About the veterinary (statements of the Mejlis of Turkmenistan, 2014, no. 4, p. 144) (with amendments of Act No. 419 18.06.2016-V) this law defines the legal and organizational basis for Veterinary Affairs, regulates the basic directions of realization of the State policy on protection from disease, treatment of animals, the protection of the population against diseases common to humans and animals, prevent skidding infectious diseases of animals on the territory of Turkmenistan of foreign States , ensuring the quality and safety of meat and poultry products, feed, feed additives.
 
Chapter i. General provisions article 1. The basic concepts used in this law are used in this law the following concepts: 1) veterinary activities of legal entities and individuals, aimed at the prevention of animal diseases and their treatment, the release of benign and safe veterinary products of animal origin and the protection of the population against diseases common to man and animals;
2) veterinary documents is for information, opinions and certificates issued in a certain order veterinary specialists about animals, their locations, livestock production, confirming and guaranteeing the quality produced in our country imported into Turkmenistan exported abroad, in transit through the territory of Turkmenistan of products of animal origin subject to veterinary control;
3) veterinary medicines-substances derived from animals, microorganisms, plants, and chemical methods, designed to destroy pathogens and disease vectors in order to prevent, diagnose and treat animal diseases;
4) registration of drugs used in veterinary medicine, feed additives-introduction by the authorized State body in a certain order of veterinary drugs, feed additives in the State register on the results of their examination, testing and issuance of registration certificates to them;
5) State register-list of registered in Turkmenistan for import, production, sale, use of veterinary drugs and feed additives, issued by the authorized State body in the field of Veterinary Affairs;
6) testing of veterinary drugs, feed, feed additives-testing of veterinary drugs, feed, feed additives, conducted to test their quality, determine their properties, toxicity, shelf life, efficiency, impact on the body of animals, animal products and the environment Wednesday;

9) veterinary activities is a complex of measures to protect animals from disease, prevention, diagnosis, treatment, and elimination of animal diseases, protection from diseases common to humans and animals, ensuring the quality and safety of products of animal origin subject to veterinary supervision;
10) animals-organisms (Protozoa, worms, arthropods, molluscs, fish, amphibians, reptiles, birds, mammals), make up one of the higher areas of the organic world, with the ability to move, eat prepared organic compounds;
11) pathogens and vectors of animal diseases-viruses, bacteria, rickettsiae, Chlamydiae, mycoplasmas, prions, protozoa, fungi, helminths, blood sucking insects and ticks;
12) particularly dangerous animal diseases-diseases common to humans and animals, causing mortality of animals, causing great harm to the environment Wednesday, the country's economy;
13) especially dangerous infectious animal disease is emerging among animals, transmitted from a sick animal to a healthy animal and man dangerous communicable diseases, the list of which is determined by the authorized State body in the field of Veterinary Affairs;

15) quarantine-administrative, veterinary measures aimed at preventing the spread of the disease and to restrict the movement of persons, vehicles, cargoes, goods and animals;
16) epizootic is mass spread of any contagious disease in animals;
17) èpizootičeskie funds-stocks of biological resources and antiseptics applied against particularly dangerous infectious diseases;

18) animals and livestock products subject to veterinary control-horses, donkeys, camels, cattle, pigs, cats and dogs, animals in zoos, circuses, creatures living in aquariums, home and hunting birds, fish, crayfish, mollusks and other creatures that live in the water, the eggs of birds intended for the reproduction of fish roe, bees, SilkWorm and their larvae, lizards and other creatures, and insects animal sperm, Zygote and embryos;
19) enterprises subject to veterinary control-enterprises regardless of their form of ownership, producing veterinary drugs, feed additives, veterinary pharmacies, the enterprises on manufacture, processing meat, poultry, milk, eggs, fish and honey bee, slaughter platform, the slaughter of birds, plants, oil refineries, avian skin pen skins manufacture fur-bearing animals, outlets involved in livestock and poultry farming, livestock and poultry farms , zoos, circus and other places of animals;

Article 2. Turkmen legislation on veterinary case 1. Turkmen legislation on veterinary case is based on the Constitution and consists of this law and other normative legal acts of Turkmenistan, regulating relations associated with the implementation of Veterinary Affairs.
2. If an international treaty to which Turkmenistan stipulates other rules than those stipulated by this law, the rules of the international treaty shall apply.
 
