The following are issued:

Article 1

The extraction and production of salt and its marketing in the Syrian Arab Republic are subject to the provisions contained in this law. The word "salt" means the sodium chlorine from its various natural sources (wells or springs, water springs, seawater, surface navigation, and rock salt mines). Whether the product salt is good for food or otherwise.

Article 2

All salt ores in their natural deposits within the borders of the territory of the Syrian Arab Republic are considered as the property of the State, whether on its surface, in its subsoil or in its territorial waters and continental shelf.

Article 3

a. In addition to its functions under Legislative Decree No. 122 of 1970, the General Company for Phosphates and Mines is responsible for transporting, storing, marketing and pricing the salt of non-iodized navigation products from the company's re-entry navigation.
b. The consumption of iodized salt is carried out by the consumer public enterprise for the purpose of the food produced from the mines invested by the general company of phosphate and mines and its price is determined by agreement between them.

Article 4

a. Private and joint sectors may extract, process, transfer and market salt for industrial and food purposes under a licence granted by the Public Enterprise for Geology and Mineral Resources after the approval of the Cabinet, following the proposal of the Minister of Petroleum and Mineral Resources.
b. The technical conditions and regulations for the granting of licences to extract and produce salt by decision of the Minister of Petroleum and Mineral Resources shall be determined upon the proposal of the General Foundation for Geology and Mineral Resources.

Article 5

The investment license shall be granted at the request of the investor and the owner of the land or the owner of the state, provided that the technical conditions and regulations are adhered to, and the financial obligations arising from the licence are paid and the ownership of the state of salt is transferred from the State to the licensee once it is extracted from the area. Article 6

Contrary to every available text, it is settled by the licensee to extract the salt.

a. To draw up an annual licence to determine the amount and mechanism of meeting it and amending it by decision of the Minister of Petroleum and Mineral Resources in agreement with the Minister of Finance and to provide a revenue for the general treasury.
b. The state's right to the mined salt determines its quantity and mechanism by decision of the Minister of Petroleum and Mineral Resources in agreement with the Minister of Finance and the Minister of Finance, which will be responsible for the general treasury.
c. The expenditures incurred by the General Organization for Geology and Mineral Resources to carry out the licensing procedures shall be determined by decision of the Minister of Petroleum and Mineral Resources in agreement with the Minister of Finance and to obtain the benefit of the aforementioned institution, including the salaries of the technical lists, the preparation of the survey and the mining schemes. Calculation of invested quantities, supervision and technical and environmental supervision, survey, prospecting, geological studies and laboratory studies.

Article 7

a. Salt produced from licensed projects is considered to be a pricing editor and can be marketed in and out of diameter directly from the product.
On the proposal of the ministers of economy and trade, oil and mineral wealth may limit the marketing of salt for food purposes to the consumer public enterprise, regardless of the sources and sources of its production.

Article 8

The salt is transferred by the authority to transfer the salt authorized by the production and marketing of the salt under the provisions of this Act.

Article 9

Every person who extracts the salt without a license, possession, transfer or storage, contrary to the provisions of this law, shall be subject to the penalties and the following measures.
1. A fine of five times the value of the seized salt and the right of the State and the price issued by the General Company for Phosphates and Mines to account for the fine.
2. Seizes the seized salt for the benefit of the company mentioned and reserves the means used for extraction and transportation until the penalty is paid for the violation.

Article 10

a. Violations of the provisions of this Law shall be established by a record of arrest by at least two jurors of the general company of phosphate and mines and of such an octopus shall prove to be forged by a judicial judgement.
b. The employees of the General Company for Phosphate and Mines, who are entrusted with organizing the violations before the Civil Start Court in the area of their work, are sworn in.

Article 11

The minutes of the offences are organized by three copies of the first to be sent to the Public Prosecutor's Office, the second to the competent financial directorate and the third to the General Company for Phosphates and Mines.

Article 12

The fines sentenced by the implementing services shall be in accordance with their rules and at the request of the Public Prosecutor's Office and shall be made public for the public service.

Article 13

The workers authorized to regulate the carp have the right to enter warehouses and warehouses where there is salt to stabilize production and possession of salt without a license and consider the reluctance or assault of such employees to be tantamount to assaulting the members of the judicial officer and punishing those who are responsible for it. with the penalties provided for in the penal code.

Article 14

It is terminated by Act No. 80 of 4/1/1979 and its amendments and Legislative Decree No. /302/Date of 3/12/1969 and its amendments.

Article 15

This law is published in the Official Journal and is considered to be effective three months after the date of its promulgation.
