On physical culture and sports, this law aims at healthy lifestyles of citizens of Turkmenistan, regulates the social relations and sets out the legal, organizational, economic and social framework for activities in the field of physical culture and sports in Turkmenistan.
 
Chapter i. General provisions article 1. The basic concepts used in this law 1. For the purposes of this Act, applies the following concepts: 1) physical education is an integral part of the culture, the sphere of activity, represents a combination of spiritual and material values created and used by society to implement elements of a healthy lifestyle, physical human development, improving its mobility, as well as to promote human health and contributing to the harmonious development of the personality;
2) sports-organic part of physical culture, special area signs and standardized comparison of achievements of people in sports in the form of a special practice of preparing a person to competitions and competitive sports activities in order to achieve results;
3) healthy lifestyle-lifestyle person aimed at strengthening his health, his attainment of active longevity and proper fulfillment of social functions, active participation in the labour market, social, family and household, leisure forms of life, as well as preventive measures to address the causes and consequences of the disease.

5) physical training is a process aimed at developing physical qualities, abilities, motor skills and human skills taking into account the type of its activities and socio demographic characteristics;

9) school sport is part of sport, aimed at physical education students in general educational establishments, training them to participate in sports activities;
10) student sports is part of sport, aimed at physical education students in vocational institutions, secondary vocational and higher vocational education, preparing them to participate in sports activities;
11) Sports of the higher achievements is part of sport, aimed at achieving athletes high sports results in official sports competitions both nationally and internationally;
12) sport is an integral part of sports, the hallmarks of which are Wednesday classes used sports equipment (excluding equipment), machinery and equipment, to rule the sports competitions;
13) national sports-sports, historically in Turkmen society, in the form of competitive activity and constitute a kind of exercise and folk games with different rules and ways of organizing physical activity;

17) Organization of physical culture and sports-legal entities carrying out activities in the sphere of physical culture and sports as their main activity;

18) National Federation on kinds of sports-social organizations, the objectives of which are the development of one or several sports at the national level sporting events of national and international level and training athletes members of the Turkmenistan national teams and sports which are created on the basis of membership and have State accreditation;
19) athletic and recreational activities-activities using tools of physical culture and sports and to restore the human forces spent at work (training), organizing active leisure and increase the body's resistance to the effect of unfavourable factors in terms of production and the environment Wednesday;
20) sporting competition is a contest among athletes or athletes in various sports in order to identify the best participant (winner) competition, held at the approved its Organizer (regulations);

23) organizer of health and fitness, sport and mass or sporting event-legal or physical person, on the initiative of being athletic and recreational, sports and mass or sports event and (or) which carries out organizational, financial and otherwise ensuring the preparation and conduct of such activities;
24) athlete-a natural person engaged in systematically selected view (types of) sport and appearing at sporting competitions;
25) high class athlete-sportsman, having a sports title and playing for sporting competitions in order to achieve high sports results;
26) Sport reserve-individuals passing sports training on the chosen type (types) of sport and applying for the inclusion of the Turkmenistan national teams on kinds of sports;
27) national teams Turkmenistan on sports-teams athletes, coaches and other professionals that are generated by the authorized State body in the sphere of physical culture and sport in conjunction with national sports federations to prepare for international competitions and for participation on behalf of Turkmenistan;
28) sports referee-physical person authorised by the organizer of the sports event to monitor compliance with the rules and regulations of the sport (the rules) on the sporting event, held special training and receiving the corresponding qualification category;
29) coach-an individual with the appropriate secondary vocational or higher professional education courses (majors) in the sphere of physical culture and sports or receiving admission into coaching activity, issued by the authorized State body in the sphere of physical culture and sports, with athletes and involved in the conduct of training activities and guide their competitive activities to achieve results;
30) sports facilities are specially designed and equipped buildings, buildings intended to conduct fitness, sports and sports events and having spatially territorial borders;
31) State physical education complex is a set of requirements for physical training and physical fitness standards of Turkmen citizens depending on their age and sex, providing in Turkmen society implementation of elements of a healthy lifestyle;
32) Unified sports classification system of Turkmenistan sports ranks of coaches and athletes, bits of athletes and sporting judges qualification categories that determine the level of skill of the athletes or coaches and sports judges;
33) a single schedule of national and international sporting events-list annual sporting events of national and international level, as well as the preparations for it.
2. other terms are defined in separate articles of this law.
 
Article 2. Turkmen law on physical culture and sport 1. Turkmen law on physical culture and sport is based on the Constitution of Turkmenistan, and consists of this law and other normative legal acts of Turkmenistan, regulate relations in the sphere of physical culture and sports.
2. If an international treaty to which Turkmenistan stipulates other rules than those stipulated by this law, the rules of the international treaty shall apply.
 
Article 3. The purpose and objectives of this Act

1. The purpose of this Act is to establish a legal framework and the necessary conditions for the effective use of physical culture and sports for the formation in Turkmen society healthy living, meet the needs of the citizens of Turkmenistan in regular classes in physical culture and sport, management of leisure time activities, as well as for strengthening their health and prevent disease.
2. The objectives of this law are: 1) ensuring and protecting the rights of citizens of Turkmenistan have equal access to physical culture and sports;
2) establishment of legal guarantees and the conditions necessary for the development of physical culture and sports and physical education of citizens of Turkmenistan, training sports reserve and the Turkmenistan national teams on kinds of sports for their successful performance at international sporting events;
3) define the rights, duties, powers and responsibilities of subjects of physical culture and sport, as well as legal regulation of their relations in this field.
 
Article 4. The rights of citizens of Turkmenistan in the sphere of physical culture and sport 1. Turkmen citizens have the right to: 1) engage in physical culture and sport;
2) to create the Organization of physical culture and sport in accordance with the legislation of Turkmenistan;
3) engage in business activities on rendering services of physical culture and sport organizations and individuals to produce sports and related products, the use opportunity of physical culture and sports in advertising activity in accordance with the legislation of Turkmenistan;
4) use public and private sports facilities in accordance with the legislation of Turkmenistan;
5) enter into voluntary associations sports and recreational and sports orientation.
2. the right of citizens of Turkmenistan to engage in physical culture and sport is guaranteed by the State through the establishment of necessary conditions for implementation of the State policy in the sphere of physical culture and sports.
3. foreign nationals and stateless persons on the territory of Turkmenistan shall enjoy the rights of citizens of Turkmenistan in the sphere of physical culture and sport in accordance with the legislation of Turkmenistan and the international treaties to which Turkmenistan is a party, except for the right to act as an athlete in the composition of national teams of Turkmenistan on kinds of sports at international sports competitions.
 
Article 5. The subjects of physical culture and sports of Turkmenistan to physical culture and sports of Turkmenistan are: 1) the authorized State body in the sphere of physical culture and sports, as well as industry, public authorities, local executive bodies and local governments of their authority in the sphere of physical culture and sports;
2) Organization of physical culture and sports;
3) Organization of the Olympic movement in Turkmenistan;
4) national sport federations;
5) education and Health Organization, scientific organizations carrying out activities in the sphere of physical culture and sports;
6) legal and natural persons who own sports facilities;
7) individuals engaged in physical culture, athletes, teams (team sports), sports judges, trainers and other specialists in the sphere of physical culture and sports;
8) other natural or legal persons carrying out activities in the sphere of physical culture and sports.
 
