About breed livestock in this law defines the legal and organizational basis of breeding livestock and is aimed at preserving and increasing the gene pool of breeding animals, reproduction and improving their productive qualities, and regulates the activity of State bodies, legal entities and natural persons engaged in livestock breeding.
 
Chapter i. General provisions article 1. The basic concepts used in this Act, this Act applies the following concepts: 1) breeding-breeding animals, production and use of breeding production in breeding purposes;
2) tribal animal-animal čistoporodnoe, has documented proven origin used for reproduction of a certain breed and registered in the established order;
3) breeding in cattle-breeding, Zoo-technical and organizational-management interventions aimed at improving the breeding and productive qualities of animals;

5) bonitet: integrated assessment of the pedigree and productive quality of breeding of the animal, as well as the qualities of different breeding production (material) with a view to their further use;
6) tribal-level genetic potential pedigree animal and the ability to transfer of the offspring of economically useful traits;
7) productivity of breeding animals-set of economically useful signs of breeding animals, including the quality and quantity of the received product from them;
8) breeding of purebred breeding animals-breeding animals of one species in order to maintain and improve this breed traits;
9) small (genofondnaâ) breed is a group of rare animals of a particular species, differing genetic-selection characteristics and endangered species;
10) State registration of breeding animals and breeding Stud-accounting information about breeding animals and breeding herds, respectively, in Public book of breeding animals and breeding State register for identification purposes, determining the origin and establishment of the productivity of breeding animals and breeding Stud;
11) State book breeding animals-set of the most valuable data in a certain breed or pedigree breeding herds derived from breeding purebred breeding animals;

14) livestock breeding is a complex of measures on improvement of existing and creation of new types of lines, crosses and breeds of animals, the rational use and conservation of breeding production genofondnyh animal species;

Article 2. Tasks in the field of livestock breeding livestock breeding goals are to ensure reproduction breeding animals in order to improve their productive qualities, high-yielding breeding of animals, the preservation of the gene pool of minority and endangered animal species useful for breeding purposes.
 
Article 3. Turkmen legislation on breeding livestock 1. Turkmen legislation on livestock breeding is based on the Constitution and consists of this law and other normative legal acts of Turkmenistan.
2. Relations in the field of breeding and use of domestic and wild animals, non-tribal animals are regulated by other regulatory legal acts of Turkmenistan.
3. If an international treaty to which Turkmenistan stipulates other rules than those stipulated by this law, the rules of the international treaty shall apply.
 
CHAPTER II. STATE REGULATION in the field of LIVESTOCK BREEDING Article 4. Authorities exercising State regulation in the field of livestock breeding State regulation in the field of livestock breeding is exercised by the Cabinet of Ministers of Turkmenistan, the authorized State body in the field of livestock breeding (hereinafter referred to as the authorized body), local executive bodies and local governments.
 
Article 5. Competence of the Cabinet of Ministers of Turkmenistan in the area of livestock breeding the Cabinet of Ministers of Turkmenistan in the area of livestock breeding: 1) defines a unified State policy;

2) approve state programs;
3) coordinates international cooperation;
4) takes the normative legal acts of Turkmenistan;
5) defines the procedure for State control;

7) solves other questions falling within its competence, in accordance with this law and other normative legal acts of Turkmenistan.
 
Article 6. Competence of the authorized organ in the field of livestock breeding body authorized for livestock breeding: 1) develops and implements a unified State policy;
2) drafts of public programmes and submit them for approval to the Cabinet of Ministers of Turkmenistan;
3) regulates the use of breeding production;
4) lays down the form and procedure for issuing certificate of pedigree;
5) approves the regulations on the State Book of breeding animals and breeding regulations on the State register;
6) leads the registration of breeding animals and breeding Stud respectively in the public book of breeding animals and breeding State register;
7) establishes a list of species of animals, animals used for breeding animals;
8) develops order approbations of breeding animals and approves regulations about the approbation and its composition;
9) establishes requirements to conditions of breeding animals, breeding Stud, receipt and storage of sperm, embryos, eggs for hatching, the eggs, larvae, bee packages;
10) establishes the procedure for identification of breeding animals;
11) defines the order and conditions of evaluation of breeding production;
12) defines the requirements to productivity of breeding animals, breeding Stud, evaluates tribal animals on external (fenotipičeskim) and genetic characteristics, and defines how to create and use genofondnyh Stud, banks sperm and embryos;
13) establishes the procedure and conditions of competitions and exhibitions;
14) carries out State control and supervision;
15) defines the conditions for the application of selective breeding and biotechnological methods;
16) defines the list of organizations on the pedigree livestock;
17) develops proposals on measures to stimulate livestock breeding, including preservation of the gene pool of minority and endangered animal species useful for breeding purposes;
18) provides an extension of the range of highly productive breeds of animals, protection of genetic Fund of local species of animals;
19) implementing measures to improve the Organization of breeding in cattle breeding, ensuring the improvement of the existing and creation of new highly productive breeds, lines and hybrids of animals;
20) organises a wide application of methods of artificial insemination of farm animals;
21) is an international collaboration;
22) solves other questions falling within its competence, in accordance with this law and other normative legal acts of Turkmenistan.
 
