matters affecting the interests of the youth. 3
. Rights youth associations established by this Law and other regulatory legal acts of Turkmenistan, youth associations are made either directly or through their authorized representatives in full.
4. Youth Association of Turkmenistan has the right to open settlement, currency and other accounts in banking institutions of Turkmenistan in accordance with the procedure prescribed by law, to carry out operations on these accounts, use of the authorized activity seal, stamps and other details with the indication of its name.

Article 41. Relations between the State and youth associations

1. The State shall safeguard the rights and interests of youth associations, supporting their activities, the law regulates the provision of benefits to them for the effective implementation of statutory activities.
2. State support for youth organizations can be carried out on a competitive basis in the form of:
1) target financing of certain socially useful programs of youth associations at their request;
2) to enter into any kind of contracts, including the execution of works and provision of services;
3) social order for the implementation of various government programs. 3
. The bodies of state authority and administration, enterprises, institutions and organizations irrespective of ownership and organizational-legal form of the right to transfer free of charge in accordance with legislation of Turkmenistan order the youth associations of the building and construction, communications and transportation, other property and equipment necessary to carry out their statutory tasks.
4. The bodies of state power and administration shall inform youth associations on activities in the field of state youth policy.
5. The authorized body carrying out state registration of youth associations, provides information and makes a decision on their registration.
6. At the request of youth organizations of the state education administration authorized body organizes training and retraining.

Article 42 Principles and conditions of state support of youth associations

1. State support for youth organizations in accordance with the principles of:

1) the priority of the general humanistic and patriotic values ​​in the activities of youth associations;
2) equality of rights for state support of youth associations that meet the requirements of this Act.
2. Measures of state support of youth associations can not be sent to the state government and management bodies, officials against the legitimate interests of youth associations, their independence, and to change the nature of their activities. 3
. State support for the activities of youth organizations carried out in their compliance with the following conditions:
1) The association is a legal entity and operates at least one year;
2) refers to the national association and has at least 500 members.
4. The authorized state body has provided financial, material and organizational support for youth association of no less than 50 members, whose activities are consistent with its sectoral focus.
5. Bodies of local executive bodies and local authorities contribute to the organization and provision of activities of youth organizations operating within their jurisdiction areas.
6. Compliance youth association applying for state support of its activities, the requirements established by this Law shall be determined by the Commissioner for Youth Affairs under the President of Turkmenistan.

Article 43. State support of youth associations Projects

1. A decision on state support for projects of youth associations is accepted by the appropriate authorized state bodies on realization of the state youth policy, based on the results of the competition projects.
Competition project youth association should reflect the purpose of the main tasks, content and implementation plan of the project, financial, material, human resources and organizational capacity of the association to implement the project.
2. Funding for state support of youth associations projects carried out at the expense of funds envisaged in state programs in the field of state youth policy in Turkmenistan.

Chapter VII. Economic support for state youth policy

Article 44. Sources of financing the implementation of state youth policy in Turkmenistan

1. The main sources of funding for implementation of the state youth policy in Turkmenistan are:
1) of the State Budget of Turkmenistan;
2) the means of youth funds;

3) entrance and membership fees of youth associations;
4) Income from carried out in accordance with the statute of the youth association of lectures, exhibitions, lotteries, auctions, sport and other events;
5) free aid businesses and individuals. Helping legal entities made at the expense of all sources, with the exception of the State Budget of Turkmenistan;
6) grants for the implementation on the topical issues of youth policy programs;
7) income from the activities of youth entrepreneurship;
8) other sources not prohibited by the legislation of Turkmenistan.
2. Financing of the activities within the framework of realization of the state youth policy in Turkmenistan may be in the form of state social order in accordance with the procedure established by the legislation of Turkmenistan.