Article 6. State policy in the sphere of physical culture and sport 1. The State policy in the sphere of physical culture and sport aims to improve the quality of life and lifestyles of citizens, raising physically and spiritually developed rising generation, capable to adapt to modern living conditions, training sports reserve and the Turkmenistan national teams on kinds of sports with a view to successful performance in international sports competitions.
2. State policy in the sphere of physical culture and sport is based on the following principles: 1) guarantee of the right to engage in physical culture and sport and accessibility of physical culture and sport for all Turkmen citizens;
2) continuity and continuity of the physical education of different age groups of Turkmen citizens at all stages of their life;
3) priority support for the development of physical culture and sports among the layers of the population requiring social protection, including among children from large and poor families, orphans and children deprived of parental care, of persons with disabilities, persons with disabilities;
4) organization when conducting security training, fitness and sports activities;
5) unity of the regulatory and legal framework in the field of physical culture and sport in the whole territory of Turkmenistan;
6) interaction of actors of physical culture and sports;
7) combination of State and public regulation in the sphere of physical culture and sports;
8) compliance with international obligations of Turkmenistan in the sphere of physical culture and sports.
3. The main directions of the State policy in the sphere of physical culture and sport are:

1) creating equal conditions for all citizens of Turkmenistan for physical culture and sport;
2) securing the life and health of persons engaged in physical culture and sport, as well as viewers of fitness, sports and sports activities and the preservation of public order in places;
3) involvement of the population engage in physical culture and sport;
4) fostering in athletes and other individuals engaged in physical culture and sports, patriotism and national identity;
5) physical education of the rising generation, facilitating the development of school and University Sports;
6) training sports reserve, high-class sportsmen;
7) ensure participation of athletes in international sporting events, the formation of Turkmen national teams on kinds of sports, their material-technical, medical, scientific-methodical and other maintenance;
8) support for the Olympic movement in Turkmenistan;
9) prevention of doping in sport and the fight against it;
10) sports development, recognized in Turkmenistan, including national sports;  
11) to popularize physical culture and sports, healthy lifestyles;
12) definition of organizational, economic, financial and material conditions for the establishment and operation of physical culture and sports organizations, other individuals and legal entities carrying out activities in the sphere of physical culture and sports;
13) medical health monitoring athletes and other individuals engaged in physical culture and sport;
14) training, retraining and advanced training in the field of physical culture and sports;
15) research and development in the sphere of physical culture and sports;
16) creating conditions for attraction of funds of individuals and legal entities for the financing of activities in the sphere of physical culture and sports;
17) international cooperation in the field of physical culture and sports.   
 
Article 7. Government support for activities in the field of physical culture and sport 1. The State supports the activities in the sphere of physical culture and sports and provides: 1) funding of participation of athletes in the Olympic Games, Paralympic Games, Surdlimpijskih games in the world Special Olympic Games, Asian Games and other international sports competitions;
2) creating conditions for the efficient use of physical culture and sports organizations and enterprises of the sports industry in its activities, financial, logistic and information resources, as well as research and technological development and technology;
3) construction, reconstruction, maintenance and use of the sports facilities in the public domain;
4) establishment of a logistical and financial base to ensure optimum conditions for setting of physical education and sport in educational institutions;
5) creation of conditions for the development of a network of organizations of physical culture and sports;
6) Organization of fitness, sports and sporting activities for different categories and groups of the population according to their place of residence;
7) certification of sports products in accordance with the legislation of Turkmenistan;
8) promoting healthy lifestyles, humanistic ideals and values of physical culture and sports among the population;
9) promoting physical culture and sports entities in the establishment and implementation of international sports relations.
2. in order to achieve high sports results by athletes of Turkmenistan, the State supports the development of sport through: 1) increasing the number of physical culture and sport organizations carrying out activities in preparation of sportsmen of a high class, and the strengthening of their material and technical base;
2) investment in the construction of new and modernization of existing specialized educational and sporting institutions, training of national teams of Turkmenistan on relevant sports and academic buildings and sports facilities of institutions of secondary vocational and higher vocational education, carrying out preparation of specialists in the sphere of physical culture and sports, in order to improve professional training and improvement of professional skill of workers of the physical culture and sports;
3) funding for scientific research on the development of sports of the higher achievements and training sports reserve;
4) promotion of physical culture and sport organizations on preparation of high-class sportsmen and their participation in international sporting competitions;
5) promotion of sponsorship and charity in the field of physical culture and sports;
6) setting for athletes who have achieved high sports results and achievements, special scholarships and cash payments in accordance with the legislation of Turkmenistan.
3. State support of activities in the sphere of physical culture and Sport shall be administered in accordance with the State programme for the support and development of physical culture and sports.
 

Article 8. Public support programmes and development of physical culture and sport 1. In order to ensure the support and development of physical culture and sports, the realization of basic directions of State policy, the decision of actual problems in the sphere of physical culture and sports in Turkmenistan developed Government programmes for the support and development of physical culture and sports. These programmes are accepted not less than four years.
2. State program for support and development of physical culture and sports shall be approved by the Cabinet of Ministers of Turkmenistan.
 
CHAPTER II.  State regulation in the sphere of physical culture and sport Article 9. Authorities exercising State regulation in the sphere of physical culture and sport State regulation in the sphere of physical culture and sports exercise, the Cabinet of Ministers of Turkmenistan, the State authorized body in the sphere of physical culture and sports, as well as industry, public authorities, local executive bodies and local governments of their authority in the sphere of physical culture and sports.
 
Article 10. Competence Kabineta Ministers of Turkmenistan in the sphere of physical culture and sports in the Cabinet of Ministers of Turkmenistan: 1) defines the State policy in the sphere of physical culture and sports;
2) approve state programs for the support and development of physical culture and sports in Turkmenistan;
3) approves and security conditions as participants and spectators sporting events at an international level and respect for public order in places;
4) approves the regulatory legal acts in the sphere of physical culture and sports;
5) approves the requirements for the recognition of new types of sport and sports disciplines cultivated in the country;
6) says the State Register of sports;
7) maintains state complex physical education;
8) carries out the development of international cooperation in the sphere of physical culture and sports;
9) exercise any other powers in the sphere of physical culture and sport in accordance with this law and other normative legal acts of Turkmenistan.
 
