State budget appropriations for fiscal year 2012

President
Based on the Constitution

As approved by the People's Assembly at its meeting held in the date of 19-12-1433 A.H., 15 -11-2011, I was born.
The following are issued:

Article 1

The state budget appropriations for the fiscal year 2012 are set at a total amount of 51326 billion Syrian pounds only a thousand, 300, 26 billion and 500 million Syrian pounds, not spread over sections, branches and doors, according to what is contained in the schedule of the statement of expenditure. For this law.

Article 2

The revenues of the state budget for the fiscal year 2012 are estimated at a total of 1326 billion Syrian pounds only a thousand, 300 billion and twenty five hundred and fifty million Syrian pounds, not according to the revenue schedule of this law.

Article 3

The balance sheets of public bodies of an economic nature and establishment shall be issued by a decision of the Minister of Finance after the promulgation of this law, in which the share of the public debt fund and the institution or company shall be determined from the estimated budget surplus.

Article 4

The Observatory's appropriations for the state's contribution to price fixing are the "social support" allocated.

a. To the Agricultural Production Support Fund by decision of the Minister of Finance and under the liquidation and disbursement orders issued by the Minister of Agriculture and Agrarian Reform.

b. To the National Fund for Social Aid by decision of the Minister of Finance and under the liquidation and disbursement orders issued by the Minister of Social Affairs and Labour.

c. To support oil derivatives and electric power, by decision of the Minister of Finance and under the liquidation and discharge orders of the Minister of Finance, Minister of Petroleum and Mineral Resources, Minister of Electricity and Minister of Electricity, without any monetary performance resulting from the Minister of Finance and Minister of Finance.

d. To support the supply of sugar, rice, flour and capital for public bodies of an economic and financial nature, by decision of the Minister of Finance and under the orders of liquidation and disbursement of expectation by him.

Article 5

a. Expenditure for mail, lightning, telephone and consumption of electrical power and water shall be deemed to be mandatory and shall not be charged and acted within a period not exceeding five days from the date of submission of its exchange documents.

b. The Minister of Finance may move the debtor's accounts to the targets set out in paragraph (a) in the equivalent of their obligations.

c. The provisions of paragraphs (a) (b) of this article shall apply to ministries, public administrations, public bodies, local administration units, municipalities, public services, and public bodies of an economic and founding character.

Article 6:

a. Stops the use of salaries and salaries of transferees from one governorate to another until the appropriations have been redistributed by decision of the Minister of Finance on the proposal of the Minister of Local Administration.

b. It shall not be possible to transfer from the appropriations of the education directorates in the budgets of the local councils to other departments of the county council or to other public bodies.

Article 7

a. The advances granted by treasury funds during 2011 and prior to administrative authorities based on legal texts shall be reimbursed based on the legal texts of the liquidation and disbursement orders calculated on the basis of the sections and branches of the 2012 public budget after the approval of the Minister of Finance.

b. A decision may be made by the President of the Supreme Planning Board on the proposal of the Minister of Finance to increase the investment project funds for 2012 to pay the advances of the ready-to-use treasury funds on the basis of legal texts in effect during 2011 and before such an increase will be repaid from and immediately All other sections and branches of the public budget for 2012.

Article 8

a. The public bodies of an economic and financial nature reserve the excess liquidity estimated to be used for financing replacement and renovation projects and part of their investment projects in light of the provisions of the Observatory in the State budget.

b. Public bodies of an economic and institutional nature will finance their investment projects in the third section of the state budget and in loans.

c. The Public Debt Fund grants loans to public bodies of an economic nature to finance its investment projects in the third part of the state budget according to its financial capabilities.

d. Public authorities of an economic and institutional nature are allowed to borrow from public banks to finance their investment projects, which are allocated in the third part of the State budget.

(e) The funds specified in accordance with the provisions of this Article shall not be used for the very specific amount allocated to them.