Article 3. Basic principles of veterinary cases the basic principles in the field of veterinary cases are: 1) the protection of the population against diseases common to man and animals;
2) quality assurance and safety of livestock products subject to veterinary supervision;
3) the obligatoriness of execution of decisions of bodies conducting veterinary-sanitary supervision, all ministries and departments, organizations, scale and gengešlikami, physical and legal persons containing animals;
4) ensuring State control over observance of the legislation of Turkmenistan on the veterinary business and established rules and norms in this field;
5) international cooperation in the field of Veterinary Affairs;
6) the universally recognized norms of international law.
 
Article 4. The tasks of the veterinary service of the Veterinary Service Tasks are: 1) the definition of the principles of State policy in the field of Veterinary Affairs;
2) Organization of Veterinary Affairs and implementation of State veterinary supervision;
3) development of veterinary science and veterinary specialists training;
4) Organization of unified state veterinary supervision for the carriage of livestock by all modes of transport;
5) provide veterinary instruments necessary for the implementation of animal products quality surveillance, maintenance, storage products, manufactured in public catering establishments engaged in the processing and marketing of livestock products in sausages processing plants;
6) prevention and eradication of contagious and non-contagious mass animal diseases;
7) protection from diseases common to man and animals;
8) preventing skidding on the territory of Turkmenistan of the causative agents of infectious animal diseases from foreign countries;
9) studies in order to establish the diagnosis of animal diseases, as well as evaluating the quality of feed, feed additives and water used in livestock and poultry production;
10) to monitor the activities of the ministries and departments involved in veterinary business, veterinary services and veterinary specialists, entrepreneurs and provide them with theoretical, methodological and practical assistance;
11) participate in the formulation and implementation of State programmes on the protection of animals from particularly dangerous diseases;
12) establishing the list of communicable diseases quarantine: either separate quarantine restrictions; animals are to be slaughtered or destroyed; allowed the seizure of animals or animal products; prohibition of traffic (sections) of animals, animal products;
13) assessment of epizootic situation and provision of legal and natural persons engaged in cattle breeding and poultry farming, binding instructions of the timely adoption of measures to prevent contagious animal diseases;
14) implementation of veterinary-sanitary, preventive measures for the prevention and eradication of contagious and non-contagious animal diseases, organization of expeditions, where appropriate, the Elimination of Epizooties and creation of epizootic funds;

15) establishment of specialized livestock, poultry farms, as well as in the localities of the system for the allocation of relevant institutions and enterprises of land plots for construction of crematoria for the destruction of carcasses;
16) oversight through laboratory analysis for import to Turkmenistan from foreign States, export abroad, in transit through the territory of Turkmenistan of goods subject to veterinary inspection, and animal feed, feed additives and other goods under the veterinary service;
17) Organization of the work on international cooperation in the field of Veterinary Affairs and participation in it.
 
CHAPTER II. The State management in the area of VETERINARY AFFAIRS Article 5. Authorities exercising State control in Veterinary Affairs of State administration in the field of Veterinary Affairs is exercised by the Cabinet of Ministers of Turkmenistan, the State veterinary service under the Ministry of agriculture and water economy of Turkmenistan, the authorized body of State administration in the field of Veterinary Affairs (hereinafter referred to as the authorized body), local authorities and bodies of local self-government.
 
Article 6. The powers of the Cabinet of Ministers of Turkmenistan in the field of Veterinary Affairs of the Cabinet of Ministers of Turkmenistan: 1) defines the State policy in the field of Veterinary Affairs;
2) regulates the activities of the relevant enterprises and organizations irrespective of their form of ownership, in the veterinary field;
3) adopts the normative legal acts in the field of Veterinary Affairs;
4) implements other measures, referred to his powers in accordance with this law and other normative legal acts of Turkmenistan.
 