Article 11. Competence of the authorized State body in the sphere of physical culture and sport of the authorized State body in the sphere of physical culture and sports: 1) implements the State policy in the sphere of physical culture and sports;
2) develops and implements public support programmes and development of physical culture and sports;
3) develops proposals on physical culture and sports to the projected socio-economic development of the State on a long-term and short-term, as well as to the draft State budget for the relevant year;
4) develops normative legal acts in the sphere of physical culture and sports;
5) together with the authorized State body in the field of education and by the authorized State body in the field of public health shall develop, adopt regulatory requirements of physical training and introduce into the educational process of educational institutions mandatory regulatory requirements students physical training;
6) promotes the creation of physical culture and sports organizations in enterprises, organizations and educational institutions;
7) coordinates the activities of physical culture and sports;
8) organizing and conducting sports competitions in a single schedule of national and international sporting events;
9) is involved in the Organization and conduct of activities on the preparation of national teams of Turkmenistan on sports for the Olympic Games, Paralympic Games, Surdlimpijskim games, the world Special Olympic Games, Asian Games, Championships and World Championships competition and competition of Asia and other international sporting events and participation therein;
10) involved in organizing and carrying out in the territory of Turkmenistan of the Olympic Games, Asian Games and World Cup Championships, Asian Championships and cups, other international sports competitions with the requirements established by the relevant international sports organisations;
11) organizing and conducting sports competitions among the disabled and persons with disabilities, as well as preparing for the competition and participation, including participation in the Paralympic Games, Surdlimpijskih games in the world Special Olympic Games;
12) develops and implements measures to prevent offences, drug abuse, smoking, alcoholism and other addictions among the population by means of physical culture and sports;
13) carries out measures to support the development of national sports;
14) participates in the development of the State educational standards for areas of training (professions) vocational training, providing training in the field of physical culture and sports;
15) organizes retraining and advanced training of specialists in the sphere of physical culture and sports;
16) organizes scientific research in the sphere of physical culture and sports;

17) is organizing the creation of a unified system of selection and training sports reserve;
18) develops technical regulations on holsters and equipment;
19) carries out scientific-methodical, medico-biological, medical and anti-doping to ensure Turkmenistan's national teams on kinds of sports, as well as the formation of complex scientific sports groups and monitoring of their activities;
20) develops a set of State physical education;
21) carries out formation of scientific-methodological, legal and information system of physical culture and sports;
22) carries out broad promotion of healthy lifestyles;
23) provides for the development of international cooperation in the sphere of physical culture and sports;
24) develops and implements a single schedule of national and international sporting events;
25) develops the requirements and conditions for sports activities and rules of financial and material expenses for them;
26) participates in the development of regulations and norms of operation of sports facilities;
27) develops requirements for recognition of new sports and sports disciplines cultivated in the country;
28) develops and leads the State Register of sports;
29) participates in the preparation and conclusion of treaties, States on cooperation in the sphere of physical culture and sport, in ensuring the implementation of State obligations arising from these treaties and international cooperation programmes;
30) is in the prescribed manner and within the limits of its competence, the interests of the State in international sports organizations;
31) creates a unified national system of information and analytical support in the sphere of physical culture and sports;
32) is organizing the publication of scientific, educational and popular science literature for physical culture and sport;
33) organizes works on construction of new and reconstruction of existing sports facilities;
34) develops and approves training plans and programs in various sports for all types of specialized educational and sports facilities;
35) organizes an annual national fitness monitoring population;
36) exercise any other powers in the sphere of physical culture and sport in accordance with this law and other normative legal acts of Turkmenistan.
 
Article 12. Industry competence of State bodies in the sphere of physical culture and Sports Industry public bodies within its competence: 1) carry out the State policy in the sphere of physical culture and sports;
2) participate in the formulation and implementation of State programs for the support and development of physical culture and sports in Turkmenistan;
3) argue sectoral programmes for the support and development of physical culture and sports;
4) ensure the establishment of industrial infrastructure in physical culture and sports, including the creation of physical culture and sports organizations in enterprises, organizations and educational institutions in relevant sectors of the economy;
5) perform organizational, personnel, financial, logistical and social issues in the sphere of physical culture and sport in the relevant sectors of the economy;
6) carry out the construction, repair, renovation and rational use of sports facilities relating to their property;
7) organize and conduct sports competitions in a single schedule of national and international sporting events;
8) organize and conduct health and fitness, sports-mass and sports actions in relevant sectors of the economy;
9) form the structure and provide training industry teams on kinds of sports, including national sports;
10) participate in the activities carried out by the authorized State body in the sphere of physical culture and sports and the national sports federations, for the formation, training and participation of Turkmen national teams on kinds of sports in the Olympic Games, Paralympic Games, Surdlimpijskih games in the world Special Olympic Games, Asian Games, World Championships and world cups, Championships and Asian cups and other international sports competitions;
11) monitor physical training for relevant sectors of the economy;
12) introducing physical culture and sport in the mode of working and rest time of employees relevant industries;
13) create conditions for free classes in physical education and sport for children from large and poor families, orphans and children deprived of parental care, of persons with disabilities and persons with disabilities;
14) the popularization of physical culture and sports and healthy lifestyle among employees of the relevant sectors of the economy;
15) can arrange medical care for sports events, as well as medical monitoring for persons engaged in physical culture and sport;
16) ensure public order and safety of citizens in conducting industry-wide sporting events and organized physical culture and sport;
17) participate in the implementation of international cooperation in the sphere of physical culture and sports;

18) exercise any other powers in the sphere of physical culture and sport in accordance with this law and other normative legal acts of Turkmenistan.
 
Article 13. The competence of the local authorities in the sphere of physical culture and sports of local executive bodies on their territory: 1) argue the regional programmes for the support and development of physical culture and sports;
2) participate in the implementation of State programmes for the support and development of physical culture and sports;
3) organize and conduct health and fitness, sports-mass and sports actions;
4) form the structure and provide training teams in the region by sport;
5) develop national sports;
6) implement measures for the development of physical culture and sport of disabled persons, persons with disabilities, Adaptive physical education and adaptive sports.
7) create, reorganize and liquidate the Organization of physical culture and sport in the framework of the plenary powers;
8) control performance throughout the region of normative legal acts in the sphere of physical culture and sports;
9) organize and conduct annual monitoring of physical fitness of the population;
10) participate in the formulation of Unified sports classification of Turkmenistan in national sports;
11) carry out the construction, repair, renovation and rational use of sports facilities relating to their property;
12) organize physical education of children, adolescents and youth;
13) introduce physical culture and sport in the mode of work, study and leisure of citizens;
14) provide support, including financial assistance in the establishment and development of material and technical base of physical culture and sports organizations;
15) create conditions to engage in physical culture and sport in the place of residence of citizens;
16) creating the conditions for free classes in physical education and sport for children from large and poor families, orphans and children deprived of parental care, of persons with disabilities and persons with disabilities;
17) the popularization of physical culture and sports and healthy lifestyle among population;
18) participate in training sports reserve, high-class sportsmen;
19) support a sufficient level of security in the region sports facilities;
20) arranges medical care for sports events, as well as medical monitoring for persons engaged in physical culture and sport;
21) ensure public order and safety of citizens in conducting sporting events and organized physical culture and sport;
22) exercise any other powers in the sphere of physical culture and sport in accordance with this law and other normative legal acts of Turkmenistan.
 
