Amendment of Law 1 of 1994 on Administrative and Municipal Units


President of the Republic
On the basis of the provisions of the Constitution, as approved by the People ' s Assembly at its meeting held on 5/10/1428 Migratory on 17/10/2007, the following shall be issued:

Article 1

Article 1 of Act No. 1 of 1994 is amended to read as follows:
" The following expressions in the application of this Act shall mean the meaning in their respective parts:
Ministry: Ministry of Local Administration and Environment
Minister: Minister of Local Administration and Environment.
Administrative Unit: City, town, village or rural unit knowledge of the Local or Municipal Administration Act.
Local Council: Council of Administrative Unit or Municipal Council.
Executive Office: Executive Office of the Executive Board of the Administrative Unit.

Article 2

A. The share of the administrative units and municipalities mentioned in article 16, section I, of Legislative Decree No. 53 of 1/10/2006 shall be determined by at least 10 per cent of the real estate rent tax and the opportunities to be paid.
P. The share of administrative units and municipalities is set at 10 per cent of different income taxes (real profits, real estate trade, lump income, salaries and wages). etc. provided for in Act No. 24 of 2003 and its amendments.

Article 3

Article 2 of Act No. 1 of 1994 is amended to read as follows:
" The share of administrative units shall be transferred from various income taxes, real estate and practitioner taxes from all departmental, district and district finance directorates to the Ministry of Local Administration and the Environment and shall be distributed by a decision of the Minister to all administrative units as follows:
1. Thirty-five per cent of total income is allocated and distributed to:
A. 15% for Damascus City.
P. 5 per cent of administrative units of tourist and archaeological character are determined by decision of the Council of Ministers.
10 per cent of administrative units in development areas are determined by decision of the Council of Ministers.
Dr. 5 per cent of seaport cities is determined by decision of the Council of Ministers.
These proportions may be amended by decision of the Council of Ministers.
2. Sixty-five per cent of all administrative units according to the population in the civil registry or statistics of the Central Bureau of Statistics, whichever is higher in coordination with the boards of administrative units in terms of population.


Article 4

The text of articles 4 and 5 of Act No. 1 of 1994 shall be repealed and replaced by the following:
The share of 15 per cent of the transport charges mentioned in article 1 of Legislative Decree No. 48 of 6/8/2002 and its amendments shall be distributed in accordance with the provisions of article 3 of this Act.

Article 5

25 per cent of the Arab Foundation ' s revenue is allocated to administrative units and municipalities to publicize road advertising.

Article 6

The provisions of article 17 of Act No. 1 of 1994 shall be repealed and replaced by the following:
" The distribution provisions of articles 1 and 2 of former article 3 shall apply to the fees provided for in article 16 of Act No. 1 of 1994 concerning the drawing of consumption on inflammable materials and advertising fees under Legislative Decree No. 17 of 1969 and its amendments and article 5 and to the fees provided for in Act No. 1 of 1980 and its amendments containing the share of the administrative units in the tax on imported goods and the share of the cities of Latakia and Tartus.

Article 7

Amend article 9, paragraph B, of Act 1 of 1994 to read as follows:
The administrative unit of non-State employees is charged 3 per cent by 3 per cent of the fee obtained by him, not exceeding 10,000 Syrian pounds per month.

Article 8

Article 10 (c) of Act No. 1 of 1994 is amended and replaced by the following:
Any person who has slaughtered outside the slaughterhouse or a store appointed by the administrative unit is an animal intended for public consumption, offering, offering or offering to sell, or sold a meat intended for consumption that is not sealed with the control signal of the administrative unit shall be subject to a fine of 5,000 Syrian lire for each head, taking into account the determination of the fine of the type of atom and the confiscation of the atom if it is not suitable for food and learning by the internal trade services to take legal action.

Article 9

Amend article 14, paragraph d, of Act No. 1 of 1994 and replace it with the following:
Anyone who engages public property without a licence shall be liable to a fine of between 1,000 and 5,000 Syrian lire until the drawing has been completed and the breach removed.

Article 10

The text of article 20 of Act No. 1 of 1994 shall be repealed and replaced by the following:

1. A cleaning fee per month for the administrative units shall be provided for the following:
Minimum ceiling
Cities of governorate centres and cities with a population of over 50,000 25 50
Other cities and towns 15
Villages, rural units and municipalities 10 15

2. The boards of administrative units shall determine the monthly fee for housing homes within the minimum and higher limits mentioned.
3. This fee is carried out by public electricity companies in the governorates in coordination between the Ministries of Local Administration, Environment and Electricity.

Article 11

The Minister of Local Administration and the Environment issues the executive decisions and instructions of this Act.

Article 12

This law is published in the Official Gazette.