Article 7. Competence of local bodies of the Executive power and bodies of local self-government in the areas of livestock breeding local executive bodies and local governments in the field of livestock breeding: 1) provide the competent authority, the conditions for performance of the functions assigned to it by the legislation of Turkmenistan;
2) contribute to the establishment and development of own base of livestock breeding, conservation and the efficient use of valuable national and world gene pool breeds breeding animals;
3) solve other tasks referred to their plenary powers of legislation of Turkmenistan.
 
Article 8. Government inspectors in the field of livestock breeding 1. The head of the authorized organ in the field of livestock breeding is the Chief State Inspector of Turkmenistan and leaders of territorial units of the authorized body on the ground are government inspectors on the pedigree livestock.
2. Chief State Inspector of Turkmenistan and government inspectors on the pedigree livestock shall have the right to: 1) visit the Organization for pedigree livestock and receive from them free of charge with the necessary information;
2) issue orders to eliminate violations of the law of Turkmenistan on breeding livestock and to monitor the implementation of these regulations;
3) suspend implementation of breeding production if infringements of legislation of Turkmenistan on breeding livestock;
4) to exercise State supervision over the application in the field of breeding and reproduction breeding production of new technologies, tools, equipment, materials and biotechnological methods;
5) avoid implementation and other use of breeding production without a certificate;
6) have other rights in accordance with this law and other normative legal acts of Turkmenistan.
3. procedure of activity of Chief State Inspector of Turkmenistan and State inspectors on the pedigree livestock are set out in the regulation of the authorized body in the field of livestock breeding, approved by the Cabinet of Ministers of Turkmenistan.
 

CHAPTER III. The USE of BREEDING PRODUCTION and its Article 9 BONITET. The use of breeding production 1. Semen, embryos of breeding animals, hatching eggs, spawn, larvae, and bees are used in cases where: 1) they received in organizations on the pedigree livestock species which are listed in article 20 of this law;
2) they received from breeding animals registered in the order established by the legislation of Turkmenistan on breeding livestock;
3) they have individual markings allowing identification;
4) there is pedigree certificates.
2. Breeding animals purchased by legal and physical persons at the expense of not forbidden the legislation of Turkmenistan, shall be used in a manner to be determined by the notified body.

Article 10. Terms of use for tribal and tribal products animal cloning animal breeds 1. Pedigree products are used for reproduction of breed breeding animals subject to obtaining it from breeding animals.

Article 11. Conditions for the use of the semen of breeding animals for their breeding Semen breeding animals, produced for sale, used when you have certificate of pedigree, genetic and veterinary certificates to breeding of the animal, from which it is derived.
 
Article 12. Terms of use of embryos of breeding animals for breeding breeding animals 1. Embryos of breeding animals used for breeding breeding animals in the presence of tribal evidence and genetic pedigree certificates, from which embryos are obtained.
2. Embryos of breeding animals may be realized or disclosed to others centers transplant embryos of breeding animals.
 
Article 13. Tribal bonitet 1 products. Pedigree products owned by organizations on the pedigree livestock, subject to mandatory qualifying. Tribal bonitet products is made bonitërami (classifiers).

Article 14. Verification and evaluation of breeding animals-manufacturers 1. Breeding animals-manufacturers selected for reproduction of breed, are subject to verification and evaluation on quality of offspring and (or) their own productivity.

3. audit and evaluation of tribal animals-manufacturers conducted in organizations on the pedigree livestock in accordance with the methodology approved by the authorized body.
 
Article 15. Data availability on the qualifying Organization for pedigree livestock summarizes data about qualifying, informs the authorized body and stakeholders about its results in order to encourage efficient use of valuable breeding animals.
 
CHAPTER IV. ORGANIZATION of activities in the field of LIVESTOCK BREEDING Article 16. Basic principles for the Organization of activities in the field of livestock breeding 1. Activities in the field of livestock breeding is based on the following principles: 1) improve the efficiency and competitiveness of livestock;
2) ensure the conservation of the breed in the breeding purebred breeding animals;
3) ensure proper accounting data in the area of livestock breeding;
4) information processing of breeding animals and transfer its legal and natural persons engaged in cultivation and utilization of breeding animals.
2. Performance of works in the field of livestock breeding is carried out by workers with certain skills, with a special equipment.
 