Article 14. The competence of the bodies of local self-government in the sphere of physical culture and sports within the purview of local governments in order to address issues of local importance to ensure conditions for development on their territories of physical culture and sports, organizing sports and recreational activities, sports and sporting activities include: 1) identification of the main tasks and directions of development of physical culture and sports taking into account local conditions and opportunities , adoption and implementation of local programs of support and development of physical culture and sports;
2) implementation of awareness-raising activities to promote physical culture and sports among different population groups;
3) Organization of physical culture and sports and wellness, ¬ mass and sports actions;
4) Organization of physical wellness and fitness activities at the place of work and residence of citizens;
5) approval of schedules of fitness, sports and sporting events;
6) facilitate the Organization of medical fitness, sports and sporting events;
7) promote public order and public safety fitness, sports and sporting events;
8) forming teams of sports;
9) participation in the Organization and carrying out of sports competitions and training activities of Turkmenistan national teams on kinds of sports and national teams of the region concerned on kinds of sports which are held on their territories;
10) possession, use, disposal and management of sports facilities under his ownership, organization of electricity, heat and water these facilities;
11) creation of conditions for building, repair, reconstruction and management of sports facilities, landscaping adjacent to the facilities of the territories;
12) implementation of measures for the development of physical culture and sports among persons with impaired health and persons with disabilities;
13) introduction of physical culture and sports in the work, study and leisure of the various population groups on the basis of the approved normative legal acts of Turkmenistan in the sphere of physical culture and sports;

14) participate in the implementation of national and regional programmes for the support and development of physical culture and sports on their territory;
15) conduct annual monitoring of the physical training of the population;
16) training, professional development and promotion of sports volunteers;
17) assist the subjects of physical culture and sports, carrying out their activity on their territory;
18) exercise other powers in the sphere of physical culture and sport in accordance with this law and other normative legal acts of Turkmenistan.
 
CHAPTER III. ORGANIZATION of physical culture and sport, article 15. Types of physical culture and sport organizations 1. Organization of physical culture and sports in Turkmenistan are divided into the following types: 1) specialized educational and sporting institution;
2) sports clubs;
3) health and fitness centers (centres), sport complexes (centers);
4) sports camps;
5) other kinds of organizations active in the field of physical culture and sport, meeting the provisions of this law.
2. the form of ownership and organization-legal form of the activities of the organizations of physical culture and sports shall be determined in accordance with the legislation of Turkmenistan.

2. The specialized educational and sporting institutions include: 1) sport schools (youth, technical, specialized and other);
2) School of higher sports mastery;
3) Olympic training centers.
3. specialized training and sports institutions operate on the basis of the statutes drawn up in accordance with the standard regulations on specialized educational and sporting institution approved by the authorized State body in the sphere of physical culture and sports.
 
Article 17. Sports clubs 1. Sports clubs are legal persons engaged in teaching and training, competitive, athletic and recreational and educational activities.
2. Sports clubs can be: 1) who cultivate individual sports;
2) complex (spread multiple sports);
3) amateur;
4) professional;
5) school;
6) student;
7) other conforming to the provisions of this law.
3. Sports clubs regardless of their organizational and legal forms are established and operate in accordance with the legislation of Turkmenistan and the model regulations on Sports Club, as approved by an authorized State body in the sphere of physical culture and sports.
4. Sports clubs as a founders which can act as legal entities and individuals, can be created by manufacturing enterprises, health and education institutions, trade unions, religious organizations, other organizations, as well as the place of residence of citizens.
5. Sports clubs can create in the prescribed manner to amateur and professional teams in various sports, recognized in Turkmenistan.
6. Sports clubs operate at their own expense and other sources not prohibited by Turkmen law.
 
Article 18. Health and fitness centers (centres), sport complexes (centers) 1. Industry, public authorities, local executive bodies and local governments in order to carry out sports and recreational, sports and sports work with employees of the relevant industry and the population of the region concerned constitute health and fitness centers (centres), sport complexes (centers), which shall operate in accordance with the legislation of Turkmenistan and its statutes.

Article 19. Sports and health camp 1. 2. The procedure for the establishment and activities of sports and health camp, its structure, organization and holding of sports and recreation and educational-training process, procedure and conditions for engaging specialists in physical culture and sports and coaches and other characteristics of their activities shall be defined by the Statute of sports and health camp, approved by the authorized State body in the sphere of physical culture and sports.  
 
Article 20. Licensing the provision of sports and recreational and sporting Services Licensing the provision of sports and recreational and sporting services organizations of physical culture and Sport shall be administered in accordance with the legislation of Turkmenistan on licensing.
 
CHAPTER IV. The OLYMPIC MOVEMENT in Turkmenistan, Article 21. The concept of the Olympic movement in Turkmenistan 1. The Olympic movement in Turkmenistan is part of the International Olympic movement.
The objectives of the Olympic movement in Turkmenistan are the promotion and implementation of the principles of the International Olympic movement in the country, strengthening the international sports cooperation, presentation of Turkmenistan at the Olympics and other international sports events held under the auspices of the International Olympic Committee and other international sports organisations International Olympic movement.
2. To organizations of the Olympic movement in Turkmenistan are: 1) the National Olympic Committee of Turkmenistan;

Article 22. The National Olympic Committee of Turkmenistan 1. The National Olympic Committee of Turkmenistan-public association, headed by the Olympic movement in Turkmenistan, recognized by the International Olympic Committee is guided in its activities by the International Olympic Committee, the Olympic Charter and its decisions, carries out its activities in accordance with the legislation of Turkmenistan and its Charter.

3. The National Olympic Committee of Turkmenistan: 1) advocates in the State the principles of the International Olympic movement;
2) represents Turkmenistan in accordance with the Olympic Charter of the International Olympic Committee on the Olympic Games and other international sports events held under the auspices of the International Olympic Committee;
3) represents the interests of Turkmenistan in the International Olympic Committee;
4) conducts public policy development of sports of the higher achievements and mass sports in Turkmenistan when interacting with the authorized body in the sphere of physical culture and sports;
5) participates in the development and implementation of measures aimed at ensuring the necessary level of training athletes to Turkmenistan to participate in the Olympic Games and other international sports events held under the auspices of the International Olympic Committee;
6) contributes to the prevention of doping in sport and combating terrorism;
7) counteracts the manifestations of all forms of discrimination and violence in sport;
8) informed the National Sports Federation of the International Olympic Committee athletes ' selection criteria for participation in the Olympic Games and other international sports competitions;
9) informs the authorized State body in the sphere of physical culture and sports, the National Federation for sports for all changes and amendments in the documents of the international sports organizations that regulate issues of the Olympic movement;
10) approves the composition of the Olympic delegation of Turkmenistan and sends her to compete in the Olympics and other international sports events held under the auspices of the International Olympic Committee and head of the delegation;

14) exercise other powers in accordance with this law and other normative legal acts of Turkmenistan.
4. The National Olympic Committee of Turkmenistan, in accordance with the Olympic Charter of the International Olympic Committee has taken measures to protect the International Olympic Committee owned the rights to use the Olympic symbol, motto, flag and anthem, names "Olympic Games" and "Games of the Olympiad" in the territory of Turkmenistan.
The National Olympic Committee of Turkmenistan has exclusive rights to the Olympic emblem of Turkmenistan's National Olympic Committee, the Olympic motto, flag and other national Olympic symbols.