Article 45. The main directions of financing the implementation of the state youth policy in Turkmenistan

1. Due to the major sources of funds referred to in Article 44 of this Law shall be financed:
1) projects included in the government program for the realization of the state youth policy in Turkmenistan;
2) earmarks destined for accelerated solution of urgent problems in the field of state youth policy in Turkmenistan;
3) to support the costs of social programs of youth associations;
4) the costs of international cooperation of young people in accordance with international agreements of Turkmenistan prisoners;
5) the cost of providing state guaranteed minimum social security of young people.
2. Bodies of local executive authorities and local self-government on the delegated state authorities in realization of the state youth policy are provided by means of the local budget in the order established by the legislation of Turkmenistan.

Article 46. Promoting youth initiatives (youth associations) and other legal entities and individuals providing support to youth (youth associations)

1. Encouraging youth initiatives (youth associations) and other legal entities and individuals providing support to youth (youth associations) involved in the realization of the state youth policy in Turkmenistan is carried out by providing state financial support.
2. State financial support of subjects of the initiatives referred to in paragraph 1 of this article, on a competitive basis.
The competition for the provision of state financial support is open.
3
. Youth initiative, applying for state financial support, must meet the following requirements:
1) meet the objectives of government programs and local programs accordingly;
2) have a description, budget and implementation plan of the youth initiative.
4. The bodies of state power and administration, local executive authorities and local self-government at the tender for the provision of state financial support are required:
1) ensure equal access to participation in the contest to all subjects of the state financial support referred to in paragraph 1 of this Article;
2) ensure the transparency of the competition, including through the compulsory publication of information on its holding in the media;
3) engage in the competitive komissiilits not having any direct or indirect interest in the outcome of the contest and takzhepredstaviteley youth (youth associations).
5. The procedure for organizing and conducting the contest, the list of requirements to be met by entities of state financial support referred to in paragraph 1 of this Article shall be established by the Cabinet of Ministers of Turkmenistan, taking into account the requirements of this Article.
6. Misuse of public funds received within the framework of state support for young people initiatives (youth associations) and other legal entities and individuals providing support to youth (youth association), entails the responsibility established by the legislation of Turkmenistan.
Article 47. Procedure for consideration and inclusion projects in the state program for the realization of the state youth policy in Turkmenistan

The procedure for consideration and inclusion in national programs for the implementation of state youth policy in Turkmenistan projects received from the local authorities and local self-government, enterprises, institutions and organizations irrespective of ownership and organizational-legal form of the Cabinet of Ministers of Turkmenistan.

Article 48. Criteria for inclusion of projects in the state program on youth policy projects financed and co-financed by the state

1. Criteria for inclusion in the draft state program on youth policy projects financed and co-financed by the state, established by the Cabinet of Ministers of Turkmenistan.

2. When considering the public authorities and management of applications and local applications of executive power and local self-government, enterprises, institutions and organizations irrespective of ownership and organizational-legal form of the proposal public financing or co-financing of priority youth policy projects have applications from bodies of local executive and local authorities and youth associations.

Article 49. The uniform state program on youth policy projects financed and co-financed by the state

1. Public Administration The competent authorities, which in accordance with this Law or other normative legal acts of Turkmenistan has the responsibility for developing government programs for youth policy projects financed and co-financed by the state, within its competence, on their compliance with the directions of youth policy in the prescribed manner consider applications and the treatment of local executive authorities and local self-government, enterprises, institutions and organizations, public associations and individuals about public financing or co-financing projects for youth policy and decide to inscribe the nominated projects in the state program of projects on youth policy in the sphere of competence of the relevant their activity areas of youth policy.
2. Statements and appeals on state support projects for youth policy, received the Commissioner for Youth Affairs under the President of Turkmenistan, in case of these projects in accordance with this Law or other normative legal acts of Turkmenistan should be included in the state program of projects on youth policy in the sphere ascribed to the conduct of an organ of executive power, shall be transferred for decision to the competent authority of executive power. 3
. The state program on youth policy, and co-financed by the state-funded projects, directed the composition of their authorized bodies of state administration to the Commissioner for Youth Affairs under the President of Turkmenistan for inclusion in the unified state program on youth policy, and co-financed by the state-funded projects.