Article 17. State registration of breeding animals and breeding Stud 1. Objects State registration of breeding animals and breeding herds are breeding animals and breeding herds.

3. Article 19. Organization of tribal livestock 1. Activities in the field of livestock breeding is carried out by organizations on the pedigree livestock, as well as legal and physical persons in the manner prescribed by the legislation of Turkmenistan.
2. Organization of tribal livestock lead accounting data in the area of livestock breeding in the form established by the authorized body.
 
Article 20. Types of organizations on the pedigree livestock 1. Depending on the direction of activities in the field of livestock breeding organization on the pedigree livestock can be created in the following organizational and legal forms: 1) breeding factory;  
2) tribal economy;
3) breeding farm;
4) Centre for artificial insemination of farm animals;
5) embryo transplant center of breeding animals;
6) other legal entities engaged in activities in the area of breeding.
2. In the constituent documents of the Organization for the pedigree livestock, you specify its organizational-legal form, as well as the purpose and goal of this organization.
3. all the organizations on the pedigree livestock are created by agreement with the competent authority in accordance with the legislation of Turkmenistan.
 
Article 21. Breeding plant 1. Plant breeding is a legal entity, a tribal farming with highly productive herd of breeding animals of certain breeds to breeding purebred breeding animals.
2. The main objectives of breeding plants are manufacturing, cultivation and sale of breeding production for breeding farms.
 
Article 22. Breeding farm Breeding economy means a legal entity carrying out breeding animals for their breeding.
 
Article 23. Stud farm Breeding farm-legal or natural person engaged in livestock breeding, reproduction, cultivation and marketing of highly productive breeding animals of certain species, breeds, types, and lines cross.
 
Article 24. Centre for artificial insemination of farm animals 1. Centre for artificial insemination of farm animals is a legal entity, which includes breeding animals, used to obtain sperm. The Centre conducts work related to the receipt, processing, quality control, storage and supply of semen breeding animals for conducting artificial insemination of farm animals.
2. Centre for artificial insemination of farm animals: 1) helps organizations on the pedigree livestock methodological and practical assistance for the implementation of production methods of artificial insemination of animals;
2) provides best practices for improving the quality of artificial insemination of animals and proper record keeping artificial insemination to improve animal breeding;
3) works associated with receiving, processing, storing and providing sperm semen breeding animals for conducting artificial insemination of farm animals.
3. The authorized body shall have the right to form organizations working on artificial insemination of farm animals in the field.
4. Organizations working on artificial insemination of farm animals, organize the widespread use of artificial insemination of farm animals in all households, regardless of their form of ownership, in order to obtain the greatest number of descendants from tribal animals-producers with high breeding (genetic) value.
 
Article 25. Center for transplantation of embryos embryo transplant center Bloodstock breeding animals-a legal entity that carries out work on obtaining, processing, realization of embryos of breeding animals and supervises subordinate organizations on embryo transplantation of breeding animals.
 
Article 26. Legal persons carrying out activities in the area of breeding livestock legal entities carrying out activities in the field of livestock breeding (control-test livestock point, Hippodrome, breeding laboratory of quality control of milk, meat, wool, immunogenetičeskoj laboratory examination, the information management centre), carry out accounting of genetic and phenotypic traits of breeding animals for the use of these signs in animal breeding.
 
CHAPTER v. activities in the field of livestock BREEDING Article 27. Content and feeding of breeding animals, breeding Stud, receiving and  

                    storage of sperm, embryos of breeding animals, hatching eggs, spawn, larvae, bee packages maintenance and feeding of breeding animals, breeding Stud, receiving and storage of sperm, embryos of breeding animals, hatching eggs, spawn, larvae, bee packages must be carried out in accordance with scientifically based standards established by the authorized body.

Article 30. Saving small (genofondnyh) animal species 1. Saving small (genofondnyh) breeds of animals is carried out through the creation of the genofondnyh Stud, sperm banks and animal embryos.
2. How to create and use genofondnyh Stud, banks sperm and embryos of animals is established by the authority.
 
Article 31. Other activities in the field of livestock breeding activities in the areas of breeding, aimed at creating, saving, improvement of the useful hereditary qualities of breeding animals and their rational use for receiving (manufacturing) products of animal origin shall be carried out in accordance with the requirements of the authorized body.
 
CHAPTER VI. ARTIFICIAL INSEMINATION and EMBRYO TRANSFER in FARM ANIMALS BREEDING ANIMALS Article 32. The use of the semen of breeding animals and embryos from the uterus of breeding animals for breeding farm animals 1. Semen breeding animals and embryos from the uterus of breeding animals received in the organization carrying out activities for the artificial insemination of farm animals, as well as the embryos obtained in the center of the embryo transplant breeding animals, used for the breeding of farm animals.
2. The semen and embryos of farm animals should be obtained from breeding animals and prepared according to technological requirements, and must also comply with the veterinary-sanitary rules.
 