8. The National Olympic Committee of Turkmenistan carries out other activities in accordance with the legislation of Turkmenistan Government, ¬ the Olympic Charter of the International Olympic Committee and its Charter.
 
Article 23. Paralympic Committee of Turkmenistan 1. Within the framework of the Olympic movement in Turkmenistan for promoting physical culture and sports of disabled people with musculoskeletal disorders and visual impairment a national movement, led by Paralympic Paralympic Committee of Turkmenistan.
2. Paralympic Committee of Turkmenistan-public association, headed by the Paralympic Movement in Turkmenistan, recognized by the International Paralympic Committee, is guided in its activities by the Charter and by other decisions of the International Paralympic Committee, carries out its activities in accordance with the legislation of Turkmenistan and its Charter.

4. Turkmenistan Paralympic Committee representing national teams of Turkmenistan on kinds of sports at the Paralympic Games and other international sports events held under the auspices of the International Paralympic Committee.
5. Paralympic Committee of Turkmenistan implements execution of statutory tasks facing it due to their own sources of funding, sponsorship, donations of natural and legal persons.
 
Article 24. The Organization in charge of surdlimpijskoe movement and the Special Olympic movement in Turkmenistan 1. Within the framework of the Olympic movement in Turkmenistan for promoting physical culture and sports of disabled persons with hearing impairments and impaired intelligence surdlimpijskoe a national movement and the Special Olympic movement.

Chapter v. NATIONAL FEDERATION for SPORTS Article 25. The legal foundations for the functioning of national sports federations

1. 5) holding of international sporting events on relevant activities in the territory of Turkmenistan;
6) representing the interests of Turkmenistan in international sports federations and other international sport organizations, as well as the introduction of Turkmenistan for sporting activities held by international sports organizations;
7) making proposals to the authorized State body in the sphere of physical culture and sports in the formation of Turkmen national teams on kinds of sports, as well as to expel members of the Turkmenistan national teams on kinds of sports which do not fulfil the established norms and (or) systematically violate their duties;
8) preparation for international sports events of national teams of Turkmenistan on sports and participation in them;
9) preparation of sportsmen-veterans on relevant sports to national and international sporting events and participation therein;
10) other activities in accordance with the legislation of Turkmenistan and its statutes.
 
Article 26. The rights and obligations of national sports federations 1. National Sports Federation has the right to: 1) develop and adopt its acts (regulations, rules, instructions and other documents) within its competence and taking into account the acts of the International Olympic Committee, the relevant international sports organisations;
2) develop in the prescribed manner on the relevant requirement and standard sports with a view to their inclusion in a single sport classification of Turkmenistan and the qualification requirements for the assignment of the relevant categories of sports judges;
3) enter into international sports organizations, maintain contact with them and in accordance with the legislation of Turkmenistan;
4) create the conditions for the exercise of professional activities and the coaches skill considering acts of international sporting organizations composed of national federations for sports;
5) participate, within their competence, in the transition of athletes from one organization of physical culture and sports;
6) organize and conduct Championships Championship of Turkmenistan Cup draws on relevant sports;
7) exercise other rights in accordance with the legislation of Turkmenistan and its statutes.

5) participate in the development of infrastructure and material and technical base of the respective sports;
6) target programme for the development of their respective sports and individual plans for the preparation of sportsmen of Turkmenistan national teams on kinds of sports;
7) develop and harmonize with the authorized State body in the sphere of physical culture and sport regulations (the regulations) concerning competitions national federations for sports;
8) provide to the authorized State body in the sphere of physical culture and sports information on the development of their respective sports;
9) participate in the development and implementation of a uniform schedule of national and international sporting events;
10) prepare the sports judges on sports;
11) to retraining of trainers, certification of trainers, sports judges and practitioners in the field of physical culture and sports;
12) provide to the authorized State body in the sphere of physical culture and sport documents on assignment of sports ranks athletes, coaches and specialists in physical culture and sports, bits of athletes and sporting qualification categories of judges;
13) to conduct the registration of athletes;
14) a roster of athletes, certified sports referees, coaches;
15) carry out other duties in accordance with the legislation of Turkmenistan and its statutes.
 

CHAPTER VI. PHYSICAL EDUCATION AND SPORT IN EDUCATION, HEALTH AND OTHER PUBLIC ADMINISTRATION BODIES, AT THE PLACE OF WORK AND RESIDENCE OF CITIZENS. ADAPTIVE PHYSICAL EDUCATION and adaptive SPORTS Article 27. Physical education and sport in education 1. Physical education in educational institutions is carried out in training and in extracurricular time in accordance with State educational standards and regulations.
2. Organization of physical education in the education system includes: 1) mandatory physical education and sport within the basic educational programs, as well as additional (optional) physical education and sport within further education programmes;

Article 30. Physical culture and sport in the workplace 1. Organizations, institutions and enterprises promote workers rights to engage in physical culture and sport, through: 1) holding sports and recreational and sporting activities with its employees and members of their families;
2) construction and maintenance of sports facilities;
3) to promote integration of workers in sports clubs and the creation of sections on sports;
4) pursue an activity which is not forbidden by legislation of Turkmenistan, conducive to the realization of the employees the right to engage in physical culture and sport.

Article 31. Physical culture and sports at the place of residence and in the places of mass rest citizens 1. Local executive bodies in conjunction with organizations of physical culture and sports create conditions for development of physical culture and sports at the place of residence and in the places of mass rest of citizens.
2. Development of physical culture and sports at the place of residence and in the places of mass rest of citizens includes: 1) creation of infrastructure for training nationals in physical culture and sport;

5) ensuring the proper technical condition of sports facilities.
3. Spa organizations, boarding houses, rest houses, tourist centers and children's health centres, together with public organizations create conditions for carrying out individual, group and family sports and recreational activities.
 
Article 32. Adaptive physical education and adaptive sports, physical rehabilitation

                    and social adaptation of persons with disabilities 1. Physical rehabilitation and social adaptation of persons with disabilities using Adaptive physical education and adaptive sports are carried out in the respective organizations of physical culture and sports.
2. On the basis of the programmes developed by the sports associations concerned on the Paralympic, surdlimpijskim, special Olympic sports and approved by the authorized body in the sphere of physical culture and sports, carried out a training process and defined the content of stages of sports training for disabled people in physical culture and sports organizations.
3. Organization of physical culture and sports of the disabled, training, methodical, medical care and medical follow-up for occupations in physical culture and sport of disabled people placed on education, health, social welfare, physical culture and sports.
4. Local executive bodies shall enable persons with disabilities access to sporting facilities to engage in physical culture and sport, the granting of special sports equipment.

Article 33. Physical education and sport in the correctional facilities 1. In correctional institutions is carried out physical education prisoners.