Article 9:

All public bodies whose investment projects finance the public debt fund should set a time plan distributed over the months of the year and send them to the public debt fund within a month from the date of the issuance of this law, in particular the estimates of investment spending according to the model adopted by the Ministry of Commerce. Finance.

Article 10:

a. All public bodies of an economic nature and the establishment must supply the share of the public debt fund from the budget surplus specified according to the estimates in the State budget.

b. The supply is determined by the previous paragraph according to a time plan distributed over the months of the year by the above bodies and sent to the Ministry of Finance within a month from the date of the enactment of this law.

Article 11

a. To the competent minister or in his ruling, and by decision, to exchange incentive rewards within the allocated provision for work incentives for his ministry or other funds to balance his ministry with a sum of no more than 500 thousand Syrian pounds and the disbursement of incentive rewards within the allocated provision of no amount. Fifty thousand Syrian pounds exceeds the job incentives for employees in every public sector or a public sector company under its supervision that exceeds one million Syrian pounds of budget allocations for that or other employees in the state.

b. To the President of the Executive Office of the Governorate Council and, by decision, to disburses incentive rewards within the allocated provision for working incentives for the directors of the county council or other employees in other public bodies within an amount not exceeding 50,000 Syrian pounds of appropriations. The Observatory for this purpose is to balance the Secretariat's secret service and spend a similar amount for workers in each of the city councils, countries and municipalities affiliated with the county council or other employees of other public bodies whose budget exceeds one million Syrian pounds from the budget of the concerned party.

c. The action of the rewards referred to in the preceding two paragraphs of the Observatory's provisions in the emoluments clause of the budget of the Ministry, the public, the enterprise, the company or the enterprise.

(d) The incentive bonus shall be disbursed within a portion of twelve parts of the amount specified in paragraphs (a) (b) plus the balance of undisbursed appropriations during the preceding months of the year.

e. Amounts incurred under the provisions of this article shall be excluded from the ceilings of compensation and the rewards provided for in the laws and regulations in force.

Article 12:

The reward for the provision of incentive funds allocated in the 2012 state public budget for members of the educational body studying in Syrian universities, in addition to teaching in their original universities, including the full-time ones, from the budget of Damascus, Aleppo, October, the Baath, the Euphrates, and what is not. It exceeds 3 million Syrian pounds for each university.

The amounts disbursed under the provisions of this article are excluded from the ceilings of the compensation and the rewards provided for in the laws and systems in force.

Article 13:

Acting with the approval of the Prime Minister, incentive rewards according to the following:

a-By decisions issued by the Minister of Finance and the head of the International Planning and Cooperation Organization, each for the workers in preparing the state budget at the limit of a sum not exceeding 500 thousand Syrian pounds per destination.

b. With decisions issued by the Minister of Finance to the employees who contributed to the crisis and printing the state budget by an amount not exceeding 300 thousand Syrian pounds, and from the appropriations allocated to this end in the budget of the Ministry of Finance.

c-With decisions issued by the Minister of Local Administration for the employees of the study and preparation of the budgets of the local councils, within an amount not exceeding one hundred and twenty-five thousand Syrian pounds.

d-With decisions issued by the head of the International Planning and Cooperation Organization for those working in the examination of economic and social studies that are included in the five-year plan or which are added at the request of the Supreme Council for Planning with an amount not exceeding 300 thousand Syrian pounds.

e. Decisions to be issued by the Minister of Finance for staff in the studies of tax and public finance legislation with a limit of no more than 300 thousand Syrian pounds.

-With decisions issued by the Minister of Agriculture and Agricultural Reform for agricultural scientific research workers and studies with an amount not exceeding 300 thousand Syrian pounds.

g. With decisions to be issued by the Minister of Higher Education for Scientific Research and Studies personnel with an amount not exceeding 300 thousand Syrian pounds.

h-With decisions to be issued by the Minister of Irrigation to scientific research and studies personnel with an amount not exceeding 300 thousand Syrian pounds.

(i) Decisions to be issued by the Minister of Industry in the field of industrial research and scientific studies by an amount not exceeding 300 thousand Syrian pounds.