Article 33. Application for the artificial insemination of farm animals 1. Application for the artificial insemination of farm animals is served by legal and natural persons operating breeding and use of agricultural animals in the authorized body.
The application must specify: 1) name and location of the applicant;
2) area of activity established in consultation with the relevant local authority of executive power.
2. If necessary, change the boundaries of artificial insemination of farm animals, the applicant must submit a new application for artificial insemination of farm animals.
 
Article 34. Permit for the artificial insemination of farm animals 1. Permit for the artificial insemination of farm animals is issued by an authorized body.
2. Permit for the artificial insemination of farm animals is available to legal entities and individuals engaged in farming and use of agricultural animals, subject to the availability of suitably qualified workers, and special equipment as well as the necessary institutions, sanitary and veterinary conditions for artificial insemination of farm animals.
 
Article 35. The application for holding the embryo transplant breeding animals 1. The application for holding the embryo transplantation of breeding animals is served to the head of the Centre of embryo transplantation of breeding animals.
The application must specify: 1) name and location of the applicant;
2) area of activity established in consultation with the relevant local authority of executive power.
2. If you want to change the borders of embryo transplantation of breeding animals, the applicant must submit a new application for the transplant of embryos.
 
Article 36. Permit for the transplant of embryos of breeding animals 1. Permission to conduct embryo transplantation of breeding animals is issued by an authorized body.
2. Embryo transfer breeding animals is carried out in the center of the embryo transplant breeding animals in the presence of suitably qualified workers, and special equipment as well as veterinary and sanitary conditions.
 

Article 37. The procedure for filing and issuance of permits for conducting artificial insemination of farm animals and transplantation of embryos of breeding animals application procedure and the issuing of permits to conduct artificial insemination of farm animals and transplantation of embryos of breeding animals is established by the authority.
 
CHAPTER VII. Economic activities in the AREA of LIVESTOCK BREEDING Article 38. Financing Financing of livestock breeding livestock breeding is carried out on the basis of livestock development programmes aimed at the development of agriculture at the expense of public funds, voluntary contributions and other forms of financial assistance and other sources not prohibited by Turkmen law.
 
Article 39. State stimulation of development of livestock breeding State stimulation of development of livestock breeding is carried out in the form of State guarantees, soft loans, tax and other benefits to organizations on the pedigree livestock as government support of livestock breeding.
 
Article 40. Licensing of activities in the field of livestock breeding Licensing activities in the field of livestock breeding is carried out in accordance with the legislation of Turkmenistan on licensing.
 
Article 41. Certification, standardization and Certification of breeding production insurance, standardization and tribal insurance product is in compliance with the legislation of Turkmenistan.
 
Article 42. Import and export from Turkmenistan Turkmenistan breeding production 1. Import and export from Turkmenistan Turkmenistan breeding production are carried out by the notified body in accordance with the legislation of Turkmenistan.
2. import to Turkmenistan breeding production is carried out in the presence of veterinary certificate and pedigree certificate or equivalent document issued by the competent authorities of the exporting country.
3. Legal or natural person to obtain a permit for the importation of breeding production in Turkmenistan is obliged to present documents to the authorized body on quality tribal products and veterinary certificate.
4. Breeding products imported to the territory of Turkmenistan, is used in the presence of documents certifying the origin, breeding (genetic) value of breeding animals, issued by the exporter in the country.
5. import to Turkmenistan of genetically modified organisms (GMOs), including breeding production for food purposes is not allowed.
 
Article 43. International cooperation of Turkmenistan in the area of livestock breeding 1. Turkmenistan promotes international cooperation in the field of livestock breeding.
2. Turkmenistan carries out international cooperation in the field of livestock breeding in accordance with the universally recognized principles and norms of international law and the provisions of international treaties to which Turkmenistan is a party.
 
CHAPTER VIII. RESPONSIBILITY FOR VIOLATION OF LEGISLATION OF TURKMENISTAN IN THE AREA OF LIVESTOCK BREEDING.
SETTLEMENT of DISPUTES Article 44. Responsibility for violation of legislation of Turkmenistan in the area of livestock breeding by legal and natural persons guilty of violation of the legislation of Turkmenistan in the area of livestock breeding, are liable in accordance with the legislation of Turkmenistan.
 
Article 45. Settlement of disputes disputes arising in the area of livestock breeding, are resolved in the order established by the legislation of Turkmenistan.
 
CHAPTER IX. FINAL PROVISIONS Article 46. The entry into force of this Act, this Act shall enter into force on the day of its official publication.