4. Commissioner for Youth Affairs under the President of Turkmenistan creates a single state program on youth policy, and co-financed by the state-funded projects, and submit it for approval to the Cabinet of Ministers of Turkmenistan.

Article 50. The uniform estimate of public funding and co-financing of projects included in the unified state program on youth policy projects financed and co-financed by the state

1. Public Administration The competent authorities, which in accordance with this Law or other normative legal acts of Turkmenistan has the responsibility for developing government programs for youth policy projects financed and co-financed by the state, within its competence, on their compliance with the directions of youth policy in the prescribed manner after approval the state program in the sphere of competence of the projects on youth policy under the relevant areas of activity of youth policy, obliged to make a general estimate of public funding and co-financing of projects included in the state program on youth policy projects financed and co-financed by the state, within its competence.
2. Common estimates of government funding and co-financing of projects included in the relevant state program on youth policy projects financed and co-financed by the state, directed the composition of their authorized bodies of state administration to the Commissioner for Youth Affairs under the President of Turkmenistan for inclusion in a single estimate of public funding and co-financing of projects included in unified state program on youth policy, and co-financed by the state-funded projects. 3
. Commissioner for Youth Affairs under the President of Turkmenistan in accordance with the brought representations of the corresponding authorized bodies of state administration, as well as in accordance with its own state program on youth policy projects of common estimates of projects financed from sources defined by Article 44 of this Law, and submit it for approval the Cabinet of Ministers of Turkmenistan.

Article 51. Material and technical base of realization of the state youth policy in Turkmenistan

1. For the realization of the state youth policy in Turkmenistan under the conditions and in the manner determined by the legislation of Turkmenistan, formed the necessary material and technical base.

2. Strengthening, renewal and development of the material and technical base necessary for realization of the state youth policy in Turkmenistan are carried out at the expense of the main sources referred to in Article 44 of this Law.

CHAPTER VIII. FINAL PROVISIONS

Article 52 guarantees the rights of young people and youth organizations in Turkmenistan

Them directly and in full rights of young people and youth associations, provided by this Law shall be carried out, except in cases specified by law.
The bodies of state power and administration, as well as enterprises, institutions and organizations, their officials within their powers and responsibilities ensure the implementation of state youth policy in Turkmenistan.

Article 53. International Youth Cooperation

1. International youth cooperation is carried out in accordance with the law and international treaties of Turkmenistan.
2. Commissioner for Youth Affairs under the President of Turkmenistan, the authorized state bodies, local executive authorities and local self-government of Turkmenistan within its competence, shall co-operate on issues of youth with the relevant competent authorities of the Youth of foreign states and international youth organizations. 3
. Youth associations may cooperate with international youth organizations, maintain international contacts and relations, enter into appropriate agreements with the Ministry of Foreign Affairs of Turkmenistan.

Article 54. The enforcement of this Act

The enforcement of this Law shall be the Mejlis of Turkmenistan, the Commissioner for Youth Affairs under the President of Turkmenistan, as well as other bodies of state power and administration in accordance with the legislation of Turkmenistan.

Article 55. Responsibility for violation of this Act

Officials responsible for non-performance or improper performance of duties of the rights and legitimate interests of the youth, are responsible in accordance with the law.

Article 56. Entry into force of this Act

1. This Law shall enter into force on the day of its official publication.
2. The following are repealed:
1) Law of Turkmenistan as of October 1, 1993 "On state youth policy in Turkmenistan" (Bulletin of the Mejlis of Turkmenistan, 1993, number 9-10, item 72).

2) Part 4 of the Law of Turkmenistan on September 15, 1998 "On amendments and additions to some legislative acts of Turkmenistan" (Bulletin of the Mejlis of Turkmenistan, 1998, № 3, p. 45).