CHAPTER VII. NATIONAL SPORTS Article 34. Development of national sports 1. National sports are an integral part of sports, the recognition of which is carried out in the manner prescribed by the present law.
2. in Turkmenistan, created National Federation, amateur and professional sports clubs, national sports section, acting in accordance with the provisions of this law and other normative legal acts approved by the authorized State body in the sphere of physical culture and sports.
3. Organization of training sessions on national kinds of sports, training, methodical, medical and anti-doping ensuring that assignment of sports ranks and discharges, qualifying coaches and assigning categories sporting judges are carried out in accordance with the procedure established by this law and other normative legal acts of Turkmenistan.
6. The authorized State body in the sphere of physical culture and sport in conjunction with national federations of national kinds of sports organizes international and national competitions in the country, training of national teams of Turkmenistan national sports to international competitions and participation in them.
 
CHAPTER VIII. SPORTS of the HIGHER ACHIEVEMENTS Article 35. Development of sports of the higher achievements 1. The State provides conditions for the development of the sports of the higher achievements through: 1) financing of sports reserve, high-class sportsmen;
2) establish international linkages with international sports organizations;
3) formation of Turkmen national teams on kinds of sports and training;
4) organizing international sports events on the territory of Turkmenistan;
5) ensure participation of athletes in international sports competitions and in other ways.
2. The Cabinet of Ministers of Turkmenistan shall be established:

1) size prizes for athletes to win medals at the Olympic Games pijskih ¬, Paralympic Games, Surdlimpijskih games and the world Special Olympic Games, Asian Games and World Championships and Asia;

Article 37. Formation of Turkmen national teams on kinds of sports 1. Lists of candidates for the athletes, national teams of Turkmenistan on relevant sports annually formed national federations for sports and are approved by an authorized State body in the sphere of physical culture and sports.

3. Measures to combat the use of doping and (or) methods include: 1) establishing compulsory doping controls for international competitions and national sports competitions;
2) establishing responsibility for the use of doping and (or) techniques, as well as forced to use them and promoting their use;
3) accountability for falsified medicines and nutritional supplements through the inclusion of doping means to them, implementation of such medicines and nutritional supplements, as well as activities aimed at the dissemination of information about the ways and methods of design, production, use of doping means and places their purchase;
4) warning use of doping and (or) methods;
5) training of specialists engaged in doping control;
6) inclusion in the educational programs of educational institutions engaged in the training of specialists in the sphere of physical culture and sports and the athletes section of infliction of harm to the health of athletes due to doping use and (or) methods;
7) conducting anti-doping propaganda in the mass media;
8) conducting research in the development of new methods of doping control;
9) establishing liability for physical culture and sport organizations, athletes, coaches, doctors and other specialists in the sphere of physical culture and sport for violation of compulsory doping controls.
4. procedure of compulsory doping control shall be approved by the authorized State body in the sphere of physical culture and sports.

5. national sports federations are obliged to carry out activities in the area of doping control and apply appropriate measures against athletes who use doping means and (or) methods, and individuals who force athletes use doping means and/or methods.
6. the organizers of sports events be obliged to ensure the conditions for compulsory doping controls in compliance with the requirements of the international sports organisations and legislation of Turkmenistan.
7. Financing of measures aimed at curbing the use of means and methods of doping, is carried out at the expense of the State budget allocated to physical culture and sports, and other sources of funding in accordance with the legislation of Turkmenistan.
 
CHAPTER IX. NORMATIVE FOUNDATIONS of physical culture and sport, article 39. Recognition of sports and sporting disciplines. State Register of sports 1. 2. The order of assignment of qualification categories sports judges and content of qualifications to candidates on assignment to these categories, as well as the rights and responsibilities of the sports judges shall be established in the regulation on sports judges approved by the authorized State body in the sphere of physical culture and sports.
 
Article 42. Athlete registration certificate 1. Athlete registration certificate is a document certifying the uniform belonging to the Organization of physical culture and sports and sports skills.

2) gender;
3) date of birth;
4) belonging to the Organization of physical culture and sports;
5) selected sports and sport discipline;
6) information on the attribution of sport and sports titles;

9) results achieved at sporting events;
10) information about sport disqualification;
11) information on State awards and other forms of promotion;

13) information about organizations in which the athlete passed the sports education and the length of such training;
14) other associated with the specifics of selected sports information.

Article 43. The rights and responsibilities of athletes

3) ensuring its safety fitness, sports and sporting events;
4) assignment of sports titles and sporting bits when executing rules and requirements established by the Unified sports classification of Turkmenistan;
5) conclusion of employment and (or) civil law treaties, including transfer agreements (contracts), in the manner prescribed by the legislation of Turkmenistan;
6) assist national federations on selected sports to protect their rights and legitimate interests in international sports organizations;
7) logistical, medical, scientific-methodical and (or) other security in accordance with the legislation of Turkmenistan;
8) implementation of the other rights in accordance with the legislation of Turkmenistan.
2. Athletes must: 1) know the national anthem of Turkmenistan;
2) comply with the requirements for the safe conduct of physical culture and sports;
3) do not use doping, respect the established procedure for compulsory doping controls;
4) participate in sports activities in accordance with the legislation of Turkmenistan;
5) comply with sport mode;
6) take measures aimed at conservation and (or) improve sportsmanship;
7) observe the rules of competitions of the sport, regulations (regulations) to hold sports competitions, in which they participate;
8) to comply with the legislation of Turkmenistan on physical culture and sports;
9) to carry out other duties in accordance with the legislation of Turkmenistan.
 
Article 44. The rights and responsibilities of the coaches 1. Coaches have the right to: 1) wages and (or) reward (income) for the exercise of their professional activities;
2) ensuring its safety fitness, sports and sporting events;
3) refresher training in the manner prescribed by the legislation of Turkmenistan;
4) conclusion of employment and (or) civil law treaties, including transfer agreements (contracts), in the manner prescribed by the legislation of Turkmenistan;
5) Association in trade unions, other public associations;
6) exercise other rights in accordance with the legislation of Turkmenistan.
2. Coaches are required to: 1) conduct training and other activities necessary for sports training of the athlete (athletes);
2) provide leadership training and (or) competitive work athlete (athletes), ensuring that the rights and interests of the athlete (athletes);
3) to comply with the requirements for the safe conduct of physical culture and sports;
4) participate in fitness, sports and sporting events in accordance with the legislation of Turkmenistan;
5) observe the rules of competitions of the sport, regulations (regulations) to hold sports competitions, in which they participate;
6) to comply with the legislation of Turkmenistan in the sphere of physical culture and sports;
7) to carry out other duties in accordance with the legislation of Turkmenistan.  
 
Article 45. A single schedule of national and international sporting events 1. A single schedule of national and international sporting events is a normative document determining the list of State-level competitions and international events held in the territory of Turkmenistan, as well as a list of activities for the international sports competitions of national teams of Turkmenistan on kinds of sports during the calendar year, and participation in them.
A single schedule of national and international sporting events is formed taking into account the proposals of the national sports federations, the National Olympic Committee of Turkmenistan, Turkmenistan and Paralympic Committee organizations, heads of surdlimpijskoe and special Olympic movement in Turkmenistan, and is payable by the authorized State body in the sphere of physical culture and sport for approval in Cabinet of Ministers of Turkmenistan.
2. Local executive bodies form and claim their local uniform schedules sports events in accordance with the unified schedule of national and international sporting events.  
3. Athletes that have followed the established norms and appropriate screening, regardless of territorial, departmental, other affiliation, have equal rights to participate in the competitions included in the schedules of sports activities at all levels.
 
