Based on the provisions of the Constitution

As approved by the People ' s Assembly at its 19-12-1422nd meeting, 3-3.2002.

Issue:

Article 1 In the Syrian Arab Republic, a public body with legal personality, financial and administrative independence, linked to the Minister of Higher Education and named ♪ Heart surgery and blood vessels. ♪ It's based in Aleppo.

Article – 2 – The Centre aims to:

1. Provision of teaching and training services to postgraduate students at the Faculty of Medicine of the University of Aleppo in cardiovascular surgery.

2. To contribute to the provision of surgical medical care for cardiovascular diseases in the Syrian Arab Republic.

3. Creating specialized frameworks for public actors.

4. Conduct scientific research in accordance with the Plan adopted by the Centre in coordination with the Ministry of Higher Education.

5. Cooperate with national, Arab, foreign and international health and scientific institutions and organizations to ensure the development of their work and contribute to scientific progress.

Article 3. The Centre shall establish an independent accounting unit with financial and administrative independence, with a special budget issued by a decision of the Minister of Higher Education on the proposal of the Governing Council and with the approval of the Ministry of Finance, in which the balance of income and expenditure shall be taken into account, which shall be linked to the general budget of the State in accordance with the principle of summer and whose income shall consist of the following sources:

1. Resources verified by the activities of the Centre.

2. Savings from the previous fiscal year budget.

3. The State subsidy established in the general budget shall take into account the costs of educational and scientific activities of the Centre.

4. Endowments, trusts and contributions.

5. Any other resources permitted by the laws and regulations in force.

Article 4 The Centre is administered by a Board of Directors and a Director-General.

b. The Governing Council shall meet at least once a month and the secretariat of the Board shall be assisted by the Director-General for Management.

Article 6 The Governing Council shall carry out all actions leading to the objective of establishing the Centre within existing laws and regulations, in particular:

1. Propose the regulations concerning the Centre or propose modification of existing ones.

2. To discuss and approve the draft budget for the Centre in preparation for submission to the competent authorities.

3. Proposal for the distribution of appropriations for the Centre.

4. Propose the deployment of personnel to the Centre for information, training and study within and outside the Syrian Arab Republic.

5. Approval of the recruitment and contracting of Arab and foreign experts.

6. Propose to contract doctors and technicians and terminate their contracts.

7. Acceptance of donations, contributions and wills in the interest of the Centre.

8. Approval and renunciation of proceedings on behalf of the Centre, reconciliation, justification and arbitration.

9. Suggest members of the educational body of any universities in the Syrian Arab Republic to work at the centre and propose an end to their scars.

10. Authorize the Director-General with some of his powers.

Article 7

A. The Director-General of the Centre shall be appointed by decree, in which he shall determine his salary and compensation, subject to the conditions required to fill the post of teaching officer in the medical faculties of the universities of the Syrian Arab Republic, and shall not have less than five years of experience in his field of competence.

P. If the Director-General of the Centre is appointed among the members of the teaching staff of the medical faculties, he shall retain his or her original function and legal promotions as well as full-time compensation.

Article 8 Powers and functions of the Director-General:

1. The Director-General of the Centre shall prepare the official reference for all its bodies of medical, technical and administrative matters, direct supervision of the operation of the work, direct instructions and administrative orders and follow up on the implementation of the decisions of the Governing Council. The Centre shall be brought before the courts by the mediation of its mandate, without prejudice to the law ' s requirement to administer State cases in this regard.

2. Supervises all the work of the Administrative and Financial Centre and is responsible for the conduct of such work and the sound management of financial matters before the Governing Council.

3. Sign current transactions and correspondence and may delegate to its associates certain powers and sign certain correspondence and transactions except as provided for in the Regulations signed by the Director-General himself.

4. Expenditures shall be contracted and the terms of reference of the exchange and liquidation orders shall be exercised in accordance with the provisions of the laws and financial regulations in force for the public bodies of a administrative nature.

5. The draft budget of the Centre shall be prepared and submitted to the Governing Council within the deadlines and periods specified in the communications of the Ministry of Finance.

6. A general report on the financial and administrative status of the Centre shall be submitted to the Governing Council at the end of each year.

Article 9

A. Medical services referred to in paragraph (a)BArticle II of this Act for tariff wages issued by a decision of the Minister of Higher Education on the proposal of the Governing Council and establishes annually the percentage of the employment of paid services at the Centre by a decision of the Minister of Higher Education on the proposal of the Governing Council.

P. Provisions relating to the admission of patients to the centre and to subsistence shall be determined by a decision of the Minister of Higher Education on the proposal of the Governing Council.

Article 10 The basic requirements for the operation of the Centre shall be met from maintenance, supplies, materials, replacement parts and other medical and professional services, in accordance with the rules and conditions established by the Minister of Higher Education, on the proposal of the Governing Council and in agreement with the Minister of Finance, and without compliance with the provisions of Legislative Decree No. /228./ Year 1969 Its amendments include the system of contracts of administrative bodies.

Article 11 A special incentive system for the staff of the Centre shall be promulgated by decision of the Prime Minister on the basis of the decision of the Governing Council and the proposal of the Ministers of Higher and Financial Education. These incentives are excluded from the maximum compensation limits provided for in the Basic Law for State Workers.

Article – 12... Some professional and professional functions may be filled by the administration of the Centre through contracting as required by the need for the job.

Article – 13. Taking into account the provisions of this Act, the laws and regulations in force in public bodies of an administrative nature apply.

Article – 14. The Minister of Higher Education issues executive instructions to this Act.