Article 7. Powers of the authorized organ in the field of Veterinary Affairs 1. Authorized entity: 1) exercises supervision in accordance with veterinary requirements for production, processing, storage of animal husbandry products, confectionery products, consisting of products of animal origin, fish, cocoons and feeds, as well as measures to prevent animal diseases and combat them, reducing the economic damage caused by disease;
2) conducts unified state veterinary supervision for the carriage of products subject to veterinary-sanitary inspection, all modes of transport;
3) gives veterinary documents required for the placing on the market of animal products, overseeing quality, storage products for public catering enterprises engaged in processing and marketing of livestock products, and in the prescribed manner ensures that veterinary instruments;
4) carries out activities for the prevention and eradication of contagious and non-contagious mass animal diseases;
5) carries out measures to prevent skidding on the territory of Turkmenistan of the causative agents of infectious animal diseases from foreign countries;
6) carries out measures to protect public health against diseases common to man and animals;
7) organizes work on international cooperation in the field of Veterinary Affairs and participates in it;
8) determines the main directions of scientific researches in the field of veterinary medicine;
9) adopts the rules of destruction, disinfection of products of animal origin derived from animals suffering from particularly dangerous diseases common to man and animals;
10) develops and maintains the rules and regulations to ensure the safety and quality of animal products;
11) oversees the movement undertaken by the accounting, selected, labeled animals during transport by all modes of transport, stretch across the territory of velayat, etrap;
12) approves the write-off of vaccines, diagnostic tools;
13) claims to normative and technical documents (veterinary-sanitary rules, regulations, instructions, manual) in the veterinary field;
14) approves the samples of icons and special clothing employees of the State veterinary service;
15) develops and maintains the structure and staffing of the State veterinary service in accordance with the established rules;
16) approves veterinary-sanitary regulations;
17) is responsible for licensing Veterinary Affairs in accordance with the legislation of Turkmenistan;
18) leads the State registry and State registration of veterinary drugs;
19) solves other issues falling within its mandate, in accordance with this law and other normative legal acts of Turkmenistan.
2. State veterinary service submits the documents specified in paragraphs 9, 12, 13, 14, 15 and 17 of this article in consultation with the Ministry of Agriculture of Turkmenistan.
 
Article 8. Powers of local executive bodies and local governments in the field of Veterinary Affairs of local executive bodies and local governments: 1) create conditions for implementation by the competent authorities of their tasks;
2) have contributed to the field of veterinary-sanitary requirements, content, care, feeding on animal health measures;
3) once a year, accounting for animal species;
4) supervise in accordance with veterinary-sanitary norms for content sites animals on their territory;

5) implement measures to prevent the spread of infectious diseases in wildlife, together with the relevant services of the State Committee of Turkmenistan on Wednesday environmental protection and land resources;
6) implement measures to prevent the proliferation of stray dogs, cats in the towns together with subordinate bodies of the Ministry of communal services of Turkmenistan;
7) contribute in the construction sites for the slaughter of cattle;
8) contribute to allocate seats for combustion (burial) of the fallen from dangerous contagious animal diseases;
9) carry out other tasks, legislation of Turkmenistan referred to their powers.
 
CHAPTER III. FINANCING OF PUBLIC AUTHORITIES in the field of VETERINARY MEDICINE Article 9. Funding bodies of the State veterinary service and activities in the field of veterinary medicine 1. Funding and logistical support activities of the State veterinary service is carried out at the expense of the State budget of Turkmenistan, funds received from providing veterinary services, profits earned from the sale of drugs used in animal husbandry, and other means, not illegal legislation of Turkmenistan.
2. construction of veterinary facilities belonging to the State veterinary service, carrying out major repairs, purchase of equipment, vehicles, vaccines, detergents for disinfection, disinsection, diagnostic tools used in laboratories, carried out at the expense of the State budget of Turkmenistan.
3. Financing of antiepizootic activities aimed at diagnosing, prevention, eradication of quarantine and the most dangerous animal diseases, takes place at the expense of the Centralized budget of Turkmenistan.
4. the use of drugs needed for prevention, treatment of non-communicable, krovenosno-gel′mintozno-parasitic and worm diseases of animals is carried out at the expense of own means of pet owners.
5. payment for veterinary services rendered at crossing points on the State border of Turkmenistan is carried out on the basis of fees for veterinary services, approved by the relevant ministries.
 
Article 10. Licensing of veterinary activities 1. Veterinary licensing activity is carried out in accordance with the Turkmenistan law "about licensing separate kinds of activity" and this law.
2. Provision for the licensing of veterinary activities in Turkmenistan, approved by the Cabinet of Ministers of Turkmenistan.
 
Article 11. Animal insurance by legal and physical persons can insure their animals on a voluntary basis in accordance with the legislation of Turkmenistan.
 
CHAPTER IV. STATE SUPERVISION in the field of VETERINARY MEDICINE Article 12. State veterinary supervision 1. State veterinary supervision is an activity of management bodies and organizations of the State veterinary service, aimed at the prevention, preventing the spread of contagious animal diseases and on security in veterinary products subject to veterinary supervision by the prevention, detection and suppression of violations of the law of Turkmenistan on the veterinary practice;
2. Organization and conduct of the State veterinary supervision over movements of goods subject to veterinary control, placed on the main State Veterinary Inspector of Turkmenistan, veterinary inspectors velayats, towns and etraps, as well as State veterinary inspectors on the State border of Turkmenistan and transport.
3. State Veterinary-sanitary supervision is carried out with the participation of relevant experts and specialists of the State veterinary service of the state sanitary-and-epidemiologic service of the Ministry of health and medical industry of Turkmenistan.
4. the head of the State veterinary service is also the main State Veterinary Inspector of Turkmenistan.
5. Officials engaged in State veterinary supervision, are independent in their activities.
6. Local executive bodies and local governments are obliged to provide the necessary assistance for State veterinary inspectors in the performance of their duties.
 