The amounts disbursed under the provisions of this article are excluded from the ceilings of the compensation and the rewards provided for in the laws and regulations.

Article 14:

At the approval of the Prime Minister's approval of decisions issued by the Minister of Higher Education, incentive rewards, within an amount not exceeding 500 thousand Syrian pounds, from the provisions of section 18, the Observatory in the Ministry of Higher Education budget for 2012, for members of educational bodies, including Part-time workers, university workers, institutes, postgraduate students and others who work to complete the admission and registration of new students at universities and institutes for the academic year 2011-2012. The amounts disbursed under the provisions of this article are excluded of the maximum limits of compensation and rewards provided for in laws and regulations in force.

Article 15:

Action taken or transferred to various sections and branches of the budget, the transformative expenditure in section 113, Section 11301, to be chaired by the Council of Ministers, with decisions issued by the Prime Minister.

Article 16:

The budgets of the local administrative units, the public services and the popular work will be issued in accordance with the legal provisions in force, and the total appropriations allocated to the various sections of the 12202 local councils will be distributed by decision of the Minister of Finance on the proposal of the Minister of Local Administration.

Article 17

a. Provision of allocations for export support in item 41, "Contributions to economic activity", section IV, "Manufacturing", Section 19202, "Public debt", based on the approval of the Prime Minister and under the liquidations and disbursement orders issued by the Minister of Finance.

(b) Provisions in section 48 of section IV mentioned in paragraph (a) of this article shall be transferred to various sections, sections, sections and budget lines by decision of the Minister of Finance based on the approval of the Prime Minister and "obligations for appointment" Detachment engineers and mandatory appointments "obligations to appoint doctors, pharmacists and subsidies for the implementation of certain projects in the governorates" equipment, supplies, materials and emergency expenses."

d. Article 18:

a. The allocations for the ongoing operations between the sections and items of the section or section are carried out by decision of the Minister of Finance upon the proposal of the competent minister.

The transfers between the provisions of the budget sections of the local bodies are carried out by a decision of the Minister of Finance on the proposal of the Minister of Local Administration.

b. The allocations of allocations for investment operations between items and paragraphs shall be carried out by decision of the Minister of Finance upon the proposal of the competent minister.

c. The allocations for investment operations between branches and sections shall be carried out by decision of the Prime Minister on the proposal of the Minister of Finance.

Article 19:

Transfers from the external resources field may not be transferred and added to provisions in the local resources field.

Article 20:

The Public Debt Fund is allowed to grant the public institution for housing a interest-free loan at a rate not exceeding 30 percent of the approved annual cost of the project to implement small housing units for young people.

Article 21:

The Public Debt Fund is allowed to grant the public institution of road transport loans during 2012 without the benefit of financing its investment projects allocated in the state budget and is considered as final financing.

Article 22:

The payment of treasury support placed in the cash cover shall be deferred for the cumulative old one arising from the stabilization of prices, its previous cumulative interest and the cumulative old age of the State budget and its accrued interest to 2012, and an average of ten equal annual installments commencing with the payment of the instalment The first one is 1-10-2027.

Article 23:

Exception from provisions Legislative Decree No. 60 of 2007 :

a. The Central Bank of Syria grants the Ministry of Finance the "Public Debt Fund" loans and advances to pay off the 2012 supply deficit and the state budget deficit.

b. Loans and advances granted under this Act shall be added to the elements of paragraph (5) of article 34 of the Central Bank of Syria Act and the Basic Monetary System (23) of 2002 and its amendments.

Article 24:

The current appropriations for the departments, departments of the Treasury, the tax query and the estate services of the State Department of the Ministry of Finance in the governorates, based on the provisions of Legislative Decree No. 64 of 2010, have been acted upon in order to liquidate and disburbe from the budget of the General Authority for Taxation and Fees for 2012.

Article 25:

The Minister of Finance shall issue instructions to implement the provisions of this Act.

Article 26:

This law is published and works with effect from 1-1-2012.