Article 46. The State accreditation of national sports federations 1. The State accreditation of national sport federations-procedure for the recognition by the authorized State body in the sphere of physical culture and sport of the powers of national sports federations in Turkmenistan, as well as on presentation of Turkmenistan in the relevant international sports organisations.

On the territory of Turkmenistan may be accredited as a National Federation by type (types) of sports only one association.
2. The procedure for conducting State accreditation of national federations by sport is determined by the authorized State body in the sphere of physical culture and sports in coordination with the National Olympic Committee of Turkmenistan. State accreditation is carried out on a four-year term.
 
Article 47. Sport rules 1. Sport rules, included in the State Register of sports, developed national federations with sports rules, endorsed by international organizations on relevant sports and approved by the authorized State body in the sphere of physical culture and sports.
2. the rules on military-application and service-applied kinds of sports are developed and approved by the Ministry of defence of Turkmenistan, law enforcement and special State bodies of Turkmenistan.  
 
Article 48. Rules of carrying out of sports competitions 1. National sports competitions are held by the decision of the authorized State body in the sphere of physical culture and sport, agreed with national sport federations in accordance with a uniform schedule of national and international sporting events.
2. International sporting events held in the territory of Turkmenistan by the decision of the international sports organizations and the authorized body in the sphere of physical culture and sports of Turkmenistan. Data competitions are included in a single schedule of national and international sporting events.
3. Regional sports competitions are held by decision of local executive bodies in the area of physical culture and sports and in agreement with the relevant national sports federations in accordance with regional schedules sports events.
4. International sports competitions are held in accordance with the provisions (regulations) of the competitions, developed and approved by international sports organizations.
5. National sports competitions are held in accordance with the provisions (regulations) on sports competitions, developed and approved by national sports federations in agreement with an authorized State body in the sphere of physical culture and sports.
6. Provisions (regulations) on regional sports competitions are designed by the respective national sports federations and approved by the local executive bodies in the area of physical culture and sports.
7. The procedure for holding sporting events, including training fees, list of sports events and their classification is determined by the authorized State body in the sphere of physical culture and sports.
8. national sport federations, coaches sports teams, the organisers of sporting events are obliged to enforce the use of national symbols of Turkmenistan, as well as knowledge of the athletes of the national anthem of Turkmenistan.  
 
Article 49. Compliance with safety regulations, health protection of individuals with regard to the lessons of physical education and sports, sports competitions and sports events 1. Specialists in physical culture and sports in conducting classes on physical culture and Sport shall ensure compliance with safety regulations, developed and approved by the authorized State body in the sphere of physical culture and sports.
2. Administration organizations with sports facilities at their disposal, provides sports equipment and equipment to the venue of the fitness, sports and sporting events in accordance with safety regulations, sanitary rules and hygiene regulations and is responsible for the harm caused to health of natural persons, in accordance with the legislation of Turkmenistan.

4. Specialists in the field of physical culture and sport are responsible for harm caused to health of natural persons engaged in physical and sports activities, in accordance with the legislation of Turkmenistan.
5. Liability for the damage caused to the health of the athlete, coach or sports judges during physical training and sports in an organized form, is determined on the basis of the legislation of Turkmenistan and the terms and conditions of the agreement, signed by the athlete, coach or sports judge with the Organization of physical culture and sports.

6. Article 50. Ensuring the safety of the participants and spectators at carrying out of sports competitions and sports events of international (Olympic) level 1. Article 51. State complex physical education 1. State physical education complex includes the kinds of exercise, reflecting the strength, endurance, speed and agility and that consist of levels depending on the age and sex of the individuals.
2. State complex physical education provides an overall assessment of human fitness level based on the performance of its requirements and norms.
3. In complying with the requirements and standards of the State physical education complex is attended by individuals who have no contraindications to physical culture and sports.
 
Article 52. The requirements and standards of physical education complex 1. The requirements and standards of complex physical education shall be established in the regulation, developed by the authorized State body in the sphere of physical culture and sports, and approved by the Cabinet of Ministers of Turkmenistan.
For pupils and students of educational institutions and Public physical education complex standards approved in conjunction with the authorized State body in the field of education, in accordance with the approved educational standards for the subject "physical culture."
2. Management and supervision to meet the requirements and standards of the State complex physical education carried out by the authorized State body in the sphere of physical culture and sports.

Chapter x. PERSONNEL, SCIENTIFIC, medical and social welfare sport and physical culture governing body of Article 53. Training in the sphere of physical culture and sport 1. Training in the sphere of physical culture and Sport shall be administered in accordance with the legislation of Turkmenistan on education.
2. Staff in the field of physical culture and sport are prepared in institutions of secondary vocational and higher vocational education, the establishment and functioning of which are carried out in accordance with the legislation of Turkmenistan on education, this law and other normative legal acts of Turkmenistan.
3. the State promotes the strengthening of material and technical base of educational institutions in the field of physical culture and sports. Strengthening of material and technical base provides a set of sports facilities and equipment.
 
Article 54. Improvement of professional skill of workers of physical culture and sport 1. Retraining and enhance of professional skills of employees of physical culture and sports are carried out in accordance with the legislation of Turkmenistan.
2. qualification requirements for the positions of employees of physical culture and sports shall be established by the authorized State body in the sphere of physical culture and sports in coordination with the authorized State body in the field of labour and social protection of the population.  
3. employees of physical culture and sport can be attributed to the qualification categories in accordance with the labor laws of Turkmenistan in the manner and under the conditions established by the authorized State body in the sphere of physical culture and sports.
 
Article 55. Professional teaching activities and training activities in the field of physical culture and sports and professional activities in the field of therapeutic physical training and sports medicine

1. Professional educational activities in the field of physical culture and sports and professional activities in the field of physiotherapy and sports medicine allowed persons with secondary vocational or higher education on relevant areas of training (professions) in the sphere of physical culture and sports.
2. Coaching activities in physical culture and sports organizations can exercise person, having secondary professional or higher professional education on relevant areas of training (professions) in the sphere of physical culture and sports, and also admitted to such activities in the order determined by the authorized State body in the sphere of physical culture and sports.

Article 56. Sport volunteers in the sphere of physical culture and sport 1. Sport volunteers that can act as trainers, sports referees, organizers of sports and recreational and sports and other specialists in the sphere of physical culture and sports, carries out public activities in the sphere of physical culture and sport, on a voluntary basis, after special training and certification in physical culture and sports organizations.
2. the procedure for training and certification of sports volunteers are developed and approved by the authorized State body in the sphere of physical culture and sports.

Article 57. Scientific activities in the sphere of physical culture and sport 1. Performance of fundamental, experimental design, technological, engineering and other scientific and research works in the field of physical culture and sport exercise science centers, scientific-research institutes, laboratories ¬, educational institutions in the sphere of physical culture and sport, created in the order established by the legislation of Turkmenistan, and leading its activity based on State and other orders in accordance with the legislation of Turkmenistan, regulatory scientific activities.
2. Authorized State body in the sphere of physical culture and sports within the limits of its competence, forms and carries out scientific-technical policy in the field of physical culture and sports, identifies priority research areas in the field of physical culture and sports.
 