Article 13. The right of the main State Veterinary Inspector of Turkmenistan, state veterinary inspectors velayats, towns and etraps senior State Veterinary Inspector of Turkmenistan, state veterinary inspectors velayats, towns and etraps shall have the right to: 1) in order to verify the execution of the veterinary legislation of Turkmenistan towards free access to livestock and poultry farm ministries and departments, enterprises and organizations irrespective of their form of ownership, as well as for the processing of animal husbandry products;
2) require officials of ministries and agencies, individual enterprises, entrepreneurs and citizens the necessary veterinary measures and monitor their implementation;

3) decide to conduct diagnostic studies and the vaccination of animals on epizootic indicators;
4) destroy, disinfect and debit products subject to veterinary supervision, in accordance with the veterinary-sanitary requirements in emergency situations on the basis of an opinion based on the results of the Veterinary examination taken by the Working Group established by the local executive authorities and bodies of local self-government;
5) impose a quarantine in selected regions in order to prevent proliferation and the Elimination of hotbeds of contagious and non-contagious animal diseases;
6) in accordance with the legislation of Turkmenistan to suspend the activities of legal entities and natural persons in cases of violation of the legislation of Turkmenistan on the veterinary and fining them;
7) isolate sick animals from healthy when elimination of foci of expecially dangerous animal diseases, to enforce measures to decontaminate the products subject to veterinary supervision;
8) in the performance of their duties, to enjoy the benefits and receive the promotion in accordance with the legislation of Turkmenistan.
 
Article 14. Veterinary services of ministries, departments and entities irrespective of their form of ownership 1. Ministries, departments and entities irrespective of their form of ownership, containing animals shall be entitled at its own expense to create in agreement with the State veterinary service departmental veterinary services.
2. veterinary services created ministries, departments and entities irrespective of their form of ownership, are obliged to harmonize their work plans with the State veterinary service on their location and provide a report on the work done.
3. veterinary services created ministries, departments and entities irrespective of their form of ownership, are entitled to diagnose diseases and noncommunicable fallen compulsively prirezannym animals.
 
Article 15. Veterinary supervision of ministries, departments and entities irrespective of their form of ownership 1. Veterinary specialists of ministries, departments and entities irrespective of their form of ownership carry out veterinary supervision over the content of animals, livestock and poultry production in their farms.
2. plans of veterinary activities are consistent with the State veterinary service and approved by the ministries and departments.
3. Experts of the veterinary services of the ministries, departments and entities irrespective of their form of ownership, have the right to: 1) give heads of households, pet owner instructions for maintenance, breeding, transporting animals, products subject to veterinary supervision, compliance with veterinary standards;
2) prohibit import of farm (farm), the transfer of farms and farm animals, movement of people suffering from infectious diseases;
3) give an opinion on the causes of diseases and mortality of animals;
4) grant in the prescribed manner on veterinary documents meat and poultry products.
 
Article 16. Design and construction of veterinary supervision for the design and construction of all types of ownership, for the production, processing and storage of products subject to veterinary supervision shall be provided with veterinary-sanitary requirements and should be granted on the basis of the opinion of the State veterinary service.
 
Chapter v. rights and obligations of OWNERS of ANIMALS Article 17. The rights and obligations of owners of animals 1. Animal owners have the right to: 1) to receive information on the results of the State Veterinary Service conducted special studies of animals, animal products, on epizootic environment area where animals are kept;
2) appeal against unlawful actions and indications of the State veterinary service and private veterinary specialists in the relevant organs;
3) importation into the territory of Turkmenistan of vaccines used against contagious diseases, decontamination of disinfectant drugs (disinfection, disinsection, deratization, pesticides), fodder, feed additives animal owners with the permission of the State veterinary service.
2. animal Owners are obliged to: 1) enter into contracts with the State veterinary service of veterinary services;
2) to observe all the precepts of the State veterinary service to conduct the relevant quarantine and other veterinary activities;
3) regularly perform veterinary-sanitary requirements in order to ensure the production of high-quality animal products;
4) immediately notify State veterinary service on cases of suspected animal disease contagious disease;
5) timely preventive veterinary measures against contagious diseases of animals belonging to them.
3. the owners of the animals in accordance with the legislation of Turkmenistan can be held accountable when late prevention and in case of occurrence of infectious animal diseases on the basis of the decision of the State veterinary service.
 
