Provision of State budget appropriations and revenues for the fiscal year 2009

President
Based on the Constitution

As approved by the People's Assembly at its meeting held in the date of 18-12-1429 A.H., which was approved on 16-12-2008.

The following are issued:

Article 1

The appropriations for the state budget for the fiscal year 2009 are set at a total of 685 billion L.C. will only be 200 and 85 billion Syrian pounds not spread over sections, branches and doors, according to what is contained in the schedule of expenditure statements accompanying this law.

Article 2

The revenues of the state budget for the fiscal year 2009 are estimated at a total of 685 billion L.C. will only be 200 and 85 billion Syrian pounds, not according to the revenue schedule of this law.

Article 3

The balance sheets of public bodies of an economic nature and establishment shall be issued by a decision of the Minister of Finance after the promulgation of this law, in which the share of the public debt fund and the institution or company shall be determined from the estimated budget surplus.

Article 4

Provision of appropriations for the State contribution to price stabilization and the allocation of capital to public bodies of an economic nature and establishment by decision of the Minister of Finance under the liquidation and disbursement orders of the Minister of Finance.

Article 5

a. Expenditure for mail, lightning, telephone and consumption of electrical power and water shall be deemed to be mandatory and shall not be charged and acted within a period not exceeding five days from the date of submission of its exchange documents.

b. The Minister of Finance may move the debtor's accounts to the targets set out in paragraph (a) in the equivalent of their obligations.

c. The provisions of paragraphs (a) and (b) of this article shall apply to ministries, public administrations, public bodies, local administration units, municipalities and public services, and public bodies of an economic nature and establishment.

Article 6:

a. Stops the use of salaries and salaries of transferees from one governorate to another until the appropriations have been redistributed by decision of the Minister of Finance at the suggestion of the Minister of Local Administration and the Environment.

b. It shall not be possible to transfer from the appropriations of the education directorates in the budgets of the local councils to other departments of the county council or to other public bodies.

Article 7

a. The advances granted by treasury funds during 2008 and prior to administrative authorities shall be reimbursed on the basis of legal texts in force under the liquidation and disbursement orders calculated on the basis of the sections and branches of the public budget for 2009 after the approval of the Minister of Finance.

b. A decision may be made by the President of the High Planning Board on the proposal of the Minister of Finance to increase the investment project funds for the year 2009 to pay the advances of the ready-to-use treasury funds on the basis of legal texts in effect during 2008 and before the increase in the rest of the rest of the funds. Article 8

a. The public bodies of an economic nature will finance their investment projects in the third part of the State budget and in loans.

b. The Public Debt Fund grants loans to public bodies of an economic nature to finance its investment projects in the third part of the state budget according to its financial means.

c. Public authorities of an economic nature are allowed to borrow from public banks to finance their investment projects, which are allocated in section III of the State budget.

d. The funds specified in accordance with the provisions of this article may be used only for their very specific allocation.

Article 9:

All public bodies whose investment projects finance the public debt fund should set a time plan distributed over the months of the year and send them to the public debt fund within a month from the date of the issuance of this law, in particular the estimates of investment spending according to the model adopted by the Ministry of Commerce. Article 10:

a. All public bodies of an economic nature and the establishment must supply the share of the public debt fund from the budget surplus specified according to the estimates in the State budget.

b. Supply defined in the preceding paragraph shall be determined according to a time plan distributed over the months of the year by the above-mentioned bodies and sent to the Ministry of Finance within one month of the date of promulgation of this law.

Article 11

a. To the competent minister or in his ruling, and by decision, to exchange incentive rewards within the allocated provision for work incentives for his ministry or other funds to balance his ministry with a sum of no more than 500 thousand Syrian pounds and to exchange incentive rewards within the allocated provision of no amount. Fifty thousand Syrian pounds exceeds the job incentives for employees of each public sector or a public sector company under his supervision that exceeds the budget of one million Syrian pounds from the credits of that person or other state employees.

b. To the President of the Executive Office of the Governorate Council and, by decision, to disburses incentive rewards within the allocated provision for work incentives for the directors of the county council or other employees in other public bodies within an amount not exceeding 50,000 Syrian pounds of appropriations. c. The remuneration of the remuneration referred to in the preceding two paragraphs of the appropriations shall be made in the emoluments clause of the budget of the Ministry, the public, the institution, the company or the enterprise.

