Based on the provisions of the Constitution.
At its 28-3-1438th meeting, the People ' s Assembly approved the migration of 27-12-2016.
Issue:
Article (1)
Articles 48 - 49 of Legislative Decree No. 30 of 2007, which contains the Science Service Act and its amendments, are amended to read as follows:
Article 48
a. Syrian officials and those in their judgement who have completed the 17th and not more than 42 years of age are allowed to leave the Syrian Arab Republic after obtaining travel approval from the Directorate of General Recruitment or its areas or people.
b. Travel approval shall be granted after the provision of a financial guarantee or a voluntary military guarantee, a State employee or a retired relative up to the second degree.
c. The value of the bond shall be determined by 50,000 Syrian pounds and may be modified by a decision of the Commander-in-Chief.
d. The value of the bond is obtained if the holder fails to meet the call for the " mandatory or reserve " science service without legal justification and the amount of the sponsorship is to be transferred to the public safe.
e. The bail shall be restored in the event of the return of the official within his or her time limit or, if the travel agreement is cancelled at the request of the employer.
f. The collection of bail does not preclude the application of the penalties provided for in this Act to the delinquent person.
Article 49
a. The following categories are exempt from providing bail as set out in the preceding article:
1. Civilian personnel in service except those required to serve the State.
2. Persons sent by a public sector for study, specialization or official assignment.
3. Persons exempted from the service of science in accordance with the provisions of this Act.
4. Expatriates coming to the Syrian Arab Republic.
5. Sports on official mission outside the Syrian Arab Republic.
b. Travel approvals shall be granted to volunteer or senior military personnel from the General Command of the Army and the Armed Forces without bail.
c. Travel approvals for the internal security forces military shall be granted by the Ministry of the Interior without bail.