Article 18. Protection of the territory of Turkmenistan from skidding infectious animal diseases from the territories of other States
 

1. import to Turkmenistan livestock production is permitted subject to the requirements of the international veterinary legislation and the norms of international treaties to which Turkmenistan is a party.
2. For the implementation of measures to prevent skidding on the territory of Turkmenistan of infectious animal diseases from foreign countries organized veterinary positions in the checkpoints of the State border of Turkmenistan. Article 19. Quarantine conditions 1. In the case of infectious animal diseases, depending on the degree of contagion and hazard when handling the veterinary authorities of the local executive authorities imposed quarantine or separate quarantine restrictions.
2. To introduce quarantine mode in certain places in case of infectious animal diseases requires document of the State veterinary service laboratory on the diagnosis of the disease.
3. On the basis of document laboratories of the State veterinary service of the head of the State veterinary service must notify the relevant authorities about the quarantine.

CHAPTER VI. Manufacture, storage and use of VETERINARY MEDICINAL PRODUCTS Article 20. Tools used in veterinary medicine to protect animals from disease 1. Veterinary medicinal products used for the diagnosis, prevention, treatment of animal diseases, including non-traditional folk treatments and other means of protecting animals from disease, are allowed to be imported into Turkmenistan from foreign States, production, introduction, implementation, use, and retention of in Turkmenistan on the basis of studies carried out with the permission of the State veterinary service.
2. Permitted use of veterinary medicines, passed State registration, except in the following cases: 1) when importing samples of medicines used in veterinary medicine to conduct registration;
2) veterinary drugs during the demonstration at exhibitions, fairs, conferences without the right implementation;
3) for treatment, prevention of social animals and animals belonging to private individuals, at the expense of own funds of legal entities and individuals;
4) for the treatment of specific animals in the Zoo;
5) to combat communicable diseases, communicable diseases, centers on the treatment of animals, emergencies on the request of the State veterinary service.
3. Livestock and poultry farms, established by the Cabinet of Ministers of Turkmenistan are allowed to import into the territory of Turkmenistan of medicines used to treat non-communicable animal diseases, prevent diseases, increase the number of produced livestock products, as well as tools used for artificial insemination of animals and the fetus transplantation, antiseptics, disinfectants, detergents, veterinary medicines for deratization without obtaining a license for them.
4. Vaccine against contagious diseases, medicines of decontamination (disinfection, disinsection, deratization, pesticides) may be imported into the territory of our country, the State veterinary service and animal owners with the permissions of the specified service from the settlements established taking into account the State of the epizootic situation (annual plan).
 
Article 21. Export and import products subject to veterinary supervision 1. Exports and imports of goods subject to veterinary inspection, carried out with the permission of the State veterinary service.

2. Products subject to veterinary control, imported into Turkmenistan from foreign States or exported outside it, must be subjected to appropriate credit or research certified laboratories of the State veterinary service.
3. issuance of permit to import products subject to veterinary supervision shall be carried out within 30 days from the date of the importer of the goods.
4. issuance of permits for the export of goods subject to veterinary supervision shall be carried out within 15 days from the date of circulation of the exporter of the goods.
5. authorization for the importation of breeding animals into Turkmenistan is issued on the basis of a joint decision by the State livestock associations and academic Council of the Institute of animal husbandry and veterinary medicine of the Academy of Sciences of Turkmenistan.
6. goods imported and exported to Turkmenistan beyond animals must be quarantined 30 days.
7. State veterinary service must guarantee the absence of contagious diseases in animals and animal products safety, transported from Turkmenistan.
8. In the case of contagious diseases in the territory of Turkmenistan in accordance with the requirements of the international epizootic Bureau to prevent the spread of disease and ensure the safety of meat and poultry products in selected areas held cellular compartment permitted zoning and export to foreign countries of animals and animal products and poultry.
9. it is prohibited to import genetically modified livestock.
 
Article 22. Requirements for feed, Forage additives 1. Fodder, feed additives permitted for production and use on the basis of the opinion of the authorized State body and the State veterinary service.
2. Application of biological stimulants, hormones and other chemicals that accelerate growth and increase the productivity of animals is permitted in accordance with valid regulations.

Article 23. CHAPTER VII. SCIENTIFIC SUPPORT of VETERINARY AFFAIRS and preparation of VETERINARY SPECIALISTS Article 24. Scientific support of Veterinary Affairs 1. International cooperation in the field of Veterinary Affairs of Turkmenistan carries out international and interregional cooperation in the field of veterinary business over the public authorities in the field of veterinary medicine.