(d) The incentive bonus shall be disbursed within a portion of twelve parts of the amount specified in paragraphs (a) and (b) plus the balance of undisbursed appropriations during the preceding months of the year.

e. Amounts disbursed under the provisions of this article shall be excluded from the maximum limits of compensation and remuneration provided for in laws and regulations in force.

Article 12:

The reward for the provision of incentive rewards allocated in the 2009 state public budget for members of the educational body studying in Syrian universities, in addition to teaching in their original universities, including the full-time ones, from the budget of Damascus universities, Aleppo, the Euphrates Baath, and what is not. It exceeds 3 million L.C. for each university.

Amounts incurred under the provisions of this article are excluded from the maximum limits of compensation and remuneration provided for in laws and regulations in force.

Article 13:

Acting with the approval of the Prime Minister's approval, incentive rewards according to the following:

a. With decisions issued by the Minister of Finance and Head of the State Planning Authority each for the workers in preparing the State budget at the limit of a sum not exceeding 500 thousand Syrian pounds per destination.

b-With decisions issued by the Minister of Finance to the employees who contributed to the automation and printing of the state budget by an amount not exceeding one hundred thousand Syrian pounds and from the appropriations allocated to this end in the budget of the Ministry of Finance.

c-With decisions issued by the Minister of Local Administration and Environment for the staff of the study and preparation of the budgets of the local councils, up to one hundred and twenty-five thousand Syrian pounds.

d-With decisions issued by the head of the State Planning Authority for those working in the economic and social studies that are included in the five-year plan, or which are added at the request of the Supreme Council for Planning with an amount not exceeding 300 thousand Syrian pounds.

e. Decisions to be issued by the Minister of Finance for staff in the studies of tax and public finance legislation with a limit of no more than 300 thousand Syrian pounds.

and-with decisions issued by the Minister of Agriculture and Agrarian Reform for agricultural scientific research workers and studies with an amount not exceeding 300 thousand Syrian pounds.

g. With decisions to be issued by the Minister of Higher Education for Scientific Research and Studies personnel with an amount not exceeding 300 thousand Syrian pounds.

h-With decisions to be issued by the Minister of Irrigation to scientific research and studies personnel with an amount not exceeding 300 thousand Syrian pounds.

Amounts incurred under the provisions of this article are excluded from the maximum limits of compensation and remuneration provided for in laws and regulations in force.

Article 14:

Acting upon the approval of the Prime Minister with decisions issued by the Minister of Higher Education, incentive rewards, within an amount not exceeding 500 thousand Syrian pounds, from the provisions of section 18, the Observatory, in the budget of the Ministry of Higher Education for 2009, without restriction to the maximum limits of the compensation. Article 15:

Article 16:

Article 17

Article 18:

a. The allocations for the ongoing operations between the sections and items of the section or section are carried out by a decision of the Minister of Finance upon the proposal of the competent minister.

The transfers between the allocations of the doors and budgets of local bodies are carried out by decision of the Minister of Finance on the proposal of the Minister of Local Administration and the Environment.

c. The allocations for investment operations between branches and sections shall be carried out by decision of the Prime Minister on the proposal of the Minister of Finance.

Article 19:

Transfers from the external resources field may not be transferred and added to provisions in the local resources field.

Article 20:

The Public Debt Fund is allowed to grant the public institution for housing an interest-free loan at a rate not exceeding 30 percent of the approved annual cost of the project to implement small housing units and the housing of judges.

Article 21:

The repayment of the treasury charge in the cash cover shall be deferred for the cumulative old one arising from the consolidation of prices, its previous cumulative benefits and the cumulative old balance of the State budget and its accrued interest to 2009, and for 10 equal annual installments to begin with the payment of the instalment The first one is 1-10-2024.

Article 22:

Exception from Legislative Decree No. 60 of 2007

a. The Central Bank of Syria grants the Ministry of Finance the Public Debt Fund in loans and in advance to pay the supply deficit and the state budget deficit for the year 2009.

b. The loans and advances granted under paragraph (a) above shall be added to the elements of paragraph 5 of Article 34 of the Monetary and Credit Board Act No. 23 of 17.3.2002.

Article 23:

The Public Debt Fund is allowed to grant the public institution for road transport loans in 2009 without the benefit of financing its investment projects allocated in the state budget and is considered as final financing.

Article 24:

The Minister of Finance shall issue instructions to implement the provisions of this Act.

Article 25:

This law is published and works with effect from 1-1-2009.