Article 58. Medical physical culture and sport 1. Medical care of persons engaged in physical culture and sport, includes: 1) systematic monitoring of their health status;
2) assessment of the adequacy of physical exertion on their State of health;
3) prevention and treatment of diseases, injuries, medical rehabilitation and provision of drugs;
4) recovery means and methods used in physical culture and sport.
2. the organizers of fitness, sports and sporting events may not admit them, fail the medical examination in the relevant normative documents and persons, according to the results of a medical examination without admission to the fitness, sports and sporting events.
3. the organizers of fitness, sports and sporting events provide medical help.
4. persons engaged in physical culture and sport are mandatory initial, periodic medical examinations and tests, as well as medical examinations before the competition.
The right to participate in competitions have only those athletes who have undergone mandatory medical examination and have appropriate training in sport.
5. Authorized State body in the sphere of physical culture and sports, local executive bodies and local governments have the right to terminate the fitness, sports and sporting events, if they are not provided with medical treatment, and also have the right to prevent the educational-training classes and competitions for persons who have not completed the mandatory medical examination, and to remove them.
 
Article 59. State social guarantees in the sphere of physical culture and sport 1. The State provides assistance to citizens who have shown outstanding ability in sports of the higher achievements through: 1) enable them to act in the composition of the Turkmenistan national teams on kinds of sports at the Olympic Games, Paralympic Games, Surdlimpijskih games, the world Special Olympic Games, Asian Games and other international sports competitions;

2) setting for the corresponding period of special State scholarships for athletes to win a ticket to the Olympic Games, Paralympic Games, Deaflympics, global Special Olympics or Asian Games;
3) payment of the monthly salaries to the members of the Turkmenistan national teams on kinds of sports;
4) salaries and other remuneration by results of participation in the Olympic Games, Paralympic Games, Surdlimpijskih games in the world Special Olympic Games, Asian Games, the World Championships and Asia and similar international competitions;
5) other fees associated with the immediate preparation for international competitions and participation in them.
2. the criteria and procedure for granting awards, scholarships, monthly salaries and other payments specified in part 1 of this article shall be established by the Cabinet of Ministers of Turkmenistan.
3. Children from large and poor families, orphans and children left without parental care and persons with disabilities, the State provides health and fitness and sports facilities free of charge and fully bears the costs for rehabilitation, sport and recreational activities and sports training in physical culture and sports organizations.
4. Article 60. Insurance of sportsmen, coaches and sports judges 1. Athletes, coaches and sports judges are subject to insurance in case of injury, disability or death in an accident during sporting events or preparedness in physical culture and sports organizations.  
2. Insurance for athletes, coaches, sports judges is carried out in accordance with the legislation of Turkmenistan.  
 
Article 61. Promotion of physical culture and sport 1. The media, the State authorized body in the sphere of physical culture and sports, the authorized State body in the field of health, the authorized State body in the field of education, labour, youth and women's organizations, voluntary associations, sports and recreational and sports direction lead and increasing public awareness of physical culture and sport, the Olympic movement, increase the level of knowledge in practical use of means of physical culture and sport in order to establish, maintain and strengthen healthy lifestyles , ensure active longevity and a high level of health of the population.  
2. The broadcasting of sporting events and other sporting events on channels broadcasting, photographing and filming sports competitions and other sports events, the production of their images and their sound recording are carried out on the basis of agreements with the owners of the rights to organise sporting events unless otherwise provided by the legislation of Turkmenistan.

CHAPTER XI. FINANCIAL and logistical support of physical culture and sports Article 62. Financing of physical culture and sport funding for sport and physical culture are carried out due to: 1) to the State budget of Turkmenistan;
2) funds received from the sale of sports products, manufactured in establishments administered by organizations of physical culture and sports, from publishing activity;
3) funds received from providing paid services, competitions and other activities of the organizations of physical culture and sports;
4) collection of entrance and membership fees of physical culture and sports organizations;
5) own savings organizations of physical culture and sports;
6) sponsorship or other support;
7) other sources not prohibited by Turkmen law.
 
Article 63. Sponsorship in the field of physical culture and sports organizations sponsored by physical education and sports can be natural persons and legal entities, in addition to the organizations, which are funded from the State budget of Turkmenistan.
The relationship between funders and organizations of physical culture and sport are established on a contractual basis.
 
Article 64. Sports facilities 1. Sports facilities can be found in public and private property.

2. no elimination or conversion of sports facilities, a State-owned, without creating an equivalent or better infrastructure of sports facilities within the village.
3. a sufficient level of security settlements sports facilities of local executive authority bodies shall be established on the basis of urban planning documentation.

Article 66. Investment policy in the sphere of physical culture and sport 1. The State provides for earmarking Government funds for capital investment in the strengthening and development of material-technical base organizations of physical culture and sport in accordance with investment programmes and legislation of Turkmenistan.
2. the State, in order to attract extrabudgetary investments for the development of physical culture and Sport could include preferences and incentives for enterprises and organizations in the manner prescribed by the legislation of Turkmenistan.
 
Article 67. Taxation in the field of physical culture and sports in the field of Taxation of physical culture and Sport shall be administered in accordance with the tax code.  
 
CHAPTER XII. International activities in the FIELD of PHYSICAL culture and sports Article 68. International cooperation in the sphere of physical culture and sport 1. International cooperation in the sphere of physical culture and Sport shall be administered in accordance with the legislation of Turkmenistan and the international treaties to which Turkmenistan is a party.
2. Organization of physical culture and sports of Turkmenistan in the relationship with the sports organizations of foreign States are governed by the regulations and the requirements of the international sports organizations and the international treaties to which Turkmenistan is a party.
 
Article 69. Interaction with international sport organizations 1. May be established on the territory of Turkmenistan the branches and representative offices of international sports organizations in accordance with international treaties to which Turkmenistan is a party.
2. Organization of physical culture and sports of Turkmenistan have the right in accordance with the legislation of Turkmenistan, be involved in the implementation of its activities of foreign citizens and stateless persons, as well as dispose received from foreign States, international organizations, foreign organizations, foreign citizens and stateless persons, funds and other assets in accordance with the legislation of Turkmenistan.
3. Authorized State body in the sphere of physical culture and sports, the National Olympic Committee of Turkmenistan, Turkmenistan's Paralympic Committee organization in charge of surdlimpijskoe movement and the Special Olympic movement in Turkmenistan, National Sports Federation have the right to represent the interests of Turkmenistan in international sports organizations, as well as provide Turkmenistan at sporting and other events organized by international sports organizations.
 
CHAP. XIII. FINAL PROVISIONS Article 70. Responsibility for violation of this Act, the violation of this law entails a responsibility established by the legislation of Turkmenistan.
 
Article 71. The entry into force of this law 1. This law shall enter into force on the day of its official publication.
